The disasters in Korea, such as the Sewol Ferry Ship sinking disaster has had problems related to the medical response system, with the problems of emergency medical support team in the site, the cooperation between medical staff and fire department officer at disaster site, field medical support and hospital acceptance of the wounded in trouble, the lack of specific systematic medical response manual. Therefore, from May 2014, when the disaster emergency information center in Central Emergency Medical Center starts, collection, modification and education of scattered preexisting disaster emergency medical manual had appeared as important issues. So, it was necessary to develop the early medical response system to disaster. The correction planning of disaster emergency medical response system by Central Emergency Medical Center included quick response system with the fast medical team operation, but the practical application was not enough. So the researcher and his team developed the first Korean disaster emergency medical response manual and the process of development was documented and arranged with the application by education and training.

We consider the economic value of emergency medical facilities. An emergency medical facility affects the medical environments in a community, and thus the social demand on the facility increases as the demand of qualified public health service increases. Regarding the increased demand and the limited resources of fiscal budget, it is important to scientifically evaluate the social benefit of the public investment on emergency medical facilities, as the results of evaluation can help make better budgetary decision on each public investment project of emergency medical facilities. In this paper, we try to estimate the economic value of emergency medical facilities based upon the estimated changes in preventable death rate by the facility and the statistical value of life. We hope the results contribute to improve the budgetary decision making on the emergency medical facility projects, thus the public health policies.

In emergency situations, first aid workers are the main task of trauma evaluation and care. However, the scope of first-aid treatment is small and they are mainly carried out to the emergency room of the hospital. If a specialist who is in charge of an emergency situation is connected and emergency medical treatment through remote medical direction is performed, accurate diagnosis and appropriate care can be helped. This paper has developed an smart application(app) to support remote medical direction for emergency medical services. The developed smart app allows emergency rescuers to call a doctor at a remote location and transmit real-time status of emergency patients to vital sign and video. This will help to diagnose the patient's condition accurately. In addition, emergency care can be instructed and response in the emergency room can be made quickly.

This research made a survey to 119 EMT laying stress on general contents connected with job in a frame of mutually organic cooperation system between the processes, composing Emergency Medical Care Transportation Policy in Korea, as a step before hospital, of happening emergency patients, 119 first-aid service of the spot, transportation of patients, construction of communication network etc.. As a result of analysis to that, it is found that there must be systematic devices which makes EMT not to be caught on medical dispute, a modernization of emergency equipments, professional first-aid agents, a proper personnel arrangement. Consequently, it suggests policy plan focusing on structural and functional aspect to improve an Emergency Medical Care Transportation system into a realistic one.

최근 구급차에 탑승하는 응급 구조사의 인원이 턱없이 부족하여 소방관 한 사람만이 구급차에 타고 환자를 이송하는 일이 종종 문제시 되곤 한다. 이로 인해 응급 환자에게 신속한 처치가 어려워진다. 본 논문은 스마트폰을 기반으로 응급의료 시스템을 구축하여, 응급 환자에게 병원 전(pre-hospital) 단계에서 신속한 조치와 효율적인 처치가 가능한 환경을 제공한다.

With the development of the morden medical science technology, the life of the men is keeping by medical technology. But if a proper treatment could not be provided to the patient in pre-hospital phase and the patient could not be transferred to the necessary hospital timely, it can not prevent the serious damage to the patient. In this paper, when an emergency was generated, the emergency medical technician can give the most suitable first aid to the patient by our proposed efficient emergency medical information system using heuristic knowledge.

In this paper, we designed a role-based emergency medical information security system REMISS added the security concept to the existing emergency medical information system. Also we suggested a REMISS protocol based on HL7 for using the emergency medical information and the security information. The procedure of security consists of user authentication phase and role/permission assign phase in the REMISS. The REMISS can supply proper security service since the REMISS assign proper permissions to each users of emergency medical information system and allow the user to access the permitted emergency medical information by using security information of the REMISS. There are some advantages that REMISS can adapt to the changing of the role of each user by dynamic exchanging the security information and assigning permissions to each user.

Recently, the need for emergency medical facilities is increasing due to a large-scale disaster. The Ministry of the Interior and Safety has completed the development of Disaster Resource Sharing System (DRSS). In this system, only air tent and negative pressure tent, which are classified and managed as equipment are resources related to emergency medical facility at disaster site. However, the characteristics of resources for the facility such as the time of input, a period of stay, transportation, and installation methods were not reflected. So, The purpose of this study is to propose improvements of management of resources for emergency medical facility at disaster site, that classified to materials and equipment in DRSS. This study analyzed the state of resources for facilities and the attributes of resources based on literature and disaster medical consultation of mobile hospitals. The resources for emergency medical facility are required to be linked to medical support resources and reflected in the DRSS, since emergency medical facility resources at the disaster site should be managed through a combination of medical resources classified as equipment. And future research on installation of emergency medical facilities plan considering the cost of the disaster management resources should be carried out.

Recently, medical technology and IT technology have been trying to converge to overcome limitations of the time and the space in medical technology application. In this study, an app was developed to support remote medical direction for emergency medical services. The developed app allows doctors in remote locations to receive real-time emergency patient situations from emergency paramedics. It can also guide the patient's condition diagnosis and emergency treatment and enable rapid response from the emergency room.
