Policy Factors in the Development of IT Assistive Devices: A Comparative Study between Korea and America (정보통신 보조기기 발달의 제도적 요인: 한국과 미국의 비교)

  • Korea has deeper digital divide between disabled and non-disabled people than other industrialized countries have. This study attributes the deep divide to policy factors and attempts to discern differences in policies concerning IT assistive devices between Korea and America. This study finds that major differences in policy exist between the two countries, and the differences account for Korea's unsatisfactory state of digital divide. Firstly, Korra has different 'perception' of assistive devices. While IT assistive devices are perceived as rehabilitation tools as well as bridges over digital divide in America, they are still foreign to social welfare and rehabilitation of disabled people in Korea. Secondly, the two countries differ in 'enforcement of policy.' In Korea, unlike in America, compliance with regulations on assistive devises is not compulsory. Besides, laws and regulations do not clarify possible sources of financing and legal sanctions, thus their enforcement is hardly effective. Thirdly, Korea's strategy for assistive device 'market' is very different from America's. America has long-term strategies to enliven the market for IT assistive devices. But Korea provided a lump sum of device development fund, and then gave out the assistive devices free of charge. As a result, the IT assistive device market has not been formed, and the foundation for further device development is yet to be constructed.

  • As the post-cold war era and globalization go on, national security problems which were not traditional national security problems such as terrorism, crime, environmental disasters, economic crises, cyber-terrorism, diseases, and energy problems threat humanity and nations and demands changes. Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.

  • Kerala, a southern-west state of India, has been vigorously studied due to its unique development status. Indeed, Kerala shows such a high level of social development as Human Development Index indicates, yet it is suffering from the low level of economic. As a result, scholars have examined a broad range of rationales to understand the 'Kerala Development Model' as discussing historical contexts, social welfare policies, land reforms by Communist Party of India, and so on. Among them, scholars agree that education is one of the most critical factors that led to social development of Kerala. Despite the consensus, there has been lack of research that deeply look into how education has been delivered, what impacts it has on people, and why it contributes to social development in Kerala. This research, thus, would discuss the meanings, values and impacts of education with the capability approach that is originally termed by Amartya Sen. The approach criticize the dominant paradigm of 'development' that is materialistic oriented, instead it emphasizes expanding a range of capabilities of people to reach 'development' that people can act upon what they value and cherish. Based on Sen's perspective, we believe that dimensions of education can be re-defined and expanded in a relation to development.

A Study on the Aristotle's Eudaimonia (아리스토텔레스의 에우다이모니아 개념에 관한 연구)

  • In the twentieth century Anscombe's 1958 article "Modern Moral Philosophy" argued that duty-based conceptions of morality are conceptually incoherent for they are based on the idea of a "law without a lawgiver". Concepts such as "morally ought", "morally obligated", and "morally right" require a legislator as the source of moral authority. In the past God occupied the role, but systems that dispense with God are lacking the proper foundation for meaningful employment of those concepts. Aristotle's virtue ethics can do so without appealing to any such lawgiver, and ground morality in the well being of human moral agents. Therefore Anscombe recommends a return to the eudaimonistic ethical theories of the ancients as secular approaches. Eudaimonia is a central concept in Aristotelian ethics, along with the terms "aret?"(translated as virtue or excellence) and "phronesis"(translated as practical wisdom). In Aristotle's works, eudaimonia was used as the term for the highest human good, and so it is the aim of practical philosophy to consider what it really is and how it can be achieved. Eudaimonia is a Greek word commonly translated as well-being, happiness, welfare or "human flourishing". As Aristotle points out, saying that eudaimon life is a life which is objectively desirable, and means living well. Everyone wants to be eudaimon. And everyone agrees that being eudaimon is related to faring well and to an individual's well being. But the really difficult question is to specify just what sort of activities enable one to live well. Aristotle says that the eudaimon life is one of "virtuous activity in accordance with reason," this is a necessary condition of eudaimonia, the pleasure accompanied by virtuous activities is a sufficient condition. Hence we have a more accurate translation of eudaimonia with a review the practical meaning of eudaimonia, and the correlation between eudaimonia and arete, pleasure.

Changes in Child Care Compensation Criteria by the German Constitutional Court (독일 연방헌법재판소에 의한 자녀 양육비 보상 기준의 변화)

  • Under the principle of subsidiarity, the German family policy formed in the 1950s and 1960s minimized the role of the state while maximizing the role of the parents. The German Constitutional Court, however, ruled that the level of compensation for the financial burden of child support costs must follow the basic rights, not the principle of subsidiarity. The Federal Constitutional Court has taken the duty of protecting the human dignity of the state under Article 1 of the Constitution as the starting point of the judgment. The Federal Constitutional Court held that the dignity of a child is guaranteed only if the level of the child's allowance or deduction is equal to or higher than the level of the child standard benefit under the Social Assistance Act established by Congress. The Federal Constitutional Court also regarded the state to compensate parents for child support costs as much as the level of child standard benefit under the Social Assistance Act as a family protection obligation of the state under Article 6, Section 1 of the Constitution. In addition, the Federal Constitutional Court ruled that the right to equality declared by Article 3 of the Constitution can be realized by compensating all parents for child support costs at the level of child standard benefit under the Social Assistance Act.

International Trend and Issues in Protecting and Promoting the Rights of Older Persons (노인 인권 보호·증진의 국제적 동향과 쟁점)

  • While there were posed arguments that social treatment to older persons should be based on the perspective of human rights turning into the 21st century, policy efforts to protect and promote the rights of older persons in international community have slowly proceeded. In this situation existing studies on the rights of older persons in the international perspective have been fragmented in their contents, lacking systematic overview of policy efforts to strengthen the rights of older persons in international community. This study aims to be the one that could be such a systematic study to overview international policy efforts to strengthen the rights of older persons through analyzing the background of posing the problem of the rights of older persons, problems in existing international norms for human rights applicable to older persons, and measures to strengthen the rights of older persons and controversial issues. Existing international norms on human rights that are Universal Declaration of Human Rights, international conventions on the rights in terms of area of rights and target population, and policy recommendations, are narrow in the scope of rights to be protected, and also lack legal force in their implementation. The international community has generally reached a consensus on strengthening the rights of older persons. However, there have been two different positions: strengthening existing norms on human rights versus creating a new convention on the rights of older persons. And also there have appeared many controversial points in both positions. Conclusively this study, arguing the creation of a new convention, suggests implications for Korean society and research studies.

A Meta-analysis of the Difference in Job Satisfaction Levels by Type of Employee (근로자의 고용형태별 직무만족도 차이에 대한 메타분석)

  • The purpose of this study was to investigate the effect size of the difference of job satisfaction by type of employment by combining data from previous studies. For this purpose, the total of 95 articles analyzed. For the analysis of data, CMA(Comprehensive Meta-Analysis) 2.0 program was used and statistical significance was set at 5%(${\alpha}=0.05$). The main conclusions of this study are as follows. First, regular workers have higher job satisfaction than non-regular workers and the effect size of employment type is medium. Second, among five constituents of job satisfaction, the difference of wage and promotion satisfaction is greater than the difference of satisfaction in human relations, work and working environment satisfaction. Third, the job satisfaction of regular and non-regular workers differs according to the occupation areas. Fourth, there is a big difference in job satisfaction in financial, insurance, food and service occupation areas, and regular workers have higher job satisfaction than non - regular workers. On the other hand, non-regular workers have higher job satisfaction than regular workers in health, medical, social occupation areas.

A Study on the Relation between Degree and Physical & Mental Health of Old People in Interpersonal Relationship Network (대인관계 네트워크에서 연결정도와 노인의 신체적 건강 및 정신적 건강과의 관련성 연구)

  • The purpose of this study is to see if we can predict the health of seniors of community by analyzing the connection between social network degree and mental and physical health of old people who live in the areas of Gangwha Island. The subjects of the study were men and women aged 65 or over, a total of 643 that resided in Ganghwa A-county. The survey was conducted on Korean Social Life, Health and Aging Project from the year 2011 to 2012. Regression analysis was carried out using the data. The analysis results were as follows. First, it showed the relationships between income, gender, age out of demographic variables used as control variable and old persons'physical health. The research results showed that physical health was better in case of the higher incomes, men, and lower age. Second, out of demographic variables, educational background, income, age was shown to correlate with mental health. The research results showed that mental health was better in case of the higher incomes, higher educational background, and lower age. Third, in social network including direction, both out-degree and in-degree were shown to predict old people's physical and mental health. The results of this study suggest that not only out-degree but also in-degree should be considered in predicting the health of elderly persons by a person's human relationship. Also, two indicators of degree are meaningful in the dimension of health promotion and welfare of the old in that they can be used for finding isolated individuals that can be physically and mentally vulnerable.

Effects of Respiratory Rehabilitation Training Using a Harmonica for Patients With Spinal Cord Injuries (하모니카를 활용한 호흡재활 훈련이 척수손상환자의 호흡기능에 미치는 영향)

  • The purpose of this research was to investigate the effects of respiratory rehabilitation using a wind instrument for patients suffering from spinal cord injuries. From January 15, 2018 to April 15, 2018, we conducted ten 1-hour sessions of a harmonica program with eight patients with spinal cord injuries with average age of 37 years who could not perform abdominal breathing by themselves. We measured and compared patients' breathing capacity before and after the 10 sessions. Designed particularly for patients with spinal cord injuries resulting in a limited range of neck movement, the study used a 10-hole diatonic harmonica whose length was relatively short. For those patients who had difficulty using their hands, a harmonica holder was provided. Participants were trained to play simple tunes. They were guided to use abdominal breathing to make sounds, with emphasis on those parts requiring long and strong breathing. The results showed that for all eight patients both their breathing volume and their inspiratory volume increased following participation in the harmonica program. Also, the program had psychological benefits (e.g., more life satisfaction and less sadness) and additional physical benefits (e.g., less dizziness due to low blood pressure and better phlegm spitting). This study offers a unique way to help patients with spinal cord injuries to improve their breathing capacity, which may also be associated with a greater quality of life.

An Analysis of Music Intervention Studies for Children and Adolescents With Intellectual Disability in Korea (국내 지적장애 아동·청소년 대상 음악중재연구 분석)

  • The purpose of this study was to analyze the literature on music interventions for youth with intellectual disability. Characteristics of the music intervention, target goal domains, and the quality of statements on intervention contents and rationale were explored. What type of intervention was applied in each target goal domain and how studies differed in terms of the quality of stated rationales depending on the authors' field of study were also analyzed. A total of 20 articles published in KCI journals were identified. The analysis showed the differences in intervention contents depending on the authors' research field and target goal areas. In addition, it was found that only two studies stated an appropriate rationale based on the theory of music therapy and relevant research. Discrepancies on the quality of rationale between researchers with music therapy majors and with non-music therapy majors indicated the importance of the music therapy professionalism in expecting and interpreting the intervention outcomes. These findings highlight the ways in which music intervention studies could be improved to further the field and contribute to the rigor of these interventions for youth with intellectual disability.
