A Case Study on the Analysis of Layout and Residence Space Planning for Continuing Care Retirement Communities(CCRCs) in United States - Focused on the Cases of CCRC in Oregon in the Western United States - (미국 연속보호 은퇴주거단지(CCRC)의 배치 및 단위주거 특성 - 미국 서부 오리건 주 내 연속보호 은퇴주거단지(CCRC) 사례를 중심으로 -)

  • In Korea, there is a need for safe and convenient elderly housing so that older people can enjoy a good quality of life and perform various daily activities while they maintain their health and well-being. Thus, this study is to suggest community -based housing settings for the elderly. We analyzed living space characteristics of the Continuing Care Retirement Communty(CCRC) in the U.S. In particular, we focused on CCRCs in the Oregon area and examined two types of settings: 1) a tower setting and 2) a town setting. The CCRC living arrangements include independent living, assisted living, nursing care, and memory care. We visited six CCRCs in Oregon during January through May in 2015. The field observations and floor plan surveys were conducted for data collection. The data analysis revealed that there are two types of arrangements: the suburban type and the urban type. Element analysis of the living unit designs for each CCRC type demonstrated typical space configurations. It was found that home care services were provided from local communities. It is suggested that community-based housing for the elderly should include mixed housing types so that community facilities can be shared. Medical services in the community were offered through healthcare institutions, disease prevention centers, welfare centers, and sports facilities. In order to apply these community-based care systems to elderly Korean housing, it is important to develop a community based on independent homes that share services and welfare facilities.

  • Baby boomers are the population group born between 1955 and 1974 in South Korea. They are the generation to grow up in the rural areas and it has been reported in the previous literature that a large part of baby boomers now hopes to return their hometowns after their retirement. The purpose of this study is to investigate factors that obstruct the baby boomers' residential relocation to their hometowns by in-depth interviews with three different types of baby boomers: returners, soon-to-be returner, and wanna-be returner. Findings of this study show that the reasons behind the hesitation to the migration may be grouped into four categories: concerns about insufficient jobs, lack of medical services, concerns about social relation network and poor cultural environment in their hometown.

사학연금 연기연금제도의 적정 증액률 산출

  • 연기연금제도는 연금 지급개시연령 도달 이후 일정 기간 연금수급을 포기하는 대신 급여에 일정액을 가산하여 지급하는 제도이다. 연기연금은 지급개시연령 도달 이전에 수급을 신청하면 일정액을 가산하여 차감하고 지급하는 조기연금과 상호보완적인 기능을 수행하며 유연은퇴(flexible retirement)의 주요한 축을 구성한다. 연기연금제도의 정책적 목적은 수급자별 다양한 재무적 상황에 따라 보다 유연한 은퇴설계와 노후소득 확충을 지원하는 제도적 장치를 마련하는 것이다. 하지만 현재 연기연금제도는 국민연금에는 시행되고 있으나 사학연금을 비롯한 직역연금에는 도입되지 않고 있다. 최근 공적연금간 급여규정 수렴화에도 불구하고 사학연금을 비롯한 직역연금에서 연기연금을 도입하지 않는 배경에는 공적연금간 급여 형평성 등 많은 쟁점사항들이 영향을 미치기 때문일 것이다. 하지만 이 연구는 그러한 기저의 논쟁에서 벗어나 제도의 재무적 특성 분석을 목적으로 한다. 분석자료는 연금수급을 위한 요건을 충족한 퇴직자 중 연금수급연령 미도달자로 이들 대기자 그룹의 미시자료를 이용해 연기연금 적용 시 제도의 총급여액 증가를 야기하지 않는 재정 중립적 증액률(plan-neutral deferral rate)을 산출하였다. 분석결과, 분석자료를 대상으로 한 산술적 증액률은 6.75%였으나 민감도 분석의 결과를 반영한 적정수준은 6% 이하일 것으로 사료된다. 이는 장기적 추정의 특성상 적용되는 가정변수 수준에 따라 변동폭이 클 뿐만 아니라 하위 구성집단간의 이질적 특성으로 산출되는 증액률의 편차가 크기 때문이다. 따라서 재정 안정성을 훼손하지 않기 위해서는 보수적 관점의 접근이 필수적이다. 연구의 구성은 크게 세 부분으로 II장에서는 소득활동관련 연금의 주요한 수단으로 연기연금의 제도적 필요성을 검토하고, III장에서는 실제 사학연금 가입자 자료를 이용해 재정 중립적 증액률을 산출하고 주요 변수별, 특성 집단별 증액률에 대한 분석결과 및 시사점을 기술하였다. IV장에서는 장기 재정안정성을 저해하지 않기 위해 적정 증액률 산정 시 추가적으로 고려해야 되는 재무적 관련사항을 기술하였다.

  • Many researchers addressed a strong need for providing diverse senior housing options to accommodate different demands from the growing senior population in Korea. One option can be the university-based retirement community (UBRC) which is linked to the adjacent universities and offers various physical, educational, and recreational programs for residents. The primary purpose of this study was to identify major features of the UBRC in terms of development, management, level of college participation, and types of care services for senior residents and to suggest future implementation directions in Korea. Two cases from the United States were selected and investigated to accomplish this goal. Main features of the UBRC were identified as follows: The university linked to each subject community was strongly involved in the development process. Their original residents were mainly recruited from university retirees. The strong university involvement became diminished as the retirement communities got settled down. This study analyzed these architectural, managerial, and development features and suggested future implication directions of university-based retirement communities in Korea.

  • The advent of an aging society has raised the necessity for housing development to meet the growing demands of baby boomers expected to act as the main consumers in the future housing market. This study aims to identify the characteristics of apartment houses favored by baby boomers in their post-retirement plans. Based on a literature review and survey, the study is targeted at a certain baby boom generation residing in mid- sized and large-sized apartments with a floor space of more than 30 pyeong in Gangnam, Seoul. The study reveals that baby boomers favor an active post-retirement life where they can enjoy proper leisure without considerable change in daily routines, and for that reason they choose an apartment house well equipped with neighboring, convenient facilities for their post-retirement. Their housing size shows a downward tendency in response to changes in economic conditions and number of family members living together. Health-related factors such as a comfortable natural environment and greenery also play a key role in their residence selection. Their regional preference is divided into the downtown and suburbs, and thus it will be necessary to satisfy the needs of these two consumer groups in the future housing market. This study lays the foundation for offering basic materials for the development and marketing of apartment houses.

  • While Korean traditional culture considers it necessary that children support their parents, a new trend of silver support is expanding by the recent social change, the increase of women's working, and the reluctance to support the old people. However, the number of silver welfare facilities in Korea is short for the demand with limited selections of them. Based on the situation, the following results of the study what kind of policies Korea service for the old people in the USA where early stepped into the aging society: 1. provide specific and proper social-supporting service and facilities with charge or free for the old people to be able to select one of them, according to economic, physical and psychological situation of the old people; rather to prepare service and facilities for all the old people. 2. increasing community service support for the home-staying old people 3. the development of support program for the family of the old 4. the improvement of housing environment for the home-staying senior 5. prepare the housing alternatives for the senior would be home-like environment.

  • This research investigates and characterizes lifestyles and housing preferences of Korean-American Baby Boomers in the USA, and proposes future housing design and planning directions to meet their needs. A questionnaire survey was conducted from June to September 2012 examining lifestyles and preferred characteristics of postretirement homes. We targeted Korean-Americans born from 1955 to 1963 in either Korea or the USA who currently reside in New York, Washington DC, Chicago, Dallas, Detroit, Lansing, Grand Rapids, and San Francisco. To analyze the 247 responses, we employed factor analysis, cluster analysis, one-way ANOVA, and crosstabs. Respondents preferred three-bedroom, singlefamily housing types with a size of 26-35 pyong, favoring city outskirts or suburbs over urban areas. Four groups having different lifestyle types were identified: innovators, believers, fashion experiencers, and makers. Housing preference differed depending on lifestyle types. The 'innovator' group desired homes 56 pyong or larger, while the other groups preferred 26-36 pyong. The four lifestyle groups did not show statistically significant differences in most of preferred housing features, community facilities, or indoor environmental characteristics. Each group still showed slightly different preferences in some housing planning characteristics, which future planners can refer to when providing postretirement homes for them.

경찰관 퇴직이후 경제활동 지속의도에 영향을 미치는 요인에 관한 연구

  • 100세 인생 시대의 도래는 사회적으로 많은 변화를 요구하고 있다. 기성세대들이 기존의 조직구조 속에서 일할 수 있는 최고 연령이 60대 초반인 것을 감안한다면 100세 인생 시대에는 퇴직한 후에 3~40년간 살아나갈 대안이 있어야 한다는 것이다. 이러한 환경 속에서 일반 직장인들에 비해 직장에서 많은 시간과 노력을 하고 있는 경찰관들이 퇴직 후에 경제활동을 지속하게 하는데 영향을 미치는 요인에 대한 연구를 하는 것이 중요하다고 생각한다. 따라서 본 연구는 정년을 마친 후 연금을 받게 되는 경찰관들이 다른 직종의 직장인들과 비교하여 경제활동에 대한 필요성을 느낄 것인가? 그렇다면 그 이유는 무엇인가? 퇴직 후에도 경제활동을 하려는 경찰관들에게 어떠한 요인들이 영향을 주는 것일까? 등에 대한 것을 기존 연구와 문헌들을 통하여 연구 모형과 가설을 정하고 설문 조사를 통해 실증적으로 분석하고자 한다. 본 연구는 재직 경찰관들이 퇴직 후에 경제활동을 지속하기 위한 의도에 영향을 미치는 요인에 관한 연구를 위해 개인역량, 경제활동 동기, 돈과 경제에 대한 인식, 경제적 만족도와 직장 안정성, 직장 공정성과 상하관계, 교육 및 교육 참여, 은퇴 준비, 직무만족과 직무의 미래비전을 독립 변수로 하고 경제활동 지속의도를 종속 변수로 설정하여 진행하였다.

시니어의 노후준비도와 창업교육 만족도가 자기효능감 및 창업기회인식에 미치는 영향 연구

  • 국내 베이비붐 세대 은퇴가 본격화하며 국내 시니어들의 은퇴후 평생직업 대안에 대한 수요가 폭증하며 창업이 그 대안으로 부상하였지만 주로 자영업창업 중심이어서 효과적인 대안이 되지못하고 있는 현실이다. 본 논문은 시니어들이 노후 대책으로 재대로 된 창업을 준비하도록 창업교육을 통한 만족도 제고를 통해 창업기회를 인식하는 방안을 모색하는데 목적이 있다. 본 연구는 시니어의 노후준비도와 창업교육만족도가 자기효능감과 창업기회인식에 미치는 영향에 관한 실증 연구로서 각 변인에 대한 관계를 분석하였다. 이를 위해 첫째, 시니어의 노후준비도가 자기효능감과 창업기회인식에 미치는 영향관계와 둘째, 창업교육만족도가 시니어의 자기효능감과 창업기회인식에 미치는 영향을 연구한다. 가설검증 결과로 첫째, 시니어의 노후준비도는 하위 변위에 따라 차이는 있을 수 있으나 시니어의 자기효능감과 창업기회인식에 영향을 미치는 것으로 예상된다. 둘째, 시니어의 창업교육만족도가 자기효능감에는 영향을 미치나 셋째, 시니어의 창업교육만족도가 창업기회인식에는 영향을 미치지 안는 것으로 예상된다. 본 논문은 시니어 창업에 영향을 주는 요인 중 하나로 노후준비도를 살펴봄으로써 시니어가 가진 노후준비 특성이 창업기회인식에 어떤 영향을 미치는지를 검정했다는 점에서 의미가 있다. 또한 시니어의 창업 활성화 및 노동력 활용 방안으로 창업교육의 확대 필요성과 시니어 창업 교육 프로그램의 확대 등 창업을 준비할 수 있는 사회 분위기와 제도적 지원 및 프로그램 설계 필요성을 시사한다.

  • In this study, main focus was analyzing whether the retired middle-aged people's life style and personal characteristics affect house selection attributes and there are any differences according to their life styles. The finding and implications of this study were as follows. The middle-aged people were trying to pursue leisurely and healthy life. Therefore, they prefer the high service quality of health, medical facilities, culture, leisure, and entertainment facilities. These trends were caused by the expansion of the five-days working styles, the improvements of the smart consumptions, the high levels of the education, and the high social and economic participations of the females. The overall changes in social, cultural, economical circumstances made them different from other generations. Also current middle-aged people were more challenging and active and they thought themselves young compared with the people of the older generation. In the future those middle-aged people's life style will be more diversified. Therefore new housing plans are necessary for the middle-aged popple to satisfy their diverse housing needs and housing circumstances. Based on the results of this study for the middle-aged people's life style and housing selection attributes after their retirement, more studies are necessary in new and different views. Furthermore diverse house supplies, housing marketing, housing policies should be provided for the middle-aged people for their retirement and need to study more their future housing satisfaction and their housing needs.
