A Study on the Using Patterns and Using Promotion Strategy for Special Transport Service : the case of Suwon City, korea (특별교통서비스의 이용실태 및 활성화 방안 연구 : 수원시를 중심으로)

  • The purpose of this study is to contribute the use of special taxi for the transportation vulnerable such as elderly and pregnant woman in terms of improving transportation mobility and extending social participation. We analyzed the DB users of STS system operating in Suwon, and surveyed the preference statement. Specifically, we have built transportation mode choice models for the elderly and pregnant woman, and then we drew the activating STS plan by comparing influence factors for each model. Based on the results of the study, 23% of STS user was the elderly people and pregnant women, 31% of user was for hospital passage purpose, and short-haul passage within 2 ~ 5km was 70% level of the passage. According to preference survey results between STS and Bus, fare was the highest impact factor in the mode choices for the elderly, and the participants who are older and car owners have been found to prefer the special taxi. For the pregnant woman, travel time and fare were the main influence factors of choices, and it was discovered that they preferred the special taxi when they are car owners and trips was frequented. Also, if the fare of special taxi is about 70% of the regular taxi fare, The share rates of Special Taxi comparing to bus for the elderly and pregnant woman are analyzed to be 51.1% and 63.6% each. Therefore, the adjustment of the fare would be effective to encourage the use of the special taxi. The results of this study can be used as a basis for establishing the rational fare structure of the special taxi.

A Study on Legal and Institutional Improvement Measures for the Effective Implementation of SMS -Focusing on Aircraft Accident Investigation-

  • Even with the most advanced aviation technology benefits, aircraft accidents are constantly occurring while air passenger transportation volume is expected to double in the next 15 years. Since it is not possible to secure aviation safety only by the post aircraft accident safety action of accident investigations, it has been recognized and consensus has been formed that proactive and predictive prevention measures are necessary. In this sense, the aviation safety management system (SMS) was introduced in 2008 and has been carried out in earnest since 2011. SMS is a proactive and predictive aircraft accident preventive measure, which is a mechanism to eliminate the fundamental risk factors by approaching organizational factors beyond technological factors and human factors related to aviation safety. The methodology is to collect hazards in all the sites required for aircraft operations, to build a database, to analyze the risks, and through managing risks, to keep the risks acceptable or below. Therefore, the improper implementation of SMS indicates that the aircraft accident prevention is insufficient and it is to be directly connected with the aircraft accident. Reports of duty performance related hazards including their own errors are essential and most important in SMS. Under the policy of just culture for voluntary reporting, the guarantee of information providers' anonymity, non-punishment and non-blame should be basically secured, but to this end, under-reporting is stagnant due to lack of trust in their own organizations. It is necessary for the accountable executive(CEO) and senior management to take a leading role to foster the safety culture initiating from just culture with the safety consciousness, balancing between safety and profit for the organization. Though a Ministry of Land, Infrastructure and Transport's order, "Guidance on SMS Implementation" states the training required for the accountable executive(CEO) and senior management, it is not legally binding. Thus it is suggested that the SMS training completion certificates of accountable executive(CEO) and senior management be included in SMS approval application form that is legally required by "Korea Aviation Safety Program" in addition to other required documents such as a copy of SMS manual. Also, SMS related items are missing in the aircraft accident investigation, so that organizational factors in association with safety culture and risk management are not being investigated. This hinders from preventing future accidents, as the root cause cannot be identified. The Aircraft Accident Investigation Manuals issued by ICAO contain the SMS investigation wheres it is not included in the final report form of Annex 13 to the Convention on International Civil Aviation. In addition, the US National Transportation Safety Board(NTSB) that has been a substantial example of the aircraft accident investigation for the other accident investigation agencies worldwide does not appear to expand the scope of investigation activities further to SMS. For these reasons, it is believed that investigation agencies conducting their investigations under Annex 13 do not include SMS in the investigation items, and the aircraft accident investigators are hardly exposed to SMS investigation methods or techniques. In this respect, it is necessary to include the SMS investigation in the organization and management information of the final report format of Annex 13. In Korea as well, in the same manner, SMS item should be added to the final report format of the Operating Regulation of the Aircraft and Railway Accident Investigation Board. If such legal and institutional improvement methods are complemented, SMS will serve the purpose of aircraft accident prevention effectively and contribute to the improvement of aviation safety in the future.

A Study on the Age Group of Elderly Driver's Accident Characteristics Using Correlation Analysis (상관분석을 이용한 고령 운전자 사고특성에 따른 연령유형 연구)

  • With the rapid progress of ageing several issues concurrently occur, and one important social issue that must be resolved is accidents involving Elderly drivers. Efforts to reduce the frequency of such accidents is a must in order to be prepared to face a superaged society. Currently people aged 65 or older are prescribed as an "Elderly person." Therefore, various studies concerning accidents involving Elderly drivers apply this age criteria to separate regular drivers and Elderly drivers. However, there is no criteria to practically discern Elderly drivers with certain physical features as vulnerable road users based on a level of acceptable accuracy. Therefore, this studies intends to compare the possibility of accidents by age group of Elderly drivers by correlation analysis to analyze the accident characteristics by age group. Results showed that for drivers aged 75 and older, their influence on major accident characteristics by vehicle type increased with higher age groups. In particular, passenger cars had a relatively low accident frequency rate for drivers aged between 70 and 80, but for drivers aged 75 to 84, they had higher influence on accidents for the same vehicle type. This demonstrates that as ageing progresses and the average life expectancy increases, the age span of elders continues to increase, meaning that characteristics differ by age group among the aged. This study confirmed that the influence on the possibility of accidents differs by age group among the aged.

  • 2008년 상반기 국내 민간최종소비지출 중 카드 사용비중은 54%로, 이제 카드는 결제수단의 최대 강자로 자리잡았다. 경제활동인구 1인당 신용카드 소지수도 2002년 4.6매에서 2005년 3.5매로 떨어졌다가 2008년도까지 3.8매 선으로 안정되고 있다. 신용카드 이외의 은행, 증권, 저축은행 등의 현금인출용 카드와 교통카드, 모바일 칩카드, 백화점카드, 학생증카드, 직원ID카드, 마일리지카드, 기타 멤버십카드 등을 합하면 국민들의 지갑은 현금보다도 플라스틱카드로 두툼해져 있다. 이동통신서비스 사업자들은 이동통신단말기를 이용하여 다양한 서비스를 개발 제공함으로써 시장의 주도권을 노리고 있고, 교통카드 사업자들은 자사의 전자화폐인 교통카드로 주도권을 지키려 하고 있으며, 기존의 강자였던 은행과 카드사들은 고객을 빼앗기지 않기 위해 고객이 필요로 하는 다양한 서비스는 제공하면서도 주도권은 지키려고 하는 경쟁과 협력이 활발하게 전개되고 있다. 한편, MS카드는 읽기/쓰기가 쉬워 정보유출, 위변조, 복제 등을 통한 사고의 위험이 커서, 선진국뿐 아니라 중동, 중남미, 아시아 국가들까지도 IC카드로의 전환이 진행되고 있다. 국제브랜드 카드사들은 2006년 1월부터 IC카드가 MS 단말기에서 부정 사용될 경우 그 책임을 매입사에 전가시키는 제도(Transitional Chip Liability Shift Program)를 시행하고 있어 국내 카드사들의 피해도 예상된다. 금융감독 당국은 2003년 2월 “IT및 전자금융 안전성 제고대책”에 의거 2008년 말까지 100% IC카드로 전환을 목표로 연도별 전환목표를 통보하고 지도감독하고 있다. 이에 따라 은행의 현금카드는 2008년 6월까지, 신용카드는 2008년 12월까지 전환을 수행하고 있으나, 기타 금융권이나 카드사용자들은 비용부담, 재고소진 등의 문제로 잘 지켜지지 않고 있다. 특히 가맹점 단말기를 교체하여야 할 VAN사 들은 교체비용이 자기 자본을 상회하는 어려움으로 POS나 CAT단말은 거의 전환이 진행되지 않고 있어 IC카드를 가지고 있어도 MS를 이용하는 형편이다. 카드의 종류는 주도권 경쟁으로 늘어만 가고 있어 애초 취지처럼 하나의 카드로 다양한 사업자의 서비스가 통합되기 어려운데다, 단말기의 표준화도 어려워 막상 카드를 안전하고 편리하게 사용하여야 할 소비자들의 지갑만 무거워지고 있다. 본고는 이렇게 우리의 생활 깊숙이 들어온 카드를 편리하고 안전하게 사용할 수 있도록 하는 인프라는 과연 어느 수준이고 시장의 주자들은 어느 방향으로가고 있는지 살펴보고 그 문제점과 과제를 제시하고자 한다.

Analysis of the Effect of Yellow Carpet Installation according to Driving Behavior with Eye Tracking Data (가상주행실험 기반 운전자 시각행태에 따른 옐로카펫 설치 효과 분석)

  • Traffic accidents among children have been decreasing after the installation of yellow carpets. However, the explanatory power of the causal relationship between yellow carpet installation and traffic accidents is still insufficient. The yellow carpet effect was analyzed in greater depth using virtual reality (VR) simulation experiments in various situation that could not be evaluated in existing actual vehicle research studies due to difficulties or risks in implementation. A target site where an actual yellow carpet was installed was selected and, implemented into a virtual environment. Subjects were made to, were gaze measurement equipment and ride the simulator. The visual/driving behavior before and after yellow carpet installation was compared, and a t-test analysis was performed for statistical verification. All the results were found to be statistically significant.

Analysis of Speeding Characteristics Using Data from Red Light and Speed Enforcement Cameras (다기능단속카메라 수집 자료를 활용한 과속운전 특성 분석)

  • Speeding is an important factor in traffic safety. Speed not only affects crash severity, but is also related to the possibility of crash occurrence. This study presents results from an analysis of 27,968 speed violation cases collected from 36 red light and speed enforcement cameras at signalized intersections in the city of Cheongju. Data included details of their violation history such as speeding tickets within a recent 3-year span and their demographic characteristics. The goal of this analysis is to understand the correlation between speed violations and various factors in terms of humans, vehicles and road environments. This study used descriptive statistics and Binary Logistics Regression(BLR) analysis with SPSS 20.0 software. The major results of this study are as follows. First, speed violations occurred at rural and suburban area. Second, about 25.6% of the violators committed to more than 20km/h over a speed limit. Third, the difference between speed violators and normal drivers clearly appeared in location of intersection(urban/rural/suburban area), gender and age. Finally, a statistically significant model(Hosmer and Lemeshow test: 11.586, p-value: 0.171) was developed through the BLR.

Negligence theory of Aviation accident with reference to the japanese aviation accident precedent (항공 사고에서의 과실 이론 - 일본 항공 사고 판례를 중심으로 -)

  • The development of the aviation technology is beyond the people's imagination. For example, with some exaggeration, If the autopilot engage upon take off, You will realize that you are on the centerline of the foggy JFK runway 13R after 15 hours with only once or twice of intervention. But the more aviation technology develops, the more responsible the pilot will be who has the final authority of the aviation safety. In the JAL 706 accident caused by unidentified reason, the pilot increased pitch abruptly and overrode the control from the autopilot. The result of this process made the death of a flight attendant and some injuries of a few passengers. The district court found the pilot not guilty at the first trial on the ground that the control override was not connected to the possibility of foresight and avoidance of the human death. The pilot was proved to be innocent through the analysis of the DFDR and ADAS that the override did not precede the unidentified pitch up motion. The judicial precedent related to aviation accidents in Korea requires pilots' absolute and extended care compared to the ordinarily prudent or reasonably careful behaviors in the vehicle and medical accidents. Although there is some controversy about the standard care, the care required in the actual operation of high tech aircraft by a pilot should include objective and standard care and be judged by analysis of the scientific data. Although the pilot maintained the unusual hi speed that doesn't have safety margin and descended under turbulence in case of the JAL 706 accident, the court negatived its relation to the cause of pitch up. Also, the override of the control after initial pitch up might have caused the possibility of the death and injury, but the court denied it. Because of this complex cause of the aviation accidents, it is important for a court to figure out the core reason of the event and casual relationship with the pilot Now, It is required that the judgement of negligence in the aviation accidents should include an objective care with scientific data from simulated circumstances(or a simulator) as the Japanese court not from the theory of vehicle's negligence.

Study on the Installation warrants of staggered crosswalk traffic island on Urban Streets - Focusing on pedestrian safety and service level - (도시부가로 이단 횡단보도 교통섬 설치 준거에 관한 연구 - 보행자 안전과 서비스수준을 중심으로 -)

  • On the Staggered Crosswalks, pedestrians cross the crosswalks two times. This method can reduce the cycle, the vehicle delay and the walking distance by increasing the major direction of green time. The safety of pedestrians is also effective. This study suggests the warrant of the facilities of island width and length etc. by considering the road structure and pedestrians. Also this study suggests the standard of the safety through the accident analysis of Staggered crosswalks and General Crosswalks. In the results, accident rate of the Staggered Crosswalks 18.3(100 million vehicle-km) was lower than the accident rate of the General Crosswalks 28.3(100million vehicle-km). By understanding the start point of crossing of the Staggered Crosswalks, the analysis of the location and types of accident suggests the safety zone(spare space). The setting warrants of Staggered Crosswalks are 4 lane over the road and the 2 meter over sidewalk width of island. The minimum length of the Pedestrian island was doubled compared to the crosswalks width. And the maximum length was set by considering the wait time of the pedestrians.

  • Considering characteristics of drivers and vehicles with proper and reliable ways in highway design Procedures can ensure high level of highway safety. However, it is almost impossible to take into account all factors of drivers and vehicles influencing on the highway safety because of their uncertain and random nature. To detour the dead-end, the nature are usually assumed as simple homogeneous and deterministic one. Although the restricted assumption makes the system simple, it can produce serious problems due to lack of considering variability in the system. This paper develops a reliability-based method for determining stopping sight distance(SSD) and intersection sight distance (ISD), which are crucial elements in highway alignment design. In the study, Hasofer-Lind method is adopted. which is a well-known first-order second moment reliability method (AFOSM) The results in this study show that if mean, variance, and distribution of a particular driver-vehicle parameter are known, more reliable sight distances can be applied in highway design procedures because we can reflect uncertainties and randomness. Thus, the Probabilistic method could be adopted in designing the sight distance(s) with the desired reliability level.

Legal and Practical Issues in Parking Space Problems at the Port Hinterland(Distripark): A Case Study of Busan New Port (항만배후부지개발시 단지 내 주차난 해소를 위한 법률적.실무적 시사점 - 부산항 신항 배후부지의 사례를 중심으로 -)

  • The ongoing development of Distriparks, the increase in workers inside the warehouses, and the growth in traffic volume have shifted the attention of the many D.C. operators on how to utilize their warehouse spaces more profitably and economically. A total of 550 cars and trucks are illegally parked at the distribution centers everyday. To meet these challenges, port authorities are looking closely at how they can establish effective countermeasures to solve this problem and satisfy customers of the Distripark. In order to answer these questions, this article sought to identity and analyze the current status of the illegal parking issues and main causes of that phenomena. In addition to summarizing an actual outcomes of the illegal parking problems, the research also examines the legal and practical countermeasures of this issues. Finally this research tries to find future solutions for ports in the Distripark development process, with particular reference to the legal and managerial aspects.
