인력계획의 통계적 이해와 적용

  • 인력계획업무를 체계적이고 과학적으로 수행하기 위해서는 다양한 계량적인 모형이 요구된다. 이 중에서 핵심적인 모형은 미래의 인력운영을 시뮬레이션 할 수 있는 인력운영예측모형, 인력구조, 인사제도, 인력흐름간의 수리적인 관계를 분석하는 인력구조 분석모형, 인력운영 목표를 달성하기 위한 진급계획 최적화 모형 등이다. 본 논문에서는 이러한 모형 개발 시 적용한 통계적 방법론을 설명하고 주요 통계적 이슈를 제기하였다

  • 그 어느 때 보다 한국경제에서 사회경제적시스템의 성공적인 안착이 필요 한 시대이며, 해외 선진사례에서 보듯이 최근 사회경제적시스템에서 고용창출, 소상공인 경제적 활로 개척 등 소상공인의 협동조합의 역할과 중요성이 점점 커지고 있는 실정이다. 이러한 사회경제적망에서 소상공인협동조합의 자원을 위한 중소벤처기업부/소상공인시장진흥공단은 전국 8대 권역(2분소)에 소상공인협동조합을 위한 협업아카데미를 운영 중에 있다. 각 권역별 협업아카데미에서는 컨설팅, 교육, 네트워킹 등 공통 조합지원 프로그램으로 운영하고 있으나, 소상공인시장진흥공단의 정량/정성적 평가에 따르면 각 아카데미별 운영 결과는 상이하게 나타나고 있다. 이는 협업아카데미 운영인력(매니저)의 자질과 업무 수행역량에 따른 상이한 결과로 판단하고 있다. 이에 협업아카데미 운영 인력의 업무적 필요 역량에 관한 연구를 통해 운영인력(매니저)수급과 인력운영에 관한 기준점을 설정하고 효과적이고 생산적인 소상공인협동조합 지원사업을 수행함에 있어 유용한 자료를 제공하고자 한다.

An Exploratory Study on the Determinants of Manpower Utilization of Container Terminals in the Busan Port and Gwangyang Port (컨테이너 터미널 인력운영 변화요인의 탐색적 연구 -부산항과 광양항을 중심으로-)

  • The purpose of this study is to identify environmental factors affecting manpower utilization of container terminals. 300 questionnaires were distributed to employees working in terminal operators in Busan and Gwangyang port. Based on the results of multiple regression analysis, first, it is proved that technology development, organizational culture and social·external environment have a significant impact on manpower utilization of container terminals. Second, this study found that technology development and social·external environment have a significant impact on manpower utilization of container terminals system. Third, it is found that technology development, social·external environment, safety and security change the composition of the workforce between office and field employees. Forth, the number of workforce is expected to gradually decrease due to technology development. Finally, it is found that technology development, organizational culture, social·external environment and terminal operation have a impact on specialization and training system of human resoures.

  • The necessities of a plan for the labor force in the school temporary workers are superior in education practice. In a view of government, a new paradigm and method for them such as employment stability, better treatment and fewer tasks have been sought. However, the information for them is not enough. While seeing the main issue to manage an temporary workers and the feature of the system for them in schools of Holland, Germany and Sweden, this study shows an effective plan for not only the labor force in the school temporary workers and but their skill development. Based on the result of a plan in education office, supporting office, and schools this study proposes the political and institutional method to revitalize the efficient management of an temporary workers in school.

  • 에너지 분야 전문인력 양성은 중 장기적으로는 기존의 정규교육 과정을 확장, 개선 운영하여 달성할 수가 있다. 그러나 급변하는 에너지 환경 속에서는 기존 인력을 활용한 단기적 대처가 시급한 바, 이들에 대한 재교육 프로그램 운영이 절실히 요구된다. 이러한 목적을 달성하기 위해서는 신프레임의 전면적인 도입과 인력양성 프로그램의 재설계 및 사업관리 시스템의 개선이 시급한 상황이다. 에너지 산업을 발전시키는 원동력이 될 전문인력 양성 방안을 짚어본다.

  • The purpose of this study is to analyze technical manpower management problems that were made by specialized construction company, centering on the field of machinery and equipments, to offer an improvement of technical manpower management. For this study, the adapted research method select owners&foremans on 18 specialized construction company by machinery&equipment services and on-site supervisors on general contractor and then investigate the problem of contract and subcontract by survey. After analyzing the actual state of management, it present an improvement of technical manpower management. The results of this research are as follows. 1) It is analyzed foreman had a number of difficulty for dealing manpower management because of subordinate relationship between supervisor and foreman. 2) The improvement of technical manpower management is concluded that foreman is to be on- site proxy supervisor or to be hired by an annual salary.

  • 병원정책에 있어 병원사업활동에 동원되는 인력을 추산하고 이를 적절히 배치운영함으로서 동원된 인력의 생산성있는 능력을 유지 및 개발하기 위한 행정적 노력은 병원운영의 성공여부를 판가름하는 중요한 일이 되고 있다. 그러나 간호인력 수요에 관한 문제는 광범위하고도 복합적인 수요를 내포하고 있다. 본문에서는 간호인력수요추계에 영향을 미치는 요소분석의 필요성과 간호인력수요추정에 이용되는 지표에 대하여 논술하고저 한다.

Reconsideration of Gagakgo's Staff and Period of Existence in Joseon (조선 가각고의 인력구성과 존재시기에 관한 재고찰)

  • This paper aims to elaborate on the reality of Gagakgo (架閣庫) by looking into its staff and abolition, given how Gagakgo was originally where diverse archives in Joseon were preserved. This study on Gagakgo, therefore, could be used as a basic reference to grasp the reality of the Joseon's Records Centers and Archives. This institution was changed as a labor organization following changes in the political environment. As a result, the status and operational aspects of the institution also changed. Gagakgo was abolished once during King Sejo (世祖)'s reign and then restored during the period between King Hyojong (孝宗)'s and YoungJo (英祖)'s reign. This restored institution also performed the same role as before. This paper serves as reference to better understand the system of Gagakgo and the archival preservation system in Joseon.

The Actual Management and Vitalization Plans for Small Libraries in the Jeju Region (제주지역의 작은도서관 운영실태 및 활성화 방안)

  • This study set out to examine the actual management of 21 small libraries in the Jeju region and search for their vitalization plans based on it with a survey among practitioners. For these purposes, the investigator examined the overall real conditions of small libraries in their management and work situations covering their service hours, program management, volunteer activities, facility expansion, exchanges with common public libraries, work-related education, job priorities, promotional activities, and service for vitalization. Based on findings, the study proposed to induce local residents' interest in small libraries, expand reading culture program, secure professionalism of management manpower, recruit more management manpower, expand budgets for the management of a small library, establish a set of criteria for the expenses of management manpower, build a support center for small libraries.
