The city refreshing development projects in the domestic recently have been performed under leading of public institution laying stress on new city and existing urban district. These development projects are still staying in safety control level despite risk factor management at preliminary estimation stage has been more important factor to success and add value creation. Understanding inaccurately about various risk analysis techniques that can analyze risk factors and the insufficient application of step that can analysis technique s could make projects more difficult. Therefore, this research suggests the more effective methods for risk analysis that can control the risks in the pre-project evaluation stage.

This paper aims to evaluate the importance of risk factors at each stage of real estate development projects, and to propose risk management plans. For this purpose, possible risk factors at each stage of real estate development projects are extracted through previous studies, questionnaire survey by real estate experts is conducted next. And finally, the importance of risk factors at each stage evaluated using the AHP method. The results of this study are as follows. First, according to the results of evaluating the risk factors by main categories, planning risks in predevelopment stage, licensing risks in developing preparation stage, and cash flow risk in development stage are appreciated as most important risks. Second, according to the results by sub categories, changes in consumer preferences in pre-development stage, contracts and licensing-related work in developing preparation stage, bankruptcy of developers and construction companies in development stage, and compensation for any kinds of accidents in management and operation stage are appreciated as most important risks. Third, the major risk management plans at each stage based on the analysis results are suggested.

해체공사는 작업의 특성상 단기간에 이루어지며, 해체공사 현장에 투입되는 근로자는 일용직 근로자가 대부분으로 안전사고의 비율이 높다. 사업장 위험성 평가에 관한 지침에는 위험성 평가시 근로자를 참여토록 하고 있으나 해체현장의 특성상 근로자가 참여한다고 하여도 위험요소를 파악할 역량이 부족할 따름이다. 또한 기존의 해체공사 안전관리 매뉴얼은 구조안전성 확보를 위한 매뉴얼로 해체 근로자의 안전을 위한 매뉴얼은 없는 실정으로, 근로자의 안전을 확보하기 위한 위험성 평가 매뉴얼이 요구되고 있다. 이에 본 연구에서는 건설공사 안전관리 종합정보망(CSI)의 해체 및 철거공사의 사고사례를 분석하였으며, 해체 및 철거 사고시 발생한 주요 위험요소를 도출하여 작업 공종별로 유해·위험요인의 파악을 손 쉽게 할 수 있도록 하였다. 또한 해체 현장 규모에 따라 대규모 현장은 빈도·강도법, 중·소규모 현장은 체크리스트법을 활용하여 위험성을 결정하고 감소대책을 수립할 수 있도록 매뉴얼을 구성하였다. 잔여 위험에 대해서는 관리카드를 만들어 해체공사 완료시까지 관리하도록 하였다.

Generally, asset management procedure consists of exact information collection, decision of service level, analysis of aspiration level, analysis of financial condition and available budget, preparation of asset management plan, and value of modified asset. In this study, for the risk-based asset management, condition assessment and performance measuring, assessment of failure modes and risks, evaluation/selection of treatment options, and implementation of optimum solution are additionally included. For this, bridge inventory and performance measure considering risks are classified and method of quantitative/qualitative performance measure is suggested. Also, evaluation method of risk analysis for bridge asset management is suggested and basic research is carried out for applicable method of risk-based asset management. Using suggested risk procedure and method of risk-based bridge service level evaluation, it is possible to perform resonable asset management. Moreover, it is concluded that the proposed applicable method of risk-based asset management will provide a solution to contribute the development of systematical asset management for optimal decision making and prototype asset management system.

본 연구는 최근 중대재해 처벌법 시행에 따라 관심이 높아지고 있는 근로자 참여형 위험성 평가를 위한 중요한 평가 요소를 확인하기 위해 수행되었다. 연구의 목적은 다음과 같다. 첫째로, 근로자 참여형 위험성 평가를 위한 관련 선행연구 및 위험성 평가 지침과 같은 관련 선행 문헌을 분석하였다. 둘째로, 위험성 평가 전문가들의 대안을 통해 위험성 평가에서 중요한 상위 개층 요인을 확인하였다. 셋째로, 위험성 평가에 대한 중요한 요인을 계층화 대안 모델을 검증하기 위해 안전관리자와 근로자를 대상으로 한 집단 간의 상대적 중요도를 측정하기 위해 계층분석(Analytical Hierarchy Process) 방법을 사용하였다. 이를 통해 건설 현장에서 근로자 참여형 위험성 평가를 수행하기 위한 이행력 관리 수단 및 위험 조치 수립을 위한 기초 자료를 제공하고자 하였다.

Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

데이터에 입각한 과학적 안전관리시스템(Safety Management System, SMS)의 도입은 사후적 차원에 머물던 그간의 안전관리활동의 한계를 극복하고, 예방적 안전관리를 통하여 국가 항공안전증진에 획기적으로 기여할 것으로 기대된다. 이번 기고에서는 항공교통분야에 있어서 안전관리시스템(SMS)의 도입 현황과 함께 SMS의 핵심요소인 위험관리에 있어서, 평가된 위험이 시스템에서 정상적으로 관리되고 있는지 확인할 수 있는 안전평가(Safery Assessment) 개념에 대하여 국제민간항공기기(ICAO)에서 제시하는 개념들을 소개한다.

최근 현대 무기체계는 최첨단 기술로 인한 무기체계 개발 속도 증가와 획득환경의 다변화와 더불어 이에 대한 위험도 동시에 증가하고 있다. 이에 따라 미국방부는 무기체계의 수명주기를 고려하여 시험평가를 지속 적용토록 강조하고 있다. 따라서 기존의 무기체계 시험평가 프로세스에서 다루는 시스템 설계에 대한 위험 관리 활동의 강화의 필요성 역시 강조되고 있다. 그 중에서도 무기체계 개발의 탐색개발 및 체계개발단계는 양산에 들어가기 전의 최종 활동으로서 제대로 수행되어야만 초기에 의도한 무기체계 개발의 목적을 달성할 수 있을 것이다. 본 논문에서는 위험 관리 활동을 고려한 시험평가 프로세스의 개선사항 도출과 모델링을 통해 무기체계 시스템인 무기체계를 대상으로 적용 및 조정 구축에 대한 내용을 기술하고 있다. 본 연구의 결과를 토대로 향후 시험평가 시 위험관리에 대한 투자를 통해 전체 프로젝트의 기간 단축 및 비용 절감과 안전성 확보를 개선시킬 수 있을 것으로 기대된다.

The Civil Contingencies Act 2004 in the United Kingdom provides a comprehensive definition of "Emergency", calling upon the Uk's emergency management to deal with any disaster risk regardless of cause or source. Old contingency plans for civil defense and peacetime emergencies have been integrated into current integrated emergency management. In the UK, emergencies are managed by emergency services and other responders at the local level without direct involvement of central government. On top of this, a classified assessment of the risks of civil emergencies is also conducted on a regular basis, not only at the local level but also at the national level. This research looks into the Uk's emergency management system, including recent changes, and its risk assessment systems. Finally, the research draws policy implications for the development of Korea's disaster management mechanism as follows: 1) Korea should adopt an integrated emergency management system and combine civil defense with peacetime emergency planning, 2) it should create inter-operability between emergency responding organizations such as police, fire and ambulance, and finally 3) it must develop risk evaluating tools, such as a Community Risk Register and National Risk Register, both at the local and the national level. Last but not least, the UK emergency management system cannot be directly lifted from the UK and applied to risks and hazards faced by South Korea. Therefore, cross-cultural synthesis of many national approaches to emergency management is further required particularly for customizing policy to the particular needs of Korea.
