The Current State and Future Tasks of Medical Interpreter Policy for International Patient in Korea (외국인환자를 위한 의료통역사 정책의 현황과 과제)

  • The healthcare industry, a high-value-added business, continues to grow with the aging of the population and the development of convergence medical technology. In particular, the medical tourism industry is being pushed by advanced countries. Korea is also actively supporting projects to attract international patients. However, there is a lack of prior research on Korea's medical interpreter policy. This study analyzes the current status and problems of medical interpreter policy for international patients, and presents the task. Problems include insufficient policy control towers, lack of links with local governments, lack of expertise of medical interpreters, poor quality of medical interpreting services, and poor treatment of medical interpreters. As improvement measures, it is proposed to establish a policy control tower, strengthen the link with local governments, switch to a medical interpreter system, diversify the language of medical interpreting qualification test, improve the quality of medical interpreting service, internalize the training process for medical interpreter, give preferential treatment to medical interpreters, utilize the nurse, and train multicultural medical personnel. I hope that this study will contribute to the development of the medical tourism industry.

  • With the rapid development of scientific technologies and the appearance of new industrial areas, the 4th industrial revolution is rapidly progressed while new values are created and realized by the conversion between industries. The researcher wrote the main questions through the preceding research on domestic and overseas major new technology convergence products and services. The researcher planned the in-depth interview, which is one of the qualitative research methodologies, and conducted the Kano method questionnaire that can embody multidimensional and strategic judgment rather than grasp fragmentary preference trends. According to the results, In addition to strengthening the technical capabilities of the VR/AR game industry, policy needs to raise professional manpower have been raised. Practical workforce development through close collaboration between industry and educational institutions, and continuous supply of human resources through retraining of existing game contents personnel. It gave direction to the creation of new jobs in the VR/AR game industry.

A Study on the Transition Process of Vocational Education as National Human Resource Development in Korea (산업인력양성 체제로서 국내 직업교육의 변천 과정 고찰)

  • The purpose of this study was to verify how the vocational education for training industrial workforce as a national human resource development (NHRD) system has undergone a transition process in relation to the national economic, industrial, and socio-cultural contexts. First, how vocational education as an industrial workforce training system has changed in accordance with Korea's economic environment, industrial development, and social changes; second, what are the main factors that influenced the role and importance of vocational education; and third, vocational education as a system for training industrial workforce and training workforce in science and engineering were analyzed differently from the perspective of the NHRD model. To this end, domestic and international academic journal papers, research reports, and thesis were investigated and classified by period, and major changes in vocational education were analyzed in relation to economic, industrial, and social issues and policies by period. As a result of the research, first, as the industry advanced, the level of vocational education increased and the scope expanded. Second, vocational education tended to shrink gradually after the manufacturing industry base, and especially secondary vocational education tended to decline after the national industry focused on light industry. Third, since the 1970s, the diversification of the NHRD and jobs has resulted in wage gaps depending on the level of education, which has increased the preference for university education and avoided secondary vocational education. In addition, a NHRD model focusing on training science and engineering workforce was proposed to compare the existing NHRD model focusing on overall vocational education, and it was revealed that the NHRD needs to be subdivided into various fields or levels to derive a model and examine changes. From the results of the study, vocational education in Korea, especially in secondary vocational education, has declined due to large impacts on socio-cultural perception due to economic growth, enthusiasm for education, and external shocks such as the financial crisis, and the long-term effort to change this perception is suggested to overcome the crisis of vocational education.

A study on the reorganization of training programs for professionals in family-friendly workplaces (가족친화 전문인력 교육과정 개편을 위한 기초연구: 가족친화 전문인력을 대상으로)

  • The purpose of this research was to examine the experiences of three types of family-friendly workplace professionals (professionals here after) including consultants, certification auditors, and professional instructors, and to provide suggestions for the improvement of training programs aimed at such professionals. Ten professionals participated in focus group interviews. Two themes were identified: the competencies of the professionals and ways to improve the training system and the curriculums of training programs. Competencies are dependent on job type. Therefore, different training programs should be provided to the three types of professionals. To make training programs more comprehensive, most participants agreed that training program curriculums for the three types of professionals should link together. Participants also suggested increasing training time and differentiating training programs between new and experienced specialists. In terms of improving the training system, professional networking and the creation of a database for family-friendly programs were discussed. The findings suggest that training programs need to be restructured in line with the competencies required by the professionals and professionals' needs.

  • 중소기업의 정부지원 정책에 대한 만족도를 분석하여 정부지원 정책을 수립할 때 참조할 수 있도록 연구하였다. 정부지원 정책으로 자금지원, 기술개발지원, 인력양성지원, 판로 지원 등 4개 분야로 구분하여 각각 만족도롤 분석하였고, 사업성과, 기술개발 성과, 정부 정책의 성과를 분석하여 상관성 분석을 실시하였다.

  • u-Society 구현을 위한 IT 발전전략은 경제 재도약을 위한 IT 산업정책에의 요구 종대, 디지털 컨버전스 추세의 강화, IT의 사회전반에의 영향력 확대라는 세 가지 환경변화를 감안하여 수립 추진되어야 한다. IT 산업정책에의 요구 증대에 부응하기 위해서는 IT를 중심으로 하는 신성장 동력을 강화해야 하는데, 구체적으로는 IT 원천기술 투자비율을 단계적으로 증가시키고 기존산업과 IT의 융합 분야의 창의적인 R&D 과제를 발굴하고 국제화된 IT인력을 양성하는 것이 중요하다. 또한 한국형 벤처 생태계를 조성하여 소프트웨어 및 컨텐츠 부문을 육성시키는 것이 필요하다. 디지털 컨버전스 추세에 대응하기 위해서는 진입장벽의 완화, 수평적 규제체계의 적용, 방통융합 서비스의 조속한 도입 및 규제기구의 통합이 선결과제이다. IT의 사회전반에의 영향력 확대를 경제 및 사회 제분야의 발전으로 연결시키기 위해서는 물리적인 광대역 인프라의 구축에 더하여 정보사회의 역기능 방지 및 정보보호체계 강화, 정보화추진위원회의 기능 강화가 요구된다. 또한 비IT부문에의 IT접목과 더불어 복지, 교육, 공공부문 혁신에 If를 적극적으로 활용하여야 한다. 즉, u-Society구현은 기존의 정보화정책의 한계를 넘어, 물리적인 인프라 구축과 보완 제도, 규제정책, 산업정책의 유기적인 조화를 필요로 하며 이러한 노력이 결실을 맺을 때 우리나라는 경제적 풍요와 수준 높은 삶의 질을 향유할 수 있을 것이다.

A Study on the Analysis of Reasons for Job Change and Countermeasures among Professionals in the Ship Management Industry (선박관리산업 전문인력 이직 원인 분석 및 대책 연구)

  • The ship management industry in South Korea has been growing steadily, leading the government to implement policies to support its development in response to changing environmental conditions. These policies aim to improve the competitiveness of South Korea's ship management industry by recognizing the importance of skilled professionals in determining its success. Plans and policies have been put in place to cultivate these professionals, but ship management companies are currently facing a serious shortage of manpower. To enhance the industry's competitiveness, it is essential to attract and retain competent ship management professionals. Therefore, this study investigates the reasons for turnover among these professionals. The research results identified four factors contributing to turnover: Work Environment, Economic Compensation and Welfare Benefits, Self-Development, and Promotion and Career Advancement. Subsequent multiple regression analysis based on these factors revealed the need to strengthen economic rewards and benefits in order to reduce turnover rates among ship management professionals. This study provides foundational data for the development of stable human resource management policies for the future of the ship management industry.

  • This study is aimed at a basic infrastructure for realizing urban air mobility (UAM) and personal air vehicle (PAV), which have recently been high interest as new means of transportation. The development of UAM and PAV technologies is a field of a high added value that the world is competitively pushing for the world. However, the three most fundamental aspects are the establishing an aviation certification system, finding reliable manufacturers having advanced technical abilities, and the training/securing of professional manpower. Above all, the aviation certification system will be established for the first time. Based on the certification system, it will be possible to realize the government's policy goal of introducing new means of transportation, including the production of aircraft and to realize commercialization that meets international standards that satisfy conformity and compliance. In addition, finding reliable manufacturers, fostering professionals, and establishing an educating system for stable supplying of the professionals are main projects to become a leading country in the field.

  • Nuclear education & training is an important issue for sustainability of nuclear energy and the safety of the nuclear power plant. The purpose of this paper is to present policy initiatives for establishment of the national nuclear education & training system. It analyzed current status of nuclear manpower and nuclear education & training systems of Korean nuclear organizations and government strategic plans for nuclear manpower education & training. The features of the current nuclear education & training in Korea are institutional diversification and decentralization in Industry-University-Research system. However, linkages and cooperation systematically integrated between institutions are very weak. In addition, duplicated education & training programs and resource allocation, and the resultant inefficiency have been raised as a problem. Therefore, this paper proposed the national nuclear education & training system model as a macro policy initiatives and construction of control tower that manage and adjust overall nuclear education & training.

  • Demand for information security consulting is increasing as the number of major information infrastructure facilities in the country is increasing and the subject of ISMS mandatory certification is expanded. The demand for manpower also increases, but the manpower to meet the needs of industry is scarce. In order to cultivate the manpower that meets the demand, the demand of the industry should be grasped first. Therefore, this study collected and analyzed job advertisements in Korea and the United States in order to grasp the needs of industry. This will contribute to the development of policy to cultivate human resources of consultants in accordance with the future demand of the enterprise, and ultimately it will be able to solve the quality disparity of security consulting personnel.
