There are many pilot programs and projects to implement the water quality trading (WQT) policy. But actual trading is relatively rare. The main reason of the scarce applications of WQT policy is the difficulty in determining the equalities between the trading sites. The uncertainty of the impacts of the nonpoint sources pollutant discharges between up and downstream urban development areas also makes the implementation of the policy harder. The simulated results from the watershed modeling program will be used to calculate the point and nonpoint sources pollutants of the future urban development scenarios. The amount of suspended sediments resulting from the urban developments and rainfall intensities will be used to indicate the environmental impacts of the water body between upstream and downstream. The water quality impacts after development scenarios to the outlet of the watershed were transferred to the trading units between two sites. The recommended trading units can be used as a decision support system for policy makers and stakeholders to carry out better WQT practices.

The development of the latest media technology has changed the traditional broadcasting system. The traditional broadcasting system, which was operated by the mass media and the terrestrial broadcasters, is now transformed to the viewer-centered and bidirectional media through the convergence of internet and mobile. In terms of broadcasting environment, the function of the traditional TVs has been changed to the Smart TVs combined with an open platform which not only deliver visual contents, but also supply various applications and additional information linking the content providers and viewers. This ongoing broadcasting environmental change has made it possible for viewers to participate in the programs such as reality shows or sports events through SNS, texting or phone calls. Therefore, the purpose of this experiment is to present the ways to promote easier and more convenient viewer-participation in the programs by applying mobile messenger to existing broadcasting system in order to enhance the involvement of broadcasters and viewers of the programs and to diversify the roles of content providers and viewers in broadcasting.

The paper describes the efficient and agile design methodology for the smart phone application, so called the App. Despite the number of smart phones as well as their applications is rapidly being increased recently, the smart and easy methodology for App development is not well developed and not matured in use yet. Since the App is converted to programs or contents from the new ideas, especially, it is important to design and implement the App rapidly and systematically. In order to resolve this problem, we adopt the UI centered approach first of all, emphasizing user-efficient utilization of applications. And we also try to build the whole process in streamlined procedure, making each step reasonable, and the input and output for the step well organized. The design methodology described here is evaluated by designing popular sample application, Scheduler, and also compared with some well-known software design methodologies.

Today the computerization in overall civil life is globally progressing, and software plays a central role in all interdisciplinary areas of society. These changes of information environments lead to the change of values and paradigm shift, and the change of Korean educational policies is also happening. As human-machine interaction is becoming ubiquitous, code literacy is going to play an important role before long. Despite these transitions, information education in universities in Korea focuses on just driving application programs. In this paper, we explore overall educational system and curriculum of universities in Korea. And we present educational factors corresponding to educational levels and contents. Presented five factors coupling three educational contents and three educational levels may be dedicated to design curriculum.

To develop a microcomputer-based data acquisition system for measurement of variables such as temperature and weight in food process, a low-cost data acquisition system was developed using an Apple II microcomputer. The system consisted of a microcomputer, a temperature sensor made of pt-100, a strain gauge load cell for weighing, a preamplifier for signal conditionings and an interface device. Interface device was built with programmable interface chip MC 6821, tristate buffer 74244 and analog-to-digital converter ADC 0809. The analog signals of temperature and weight were serially acquisited upon the program. The BASIC language was used for operating the data acquisition and data handling programs. The system successfully measured the variables such as temperature and weight with various sampling intervals in food dehydration process.

Ajax interaction model changes the posture of web application to become a stateful over HTTP. Ajax applications are long-lived inthe browser. XMLHTTPRequest (XHR) is used to facilitate the data exchange. Using HTTPS over this interaction is not viable because of the frequency of data exchange. Moreover, switching of protocols form HTTP to HTTPS for sensitive information is prohibited because of server-of-origin policy. The longevity, constraint, and asynchronous features of Ajax application need to hove a different authentication and session fondling mechanism that invoke re-authentication. This paper presents an authentication and session management scheme using Ajax. The scheme is design lo invoke periodic and event based re-authentication in the background using digest authentication with auto-generated password similar to OTP (One Time Password). The authentication and session management are wrapped into a framework called AWASec (Ajax Web Application Security) for coupling to avoid broken authentication and session management.

The development of wireless network technology and the increasing use of wireless networks to mobile users with a variety of wireless network systems has arisen. Wireless sensor networks, they can be nested together, and the need to switch between the network, depending on your needs. Next Generation Wireless Networks(NGWN) gives the mobile user a wide coverage and optimized service etc. Previous hand off management protocol is not enough to secure support of the NGWN application program. Cross-layer Handoff(CLH) protocol technique has been developed to support between and inside networks of handoff management of NGWN. CLH supports mobility management in a wireless network environment and also utilizes mobility speed and handoff signaling delay information to improve the handoff performance ability. For the analysis of handoff performance ability, we analyzed sensitivity of link layer and network layer, therefore, CLH technique is suggested based on this analysis.

In this study, we suggest a policy for setting the direction of Jeju Music Education with implications from the process of arranging philosophical theories related to music education and analyzing advanced cases. The philosophical theories of music education were examined by Schiller, Steiner, Dewey, Bourdieu, Reimer, and Elliotts. In addition, this study checked the lessons in music education programs in Germany, Venezuela, and Finland, and we make policy suggestions in four contexts to set the direction of music education in the Jeju community based on interviews with 10 experts. Suggestions for improving social awareness of music education, suggestions for music education in the elementary and secondary public school sectors, in the proposals for music education in the lifelong education sector, and the suggestions for institutional policy all included music education professionals recruited from among the culture and art sectors within the Jeju Special Self-Governing Province's Cultural Policy Division. Music advisors were also recruited from the music and sector music councils within the Jeju Special Self-Governing Province Council.

Because FIFO thread scheduling used in the existing multithreaded models does not consider locality in programs, it may result in the decrease of the performance of execution, caused by the frequent context switching overhead and delay of execution of relatively short frames. Quantum unit scheduling enhances the performance a little, but it still has the problems such as the decrease in the processor utilization and the longer delay due to its heavy dependency on the priority of the quantum units. In this paper, we propose shortest-frame-first(SFF) thread scheduling algorithm. Our algorithm selects and schedules the frame that is expected to take the shortest execution time using thread size and synchronization information analyzed at compile-time. We can estimate the relative execution time of each frame at compile-time. Using SFF thread scheduling algorithm on the multithreaded models, we can expect the faster execution, better utilization of the processor, increased throughput and short waiting time compared to FIFO scheduling.

A recent argument of network neutrality is converted by the differentiation of transmission and cost adjustment. However, It is raised that this phenomenon caused strategy for vertical integration operator to exclude a competitive operator. This study analyzed a number of instances about differentiation of transmission of ISP and problems of ISP that vertical integration in IX markets. The result of research, differentiation of transmission increased service differentiation about application programs used a best effort network like OTT or Smart TV. But this study was analyzed that a related law was vague for solving this issue. Besides, ISPs that is vertical integrated and commercial operated in an IX market discriminated competitive services, and this phenomenon can be proceeded plainly and orginated in an issue of a related law.
