The stationary Markov chain model has been widely used as a daily rainfall simulation model. A main assumption of the stationary Markov model is that statistical characteristics do not change over time and do not have any trends. In other words, the stationary Markov chain model for daily rainfall simulation essentially can not incorporate any changes in mean or variance into the model. Here we develop a Non-stationary hidden Markov chain model (NHMM) based stochastic downscaling scheme for simulating the daily rainfall sequences, using general circulation models (GCMs) as inputs. It has been acknowledged that GCMs perform well with respect to annual and seasonal variation at large spatial scale and they stand as one of the primary sources for obtaining forecasts. The proposed model is applied to daily rainfall series at three stations in Nakdong watershed. The model showed a better performance in reproducing most of the statistics associated with daily and seasonal rainfall. In particular, the proposed model provided a significant improvement in reproducing the extremes. It was confirmed that the proposed model could be used as a downscaling model for the purpose of generating plausible daily rainfall scenarios if elaborate GCM forecasts can used as a predictor. Also, the proposed NHMM model can be applied to climate change studies if GCM based climate change scenarios are used as inputs.

A preliminary study of the isotope hydrology of the Han River Valley is presented. This investigation is part of a project whose overall aim is to relate the levels of heavy metal ions to the dynamics of the groundwater movement in order to establish (i) whether there is any evidence for the deterioration in groundwater quality associated with the release of industrial effluents and (ii) if so, to determine the migration path-ways. Evidence is adduced that the recharge mechanism is principally determined by the degree of urbanisation. In the metropolitan area of Seoul, river recharge dominates probably due to the combined effects of reduced infiltration and increased pumpage. In the inter-urban region, the major source of recharge is local precipitation. During the spring sampling period when the river levels were low. evidence was obtained for appreciable groundwater infiltration in the vicinity of the upstream transect. No significant correlations were observed between the levels of heavy metals in the groundwater, and the recharge mechanism, the distance from the river or the electrical conductivity of the samples.

This study tries to examine the characteristics of the ancient Dujiangyan Irrigation System and geographical conditions in the western part of Sichuan Basin in China. The Dujiangyan System constructed in the third century B.C is located at the mouth of gorge of the River Mi. This spot shows that its altitude above sea level is higher than that of the three other rivers in this district. Also, this river reaches the maximum discharge. These facts reveal the spot has the great potentiality as an ideal location for man-made channels. Li Bing realized the "three magical projects": Yuzui and Jinggang Dyke(a water dividing dyke), Baopingkou(a water inlet), and Feishayan(a spillway). The dyke divided the River Min into two parts. The inner river is connected to the Baopingkou. And the Feishayan discharges flood and silt from the inner river to the outer. These projects have composed a scientific irrigation and drainage network. Finally, in the Chengdu Plain were digged a dozen channels for irrigation. Some of them are connected eastward to the River Bu. Since then the Dujiangyan System has been bring great benefits to agricultural production. This resulted in the population increase and establishment of new counties which have made the plain a "Land of Abundance".

The Korea Academia-Industrial cooperation Society. The Korea Academia-Industrial cooperation Society. In Korea, the territory has east high west low type and the rainfall is concentrated in the summer season. A nation having these topography and precipitation condition like Korea has to basically needs support of hardware alternatives. However, the right places decrease gradually and the resistance of the public opinion for national water resources policy stiffens gradually. The climate change has an effect in water resources fields and has a close relation. In the present study, therefore, future inflow of Miryang multipurpose dam basin is estimated by using SWAT model applied RCP 4.5 and 8.5 scenarios of "Korea Meteorological Administration" and considering the results, the future direction is purposed to operate the dam. As a result, the rainfall pattern is changed from traditional peak form to flat form. The dam operation rule in accordance with changing precipitation pattern has to be modified from the conventional operation rule and a new plan has to be established to meet a situation.

The purpose of this study is to predict monthly agricultural reservoir storage by developing weather data-based Multiple Linear Regression Model (MLRM) with precipitation, maximum temperature, minimum temperature, average temperature, and average wind speed. Using Naïve-Bayes classification, total 1,559 nationwide reservoirs were classified into 30 clusters based on geomorphological specification (effective storage volume, irrigation area, watershed area, latitude, longitude and frequency of drought). For each cluster, the monthly MLRM was derived using 13 years (2002~2014) meteorological data by KMA (Korea Meteorological Administration) and reservoir storage rate data by KRC (Korea Rural Community). The MLRM for reservoir storage rate showed the determination coefficient ($R^2$) of 0.76, Nash-Sutcliffe efficiency (NSE) of 0.73, and root mean square error (RMSE) of 8.33% respectively. The MLRM was evaluated for 2 years (2015~2016) using 3 months weather forecast data of GloSea5 (GS5) by KMA. The Reservoir Drought Index (RDI) that was represented by present and normal year reservoir storage rate showed that the ROC (Receiver Operating Characteristics) average hit rate was 0.80 using observed data and 0.73 using GS5 data in the MLRM. Using the results of this study, future reservoir storage rates can be predicted and used as decision-making data on stable future agricultural water supply.
Evapotranspiration, one of the hydrometeorological components, is considered an important variable for water resource planning and management and is primarily used as input data for hydrological models such as water balance models. The FAO56 PM method has been recommended as a standard approach to estimate the reference evapotranspiration with relatively high accuracy. However, the FAO56 PM method is often challenging to apply because it requires considerable hydrometeorological variables. In this perspective, the Hargreaves equation has been widely adopted to estimate the reference evapotranspiration. In this study, a set of parameters of the Hargreaves equation was calibrated with relatively long-term data within a Bayesian framework. Statistical index (CC, RMSE, IoA) is used to validate the model. RMSE for monthly results reduced from 7.94 ~ 24.91 mm/month to 7.94 ~ 24.91 mm/month for the validation period. The results confirmed that the accuracy was significantly improved compared to the existing Hargreaves equation. Further, the evaporative demand drought index (EDDI) based on the evaporative demand (E0) was proposed. To confirm the effectiveness of the EDDI, this study evaluated the estimated EDDI for the recent drought events from 2014 to 2015 and 2018, along with precipitation and SPI. As a result of the evaluation of the Han-river watershed in 2018, the weekly EDDI increased to more than 2 and it was confirmed that EDDI more effectively detects the onset of drought caused by heatwaves. EDDI can be used as a drought index, particularly for heatwave-driven flash drought monitoring and along with SPI.

In Korea, annual precipitation and its variability have gradually increased since modern meteorological observations began, and the risk of disasters has also been increasing due to significant regional variations and recent abnormal climate conditions. Given that damage from storms and floods mainly occurs around rivers, it is crucial to determine the appropriate design frequency for river-related projects. This study examined existing design practices used to determine hydrological design frequencies and suggested a new method to determine appropriate design frequencies. The study collected available data pertaining to seven evaluation factors, specifically the basin areas, shape parameters, channel slopes, stream orders, backwater effect reaches, extreme rainfall frequencies, and urbanized flood inundation areasfor 413 local rivers in Chungcheongnam-do in Korea. The estimated weights for areas of extreme rainfall frequencies and urbanized flood inundation were found to be 18, having a great effect on determining the design frequency. Compared with the established design frequency in previous government reports, the estimated design frequency increased for 255 rivers and decreased for 158 rivers.

Drought, which has been increasing in frequency and magnitude due to recent abnormal weather events, poses severe challenges in various sectors. To address this issue, it is important to develop technologies for drought monitoring, forecasting, and response in order to implement effective measures and safeguard the ecological health of aquatic systems during water scarcity caused by drought. This study aimed to predict water quality fluctuations during drought periods by integrating the watershed model HSPF and the water quality model QUAL-MEV. The researchers examined the SPI and RCP 4.5 scenarios, and analyzed water quality changes based on flow rates by simulating them using the HSPF and QUAL-MEV models. The study found a strong correlation between water flow and water quality during the low flow. However, the relationship between precipitation and water quality was deemed insignificant. Moreover, the flow rate and SPI6 exhibited different trends. It was observed that the relationship with the mid- to long-term drought index was not significant when predicting changes in water quality influenced by drought. Therefore, to accurately assess the impact of drought on water quality, it is necessary to employ a short-term drought index and develop an evaluation method that considers fluctuations in flow.

Global warming has a major impact on the Earth's precipitation and temperature fluctuations, and significantly affects the habitats and biodiversity of many species. Although the number of alien plants newly introduced in South Korea has recently increased due to the increasing frequency of international exchanges and climate change, studies on how climate change affects the distribution of these alien plants are lacking. This study predicts changes in the distribution of suitable habitats according to RCPs climate change scenarios using the current distribution of the invasive alien plant Conyza sumatrensis and bioclimatic variables. C. sumatrensis has a limited distribution in the southern part of South Korea. Isothermality (bio03), the max temperature of the warmest month (bio05), and the mean temperature of the driest quarter (bio09) were found to influence the distribution of C. sumatrensis. In the future, the suitable habitat for C. sumatrensis is projected to increase under RCP 4.5 and RCP 8.5 climate change scenarios. Changes in the distribution of alien plants can have a significant impact on the survival of native plants and cause ecosystem disturbance. Therefore, studies on changing distribution of invasive species according to climate change scenarios can provide useful information required to plan conservation strategies and restoration plans for various ecosystems.

In general, Rainfall-Runoff model parameter set is optimized using the entire data to calculate unique parameter set. However, Korea has a large precipitation deviation according to the season, and it is expected to even worsen due to climate change. Therefore, the need for hydrological data considering seasonal characteristics. In this study, we conducted regional sensitivity analysis(RSA) using the conceptual Rainfall-Runoff model, GR4J aimed at the Soyanggang dam basin, and clustered combining the RSA results with hydrometeorological data using Self-Organizing map(SOM). In order to consider the climate characteristics in parameter estimation, the data was divided based on clustering, and a calibration approach of the Rainfall-Runoff model was developed by comparing the objective functions of the Global Optimization method. The performance of calibration was evaluated by statistical techniques. As a result, it was confirmed that the model performance during the Cold period(November~April) with a relatively low flow rate was improved. This is expected to improve the performance and predictability of the hydrological model for areas that have a large precipitation deviation such as Monsoon climate.
