The Full-time Housewives Support Policy from the Perspectives of Human Resource Development and Utilization (인적자원 개발과 활용 관점에서 본 전업주부정책)

  • This study was performed to discuss how to develop policies to support social participation by full-time housewives, from the perspectives of human resource development and utilization. This study focused on three areas of potential human resource development: (a) labor force participation (b) social education (c) volunteerism. It analyzed the related "social infrastructures," especially labor market situation and child care systems. The current governmental policies and other social programs implemented by various institutions as well as the relevant literatures were reviewed. The preliminary policy proposals outlined in this study were evaluated by the policy developers and experts through several hearings and discussions. Programs proposed from this study were as follows : (a) programs to support housewives who wish to find employment or create a self-owned business, (b) educational programs exclusively offered for full time housewives, and (c) programs to award certificates and rewards and to create paid employment tied to volunteer work. In addition, the ways how to ameliorate the gender discrimination by changing the labor and social environments and institutionalizing the child care were discussed.

A Mathematical Approach of Work Assignment for Human Resource in Software Development (소프트웨어 개발인력 배치를 위한 수학적 업무 배정 방법)

  • Team collaboration is becoming commonplace and it is spotlighted in agile software development projects as well. More efficient teamwork in terms of effective team operation and project performance is very important. Heuristic software development staffing method has been used, but algorithm approach is needed to compensate for it. In this paper, we propose a mathematical approaches for staffing developers in teamwork-based software development projects. This consist of six process, and activities in each processor is defined as a mathematical function placement, and functional deployment matrix is used. A case study is presented in order to prove the usefulness of this approach. This paper is a significant research because a mathematical approach of work assignment is developed for human resources by quantitative logic and it deviate from intuitive or heuristic methods used previously.

A Study on the Effect of Job Satisfaction of Young Employees on the Desired Period of Service: Focusing on Gender Difference (서울형 강소기업 청년재직자의 조직만족도가 재직 희망 기간에 미치는 영향: 성별 차이를 중심으로)

  • This study aims to examine how the organizational satisfaction affects the desired period of service in the current workplace among young employees. Among detailed organizational satisfaction variables with nine sub-categories, a level of satisfaction with (1) tasks and (2) compensation and recognition policies have a positive effect on the desired period of service in the current workplace. In addition, there is gender difference in the determinants of the desired period of service in the current workplace. For male employees, (1) leadership, (2) tasks and (3) compensation and recognition policies positively affect the desired period of service in the current workplace. For female employees, (1) environment and (2) career and HR training have a positive impact on the desired period of service in the current workplace. Using these results this research suggests implications that how company prevents the outflow of human resource by increasing the desired period of service of young employees.

A Study on the Transition Process of Vocational Education as National Human Resource Development in Korea (산업인력양성 체제로서 국내 직업교육의 변천 과정 고찰)

  • The purpose of this study was to verify how the vocational education for training industrial workforce as a national human resource development (NHRD) system has undergone a transition process in relation to the national economic, industrial, and socio-cultural contexts. First, how vocational education as an industrial workforce training system has changed in accordance with Korea's economic environment, industrial development, and social changes; second, what are the main factors that influenced the role and importance of vocational education; and third, vocational education as a system for training industrial workforce and training workforce in science and engineering were analyzed differently from the perspective of the NHRD model. To this end, domestic and international academic journal papers, research reports, and thesis were investigated and classified by period, and major changes in vocational education were analyzed in relation to economic, industrial, and social issues and policies by period. As a result of the research, first, as the industry advanced, the level of vocational education increased and the scope expanded. Second, vocational education tended to shrink gradually after the manufacturing industry base, and especially secondary vocational education tended to decline after the national industry focused on light industry. Third, since the 1970s, the diversification of the NHRD and jobs has resulted in wage gaps depending on the level of education, which has increased the preference for university education and avoided secondary vocational education. In addition, a NHRD model focusing on training science and engineering workforce was proposed to compare the existing NHRD model focusing on overall vocational education, and it was revealed that the NHRD needs to be subdivided into various fields or levels to derive a model and examine changes. From the results of the study, vocational education in Korea, especially in secondary vocational education, has declined due to large impacts on socio-cultural perception due to economic growth, enthusiasm for education, and external shocks such as the financial crisis, and the long-term effort to change this perception is suggested to overcome the crisis of vocational education.
