An advanced vehicle safety system can be constructed by exchanging danger-related information ,such as urgency stop, traffic accident, obstacle, and car trouble, among the vehicles. However, because network topology changes rapidly and frequently due to the mobility of vehicles, it is impossible to configure the network for information forwarding in this environment. In the most of vehicle safety communication applications, an emergency message is propagated in a form of broadcasting. The simple broadcasting causes a lot of problems in terms of efficiency due to multi-hop area and radio collision problem. This paper proposes a method of selective message forwarding with stem and branch structure for propagating the emergency messages. However, the proposed method raise the efficiency of message transmission with the selective forwarding based on the priority assignment as its location. We analyze and evaluate the performance by comparing the proposed scheme with other schemes that are presented in the paper.

This study aims at reviewing and assessing the characteristics of the Korean Science, Technology and Innovation(STI) policy of the 2000s. Starting from the 2000s, Korea's STI policy began to show a new look as there was a clear voice calling for the new strategy creating a new technological development path and the scope of the policy was expanded to the social and quality of life issues. "Creation" and "integration" are becoming the key words of the STI policy of Korea. However, these new trends are not easy to be diffused or institutionalized because still there is the legacy of the old practice of the "catch-up" period, which focused on economic development as well as the imitation of advanced technologies. As result, the current period of the 2000s shows characteristics of a transitional period where the past and the future coexist.

With the view of an art history, 3D Animation is one of the media that was anxiously solved the issue of time and space by traditional painters, however it still could not acquire the proper position in the art field due to compromising commercialism. This is the result of devaluating for the possibility of art itself and it is only a matter of the range to apply 3D animation. In order to obtain a proper position for an art genre, previously it can be focused on how to visualize the 3D animation from our perceptions. 3D animation should not ding to the realism, it can be understand in the way of a narrative relation between the description of objects and the objects itself, further more it will be illustrated as whole units. After the aesthetical reflection, 3D animation production can be defined as an art genre and also independent from commercialism. Therefore this paper is the first step for improving 3D animation as an art and trying to discuss the way to observe 3D animation.

This study focused on user centered design methodology on mobile service design, Especially we designed business supporting service for sale persons with heavy mobile uses in their works. We used contextual inquiry interview to understand user's work context and mobile usage. The findings are applied to the service concept, And information architecture, interaction design, GUI design is followed. As a result of design research, Post widget service is designed for instant information organization and functional relationship. And Memory box widget service is designed for business network management and contextual findability. Those services are developed for widget design on touch based phone platform.

SO and Satellite Broadcaster can operate SO Operating channel in Korea. However, the Broadcasting act does not specify the direction of what purpose the SO operating channel would be operated for. Accordingly, SO and Satellite Broadcaster do not operate SO operating channel or use it as profit channel when operating. In this respect, the cases of U.S. and Japan have been studied to determine how SO operating channel should be operated to make it desirable. In the U.S., it is being used in various ways such as profit channel, multi-access channel and access channel. In Japan, it is mainly focused on the role as local channel, being coordinated with local governments to form public opinion on local news and issues or to announce local events. In Korea, SO is operating local channel similar to the one in Japan rather than SO operating channel, while Satellite Broadcasting is operating SO operating channel mainly for its profits. As SO operating channel is operated on the basis of the broadcasters' expediency without clear stipulation in Korea, we will need to seek the plan to use it for public interests by discussing more the status and operation of SO operating channel.

As a device that returns surplus energy, regenerated from trains to d.c. source, to a.c. system and reuses it, the thyristor Inverter has been widely used. Because the conventional thyristor inverter is a unidirectional phase-controlled device, it Is Impossible to control the power factor of its output. Moreover, harmonics emission is high and it needs to take a additional filter. In this paper, to solve the problems stated above, the inverter, which can control real and reactive power by adopting IGBT modules as switching elements and being controlled by means of space vector PWM, is developed. Considering high economical efficiency and reliability in order to apply to the system for commercial use, the developed inverter is equipped with fully digital control system and low pass filter, and reduces harmonics and has compact size. The detail description about the developed inverter is stated in various respects: design criteria, technical description, power circuits, control techniques, the developed system, test results, etc.

Power Quality Compensator(PQC) has been installed to protect the sensitive loads against the voltage disturbances, such as voltage sag and interruption. In general, static switch is used for the purpose of link between utility and PQC. So transfer operation of the static switch play a important part in the PQC. Many studies on the structure and control of PQC have been progressed in active, but these researches have been rarely mentioned about any voltage-disturbances-detection method to start the PQC operation. In this paper, a new voltage-disturbances-detection algorithm for computer application loads using the CBEMA/ITIC curve is proposed for transfer operation of the static switch. The proposed detection algorithm is implemented to get fast detecting time through the comparison of instantaneous 3-phase voltage values transferred to DC values in the synchronous reference frame with the operating reference values. To get the robust characteristics against the noise, a first order digital filter is designed. The magnitude falling and phase delay caused by the filter are compensated through the error normalizing and numerical analysis using transfer function, respectively. Finally, the validity of the proposed algorithm is proved by ACSL simulation and experimental results.

In this paper we propose an improved PV generation systems. Improved systems for temperature and humidity controlled heating and air conditioning offers a pleasant environment within the building, set up chopper and consists of a PWM voltage type inverter. The proposed system is stable modulation for a one-chip microprocessor using the synchronous signal and control signals was treated. The proposed system is a PWM voltage type inverter and phase of the synchronous to the grid voltage to detect the system voltage and inverter output to drive the statue, so surplus power to connection was able to, certain buildings such as buildings or hospitals, temperature and humidity sensor is applied to the good dynamic characteristic could be obtained. In addition, the system was applied to the high power factor and low-frequency harmonics by maintaining the output load and grid to power to be supplied to a stable control could get a good result.

Game Industry is one of the high value-added, knowledge-based industries whose market is increasing faster than any other cultural industries. And game industry includes the technology, culture, cultural science and industry. It effectively symbolizes the character of synthetic entertainment industry in comparison with another industry. Also Game Industry is embedding as the superpower industry that competent to draw the whole development of culture industry because game development is intensifying into One-Source Multi-Use. It is important finding of this paper that it is necessary to ensure the competitive power and understand value and character of contents and to project the policy of human power and technology of Game Industry.

This Paper aims to explore the socio-spatial implication of urban policy dialectic. The urban policies to solve various social problems are definitely related to the spatial situation of his society. In France there have been several kinds of urban policies to meet 'social exclusion' as new concept of poverty. To fix 'ZUS(Zones Urbaines Sensibles), being based on the 'Pacte do relance pour la ville' of 1996, is one of them. It makes a conclusion in this paper that the purposeful zoning by urban policy to meet social exclusion can lead to deepen them. The situation of social exclusion in ZUS is related to the spatial exclusion by zoning marginal areas. To define the key concepts of 'social exclusion' and 'ZUS' is absolutely needed to accomplish the purpose of this study.
