A Study on the Design and Implementation of Multi-Disaster Drone System Using Deep Learning-Based Object Recognition and Optimal Path Planning (딥러닝 기반 객체 인식과 최적 경로 탐색을 통한 멀티 재난 드론 시스템 설계 및 구현에 대한 연구)

  • In recent years, human damage and loss of money due to various disasters such as typhoons, earthquakes, forest fires, landslides, and wars are steadily occurring, and a lot of manpower and funds are required to prevent and recover them. In this paper, we designed and developed a disaster drone system based on artificial intelligence in order to monitor these various disaster situations in advance and to quickly recognize and respond to disaster occurrence. In this study, multiple disaster drones are used in areas where it is difficult for humans to monitor, and each drone performs an efficient search with an optimal path by applying a deep learning-based optimal path algorithm. In addition, in order to solve the problem of insufficient battery capacity, which is a fundamental problem of drones, the optimal route of each drone is determined using Ant Colony Optimization (ACO) technology. In order to implement the proposed system, it was applied to a forest fire situation among various disaster situations, and a forest fire map was created based on the transmitted data, and a forest fire map was visually shown to the fire fighters dispatched by a drone equipped with a beam projector. In the proposed system, multiple drones can detect a disaster situation in a short time by simultaneously performing optimal path search and object recognition. Based on this research, it can be used to build disaster drone infrastructure, search for victims (sea, mountain, jungle), self-extinguishing fire using drones, and security drones.

Establishment of Evaluation System for Disaster Resilience Focusing on the Local Road under Complex Disaster (복합재해 발생 예상 시 지방도로 중심의 재난 레질리언스 평가체계 구축)

  • Although the importance of resilience is emerging around the world, the single definition of resilience related to natural disasters is not clear. The reason for this is that there is no specific definition of how the definition of resilience relates to similar terms such as vulnerability, recovery, adaptability, and sustainability. In addition, it is because each country and region have different geographic and geological characteristics, and each measurement index is different, just as typhoons, droughts, and earthquakes have different types of disasters. Therefore, in this study, the definition of resilience is reflected in the spatial characteristics of this study as the ability to recover from'complex disasters (concentrated heavy rain, landslides, earth and stone flows) occurring on local roads or on local roads adjacent to people or facilities. Defined. And it was divided into DRR: Disaster Resilience focusing on the Road. In addition, domestic and foreign literature surveys were conducted to derive road-centered disaster resilience factors, and a hierarchical structure was established and AHP survey was conducted to establish a DRR evaluation system. As a result of the analysis of the AHP survey, the weight of direct road disaster influencing factors (drainage facilities, protection facilities, etc.) located inside local roads was 0.742, and the weight of indirect road disaster influencing factors (population, property, etc.) located near local roads. Was found to be 0.258, indicating that the direct impact factor of road disaster was relatively higher than that of the indirect impact factor.

Status and Quality Analysis on the Biodiversity Data of East Asian Vascular Plants Mobilized through the Global Biodiversity Information Facility (GBIF) (세계생물다양성정보기구(GBIF)에 출판된 동아시아 관속식물 생물다양성 정보 현황과 자료품질 분석)

  • Biodiversity informatics applies information technology methods in organizing, accessing, visualizing, and analyzing primary biodiversity data and quantitative data management through the scientific names of accepted names and synonyms. We reviewed the GBIF data published by China, Japan, Taiwan, and internal institutes, such as NIBR, NIE, and KNA of the Republic of Korea, and assessed data in diverse aspects of data quality using BRAHMS software. Most data from four Asian countries have quality problems with the lack of data consistency and missing information on georeferenced data, collectors, collection date, and place names (gazetteers) or other invalid data forms. The major problem is that biodiversity management institutions in East Asia are using unstructured databases and simple spreadsheet-type data. Owing to the nature of the biodiversity information, if data relationships are not structured, it would be impossible to secure the data integrity of scientific names, human names, geographical names, literature, and ecological information. For data quality, it is essential to build data integrity for database management and training systems for taxonomists who are continuous data managers to correct errors. Thus, publishers in East Asia play an essential role not only in using specialized software to manage biodiversity data but also in developing structured databases and ensuring their integration and value within biodiversity publishing platforms.

A Research on Paramedic Student Type of Perception for 119 Rescue Workers

  • This research studies the perception types of 119 rescue workers among emergency rescue department students, and was carried out to identify the types of perception of 119 rescue workers among firefighters and to prepare basic data to find out the characteristics of each type. As a result of analysis on the Q sample consisting of 27 statements by executing the Q UANL program on a total of 54 students from the Emergency rescue department, it is confirmed that there were 3 types, which accounted for 45% of the total variable. When looking at the explanatory power per type, it turned out: 32% for Type I; 6.7% for Type II; and 5.8% for Type III. Each type was named as follows: our Superman for Type I ; suffering hero for Type II ; and rescue expert for Type III. Overall, there were 119 rescue workers as follows : rescue workers in lexical meaning; and 119 rescue workers who were in difficult situations suffering from post-traumatic stress disorder and needed to be covered and protected by citizens. In addition, there was a perception of 119 rescue workers who were recognized as a specialist and carry out his/her lifesaving duties without a single mistake. Therefore, in order for 119 rescue workers to be recognized as a specialized field of rescue, a program in which 119 rescue workers can share various training and experiences must be provided and researched.

A Study on the Procedure for Establishing an Integrated Platform Plan for Safety Management of 5G Digital Twin-Based Facilities: Focusing on Facilities in Metropolitan Cities (5G 디지털 트윈 기반 시설물 안전관리 통합플랫폼 계획 수립 절차에 관한 연구 : 수도권 광역시 시설물을 중심으로)

  • As the variety and scale of facilities increase due to industrialization and urbanization, blind spots for facility safety management have occurred, resulting in numerous casualties.To meet safety and security needs of citizens living in smart cities, we present a procedure for establishing an integrated platform for facility safety management by combining 5G and digital twin technologies. It can be used to perform inspection according to risk factors and aging of facilities. In this paper, the current status of facility management and application directions of new 5G digital twin-based smart city technologies are reviewed and digital twin implementation procedures are presented. Five cities were selected as target areas: Osan, Gwangmyeong, Guri, Uijeongbu, and Anyang. Old and emergency facilities of each local government were selected. A total of 33 digital twin facilities reflecting policy directions of each city were selected. Focusing on facilities determined by each city, the purpose of this study was to define information technology infrastructure elements for the application of the 5G digital twin facility safety management integrated platform, define categories of implementation services, and suggest a concrete integrated platform configuration plan.

Detection of Toluene Hazardous and Noxious Substances (HNS) Based on Hyperspectral Remote Sensing (초분광 원격탐사 기반 위험·유해물질 톨루엔 탐지)

  • The increased transport of marine hazardous and noxious substances (HNS) has resulted in frequent HNS spill accidents domestically and internationally. There are about 6,000 species of HNS internationally, and most of them have toxic properties. When an accidental HNS spill occurs, it can destroys the marine ecosystem and can damage life and property due to explosion and fire. Constructing a spectral library of HNS according to wavelength and developing a detection algorithm would help prepare for accidents. In this study, a ground HNS spill experiment was conducted in France. The toluene spectrum was determined through hyperspectral sensor measurements. HNS present in the hyperspectral images were detected by applying the spectral mixture algorithm. Preprocessing principal component analysis (PCA) removed noise and performed dimensional compression. The endmember spectra of toluene and seawater were extracted through the N-FINDR technique. By calculating the abundance fraction of toluene and seawater based on the spectrum, the detection accuracy of HNS in all pixels was presented as a probability. The probability was compared with radiance images at a wavelength of 418.15 nm to select abundance fractions with maximum detection accuracy. The accuracy exceeded 99% at a ratio of approximately 42%. Response to marine spills of HNS are presently impeded by the restricted access to the site because of high risk of exposure to toxic compounds. The present experimental and detection results could help estimate the area of contamination with HNS based on hyperspectral remote sensing.

Analyzing Driving Behavior, Road Sign Attentiveness and Recognition with Eye Tracking Data (운전자 시각행태 및 주행행태 분석기반의 결빙주의표지 개발연구)

  • Due to the terrain in Korea, there are many road sections passing through mountainous areas. During the winter, there is a higher risk of traffic accidents, due to black ice caused by the lack of sunlight. Despite domestic road freezing safety measures, accidents caused by road freezing results in severe traffic accidents. Under these considerations, this study analyzed whether traffic safety signs that change in response to the external temperature help drivers recognize frozen road segments. The study was conducted through analysis of the effect of the signs on a driver's perspective. For the signs under development, out of the signs designed by experts, the sign design which received the highest visibility and effectiveness evaluation ratings from the general public was selected. The sign was implemented through Virtual Reality (VR) and installed on the right side of the road to analyze the effect on gazing and driving behavior. As a result of analyzing the driver's driving behavior, a speed reduction of about 7km/h or more was found in the sign section. Therefore, It was found that the existence of the sign had a strong relationship with the rate of the drivers' speed reduction.

A Study on the Tug's Minimum Manning Levels (예인선의 최저승무기준에 관한 고찰)

  • About 90.5 % of barge-towing tugs weigh less than 200 gross tonnage and most are served by the master alone. They are also not subject to the regulations on the working hours and manning levels stipulated in the Seafarers' Act. Therefore, the master of barge-towing tugs cannot take sufficient rest during the navigational watch. Moreover, barge-towing tugs do not satisfy the human seaworthiness due to the inevitable performance of the navigational watch which must be alternately undertaken with an unqualified person, called the "Boatswain". Furthermore, there are many cases in which the master or owner of a tug fails to comply with the additionally required minimum manning levels stipulated in the Ship Of icers' Act when a tug tows a barge. This study reviews the following: (1) the regulations on the working hours and manning levels that are stipulated in the Seafarers' Act, (2) the regulations on the minimum manning levels for ship of icers of the tug's deck part that are stipulated in the Ship officers' Act, (3) marine accidents in the barge-towing tugs. As a result I suggested that one additional deck officer should be on board when a tug tows a barge through the revision of the minimum manning level for ship of icer on the deck part in order to prevent marine accidents of tugs effectively. Especially, the Act on the Punishment, etc. of the Serious Accident came into effect on January 27, 2022. If marine casualties occur continuously at sea due by the same cause, and the cause of such marine casualties would be turned out by the fatigue of the ship of icer caused by insufficient institutional arrangements, the administrator of competent Authorities of Maritime and Port could be punished, so it seems to prepare for it.

Predictive Analysis of Fire Risk Factors in Gyeonggi-do Using Machine Learning (머신러닝을 이용한 경기도 화재위험요인 예측분석)

  • The seriousness of fire is rising because fire causes enormous damage to property and human life. Therefore, this study aims to predict various risk factors affecting fire by fire type. The predictive analysis of fire factors was carried out targeting Gyeonggi-do, which has the highest number of fires in the country. For the analysis, using machine learning methods SVM (Support Vector Machine), RF (Random Forest), GBRT (Gradient Boosted Regression Tree) the accuracy of each model was presented with a high fit model through MAE (Mean Absolute Error) and RMSE (Root Mean Squared Error), and based on this, predictive analysis of fire factors in Gyeonggi-do was conducted. In addition, using machine learning methods such as SVM (Support Vector Machine), RF (Random Forest), and GBRT (Gradient Boosted Regression Tree), the accuracy of each model was presented with a high-fit model through MAE and RMSE. Predictive analysis of occurrence factors was achieved. Based on this, as a result of comparative analysis of three machine learning methods, the RF method showed a MAE = 1.765 and RMSE = 1.876, as well as the MAE and RMSE verification and test data were very similar with a difference between MAE = 0.046 and RMSE = 0.04 showing the best predictive results. The results of this study are expected to be used as useful data for fire safety management allowing decision makers to identify the sequence of dangers related to the factors affecting the occurrence of fire.

Development of a Server-independent System to Identify and Communicate Fire Information and Location Tracking of Evacuees (화재정보 확인과 대피자 위치추적을 위한 서버 독립형 시스템 개발)

  • If a fire breaks out in a building, occupants can evacuate more rapidly if they are able to identify the location of the fire, the exits, and themselves. This study derives the requirements of system development, such as distance non-limitation, a non-additional device, a non-centralized server system, and low power for an emergency, to identify information about the fire and the location of evacuees. The objective is to receive and transmit information and reduce the time and effort of the database for location tracking. Accordingly, this study develops a server-independent system that collects information related to a building fire and an evacuee's location and provides information to the evacuee on their mobile device. The system is composed of a transmitting unit to disseminate fire location information and a mobile device application to determine the locations of the fire and the evacuee. The developed system can contribute to reducing the damage to humans because evacuees can identify the location of the fire, exits, and themselves regardless of the impaired server system by fire, the interruption of power source, and the evacuee's location. Furthermore, this study proposes a theoretical basis for reducing the effort required for database construction of the k-nearest neighbor fingerprint.
