Test Standards Analyses for Tailoring of Satellite Space Qualification (위성 우주인증 테일러링을 위한 해외 시험표준서 분석)

  • The space qualification has to be conducted by a high level of screening to ensure the design margin of devices, materials, manufacturing processes, units, modules, and subsystem or system. The space qualification according to traditional test standards proposed by US military, NASA and ESA involve high cost and tight schedule due to their conservative requirements. It is necessary to develop a space qualification guideline that is cost-efficient and schedule-optimized for the development of domestic satellites. In this study, as a basic research to develop the space qualification guideline, the articles related to space qualification in test standards document released from military and space agency have been investigated. We are planning to utilize the results as a basic database for establishing the independent tailored space qualification guideline.

  • In order to develope a common ground system, a general procedure language that can be used in both EGSE and MCS is primarily needed. As the first step in developing a common test and integration procedure language, KARI's ATS for AIT and MCE for GS were compared to some of the most representative languages such as PLUTO regarded European standard, STOL and ELISA and PIL. Based on the analysis, design features of developing a common test and integration procedure language were presented.

Development Status of Helicopter Simulator Technology (헬리콥터 시뮬레이터 기술개발현황)

  • The purpose of this paper is to investigate the current technical status and future prospects regarding helicopter simulators. In the introduction section, we briefly summarize the concept of the simulator and the development history of helicopter simulators. In the main section, the development status of helicopter simulation technology is first presented and the FAA/EASA certification is then introduced as a verification method for the reliability evaluation of the developed simulator technology. In addition, several issues that need to be resolved along with future development directions are discussed to improve the reliability of helicopter flight simulator.

EU Integration and Its Aviation Relationship with Third Countries (유럽연합(EU) 통합과 제3국과의 항공관계)

  • Air service agreements between EU Member States and third countries concluded by Sweden, Finland, Belgium, Luxembourg, Austria, the Netherlands, Denmark and the United Kingdom after the Second World War infringe EU law. They authorize the third countries to withdraw, suspend or limit the traffic rights of air carriers designated by the signatory States. According to the Court of Justice of the European Communities (CJEC), these agreements infringe EU law in two respects. On the one hand, the presence of nationality clauses infringes the right of European airlines to non-discriminatory market access to routes between all Member States and third countries. On the other hand, only the EU has the authority to sign up to this type of commitment where agreements affect the exercise of EU competence, i.e. involve an area covered by EU legislation. The Court held that since the third countries have the right to refuse a carrier, these agreements therefore constitute an obstacle to the freedom of establishment and freedom to provide services, as the opening of European skies to third countries' companies is not reciprocal for all EU airlines. In the conclusion, in order to reconstruct these public international air law, The new negotiations between EU member states and third countries, especially the US, must be designed to ensure an adequate set of principles, so that Member States, in their bilateral relations with third countries in the area of air service, should consider following three models. The 1st, to develop a new model of public international air law such as a new Bermuda III. The 2nd, to reconstruct new freedoms of the air, for example, the 7th, 8th, and 9th freedoms. The 3rd, to explore new approaching models, such as complex system theory explored in the recent social sciences, to make access world-wide global problems instead of bilateral problems between EU member states and United States. The example will show any lessons to air talks between European Union and ROK.

Estimation of Inundation Area and Discharge in River Using SAR Satellite Imagery (SAR 영상을 활용한 하천 유량 추정)

  • 유량 자료는 수자원 계획 및 개발, 정책결정, 관련 시설 운영 등의 가장 기초가 되는 핵심 자료이다. 하지만 전세계적으로 많은 유역에서 경제적 이유 등으로 인해 현장에서 정확한 유량 자료를 확보하는데 한계가 있다. 본 연구에서는 이러한 문제점을 극복하고자 SAR 영상을 활용한 하천의 유량 추정 기법을 개발하였다. 악천후 및 주야의 영향을 받지 않는 SAR 영상 자료인 유럽항공우주국 ESA(European Space Agency)의 Sentinel-1 영상자료와 함께 한강홍수통제소에서 제공하는 지상 관측 자료를 사용하여, 위성 영상자료에서 하천의 면적을 추출한 후 유량과의 상관관계를 분석하였다. 촬영 시간 등에 의한 위성 영상의 조도 차이에 따른 하천 면적의 오차를 제거하기 위하여 각 관측소별로 영상을 보정하였고 주변 지역에 의한 오차를 줄이기 위하여 하천유역을 분리하여 면적을 추출하였다. 이를 통해 하천 면적과 유량의 상관관계를 파악하였다. 국내 10여 개의 하천에 대하여 기법을 적용한 결과, 유량을 비교적 정확히 추정할 수 있었다. 본 연구의 결과는 미계측 유역의 수자원 관리 능력을 향상시킬 것으로 기대된다.

Study on Risk-based Satellite Product Assurance and Tailoring (리스크 기반의 위성 제품보증 및 테일러링 분석)

  • Space agencies such as NASA, ESA, and the US military provide guidelines and standards for PA(product assurance) requirements and plans. In recent years, major satellite manufacturers around the world have been mitigating PA requirements and processes by tailoring. PA tailoring has been implemented to improve the cost and schedule efficiency. PA tailoring can be accomplished based on various factors such as mission, classification of mission risk, complexity, development cost, life cycle, etc. In this study, PA tasks according to the mission risk classification proposed by NASA are investigated, and the tailoring method is suggested for the optimization of the development cost and schedule. In particular, the classification of mission risk for the satellites under development or operation in Korea is performed, and PA characteristics in accordance with mission risk are analyzed.

A Study on Aviation Safety and Third Country Operator of EU Regulation in light of the Convention on international Civil Aviation (시카고협약체계에서의 EU의 항공법규체계 연구 - TCO 규정을 중심으로 -)

  • Some Contracting States of the Chicago Convention issue FAOC(Foreign Air Operator Certificate) and conduct various safety assessments for the safety of the foreign operators which operate to their state. These FAOC and safety audits on the foreign operators are being expanded to other parts of the world. While this trend is the strengthening measure of aviation safety resulting in the reduction of aircraft accident. FAOC also burdens the other contracting States to the Chicago Convention due to additional requirements and late permission. EASA(European Aviation Safety Agency) is a body governed by European Basic Regulation. EASA was set up in 2003 and conduct specific regulatory and executive tasks in the field of civil aviation safety and environmental protection. EASA's mission is to promote the highest common standards of safety and environmental protection in civil aviation. The task of the EASA has been expanded from airworthiness to air operations and currently includes the rulemaking and standardization of airworthiness, air crew, air operations, TCO, ATM/ANS safety oversight, aerodromes, etc. According to Implementing Rule, Commission Regulation(EU) No 452/2014, EASA has the mandate to issue safety authorizations to commercial air carriers from outside the EU as from 26 May 2014. Third country operators (TCO) flying to any of the 28 EU Member States and/or to 4 EFTA States (Iceland, Norway, Liechtenstein, Switzerland) must apply to EASA for a so called TCO authorization. EASA will only take over the safety-related part of foreign operator assessment. Operating permits will continue to be issued by the national authorities. A 30-month transition period ensures smooth implementation without interrupting international air operations of foreign air carriers to the EU/EASA. Operators who are currently flying to Europe can continue to do so, but must submit an application for a TCO authorization before 26 November 2014. After the transition period, which lasts until 26 November 2016, a valid TCO authorization will be a mandatory prerequisite, in the absence of which an operating permit cannot be issued by a Member State. The European TCO authorization regime does not differentiate between scheduled and non-scheduled commercial air transport operations in principle. All TCO with commercial air transport need to apply for a TCO authorization. Operators with a potential need of operating to the EU at some time in the near future are advised to apply for a TCO authorization in due course, even when the date of operations is unknown. For all the issue mentioned above, I have studied the function of EASA and EU Regulation including TCO Implementing Rule newly introduced, and suggested some proposals. I hope that this paper is 1) to help preparation of TCO authorization, 2) to help understanding about the international issue, 3) to help the improvement of korean aviation regulations and government organizations, 4) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.

Proposal of Establishing a New International Space Agency for Mining the Natural Resources in the Moon, Mars and Other Celestial Bodies

  • The idea of creating a new International Space Agency (ISA) is only my academic and practical opinion. It is necessary for us to establish ISA as an international organization for the efficient and rapid exploitation of natural resources in the moon, Mars and other celestial bodies. The establishment of ISA as a new international regime is based on the Article 11, 5 and Article 18 of the 1979 Moon Agreement. In order to establish as a preliminary procedure, it needs to make a "Draft for the Convention on the Establishment of an International Space Agency" among the space-faring countries. In this paper, I was examined the domestic space legislation in the United States, Luxembourg, European Space Agency, China, Japan, the Republic of Korea as well as space exploration and planning of the moons, Mars, Asteroids, Venus, Jupiter, Saturn, Titan and Other Celestial Bodies. The creation of an ISA would lead to a strengthening of the cooperation needed essentially by the developed countries towards joint and cooperative undertakings in space and would act as a catalyst for the space exploration and exploitation of the moon, Mars and other celestial bodies. It will be managed effectively and centrally the exploitation and exploitation of space the natural resources, technology, manpower and finances as an independent organization in order to get the benefit of the space developed countries by ISA. It is desirable and necessary for us to establish ISA in order to promote cooperation in space policy, law, science technology and industry among the space developed countries in the near future. The establishment of the ISA will be promoted the international cooperation among the space-faring countries in exploration and exploitations of the natural resources in the moon and other celestial bodies. I would propose the "Draft for the Convention for the Establishment of an International Space Agency." in refering the "Convention for the Establishment of a European Space Agency." This "Draft for the Convention Convention for the Establishment of an ISA" must pass the abovementioned "Draft for the Convention" by two-third majority of Diplomatic Conference in the UNCOPUOS. Finally, a very important point is need that a political drive at the highest level and a solemn statement by heads of state of the space devloped countries including the United Nations for the space exploitation of the medium and long term. It should be noted that this political drive will be necessary not only to set up the organization, but also during a subsequent period. It is desirable and necessary for us to establish the ISA in order to develop the space industry, to strengthen friendly relations and to promote research cooperation among the space-faring countries based on the new ideology and creative ideas. If the heads of the superpowers including the United Nations will be agreed to establish ISA at a summit conference, 1 am sure that it is possible to establish an ISA in the near future.

위성 공통지상시스템 개발 동향

  • 위성체 총조립 및 시험(AIT ; Assembly, Integration & Test)을 위한 전기지상지원장비(EGSE ; Electrical Ground Support Equipment)와 위성 임무 준비 및 운용을 위한 관제시스템(MCS ; Mission Control System)의 공동 개발은 미국과 유럽의 위성사업 기관 및 업체에서 지금까지 많은 연구가 되어 왔다. 비록 두 시스템이 다른 목적으로 사용되고 있지만 기술적으로 유사한 기능을 갖는 시스템으로서 많은 공통점과 호환 가능성을 갖고 있다. 두 시스템의 공동 개발은 시스템 개발과 위성 운용 교육 및 준비에 필요한 비용 절감뿐만 아니라 AIT 단계에서 위성운용단계로의 자연스러운 전환이 가능하다. 이는 AIT 단계에서 공통지상시스템 하드웨어 및 운영시스템, 시험/운용 절차서, 위성 데이터베이스의 사전 검증이 이루어지기 때문이다. 또한 위성 운용 요원의 AIT 참여를 통해 공통지상시스템 운용 훈련과 위성 관제 지식 습득이 자연스럽게 이루어 질 수 있다. 이로서 사업 일정과 개발 위험도를 최소화 할 수 있다. 이러한 두 시스템의 공통성과 호환성 및 공통시스템 개발 장점이 있기에 EGSE와 MCS의 공통 기능에 대한 표준화 작업은 1986년 만들어진 COES(Committee for Operations and EGSE Standard)에서 공식적으로 논의되기 시작하여 1994년 CNES와 ESA의 발의로 제정된 ECSS(European Cooperation for Space Standards)를 통해 국제 표준(ISO, CCSDS 등)을 바탕으로 한 지상시스템에 대한 유럽 표준화 작업이 ECSS-E-70 Working Group에서 진행되고 있다. 또한 검증된 지상시스템의 핵심 운영시스템의 소프트웨어 모듈의 재사용을 통해 최근에서 다양한 공통지상시스템이 개발되어 운용되고 있다. 이러한 배경으로 국내에서도 저궤도 위성 개발에서 EGSE 핵심 모듈인 TM/TC 처리 및 Database 관리 모듈을 AIT 단계에서 개발 및 검증 후에 MCS에서의 재사용을 적극적으로 고려하고 있다. 앞으로 국제적인 추세에 따라 AIT 및 지상국간의 기술 및 인력 교류와 핵심모듈 개발을 통한 공통지상시스템 개발의 활발한 전개가 예상된다.

Current Technological Trends in Hypersonic Flight with Air-Breathing Propulsion System (차세대 극초음속 공기흡입식 추진기관의 개발 동향)

  • Advanced countries in aerospace have been struggle to realize the hypersonic air-breathing system since originating the concept of the hypersonic air-breathing propulsion system during the first half of the twentieth century. At last, NASA's X-43A Hyper-X did successful Mach 10 flight in November 2004. Each countries are running the program to applicate this hypersonic air-breathing propulsion system to SSTO(Single Stage to Orbit) or TSTO(Two Stage to Orbit) vehicle or hypersonic missile system at present. In this paper, we wrote the history and current issues of the hypersonic air-breathing propulsion system and hypersonic flight with the hypersonic air-breathing propulsion system.
