Asset Management Information in the Social Infrastructure (공공시설 자산관리 정보화 방안)

  • With the social infrastructure being deteriorated, there is a growing need to introduce the asset management to social infrastructure management in order to increase their value and save budget. Social infrastructure asset management is a new concept of facility management in response to these demands. It is defined as a procedure for collecting and analysing facility maintenance data and for making and practicing an economically optimized management plan. Detailed survey work of asset management business is analyzed in order to derive a strategy for asset management information. The contents of IIMM of New Zealand and the asset management definition of the FHWA of the United States, and representative facility management systems of Korea are analysed. The role between organizations and the relationship between business and organization were analyzed. Information required for asset management and for existing facility management systems is compared with business of asset management. In this thesis, three development strategies are suggested. The first one is to develop core business of asset management while excluding duplicated development. The second one is to divide system's structure into three layers. And the last one is to share information by interfacing asset management systems with existing facility management systems.

  • The aim of this study is for performing the efficient and systematic facility maintenance management by using 2D CAD data and the technique of updating spatial DB. The existing system of the facility maintenance management and the performance is not properly made out utilizing the information about the construction drawings. Moreover, the management of the DB renewal, which is about the information of construction drawing, is not carried out properly Furthermore, this study draw the conclusion on the effectiveness of reducing maintaining active by the lack of the interior and exterior location information. This study suggest the method of the efficient maintenance management of facilities by using the technique of updating spatial DB and the facility location information.

  • 사회기반 시설물들의 노후화로 유지보수 비용이 급격하게 증가하고 있는 선진국뿐만 아니라 국내에서도 시설물을 체계적으로 관리하여 안전사고를 예방하고 유지관리 예산을 절감하고자 하는 관심이 날로 증대하고 있다. 해외의 뉴질랜드, 호주, 캐나다, 미국, 영국 등의 나라에서는 공공시설물 유지관리에 자산개념을 도입하여 관련 법과 제도를 정비하고 대웅적 유지관리방식보다 자산의 가치 중심의 예방적 유지관리로 전환하여 일정 부분 성과를 내고 있다. 국내에서도 시설물을 체계적으로 관리하여 안전사고를 예방하고 유지관리 예산을 절감하고자 하는 관심이 날로 증대하고 있다. 이에 IIMM의 자산관리 업무절차 모델과 국내에서 제시된 KTAM-40을 비교하여 공공시설물 자산관리 정보시스템의 설계방안을 제시하고자 한다.

  • LCC(Life Cycle Cost) analysis on design process has to be performed for a selection of reasonable and economical design alternatives in highway construction projects. To be performed of LCC analysis, the maintenance data such that are maintenance periods, rate of repair, maintenance cost, and so on are required. Therefore the Hi-Portal System had been developed and the maintenance data has been accumulating in the Korean Expressway Corporation. However, the data are not effectively used because the system have no consideration for LCC concept, and currently, th data are acquired by survey with experts. In the study, it is proposed that the concept of Generally Annual Maintenance are practically and easily used to perform LCC analysis. Some of generally annual maintenance data are suggested through Hi-portal data analysis due to the proposed concept and LCC analysis of a real highway construction project is preformed by comparison with a current approach. From the results, it make sure that the proposed concept are effectively used to preform LCC analysis until during exactly practical data from Hi-Portal system are obtained.

  • Facility Management is the longest in the building of life cycle. Because it occupies more than 80% of cost, the phase of Facility Management has to be managed and has to be perceived as important as design and construction phase. The method to manage building more efficiently is the introduction of Facility Management System used by CAD and database. But information Requirement is now input by hand in the most Facility Management System. This study aims to analyze the example of applying BIM in the Korea or abroad and the errors of this were deducted by many phase. Lastly, the possible solution is suggested in order to be used in the Facility Management System. This study's benchmarking is COBIE which is developed by the COE(Corps of Engineers) and now popular in the world. The suggestion in this study is the method that I have already mentioned is helpful for a designer to do modeling when a designer uses BIM S/W(software). To be more specific, the method plays a side role in helping data input considering the phase of Facility Management.

  • LoRa LPWAN network system uses a license-exempt wireless communication system and implements data measurement through the integrated sensor based on Mems and wireless communication of existing measurement sensors. This system has superior technological / economic superiority using existing network and long distance communication compared to existing wireless measurement system, and secured economical efficiency by minimizing system construction equipment compared to wired measurement system. It is confirmed that the economical efficiency can be reduced by 41% compared to the conventional wired metering system. Since the LoRa LPWAN network system is excellent in terms of maintenance and operation, if installed in many bridges in Korea in the future, it will be developed as an excellent system in the maintenance of bridges.   • GIS는 '단번에' 효과가 나타나는 다른 전산시스템과는 달리 최소한 3~4년의 손익분기점을 가지는 기술인 만큼 효과적인 운영이 중요하고, 효과적인 운영을 위해서는 자료의 최신성을 확보할 수 있는 DB의 지속적인 유지관리 활동이 그 무엇보다도 중요하다고 할 수 있다. 그러나 지자체를 중심으로 구축되어 있는 대부분의 GIS 활용체계는 준공과 동시에 운영과 유지관리 차원에서 적절한 대처를 수행하지 못함으로 인해 손익분기점 달성에 대한 회의적인 시각을 갖는 것이 지배적이라 할 수 있다. 특히 지자체 GIS사업이 추진되는 과정에서 각 시스템에 맞는 실질적인 유지관리 방안을 모색하고 이에 대한 충분한 교육이 진행되어야 함에도 불구하고 실제는 그렇지 못한데 그 원인이 있을 것이다. 그러나 보다 근원적인 문제점은 실제 유지관리 활동을 위해 무엇을 어떻게 해야 하는지에 대한 구체적인 방안을 가지고 있지 못한 것이 더욱 크다고 하겠다. 실제로 모든 사업추진과정에서 정해진 방법론에 의해 유지관리방안을 마련하게 되어 있으나 아주 형식적인 수준에서의 언급이 대부분이고 지자체라는 행정기관의 특성과 지자체 GIS의 주된 대상이 공사 및 시설물 관리와 관련되어 있다는 업무적 특성은 전혀 배제되고 있는 것이다. 그렇다면 실제로 GIS DB의 유지관리가 원활하게 진행되기 위해서는 어떻게 해야만 하는 것일까\ulcorner 이 질문에 대한 접근을 위해 본 연구에서는 GIS DB의 갱신이 일어나는 발생원인을 정확하게 진단하고 발생원인의 특성과 행정기관의 특성을 적절히 연계시켜 유지관리 모델을 제시하는데 그 목적이 있다. 이를 위해 ‘선 유지관리 후 활용체계 정비의 중요성’을 점검하고, ‘변동자료 발생원인의 분석’, ‘명확한 변동자료 입력 근거의 확보’, ‘갱신주체별 역할의 정의 및 유지관리 기준의 설정’, ‘분야별업무 특성을 고려한 관련 기준의 마련 및 타 시스템과 연계되는 항목을 고려한 절차 정의’ 등에 대한 다양한 접근을 시도하였다. 본 연구에서 제시하는 유지관리 모델을 기반으로 각 지자체별로 적절한 컨설팅이 진행되고 이에 따라 담당자의 실천이 이루어진다면 지자체 GIS의 투자대비 효과에 대한 기대는 이상이 아닌 현실로 다가오게 될 것이다.가오게 될 것이다.

  • Recently, the demand for mobile systems is remarkably growing due to the explosive spread of smart phones. The mobile system based on the smart phones enables the real time communication and business process by utilizing the on-line information on the spot anytime and anywhere. This paper proposes a development model to use android-based mobile applications to be applicable to the facility defect maintenance management in apartment buildings. The proposed methodology aims to implement an incorporated system to bind the web-based system and the mobile system in systematic interaction in order to feasibly realize the concept of mobile office.

  • The 10,876 school buildings(year 2006) including elementary, junior high and high schools have been operated and the number of school buildings will increase with BTL(Build Transfer Lease) projects. However, as population is expected to decrease rapidly with low birth rate, it needs to pay more attention to managing existing school buildings. The present maintenance and management system is not being operating with regular plans but with making repairs when if problem happens. Therefore, in this study I will propose a new maintenance and management system which will improve the process of maintenance and management works and reflect the needs of related officials in charge of with analyzing a present maintenance and management system through making research into documents and questionnaires. It enables to simplify maintenance and management work, to manage budget with transparency and to make better communication between each work so that it promotes efficiency of maintenance and management work.

  • Visual inspection works are very important part of facility maintenance and management life cycle as a step of creating base data for decision making and maintenance and repair. But currently, visual inspection works have been performed unefficiently and unreliably as works on hand, duplication of works, decisions of defect state, unutilization of inspection history, lack of professional and so on. In this research, we developed visual inspection system that processes inspection work efficiently and provides reliability of inspection output, as a target of bridges, tunnels, underground roadway on national road. We defined problems through visual inspection work analysis, examined the solutions and reflected to functional design of system. We will plan to utilize this system in HMCS(Highway Maintenance and Construction Service).
