This study investigates key factors affecting the activity of defense technology transfer through the questionnaire survey in Korea. Defense R&D investment has played an important role in promoting the commercial technology development as well as the targeted defense sector through the spin-off mechanism as shown in many countries. Recognizing the importance of effective and efficient investment in defense technology development, the advanced countries in defense technology are trying to establish optimal technology transfer mechanism to maximize the effect of the invested R&D at the national level considering the idiosyncratic features of their own countries. Because the technology transfer mechanisms are very distinct from country to country, it is natural to question "what are the determinants of the effective and efficient technology transfer in Korea?" We tested 19 potential factors and identified 11 factors that are significantly important as the determinants of technology transfer. From the empirical findings, we discuss some policy implications to promote the technology transfer.

Knowledge transfer occurs in various social contexts, within individuals and groups, and, thus, is closely linked to social networks in an organization. This paper applies social network theory and social identity theory to knowledge management area. The subject of this study was organization members who transfer their knowledge. 296 questionnaires were collected and analyzed. The results are as follows. First, in-group and out-group's tie strength have a significant effect on knowledge transfer. Second, the study shows that the knowledge transfer influences positively individual, team and organizational performance. Lastly, the study verifies that the applied knowledge has a moderating effect on the relationship of the in-group's tie strength and knowledge transfer.

South Korea's economic growth was rapid, It was occasioned the concentration of resources in the metropolitan area. On the other hand, the province has a narrow economic base compared to the metropolitan area, and the underpopulation have been identified. Thus, The government announced the 'National balanced development law' in 2004 to reduce the problem of regional imbalances. The study collected data on 95 of relocated public institutions, and unlike previous studies, Mamquist analysis was used to compare the productivity before and after each public institutions' s relocation. The study focused on how the relocation of public institutions affected the productivity of public institutions through Malmquist Analysis. The results of the analysis show that productivity is declining after most public institutions have moved. And two independent samples T-test result, respective yearly average is nonsignificant.

Migrim(Migration enhanced Grid Middleware) is a communication middleware between embedded devices and multiple servers. In traditional client-server communication, users' requests are sent to and processed by a designated server even though the server may suffer from a heavy load. In addition, the designated server may not have proper information to process the user's request correctly. Proposed connection migration mechanism and transaction migration mechanism are designed to improve the performance and accuracy of request processing. The connection migration is a procedure for delegating a connection to another server, which results in a well-distributed balancing of load among the servers. The transaction migration is a procedure for delegating a transaction to another server, and improves the accuracy of response.

The competition between countries became internationalized in the market. However, a situation in which globalization is concerned is important to domestic corporates. Corporate strategy to survive in the domestic market are also juggling the limit of survival. Technology transfer and commercialization at this point has important implications now. The same applies to the national level. Public-to-private technology transfer has been more important, in order to overcome the international competitions. Although various studies have been made to promote technology transfer, in the livestock sector rarely attempted. Taking into account that few previous research and theory development has been achieved, the paper explored the technology transfer phenomenon in the sector employing the grounded theory approach by Strauss & Corbin(1998). Corporates that licensed in technologies through the Foundation of Agri. Tech. Commercialization & Transfer, were targeted as informants or interviewees. Finally, eight informants were selected sequentially utilizing theoretical sampling technique to the saturation point. As the result of open coding and axial coding of the interview data using NVivo10 by QSR International, 77 concepts, 20 sub-categories, and 7 categories were derived while paradigm model was established. Through selective coding, 'the factors affecting technology transfer in livestock sector' was identified as core category. The story line about the core category was developed based on four main categories. Finally, it is expected that the concepts, categories, and the relationship between them can be an important basis for further research.

The importance of technology transfer in SMEs has become more important as a way of securing technological competitiveness in the global market. However, it is difficult for SMEs to develop their own technology and not to be ready for acceptance of technology transfer as well. In addition, SMEs have difficulties securing technological competitiveness due to the low frequency of successful commercialization from transferred technology. Thus, this study aims to provide a successful technology transfer plan with understanding the current situation in the Technology Transfer Support Project for small and medium-sized enterprises in Korea. To this end, the survey and interviews on SMEs that participated in the "Technology Transfer Support Project" by TIPA (Korea Technology and Information Promotion Agency for SMEs) in 2006 were conducted. The results indicate that (1) it is important to develop technology that was considered needs and sales for end-users, (2) completed technology should be transferred, (3) continuous research on market trends is essential during the technology development, and (4) continuous marketing activities are critical for a successful technology transfer. For policy makers, we suggest a implementation of "a consulting system" to provide a comprehensive consulting on technology transfer to SMEs.

한국전자통신연구원(ETRI) 3D 게임엔진 '드림3D'의 기술 이전료가 인하됐다. ETRI는 3D 게임엔진 '드림3D'의 기술 이전료를 당초 계약금 6000만원에 러닝로열티 2%를 받기로 했던 방침을 수정, 계약금 4000만원에 러닝로열티 1%로 하향 조정했다. ETRI는 이를 위해 기술이전 후 '드림3D' 개발진에 피드백을 전달, 3D 게임엔진 개선에 공헌할 것을 기술 이전료 인하조건으로 제시했다. '드림3D'는 정부가 세계적인 게임엔진을 개발, 저렴한 가격에 국내 업체에 공급함으로써 국내 게임개발 환경을 한 단계 끌어올린다는 목표 아래 ETRI 과제수행업체로 선정, 2년 만에 개발 완료한 '3D온라인 게임엔진'이다

본 논문에서는 최근 가속화 되고 있는 기후변화에 따른 여러 영향에 의한 국내 외 수도 이전 사례를 역사를 바탕으로 과거의 기후변화와 현재의 기후변화를 차이점을 중심으로 비교했으며 한반도의 수도이전역사와 기후변화의 관계 그리고 기후변화가 현재수도 서울에 미치는 영향을 조사했으며 서울의 기후변화 전망과 미래에 기후변화에 대비해야할 방안을 연구하였다.

This study was intended to identify the factors effecting the business performance of the firms that received public technology transfer and to suggest implications on the basis of the results. For this purpose, the author empirically analyzed the influence of the technology value on the business performance of the firms using the business data of the firms on the basis of quantitative data. Furthermore, the author analyzed the differences in perception of technology value and business performance according to type of firms and type of technology transfer. As a result of this study, it was found that the more advanced technology, the more positive influence on business performance of the firms, and that there was no difference in perception of business performance whereas there was difference in perception of technology value according to the type of firms and technology transfer. This study is meaningful in that through this study the author has confirmed the importance of technology value to enhance competitiveness of technology transfer companies and strategic direction for successful implementation of technology transfer.

The purpose of this study was to present the future directions for strengthening the TLO(Technology licensing office)s' expertise of universities by examining the impact on utilizing the university management experts for patents and technology transfer. To identify the specific effects of dispatching patent management experts, this study was conducted under various conditions, such as the dispatch status, the dispatching duration of patent management experts and the starting year of dispatching them. The data were analyzed by utilizing the data of the KIPSI's supporting program of dispatching the patent management expert to universities and the data of University Information Disclosure site. The data from a total of 110 four-year universities from 2008 to 2013 were used. According to the analysis result, the technology transfer's performance and technology transfer's income of universities of utilizing the patent management experts compared to universities not utilizing them appeared to be high. Technology transfer and technology transfer income appeared to be higher with a longer period of utilizing the patent management expert at university. This suggests that the direction is required to provide the plan for a longer period to maximize the effect of the program "The dispatching a patent management expert". The technology transfer's performance and technology transfer's income did not increase according to the year of dispatched the patent management expert at the university. A comparison of before and after dispatching, the technology transfer performance appeared to be high after dispatch. This suggests that the effects of dispatching the patent management experts at a university can be interpreted as a subsequent effect, rather than an immediate effect. Therefore, it does not simply limit the effectiveness of the dispatch business in the short term, but it needs to activate the technology transfer organization, such as a patent management expert in the long term.
