This study analyzes the influence of the four components of authentic leadership on employees' OCB and job performance to suggest the implications behind the developing of authentic leadership. A survey was conducted on employees of various business areas in Korea, and 448 responses were used in statistical analysis. The results are as follow: First, self-awareness has not shown significantly effective on organizational citizenship behavior and job performance. Second, internalized moral perspective has shown significantly effective toward organizational citizenship behavior and job performance. Third, relational transparency has shown significantly effective for organizational citizenship behavior, but not effective for job performance. Forth, balanced processing of information has not shown significantly effective on organizational citizenship behavior and job performance. This paper makes significant contribution by considering the supervisor's relational transparency and internalized moral perspective, because these authentic leadership dimensions improve employees' OCB and job performance.

This paper attempts to empirically verify the theoretical assumption that ICT factors actually affect national economic development. To this end, this study uses a research model, 'balance model of supply-demand', which consists of IT supply, IT demand and IT policy dimensions. Also, this paper employs several socio-economic factors such as 'size of population', 'consumer price increase', 'national transparency', and 'education'as the moderating variables. The result through the panel data analysis finds it statistically relevant to relate the ICT capacity to each country's economic growth. Also, the study finds that moderating variables were highlighted as important elements of national development: these variables actually moderate the ICT capacity's effects on each surveyed nation's economic growth. Finally, this paper suggests policy implications that nations should consider when developing national informatization policies to drive national economic growth.

The dispute analysed in this article concern eight measures taken by Argentina regarding finance, taxation, foreign exchange, and registration. The dispute centered on whether these measures were in violation of the Member's obligations under the General Agreement on Trade in Services (GATS), namely most-favored national treatment, national treatment and market access, and whether they are justified by Article XIV and Article 2(a) of the Annex on Financial Services. Important arguments raised in the dispute include whether the services and the service providers of cooperative and non-cooperative countries and/or Argentina subjected to the measures are like for the purposes of Article II and Article XVII of the GATS, whether the regulatory aspects of the measures are to be considered in determining the inconsistency with Article II and Article XVII of the GATS, and whether the measures are justified in that they were taken in accordance with the national laws and regulations aimed at implementing the Global Forum on Transparency and Exchange of Information for Tax Purposes and the Financial Action Task Force. The essence of this dispute lies in the balance of each Member's right to regulate commercial and/or financial activities and its obligations under the GATS. The Appellate Body tried to strike such a balance in its assessment of: (i) likeness of services and service suppliers, (ii) no less favorable treatment under Articles II and XVII, and (iii) the scope of measures under Article 2(a) of the Annex on Financial Services. This article aims to provide an analysis of the Appellate Body's findings, giving light to the relevant jurisprudence and scholars' writings.

본 논문은 인터넷 전화 (Internet Telephony)의 대표적 프로토콜인 SIP에 이동성을 제공하기 위한 방안에 대한 연구이다. 이를 위해 가장 쉽고 계층화된 방법은 IP (네트워크) 계층에서 이동성을 지원하는 mobile IP를 사용하여 상위 계층에 투명한 핸드오프를 제공하도록 하는 것이다. 그러나 기존 연구들은 mobile IP가 아직 보편화되지 않았고 삼각 라우팅 (triangular routing) 지연 및 캡슐화 오버헤드와 같은 단점을 이유로 SIP 자체를 확장하는 방법을 제안해 왔다. 그러나 이 방법은 향후 all IP 추세와 함께 mobile IP가 지원되면서 그 의미를 상실하게 될 것이고 어떤 방법으로도 조화를 이룰 필요성이 대두된다. 또한 SIP 자체의 확장을 통한 이동성 지원은 해당 응용에만 적용되는 것으로 인터넷의 근본적 이동성 제공과는 독립한다. 우리는 본 연구를 통해 mobile IP 기반의 SIP 환경을 구축하고 다양한 실험을 통해 그 가능성을 보인다. 또한 mobile IP 망의 효율적인 관리에 적합한 패킷 당 오디오 프레임 수를 제시한다.

This research proposes contextual space expression as a possibility of solution methods for local and historical issues, the matters that our contemporary architecture has to overcome. When modernistic architecture aimed for anonymous public interests denying the characteristics in historical and spacial contexts, postmodern architecture and regional architecture, etc have been striving to revive discontinued contextual meanings using various historical and environmental elements. While such attempts only borrowed architectural materials by superficially understanding the context, they could not comprehend ceaselessly changing contexts sufficiently. Choosing Jean Nouvel as one of the architects that can explain spatial plan to properly respond to such ever-changing, contemporary contexts, the researcher intended to understand his line of expressional characteristics of his architectural space and analyze his works as examples.

Ga-In-Zn-O 물질은 비정질상태에서 높은 전하 운동성을 가지고 있으며 차세대 투명전극 thin film transistor 대안 소재로 각광받고 있다. 그런데 이 물질은 ion sputtering에 따라 전기적인 특성에 큰 변화가 관찰되고 있으며, 이는 표면에서의 화학적 상태가 전기적 특성을 좌우할 것이라는 것을 의미한다. 또한 보다 안정적이고 신뢰적인 소자를 구현하기 위해서는 ion sputtering에 의한 표면에서의 화학적 특성 변화를 이해하는 것이 매우 중요하다는 것을 의미한다. 본 연구에서는 $Ga_2O_3:In_2O_3$:ZnO의 비율이 각각 1:1:1, 2:2:1, 3:2:1 그리고 4:2:1인 시료를 $Ne^+$이온을 이용하여 sputtering하면서 표면에 민감한 분광분석 기법인 x-ray photoelectron spectroscopy와 x-ray absorption spectroscopy를 이용하여 분광정보의 변화들을 연구하였다. 실험에 의하면, Ga 3d의 양에 비해서 In 4d, Zn 3d의 양은 sputtering 시간에 따라서 각 각 양이 줄어들었으며, 전체적으로 보다 산화가가 높은 경향을 보였으며, valence band maximum 근처에 subgap state를 형성하는 것을 관찰하였다. 또한 sputtering을 계속하는 경우 In 3d, In 4d, 및 Fermi energy 근처에 metallic state가 형성되는 것을 관찰하였다. 이러한 subgap state와 metallic state의 관측은 각기 sputtering에 따라서, 아직 명확하지는 않지만, surface state의 형성 및/혹은 oxygen interstitial의 형성 그리고 metallic In의 형성 및/혹은 oxygen defect의 형성이 이루어지는 것을 의미한다.

한 도메인 내의 통합검색시스템에서 메타데이터를 이용하여 분산되어있는 데이터를 공유하고 표준화하여 정보를 통합검색 할 수 있다. 하지만 메타데이터를 특정 도메인에 맞게 설계하여 메타데이터 레포지스토리로 구축되어진 조직 간에 데이터요소 의미, 구조, 형식상의 이질적인 문제들이 발생하여 통합 검색하기 어렵다. 따라서 본 눈문에서는 XMDR(eXtended Metadata Registry)을 이용한 멀티데이터베이스 통합 검색 시스템을 제안한다. 제안된 시스템은 레거시 데이터 시스템들 간의 협업에 필요한 데이터를 공유 및 교환하는데 실시간으로 변화하는 데이터를 일관성 있게 유지할 수 있으며 통합 검색시 단일 인터페이스를 제공하여 각 시스템의 독립성을 유지하면서 데이터의 투명성과 가용성을 향상 시킬 수 있다.

국제투명성 기구가 발표한 우리나라 부패인식 지수는 2008년을 기점으로 매년 하락하는 추세를 보이고 있으며, 지난 2013년 55점(세계 46위, OECD 34개국 중 27위)를 나타내고 있다. 현대사회에서 공직자의 부패문제는 과거부터 꾸준히 제기되어온 해결과제라고 할 수 있으며, 최근 몇 년간의 문제만은 아니라는 것을 의미한다. 다산 정약용의 저서 "목민심서" 율기육조 중에서 제2조 청심에서 청렴은 수령의 기본임무이고, 모든 선의 근원이요 모든 덕의 근본이니, 청렴하지 않고서 수령 노릇을 할 수 있는 자는 없다고 하였다. 이는 공직사회의 청렴성을 중요시 하는 것으로 현대사회를 살아가는 공직자에게 귀감이 된다고 할 수 있을 것이다. 그러나 최근 경찰공무원의 청렴성이 대중매체의 도마에 끊임없이 회자되며, 이는 경찰조직구성원 전체에 대한 신뢰를 저하시키는 요인으로 작용되고 있다. 따라서 본 연구에서는 경찰부패와 청렴도 제고에 관련되는 선행연구를 검토하고, 경찰조직의 내 외적 환경에서의 청렴도 제고를 저해하고 있는 문제점을 도출하여, 이에 관한 개선방안을 제시하도록 하였다.

Public data has been transformed from provider-oriented information disclosure to a form of personalized information sharing centered on individual citizens since government 3.0. As a result, the government is implementing policies and projects to maximize the value of public data and increase reuse. This study analyzes the issues related to public data in the news and seeks the status of government agencies and government projects by issue. We conducted semantic analysis on domestic online news and public agency bidding information including public data and conducted the work of linking major key words derived with social and economic values inherent in public data. As a result, major issues related to public data were divided into broader access to public data, growth of new technology, cooperation and conflict among stakeholders, and utilization of the private sector, which were closely related to transparency, efficiency, participation, and innovation mechanisms. Also major agencies of four issues include the Ministry of Strategy and Finance and Seoul, Ministry of Culture, Sports and Tourism and Gyeonggi-do, Ministry of Trade, Industry and Energy and Incheon, and Ministry of Land, Infrastructure and Transport and Gyeongsangbuk-do. Most of the issues are being led by the government.

최근 증가하고 있는 플렉서블 기기제작을 위한 플렉서블 전극으로 금속메쉬, 그래핀, 은나노선을 사용한 전극이 제안되었으나 복잡한 공정 및 안정성 문제로 인해 다양한 나노복합구조를 적용하여 단점을 개선하기 위한 연구가 진행되고 있다. 은나노선 전극은 특히 공정이 단순하고 투과도 및 전도도가 비교적 우수하며 기판의 휘어짐에도 특성변화가 가장 작아 플렉서블 전극의 가장 강력한 후보재료로 알려져 있다. 그러나 은나노선 전극은 구조적으로 전극표면에 고르게 분포하지 못하기 때문에 전극의 표면거칠기가 매우 커지고 투과되는 빛과 간섭하여 헤이즈가 발생되는 문제를 가지고 있다. 특히 플렉서블 OLED용 전극으로 응용시 화면의 선명도가 떨어지며 은나노선 네트워크의 접촉저항이 증가하고 큰 표면거칠기로 인해 수명이 감소하는 문제를 가지고 있다. 이러한 문제를 해결하기 위해 본 연구에서는 은나노선 전극에 산화그래핀 처리를 통해 나노복합구조를 형성하고 플렉서블 기판에 전사하는 방법을 통해 투명 전극을 형성하였다. 주사전자현미경 측정을 통해 산화그래핀 플레이크와 은나노선 전극의 구조적 특성을 조사하였고 면저항측정을 통해 산화그래핀 처리공정 조건에 따라 전기적 특성이 개선되는 결과를 확인하였다. 은나노선 전극의 전도도 개선의 원인을 조사하기 위해 라만, XPS, 투과도 측정결과를 분석하였다. XPS 분석결과 은나노선과 그래핀의 나노복합구조 형성을 통해 산화그래핀에 포함된 pyridinic 질소가 감소하고 quaternary 질소가 증가하였다. 이는 산화그래핀의 내부 defect sites에 질소결합이 증가되었음을 의미하고 이로인해 산화그래핀에 부분적인 전도경로가 형성되어 은나노선의 전도특성을 개선되었다. 투과도 측정을 통해 은나노선의 가로방향 플라즈몬 공명 흡수가 산화그래핀 처리에 의해 감소하였고 이로 인해 은나노선 전극의 투과도가 산화그래핀 처리에 의해 개선되는 결과를 확인하였다. 은나노선 전극에 대해 산화그래핀 처리를 통해 나노복합구조 형성에 대한 연구는 은나노선 플렉서블 전극 개발을 가속화하고 잠재적인 응용분야를 확대하기 위한 원천지식을 제공할 것이다.
