User Participation Evaluation of A Scholarly Information Site (학술정보사이트의 이용자 참여형 평가)

  • The purpose of this study was to develop a methodology of user participation evaluation of a scholarly information site in the field of science and technology and to enhance the site by applying a set of testing protocols. Experiments were conducted in a laboratory setting. Data from multiple sources, including eyetracking, search logs and post surveys, were collected and analyzed quantitatively. Based on the results of eyetracking, the contents and images were reorganized after removing unessential elements in the site. The resulting data from the search logs showed that the users were able to finish the tasks more quickly with the revised user interface. The results of the data analysis of post surveys indicated an overall improvement in the revised website compared to the original one.

  • The current study aims to validate Employment Hope Scale (EHS), a dimension of Psychological Self-Sufficiency (PSS) scale, among self-sufficiency program participants in South Korea. Self-sufficiency has been understood primarily from an economic perspective in both policies and studies, with which the process participants changes has been ignored and neglected. This study suggests psychological approach to self-sufficiency programs for the paradigm shift to 'client-centered' practice. In this regard, this study tests the validity of EHS using exploratory factor analsysi (EFA) and confirmatory factor analysis (CFA) in South Korea, developed from a bottom-up client-centered approach and found a 4-factor 17-item structure as Korean EHS(K-EHS). The study results indicate that the K-EHS can be used as a valid supplementary process evaluation tool for self-sufficiency programs.

  • The participants in an urban and housing redevelopment project were categorized as construction companies, government employees, and housing cooperatives. This study analyzed how a public management system affects the continuous participation intention using comprehensive project satisfaction. The specific factors for the evaluation items of a public management system were composed using advanced research. A hypothesis and research model was set up and verified using the PLS-SEM model to analyse how the continuous participation intention is affected by the public management system via comprehensive projects satisfaction. Setting the project plan and selecting the project tool, as well as post management and sustainability affect the comprehensive projects satisfaction meaningfully in the case of construction companies. The participation of the user, and post management and sustainability affect the comprehensive project satisfaction meaningfully in the case of government employees. The operating organization and using and participation of the user affect the comprehensive project satisfaction meaningfully in the case of a housing cooperative. The comprehensive project satisfaction affects the continuity of the participation meaningfully in the case of all of project participants.

Differential Levels of Governance and Its Impact on Urban Park Management and Users' Satisfaction - The Case of Sheffield District Parks, UK - (도시공원관리 거버넌스 구축정도에 따른 이용자 만족도 차이 - 영국 셰필드 지구공원을 대상으로 -)

  • In the late 1980s, a financial crisis and Compulsory Competitive Tendering (CCT) in green space services brought with it a profound impact on the quality of parks in the UK. Such government projects, e.g. Urban Task Force (1999) and Public Parks Assessment (2001), aimed to raise the awareness of the severity of the declining standards of urban parks. Since the late 1990s, the UK governments (The New Labour (1997-2010) and The Conservative Government (2010-2019)), have often adopted community-led governance schemes to enhance the quality of parks and address problems derived from the financial crisis. Accordingly, community groups, notably 'Friends of', enlarged their involvement in the decision-making process of park management. However, there is little empirical evidence concerning the impact of community-led governance on park management, in particular, the effect on the users' perceptions of park use. This study explored the context of community-led park management to reclassify the level of build-up of governance underlined by 'A Ladder of Citizen Participation'. In addition, questionnaire surveys were conducted around two Sheffield district parks, which are located in deprived areas. As a result, community involvement in the status quo of UK urban park management has changed its form of governance based on the extent of involvement in the decision-making process. The forms of governance could be categorised in three levels: general, active, and predominant governance, where the extents of decision-making and sharing responsibility vary. The results obtained through the questionnaires show that one park (active governance), which has a stronger tendency of sharing responsibility to get involved in park management, had better contribution to park management and positive impacts on users' satisfaction than the other park (general governance). The findings highlight that stronger governance in partnerships with the non-public sectors can shed light on current and future park management through a shift in sharing responsibility for park management.

  • u-T 연구단은 2006년부터 현재까지 약 5년 5개월 동안 한국교통연구원을 비롯한 교통, 통신 분야의 총 39개 전문기관이 참여하여 연구를 수행하였다. u-Transportation 구현하기 위해, System Engineering 기술, Technology Development, Service Development의 세부과제로 구성하였다. 1차년도~4차년도까지 u-T 기반기술을 개발하고, 5차년도는 개발된 u-T 기술의 기능과 성능을 극대화하기 위하여 실제 남양주시 일부 구간에 Testbed를 구축하여, u-T 기술과 서비스간의 통합과 서비스별 평가를 검증하였다. 향후, u-Transportation 기술이 활성화 된다면 언제 어디서나 쉽고 편리하게 접속 가능한 유비쿼터스 환경 하에서 교통상황에 적합한 맞춤형 정보를 제공해 줌으로써 도로이용자들의 통행선택을 다양화하여 도로 이용효율을 높일 수 있을 것이다.

Building Participatory Digital Archives for Documenting Localities (로컬리티 기록화를 위한 참여형 아카이브 구축에 관한 연구)

  • The purpose of the study is to explore the strategies to build participatory digital archives for documenting localities. Following the introduction of the chapter one, the chapter two deals with categorizing participation types of persons and organizations for documenting localities, analysing characteristics and benefits of each type, and listing up the requirements of participatory archives based on literature reviews. The chapter three focuses on the analyses of digital archives especially based on the participation of organizations such as collecting institutions and community archives in USA, Canada and UK. The cases of participatory archives are divided into two types; i) digital archives based on archival collections of institutions such as libraries, archives, and museums, ii) digital archives mainly based on various community archives. Online Archives California(OAC) and Calisphere of University of California, MemoryBC of British Columbia of Canada, and People's Collection Wales of UK as the first type cases, and Connecting Histories of Birmingham, 'Community Archives Wales(CAW), Cambridgeshire Community Archive Network(CCAN), Norfolk Community Archives Network(NORCAN) as the second type cases are selected for comparative analyses. All these cases can be considered as archival portals since they cover collections from various organizations. This study then evaluates how these digital archives fulfill the requirements of participatory archives such as : i) integrated search of archives that are to be distributed, ii) participation of individuals and organizations, and iii) providing broader contextual information and representation of context as well as contents of archives. Lastly the final chapter suggests the implications for building participatory archives in Korean local areas based on following aspects : host organizations and implementation strategy, networks of collection institutions and community archives, preserving and reorganizing contextual information, selection and appraisal, and participation of records users and creators.

Developing Library Tour Course Recommendation Model based on a Traveler Persona: Focused on facilities and routes for library trips in J City (여행자 페르소나 기반 도서관 여행 코스 추천 모델 개발 - J시 도서관 여행을 위한 시설 및 동선 중심으로 -)

  • The library tour program is a new type of cultural program that was first introduced and operated by J City, and library tourists travel to specialized libraries in the city according to a set course and experience various experiences. This study aims to build a customized course recommendation model that considers the characteristics of individual participants in addition to the existing fixed group travel format so that more users can enjoy the opportunity to participate in library tours. To this end, the characteristics of library travelers were categorized to establish traveler personas, and library evaluation items and evaluation criteria were established accordingly. We selected 22 libraries targeted by the library travel program and measured library data through actual visits. Based on the collected data, we derived the characteristics of suitable libraries and developed a persona-based library tour course recommendation model using a decision tree algorithm. To demonstrate the feasibility of the proposed recommendation model, we build a mobile application mockup, and conducted user evaluations with actual library users to identify satisfaction and improvements to the developed model.

A Case Study of Transcription Programs Based on Citizens' Contribution to Overseas Archival Institutions (해외 기록관의 시민 참여 전사 프로그램 사례 연구)

  • This study aimed to examine conceptual discussions in transcription programs based on citizens' contribution and to discuss the operation and implications of the transcription program by investigating cases on transcribing records held in overseas archival institutions. With regard to conceptual discussions, the study identified the characteristics and significance of the transcription programs predicated on the notions of citizen archivists, participatory archives, and crowdsourcing. For case analysis, the study selected five transcription programs in the United States, the United Kingdom, and Australia, which are known to be managed successfully. The analysis was conducted following six criteria, including institution and goals, records for transcription, management of participation, infrastructure, policies and guidelines, and evaluation. The transcription programs were differentiated from community archives based on self-directed participation as the programs had a specific goal to improve access to historical records moderated by institutions. Therefore, it is necessary that strategies be built to attract the sustainable participation of the public. In this respect, the study made the following suggestions to domestic services similar to the cases. The purpose of a program needs to be described, and the topics, creators, and record types that could induce interests have to be considered when selecting transcription records. It is also important that a partnership is made with a small number of participants who made a significant contribution to the program and to provide interface and tasks for the transcription, which meet the participants' needs. In addition, it is necessary that simple and effective guidelines for transcription and policies be provided for use in transcription results, and that visible participants' contribution is recognized by applying the transcription results actively to search and access records.

  • 한국은 세계적으로 정부 주도의 IT 정책이 가장 성공한 나라로 평가되어 왔으나 최근 스마트폰 등 모바일 중심의 세상이 도래하면서 기존 정보통신사업 생태계가 크게 요동치고 있다. 더욱이 이러한 새로운 패러다임 및 BM이 미국발이어서 새로운 시장 창출형 정책선도 모델 발굴이 매우 시급하다. 그러나 과거와는 전혀 다른 새로운 환경, 즉 규제의 힘이 약해지고 새로운 Value Chain 및 산업조직 등 시장의 힘이 강해진 상황에서 이용자의 참여를 유도하고 궁극적으로 시장의 잠재적 수요를 창출할 수 있는 소통적 정책모델 정립이 매우 중요하다고 할 수 있다. 이러한 관점에서 통신산업은 수동적으로 관리해야 할 대상이 아니라 미래 국가경쟁력을 위해서 적극적으로 진흥, 육성해야 할 분야라는 인식전환이 그 어느 때보다 필요하다.

A Case Study of Post-Implementation Evaluation for Close-to-Nature Stream Improvement Work (자연형 하천정화사업의 시행 후 평가에 관한 사례연구)

  • This study deals with the case of "Close-to-Nature Improvement Work of Cheonancheon and Wonseongcheon in Cheonan", which has been completed at the end of 2009. The purpose of this study is to evaluate the result of this work and suggest a future direction of development and supplementation of this project. In the course of his study, theoretical researches about urban stream and restoration precedents, observational survey and user questionnaire and comparative analysis have been conducted. According to the study, the most prominent problems of Cheonancheon in comparison with Wonsungcheon are water pollution, low use and participation of residents. As location based future development concept, Cheonancheon as various event space for visitors, Wonsungcheon as recreational space for residents are suggested.
