This paper covers a series of activities including initial proposal and actual development for the performance improvement of large-scale public facility management system under the application of green IT concept, which finally produced various excellent results in the administration of expense control, human resources, and general affairs. Actual development procedure starts from the analysis required by system users with the purpose of finding cost reduction opportunities under the application of green IT concept, which is followed by a series of activities including making a proposal for performance improvement, the development of trial system and the actual application into real system. As an example of large-scale public facility management system, national qualification management system was taken in order to convert the existing individual test storage unit into on-line storage space equipped with reinforced security function, resulting in acquisition of efficient productivity and greater savings in human resources as well as general expenses. A comparison with existing system and newly developed system was made in the area of number of operators, abnormal processing, system maintenances. It proved that efficiency increased to the minimum of 2 times and to the maximum 12 times with the 5 million savings of personal storage unit.

Methods that industrial spies use to smuggle core technology out are becoming more intelligent, technological, and complex, thus resulting in more serious damages. In particular, defense industries in which involve national core technology as well as institutions including labor force are industries that are in a greater need of the convergence security. Defense Industry develops, experiments, and produces defense security supplies for national security protection. Defense industry involves a number of security elements such as military secret, industrial secret, core technology labor force, defense industry supply, critical national facility, and information communication system. Defense industry security is a complex of military security and industrial security which is convergence security that integrates all security elements of defense industry. Therefore, defense industry security is a typical ideal model for convergence security. Research on defense industry security is relatively insufficient compared to research of security in other industrial fields. In order to prevent core technology of denfese industry from leaking and to protect technical professionals and institutions, research and action on defense industry security from convergence security perspective are therefore essential at this point of time.

Volunteers in public libraries are recognized only as internal manpower, so their sustainability and effectiveness are limited because the motivation for volunteering is hardly considered. This study aims to explore the motivation for volunteering in public libraries and the factors to continuation of the volunteering, and to analyze how these factors affect volunteer satisfaction and marketing intentions. To this end, the variables in this studies including satisfaction and motivation was defined operationally based on the related research and a pilot study with several in-depth interviews. A questionnaire survey was executed with the defined variables and the survey data were analyzed statistically. The results showed that the factors of emotional and psychological motivation influenced the satisfaction and marketing intention rather than the managerial factors such as remuneration. The results indicate the need for a change in volunteer management to a relationship-oriented management method. This study is meaningful in that it expands the value of volunteers in public libraries from as managerial to as marketing resources for public libraries.

This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.

Creative industries and creative occupations have been attracting issues in recent years, in both policy and academic fields. Although no literature has yet made all-embracing definitions of creative sectors, it is important to measure creative workers who are contributing to the national economy. Since 2000, many countries including UK, France, Germany, Finland, Hongkong, US, Canada, etc. have tried to develop more refined mapping methodologies for measuring the creative economy. However we are lack of deep scrutiny in the criteria select which sector is creative or not, as well as in existing methodologies for measuring creative employment. This paper presents a creative mapping methodology, called 'Creative Trident' and criteria that can be applied to measuring the scale of creative employment in Korea. Using annual labor data from Statistics Korea and Ministry of Employment and Labor, this research found that creative employment in Korea amounts to 40,922 and 6.65% of total employment. Also the research found that there are many workers who are creatively occupied outside the creative industries, called embedded creative workers which are 248,445 and 33.5% of total creative employment. That means embedded workers take some large portion of all creative workers and are dispersed across all the sectors of the economy. The research demonstrates that creative trident can be useful to estimate the true size of creative employment in Korean and finishes with some academical and practical implications.

Purpose: The purpose of this study was to figure out the effect of nurse staffing in nursing home on the quality of care and quality of life of the residents, using Castle & Engberg's conceptual framework. Methods: A total of 31 studies published between 1996 and 2021 were selected from 6 databases, searched for keyword such as "Nurse staffing", "Nursing staff", "Outcome", "Quality of care", "Quality of life", "residents outcomes", "nursing home", "long-term care". By using Castle & Engberg's conceptual framework, systematic review was conducted. Results: More time provided by nursing staff, high level of licensed nurse staffing, good relationship between nursing staff and residents, and generous supervision system have a positive effect on resident outcomes. Conclusion: Establishing regulatory strategies of having mandatory Registered Nurse is needed because nurse staffing in nursing homes was related to resident outcomes. In addition, it is necessary to conduct further research about quality of life beyond quality of care for residents.

IT education in the colleges or universities and IT industry in producing IT manpower are urgently called for to balance its supply and demand. To correct this problem, Ministry of Information and Communication launched a program where demand-oriented curriculums are developed and applied to colleges. This paper proposes a design technique based on meta-model and software development process in developing curriculums and courses. This meta-modeling technique is proven to result in the extendibility, flexibility and quality improvement in software design. Therefore, we expect that proposed technique makes it possible to be improved in quality.

과학기술 문헌에 대한, 정확한 인용 정의의 제공을 위해서는 인용 관계를 구성하는 인력에 대한 동명이인 문제가 우선적으로 해소되어야 한다. 본 논문에서는 정확한 저자 중심의 인용 관계 및 네트워크를 구축하기 위해 URI(Universal Resource Identifier)를 이용하는 방법을 제안한다. 본 연구의 특징은, 지속적으로 추가되고 갱신되는 인용 정보를 일관성 있게 유지하고 정확한 문헌으로의 접근성을 보장하기 위해, 시맨틱웹 기술의 하나인 URI를 문헌과 저자에 적용하여 저자 중심 인용 관계 및 네트워크를 구축한다는 것이다. 실험에서는, 국내 학술대회 발표 논문들로부터 2,872개의 저자 중심 인용 관계 쌍을 추출하였고, 이를 바탕으로 구축한 저자 인용 네트워크에서는 135개의 인용 네트워크 그룹을 발견할 수 있었다. 본 연구의 결과는 향후 국가과학기술인력 종합정보시스템에서 제공하는 인력 DB 및 과학기술정보 포털서비스인 YesKiSTi와의 연계를 통하여 새로운 개념의 다양한 연구자 네트워크 서비스를 제공할 수 있을 것으로 기대된다.

A course of study is made of analyzing a survey of IT shipbuilding convergenced core technology in shipbuilding industry. we surveyed marine wireless communication technology, S/W solution for vessel, and CAN & SAN technology in IT filed, and ship-building design and vessel construction technology in shipbuilding field. we put in industry specialist in our education program because we have a gole of training the person are adapted immediately in shipbuilding industry.

The purpose of this study is to make an inspection of the School Library Opening Policy. Some problems show the policy is not only ineffective but also disadvantage to the development of school libraries. The writer suggested three principles and critical strategies for the successful implementation of the School Library Opening Policy.
