U-City Service Taxonomy and Define for Construction of U-City Management Center (U-City 통합운영센터 구축을 위한 서비스 분류 및 정의에 관한 연구)

  • 최근 정보기술과 유비쿼터스기술을 바탕으로 도시를 미래화하는 유비쿼터스도시(U-City)구축이 범 국가적으로 추진되고 있다. 이에, 정부에서는 2008년 9월 25일 유비쿼터스도시의 건설 등에 관한 법률 시행령을 발표하였으며, 유비쿼터스도시서비스(U-City Service)를 크게 행정, 교통, 보건 의료 복지, 환경, 방범 방재, 시설물 관리, 교육, 문화 관광 스포츠, 물류, 근로 고용 등의 분야로 구분하였다. 이러한 유비쿼터스도시서비스를 제공하고 운영 및 관리하는 시설로 유비쿼터스도시 통합운영센터(U-City Management Center)는 다양한 유비쿼터스도시서비스를 효과적으로 연계하여 서비스에서 발생되는 다양한 도시정보를 통합, 분석하고 제공하는 유비쿼터스도시 핵심기능을 담당한다. 하지만 이러한 유비쿼터스도시 통합운영센터의 구축은 운영조직구성, 운영비용확보, 통합서비스 제공방안, 법 제도 정비 등의 해결과제를 가지고 있어 구현방안에 대한 구체적인 연구가 요구된다. 본 연구에서는 선행연구를 바탕으로 유비쿼터스도시 통합운영센터에서 기본적으로 제공되어야 할 유비쿼터스도시서비스 유형을 제시하고 정의한다.

Comparative Study Between U-City Plan and Related Plans (유비쿼터스도시계획과 관련계획의 비교연구)

  • The U-City comprehensive plan has been settled on November in 2009 by U-City law which was enacted in 2008. On this, the U-City plan's framework which local governments established has been set. However, those who work for U-City in local governments and private sector would be fallen into confusion because they have not fully understood yet the concept of planning system in the U-City plan. In this condition of the early stage, some problems that are overlapping investments and lack of coordination between plans may occur. On this background, it is needed to understand the U-City plan's status and role by figuring out the relationship between U-City plan and other related plans. The goal of this paper is to suggest implications that are differences and similarities for coordination among the plans through a comparison with detailed instructions and laws related to U-City planning.

  • The GIS has grown in its quantity as local authorities established the urban information system for better city administration, civilian services and decision-making support services. Recently, local authorities have expressed much interest on the introduction of ubiquitous technology to improve citizens' safety and convenience. This has become the drive behind the construction of ubiquitous city(u-City). Construction of a u-City requires the multitude of information and telecommunication networks and digital contents; the existing information resources need to be put to use in entirety for that end. In that regard, the integration of GIS established and currently operated by local authorities needs to be strategically promoted. This study intends to propose GIS integration strategies in various aspects for the future u-City and directions for the development of urban information systems in the coming of the Ubiquitous Age.

  • As adopting ubiquitous technology into civil engineering, new city model is suggested called U-City. This paper proposes the framework of U-City management center to support effective services operation. The aims of the framework are to provide the development and operation environment for U-City services. Basically, these objectives are achieved by adopting the semantic web service technology to the framework. In this paper, OWL-S is mainly conducted to represent the description of U-City services. In addition, this paper insists that fine grained unit services are required to guarantee reusability, compatibility, and scalability of the services on U-City management center. The documentations conducted by OWL-S are provided as an example of service descriptions. At the last section, this paper also presents the architecture of U-City management center which enables automatic service discovery, selection, composition and interoperation.

  • Up to the present point in time, the level diagnosis system for urban reactivation have utilized various methods for establishment and management in Korea and overseas, such as city competitiveness evaluation, urban decay diagnosis, etc. However, contrary to performing diagnosis and evaluations on general cities in existing studies, it is found to be a very complex and difficult task to perform a diagnosis on the level of U-City due to its unique characteristics. It is difficult to determine the level of a U-City using a level diagnosis system used for general cities because a U-City is comprised of a connection/fusion of various structural elements. Therefore, in order to perform a systematic diagnosis of a U-City, it is necessary to primarily observe the structural characteristics of a U-city to derive a diagnosis system based on the relativity between each structural element. This study aims to propose a directivity of a U-City level diagnosis system in comprehensive consideration of various elements, such as the objective of a U-City, as well as the structural elements that compose a U-City based on the definitions prescribed in U-City legislations, including ubiquitous city planning, ubiquitous city infrastructure, ubiquitous city technology, services, etc. The results of this study are expected to provide a resolution for the regional quality differences of U-Cities, and also establish a stepping-stone for the realization of U-Cities with high degree of completion.

  • The ubiquitous city construction act worked as an institutional basis for the U-City projects which were actively driven in the new urban areas until 2010. However, the country's urban policies which were recently changed focusing on revitalization of the existing towns and urban regeneration led to the increased demand for revision of the u-City law with a strong character of procedural law mainly for the new urban areas. Therefore, this study, taking into account the changes of the country's urban policies and the conditions related to u-City, established the direction of revision on the u-City law as the diversification of the u-City projects, reinforcement of u-City management operation and the supports for the u-City projects, and presented the consequent action plans. This study aims to review the problems with the current u-City law and the improvement plan from the practical point of view for reflecting the country's urban policy flow and demand. It is expected that the result of this study will be able to be utilized as a basic material for supporting the continuous development and expansion of u-City by law and system.

  • U-City has been promoted nation-wide by development of recent IT technology. This paper studied the concept of 3D-virtual city in order to realize the current Ubiquitous City(U-City) efficiently, and to manage all the RFID/USN monitoring data in the real U-City. 3D-Virtual City is the concept of the reproduction of real world U-City, for embodying Ubiquitous technology while using Digital map, satellite image, VRML(Virtual Reality Modeling Language). U&V-City is the four-dimensional future city that real-time wire/wireless communication network and 3D-web GIS shall be connected that massive database, intelligent service be perceived through employing EAI(External Authoring Interface) that provides HTML&JAVA, and interface for efficient removal/process of massive information/ service and also by employing GPS/LBS/Navigation in support of world-wide orientation concept, and RTLS(Real Time Location System).

  • It is a fact that we are yet to recognize and sense the U-City even though the business of U-City construction has been started many years ago. One of the causes is that UCity was thoughtlessly developed in the industry-centered environment for a tangible achievement, despite of need on more systematic development and organized management. Fortunately, it is expected that the most part of the situation will be solved, since "laws on the construction of the ubiquitous city" for planning, construction and management has been promulgated on March, and U-City project will be systematically promoted by the related laws from now. Therefore, intention of this study is the sustainable development of the U-City by analyzing the previous process and problems of the U-City Construction project of local governments and reengineering U-City construction project process in accordance with new laws, using the BPR methodology.

  • 유비쿼터스도시(U-City)는 도시민의 삶의 질과 도시의 경쟁력을 높이는 것을 목적으로 하고 있다. U-City에서 제공하는 도시서비스는 기존의 도시서비스와는 다르게 도시민의 만족도가 도시서비스를 제공하는데 가장 중요한 고려사항이 되고 있다. U-City 서비스에 대한 도시민의 만족도를 측정하고 이를 기반으로 U-City 서비스를 설계하기 위해서는 기존의 도시서비스 및 통신서비스에 관한 만족도의 측정에 대한 연구에 대한 선행조사와 측정된 도시민의 만족도를 기반으로 U-City서비스를 설계하는 것이 필요하다. 본 논문에서는 도시서비스에 대한 사용자의 만족도를 측정하는 방법과 이를 기반으로 U-City 서비스를 설계하는 방법에 관하여 제안하고자 한다.

  • Ubiquitous city which was appeared since 2006 is defined as "The city provided the ubiquitous city service anytime and anywhere using ubiquitous urban infrastructure to improve the city's competitiveness and quality of life" under ubiquitous city construction law. To realize the ubiquitous city, the city has to be constructed efficiently based on the spatial information. And connection of information achieve effective synergy. In this study, applied multilateral analysis to spatial information and administrative information to implement u-service focused on MACCA(Multifunctional Administrative City Construction Agency). Study about main function and product data with connection process of Korean Land Spatialization System and administrative information System was performed. Also, details of u-service and method of acquiring necessary data were derived. In Addition, the information connection possibility for efficient u-service realization was suggested by linkage analysis method to utilize the related information infrastructure jointly.
