Nowadays, demand for human resource for the e-learning industry is rapidly increasing along with the expansion of e-learning market capacity. However, there arc numerous difficulties in expansion and industrialization of e-learning due to insufficient supply of human resources to meet the demand. Therefore, the goal of this study is to present various policy measures that can supplement the supply of e-learn ing manpower. Overall contents of this study focus on presenting the long-term directions for fostering of human resources for e-learning industry. Among these, role of government policies for fostering of human resources for e-learning industry is being particularly emphasized because e-learning industry is still at its infant stage.

이러닝은 지식 정보 사회에서 온라인 상에서 이루어지는 여러 산업 중에서 가장 각광 받고 있는 산업의 하나로, 점차 그 잠재적 성장 가능성을 인정받고 있다. 초고속 인터넷 인프라와 높은 교육열을 가진 우리나라는 이러닝 선진국이 되기 위한 하드웨어와 그것을 운용할 인적자원에 대한 기본적인 준비는 갖춘 상태라 하겠다. 하지만 그런 우수한 하드웨어와 인적자원만으로는 이러닝의 성공을 보장할 수 없다는 것은, 인간과 하드웨어를 연결하고 두 요소간에 혈액 같은 흐름을 맡게 될 소프트 스킬, 즉 교수 설계, 컨텐트 개발과 학습 운영 등에 대한 준비가 충분히 되었는가에 대한 의문이 나타나기 때문이다. 본 고에서는 차세대 성장 동력 사업의 하나라고 지목되고 있는 이러닝이 성공적으로 자리를 잡아가고, 나아가 국제 경쟁력을 갖추기 위해 요구되는 과제들이 무엇인가를 도출하고자 현재 이러닝의 실시 현황을 살펴보고, 국내외 성공적인 사례와 선진 동향에서 교훈을 찾아내었고 국가적 차원에서 성장 동력 사업으로 시급히 검토되어야 할 문제들로 보이는 항목들에 대해 살펴보았다. 무엇보다 이러닝의 지속적이고 안정적인 성장을 위해서는 전문 인력의 육성이 시급하다고 보며 협의의 이러닝 (학습 매체)이 아닌 광의의 이러닝 (성과 매체)으로 거듭 나야 함을 주장하고 있다.

The purpose of this study is to investigate operating practices of human resources nourishing institutions and analyze the degree of satisfaction to the e-learning learners in Busan. This study adopted a questionnaire method in research of 70 human resources nourishing institutions and 758 e-learning learners in Busan area for empirical analysis. Techniques used in analyzing data was frequency analysis. SPSS for windows programs were applied in the analysis. The major findings of this study are as follows. First, it is found that there is a widespread affirmative perceptions in the fields of both operating practices and satisfaction on e-learning. Second, however, it is also found that more efforts needed to be made in some areas such as method for effective e-learning and the management of programs, and more concerns should be need to the age group of fifty-over. These groups are short of understanding and acceptance of e-learning environment.

21세기 교육환경의 변화로 인해 언제 어디서나 누구든지 쉽고 편리하게 자기 주도적 학습을 할 수 있는 도구로서 이러닝이 주목받기 시작하면서, 효과적인 이러닝 활용 능력을 가진 이러닝 전문 교사의 필요성이 확대되었다. 본 논문에서는 이러닝을 선도하는 전문 교사 양성을 위한 교육과정을 개발하기 위해, 국내 이러닝 전문 인력 양성 기관의 교육과정 및 전국 16개 시 도교육청 ICT 관련 연수 과정을 분석하고, 현장 교사들을 대상으로 이러닝 관련 요구사항을 파악하여 이러닝 전문 교사 양성 교육과정을 개발하였다.

질병을 앓고 있는 환자는 상태에 따라 병실, 주거지, 요양원 등 조호환경 내 생활 시 의료 인력의 지속적인 추적 및 관찰을 통해 신체에 이상이 생긴 경우 이를 감지하고, 신속하게 조치할 수 있도록 해야 한다. 의료 인력이 직접 환자를 확인하는 방법은 의료 인력의 반복적인 노동이 요구되며 실시간으로 환자를 확인해야 한다는 특성상 의료 인력이 상주해야 하기에 이는 곧, 의료 인력의 부족과 낭비로 이어진다. 해당 문제 해결을 위해 의료 인력을 대신하여 조호환경 내 환자의 상태를 실시간으로 모니터링할 수 있는 딥러닝 모델들이 연구되고 있다. 딥러닝 모델은 데이터의 수가 많을수록 강인한 모델을 설계할 수 있으며, 데이터셋의 배경, 객체의 특징 분포 등 다양한 조건에 영향을 받기 때문에 학습에 필요한 도메인을 가지는 많은 양의 전처리된 데이터를 수집해야 한다. 따라서, 조호환경 내 환자에 대한 데이터셋이 필요하지만, 공개된 데이터셋의 경우 양이 매우 적으며 이를 반전, 회전기법 등을이용할 경우 데이터의 수를 늘릴 수 있지만, 같은 분포의 특징을 가지는 데이터가 생성되기에 데이터 증강 기법을 단순하게 적용하면 딥러닝 모델의 과적합을 야기한다. 또한, 조호환경 내 이미지 데이터셋은 얼굴 노출과 같은 개인정보가 포함 될 수 있으며 이를 보호하기 위해 정보들을 비식별화 해야 한다는 문제점이 있다. 따라서 본 논문에서는 조호환경에서 수집된 데이터 증강을 위한 Style-Generative Adversarial Networks 기법을 적용하여 조호환경 데이터셋 수집에 효과적인 증강 기법을 제안한다.

In this study, we investigated the effect of the modification of the system for vocational education and training support in 2009 has on the e-learning industry in South Korea, and diagnosed the problems associated with it. And we proposed on the direction of policy promotion that can contribute to the realization of creative economy by presenting improvement alternatives of the legal system on the vocational education and training that smart learning and creative convergence HRD are included.

This study, according as the limits on learning and unsatisfaction about e-learning are emerging and the structural contradictions of the e-learning industry are continuing, was carried out to present the policy alternatives for solving these. As a means for overcoming the limitations of e-learning and the healthy growth of e-learning industry, this study presents the application of Bigdata in e-learning and proposes several practical challenges of policy. Policy action plans are technology development support, professional manpower support, SME application support, legal improvement.

Despite steady economic growth of e-learning industry, manpower is lacking in e-learning industry. In this study, We developed a new e-learning business model including open market portal system to solve this problem. The existing e-learning business models required complicated procedure for creating contents. Therefore it took long time and great expense. But in this study we developed the business model with open market portal system, it can support to make easily for e-learning contents. We analysed usefulness our program and other popular programs with thirty lecturers. As a result of survey, usefulness of our system is presented. The study suggests differently the student-centered business model and the lecturer-centered business model than existing e-learning business model had the manufacturing company-centered business model and the services-centered business model. We anticipate the new business model invigorate the e-learning industry.

During COVID-19, education industry is organizing the concept of 'Edutech', which has evolved one step further from the existing e-Learning, by introducing various intelligent information technologues based on the core technology of the 4th industrial revolution and spreading it through diverse contents. Meanwhile, each industries are creating new industries by applying new technology to existing businesses and ask for needs of cultivating human resources who understand the existing traditional ICT technology and industrial business which can solve a newly rising problems. However, it is difficult to build contents for cultivating such human resources with the existing e-learning of transferring knowledge by one-way or some two-way commnication system which has established some interactive conversational system. Accordingly, this study conducted a research on a cooperative e-learning system that enables educators to communicate with learners in real time and allows problem-solving education based on the existing two-way communication system. As a result, frame for contents and prototype was developedp and artially applied to the actual class and conducted an efficiency analysis, which resulted in the validation of being applied to the actual class as a simulation-based cooperative content.

국내 금형 및 사출 제조업체들을 대상으로 경쟁력을 강화하기 위한 e-매뉴팩처링 인력양성이 필요한 실정이다. 본 연구에서는 금형 e-매뉴팩처링에 대한 교육을 위하여 e-러닝 사리트를 개발하고 이에 대한 교육 콘텐츠를 개발하였다. 금형 e-매뉴팩처링을 위한 e-러닝 싸이트는 교육 콘텐츠를 체계적으로 관리하고 수강할 수 있도록 LMS(Learning Management System)으로 개발하였다. 교육 콘텐츠로는 금형 e-매뉴팩처링 기본과점, UG-Mold Wirard 과정, UG-MX 중급과정, 금형 기술과정, 금형 협업허브시스템 사용자 교육과점 등을 개발하였다.
