최근 평균수명이 증가와 더불어 삶의 질이 중요시하고 건강한 삶을 누리고자하는 인류의 염원은 보건의료라는 보편적 가치에 동반 상승할 수 있는 산업과의 결합이 의료관광이라는 새로운 관광시장을 형성하였다. 의료관광은 시장규모가 1억 달러 이상에 이를 것으로 예상되는 고부가가치 산업이다. 또한 외국인을 상대 의료관광은 체류기간이 길고 지출비용도 일반 관광객의 3배 이상으로 지역경제 활성화에 큰 공헌을 하는 대표적인 신 성장 동력산업으로 보고 있다. 더불어 의료관광 추세가 의료서비스를 받으면서 휴양 레저 문화활동을 함께 즐기는 방향으로 발전될 것으로 예측하고 최근 단순 치료 목적이 아닌 방향으로 선회하고 있다. 그러나 국가 정책적 산업으로서 육성에 박차를 가하고는 있으나 의료 기반시설이 열악하고 관련 규정 및 제도적 미비점이 지금의 의료관광 산업에 발맞추지 못하는 실정이다. 이는 주변 경쟁국에 비해 인식부족과 세계시장에 대한 마케팅 활동 부족 및 의료관광 상품의 다양성 부족 등과 함께 의료관광이 활성화하기 위하여 여러 가지 제약이 되는 정책적 문제점들이 있다. 따라서 본 논문에서는 현행 우리나라의 의료관광에 대한 정책적 과제를 살펴보고 이를 개선하기 위한 제도적 개선방안을 모색하고자 한다.

Despite of advanced plans from Korean government to encourage Korean medical tourism, the medical tourism in Korea is still under competitive compared to the countries including Thailand, Singapore, and India, in which the government has been driving the development in industries of medical tourism, Moreover, the studies identifying the factors affecting tourists' satisfaction has not been actively performed up to date. Therefore, this study attempts to investigate the influences of quality of medical service, accessibility, cost adequacy, and quality of tourism of Korean medical tourism on Chinese tourists' satisfaction and revisit intention. For the purpose of empirical study, a survey has been conducted to Chinese medical tourists. Findings are as follows. First, the factors of medical tourism attributes including quality of medical service, cost adequacy, and quality of tourism have turned out to have positive effects on medical tourists' satisfaction. Second, tourists' satisfaction has a positive effect on revisit intention.

의료관광은 관광객의 체류기간이 길고 소비지출이 크기 때문에 21세기의 새로운 고부가가치 산업으로 인식되고 있다. 이미 인도,태국,싱가포르 등은 의료관광산업을 국가전략산업으로 지정하여 연간 수십만명의 해외의료관광객이 찾아 높은 수익을 얻고 있다. 또한 정보기술을 활용하여 온라인 상담을 통한 치료상담, 항공,숙박 예약등을 지원하는 시스템을 갖추고 있다. 우리나라는 의료관광 발전의 가능성이 높고 IT강국이라 알려져 있음에도 불구하고 의료관광 운영을 위한 IT솔루션이 거의 전무한 상태이다. 본 연구에서는 최근 국가의 고부가가치 산업으로 인식되고 있는 의료관광에 IT정보기술을 활용한 의료관광 정보시스템 개발을 위하여 요구분석을 하고 이에 필요한 시스템 구성요소를 제안한다.

Healthcare costs are continuously increasing due to longer life expectancy and providing global healthcare services through medical tourism is new service growth engine for Korea. Several countries have well established programs and infrastructure dedicated to medical tourism. South Korea is attempting to become a major player in this domain by undertaking broad initiatives. The success of medical tourism is greatly impacted by easy access to two types of information, namely, medical and travel information. The National Health Insurance System in Korea collects huge amount of clinical and financial information from all hospitals. However, this information does not get used effectively in health and travel information systems to support medical tourism. This paper provide clear process map of medical tourism to understand how the patient and information process both medical and tourism fields also describe the need of customer and service provider. In this paper, we develop a medical tourism service system that will promote information exchange and service delivery.

정부는 글로벌 헬스케어를 신성장동력 산업 중 5대 고부가 서비스 분야에 포함시키는 한편, 의료관광의 활성화를 위해 외국인 환자유치를 허용하는 의료법을 개정했다. 또 의료 서비스산업 선진화 방안도 발표하는 등 오는 2013년까지 외국인 환자 20만명을 유치해 의료 서비스를 차세대 성장동력으로 키우겠다는 목표를 내세웠다. 이처럼 정부가 의료관광에 관심을 기울이는 것은 황금알을 낳을 것이라는 기대 때문이다. 세계의 의료관광 현황과 우리나라의 발전 과제를 짚어본다.

Medical tourism involves patients intentionally leaving their home country to access non-emergency health care services abroad. Growth in the popularity of this practice has resulted in a significant amount of attention being given to it from researchers, policy-makers, and the media. Yet, there has been little effort to systematically synthesize what is known about the effects of this phenomenon and key choice factors. This study seeks to figure out, using conjoint analysis, what factors Chinese medical tourists place importance on maximizing utility when selecting their destination and propose selection attributes that can lure medical tourists to Korea. Results showed that, of destination attributes, medical technology competitiveness proved be the most important and of lower levels, international accreditation proved to have the highest utility. This article presents the findings of valuable insights to medical institutions, travel agencies and related firms in their marketing activities.

Tourism Industry can be treated as means for activating the economy of regions and must be considered as new alternative. As this trend, recently. the interest of tourism area connected with health industry is increasing gradually. And so, this study investigated the domestic abroad cases and established the promotion model of health tourism through experts' opinion to push ahead health tourism as strategy industry of Jeju region. Also this study proposed the planning to improve the competition ability of Jeju region by executing the fundamental research through the survey focused on tourists.

본 연구는 한국 의료관광의 국제 경쟁력 향상을 위한 전략으로 한식의 도입가능성을 알아보고 이를 활용할 수 있는 방안을 제시하기 위한 목적으로 연구되었다. 연구 결과 한식은 의료관광에 있어서 잠재적 가능성이 높은 자원으로 활용이 가능하며, 이를 위한 전략으로 약선음식과 같은 전통음식을 차용한 의료관광상품의 개발, 한국 의료관광에 한식의 이미지 도입을 통한 차별화 전략을 제시하였다.

In this study, IPA(Importance-Performance Analysis) techniques were used to suggest improvement plans and implications for convergent medical tourism services which medical tourists can be satisfied in Medical institutions. For this study, a total of 244 questionnaires among collected data for customers who experience a medical tourism service (a health checkup) at four hospitals located in Gangneung, Gangwon Province from September 1, 2014 to October 30, 2014 was to ensure a valid sample. As a result of the experiments which conducted by paired sample t-test analysis to learn corresponding to the difference between importance and satisfaction of the medical tourism services, it shows significant differences in all entries In the importance and satisfaction of the medical tourism services. As a result of the experiments which conducted by the IPA, the importance is high awareness but among service items which satisfaction is not actually high, service items that requires intensive care in the future are derived in items of "exact medical tourism services", "rapid response to the needs of the patient", "rapid medical tourism services", "communication with medical tourism coordinator". Therefore, medical institutions may need to be arranged in the Medical Tourism Coordinator with the agility and expertise of the medical tourism.

Medical tour can be said to be a new high added-value tour industry of 21st century. The development of varied and distinguished medical tour products by each country will further vitalize the medical tour industry. As the interest in such medical tour increases, it is necessary to analyze the demand and interests of tourists accurately and prepare medical tour products to be provided in order to develop and promote medical tour products. The government considers the medical tour industry as an industry with high expected effects in job creation through promotion of experts in global healthcare industry and national economy development through high added-value creation, and has expanded aid policies in medical tour field with improvement of medical tour immigration system, one-stop service system for medical tourists, and medical tour labor force promotion system. Nevertheless, there are disputes between foreign patients and medical tour inviting businesses, along with medical accident disputes between foreign patients and medical staff and disputes with those working in the tourism industry. This article reviews the types of disputes occurring around the inviting businesses related to medical tours and tried to review the resolutions. Through this, it was found that medical tour inviting businesses have the responsibility to connect the mediated benefits and risks and also the responsibility to process the tasks. Thus, in case dispute occurs due to passive actions from establishing agency agreement to active mediation results, it is difficult to escape the liabilities. Also, in a medical tour agency contract, the inviting business must be aware that it bears the responsibility to explain and advise the details on benefits and risks to foreign patients. The "Guide to arbitration system for resolution of medical disputes with foreign patients" by Korea Health Industry Development Institute Act presents a method to resolve disputes according to the [laws on medical accident damage relief and medical dispute arbitration] in case a dispute due to medical accidents occurs to foreign patients when the foreign patients prepare diagnosis agreement, Whether such method is sufficient to protect foreign patients, however, is thought to require discussions from more diverse perspectives. In order to vitalize medical tourism, the development of diverse products is also important, but the countermeasures against related disputes should also be prepared. Such is expected to contribute to a greater advancement based on trust of foreign medical tourists alongside excellent medical technologies.
