There have been affluent studies on the development of new drugs and these efforts have been crystallized into a separate field of pharmacology. Yet, a normative analysis pertinent to the development of new medicine is still in a dire need, except for studies regarding medical ethics. This piece of work aims to contemplate on the legal issues concerning the development of new drug, encompassing each and every stage of the development. In order to maximize the practicability of the research method adopted as aforementioned, this work strives to analyze the developing process of COVID-19 vaccine. The first step would be to introduce the developmental stages of inventing a new drug, especially that of a COVID-19 vaccine. After then, legal issues related to each developmental stage would be discussed. Henceforth, the legal analysis would contribute to predicting upcoming legal complexities and will be able to offer normative implications for the invention of new medicines.
Complex ethical issues of Emergency Medical Techinician (EMT) out-of hospital emergency medical scene and the ER (Emergency Room) behaviors were studied. The survey was conducted by 500 EMT group members working in the field of ambulance work and general hospital and it was about their work ethics, discussions and solutions about the transferred patients, and ethics regarding Do Not Attempt Resuscitate (DNAR). The survey includes work ethics, awareness about the target job, a discussion on the transfer of patients, measures, and deathbed. Discussions about the patient's condition and diagnosis results were majorly absent during patient transportation at the emergency care scene. More than 90% of emergency care transfer were inappropriate. Sometimes, EMT working in the field facing morally unethical problems beyond their responsibility. When EMT, who can not make death diagnosis, received deathbed related DNAR issues, they gone through severe ethical conflicts. The institutional support and therapy for EMT was weak. In Korea, especially in the accident site, ethical issues education is more needed than DNAR prevalence of education and guidance. If ethics training and guidance are given to EMT, a lot of moral errors in the field can be resolved.

Korea's period for preservation of embryos is up to five years (the Bioethics Act). However, the study reviewed domestic and foreign laws and drew issues due to the recent demand that the development of related science and technology and the period limitation limit the rights of consent holder for embryo production. the first issue is that preserved embryos are intended for pregnancy, and it is important to ensure that the autonomy of the consent holder is protected through careful consideration based on information such as scientific evidence. the second is that regulations regarding the obligation to manage embryonic preservation institutions are needed. the third is to create a social atmosphere in which embryo creation, preservation, and disposal take place in a minimum range, considering the special status of embryos. based on this issue, the first of the proposals for rational improvement of the regulation and system about embryo preservation is the introduction of an environment in which sufficient explanation and appropriate consent can be exercised and to extend the reasons for the extension of the period, rather than specifying the specific period in law. the second is that institutionalization is necessary considering not only the obligation to manage preservation institutions but also the overall site, such as concerns that may arise as a result. lastly, we propose the introduction of a management method considering the future use of embryos, such as transfer to provide research purposes and donation of pregnancy purposes by others. this process should be a method of sufficient social discussion and consensus, as well as a general consideration of the family relationship with the born child.

Purpose: The purpose of this study was to provide basic data necessary for educating nursing students by establishing a desirable sense of ethics values. Method: In this descriptive research, 101 nursing students and 191 non-nursing students (in other health related fields) from Daejeon City were selected. Tools used for data analysis were descriptive statistics, t-test, one-way ANOVA, Scheffe test and step wise multiple regression with SPSS/WIN 12.0 version. Results: Average scores for consciousness of biomedical ethics in nursing students was 2.94, and in non-nursing students, 2.77. When differences in the consciousness of biomedical ethics of nursing and non-nursing students were compared, nursing students had significantly higher scores for artificial abortion, artificial insemination, prenatal diagnosis of fetus, right to life of newborn, euthanasia, organ transplantation and human biotechnology, but significantly lower for brain death. Variables which influenced consciousness of biomedical ethics were religion and economic status in the nursing students and intent to attend a class in biomedical ethics, quantity and quality of biomedical ethics in the current curriculum and religion in the non-nursing students. In an information society, privacy protection is one of the most important ethical issues. In medical institutes in which personal medical information is collected and stored, in addition, a privacy breach can cause a serious damage on personal lives. This study attempted to develop privacy concern measurement tool in personal medical information to measure patients' concern on their medical information from medical service consumers' perspective and verify its validity. For this, privacy concern measurement tool in personal medical information was developed based on the results of previous studies. After performing Exploratory Factor Analysis(EFA) and Confirmatory Factor Analysis(CFA) on the measurement tool, its reliability and validity were verified. It appears that the measurement tool would be useful in developing decent privacy protection policy after investigating citizens' concern on the protection of personal medical information and domains they are interested in. For medical institutes as well, they would be helpful in coming up with a reasonable plan after figuring out problems in the protection of personal medical information and current status.
