Emergency Service Model for Networked Appliance in Home Network Environment (홈 네트워크 환경에서 정보가전 위기관리 서비스 모델)

  • By development of the superhigh speed network and the Networked appliance, a home network environment was equipped quickly around the cyber apartment. The home network environment provides the abundant family life style which numerous appliance and tools are connected with the network. Recently it is caused by with appearance of the Networked appliance which is connected with the network, the service demand is augmented to hacking, wrong operation, breakdown, crime prevention in home automation, fire, and break-in. This paper planned and proposed the integrated crisis management service model in the environment of home network and Networked appliance. Namely, it classifies the Networked appliance crisis management service and it defines a crisis management message with the XML. The message where the crisis situation occurs is notified and controlled in wireless PDA or the hand phone or the specific authorization.

  • This study is to present development plan for next study on applying the method of case study by applying scientific inference focusing on analysis and generalization of case study or study question about the tendency of thesis for case study of the field of crisis management released since 2004. As the result of analysis, the study on crisis management of Korea is almost individual technical case study and it is rarely to get proper study which can contribute theoretical formation for development of individual course of crisis management. Furthermore researchers are required to study in-depth about study plan that presents organization of study or logic of case selection and formality for data analysis.

  • The purpose of this study is to provide practical implications on government crisis management strategies and on the use of SNS in crisis management. Specifically, this study analyzed Ministry of Drug and Food Safety's responses to paraben toothpaste issue, media coverage of paraben toothpaste issue, and public responses to paraben toothpaste issue. Through textual analysis and the network analysis of 45 news articles and 645 tweets, this study found that Ministry used one-way communication strategy and mostly negative issues regarding Ministry's crisis response strategies were diffused via the media and Twitter. This study was meaningful in that it highlighted the importance of media relations and use of SNS in crisis management. The findings of this study provide useful implications for government officials and PR practitioners in their crisis management and communication strategy.

  • Since the 2003.1.25 Internet Crisis, the government has been looking at a number of options to strengthen national cyber-security/crisis management capability to guard against ever increasing threat of cyber-war and terror. Thus, the focus of this study was to explorer new ways of developing a comprehensive cyber-security/crisis management system, in particular by combining modern social-science analytic theories. As a result, although there has to be more in-depth researches into incorporating advanced techniques to generate more detailed and object-specific indexes and protocols, the use of 'event data system,' which has been widely utilized in many recent social science researches to assess a wide-range of socio-political risks and crises, could be adopted as a basis for a comprehensive nationwide cyber-risk management system.

Study on the State Leadership's Safety Measures Regarding the North Korean Threat of Weapons of Mass Destruction - Focuses on the Threat of North Korean Nuclear Weapons (북한 대량살상무기 위협에 대한 국가지도부 안전대책에 관한 연구 - 북한 핵무기 위협을 중심으로)

  • The concept of national security and the fundamental system for crisis management have departed from traditional methods and the importance of a national critical infrastructure crisis management has been emphasized. A national critical infrastructure crisis means a situation where human resource, material and functional system that may have a material effect on the critical functions of the government, the vitality and integrity of society, national economy and the safety of the public becomes disabled due to causes such as terrorism or major disasters. Although North Korea had been subject to numerous rounds of negotiations and sanctions as it continually developed nuclear weapons since the 1960s, it has also showed off its nuclear armaments through successful nuclear testings and missile launches. As the development and threat of North Korea's weapons of mass destruction becomes more noticeable and the range of its risk expands, this study focuses on the potential for an absence of leadership for national crisis management where the country's leadership, which should serve the critical role and function of handling national crises, becomes completely destroyed by the unexpected initial attacks by North Korea. As a result, the purpose of this study is to propose safety measures for the country's leadership in preparation for North Korea's threat of nuclear weapons by examining the concept and degree of risk of weapons of mass destruction with a focus on nuclear weapons, analyzing the substance of the threat of North Korean nuclear weapons and evaluating such threat. In conclusion, first, to ensure the normal functioning of a national crisis management system in the event of a national crisis, we must seek safety measures that conform to the scope and succession order of the leadership of the national crisis management for an Enduring Constitutional Government (ECG) and the Continuity Of Operations (COOP). Second, in the event of a national ceremony, the gathering of the country's leadership all together in an open place should be avoided. In unavoidable circumstances, the next in rank that will act on behalf of the current leader should be designated and relevant safety measures should be taken. Third, during time of peace, in preparation for national crises, the scope of protection for the country's leadership should be prescribed and specific security and safety measures should be implemented. Fourth, the succession order for acting president in the case of the death of the president pursuant to Articles 71 and 26(1) of the National Government Organization Act should reconsidered to see whether it is a reasonable provision that takes into consideration a national crisis management that corresponds to the threat of North Korean nuclear weapons and weapons of mass destruction. Pursuant to the Basic Guidelines for National Crisis Management set out under Presidential Directive No. 229, the Korean government is currently operating a case-by-case "crisis management standard manual" and its sub-manuals and has also prepared the Presidential Security Service's security and safety measure regulations regarding the acting president. Therefore, the Korean government should actualize the above points in the case-by-case crisis management standard manual and security and safety measure regulations regarding the acting president to implement and legislate them.

경제 위기와 주식시장 동조화 현상에 관한 연구

  • 본 논문은 경제적인 위기에 기인한 세계 주식시장의 동조화 현상에 대하여 1993년 말에 발생한 멕시코 외환 위기를 전후(前後)로 북미 대륙의 주식시장과 뉴욕 증시에서 거래되는 중남미 국가펀드 가격들의 동반 움직임(Co-movements)현상을 예(例)로 들어 분석해 보았다. 본 논문은 이전의 실증 연구들과 몇 가지 점에서 일치되는 점을 발견하였다. 첫째, 미국 시장에서 거래되는 중남미 국가펀드의 가격들은 페소위기 이후 더욱 동반 움직임 현상을 나타내었다. 둘째, 중남미 국가펀드는 그들이 거래되는 미국 시장의 움직임에 상당한 영향을 받고 있다. 셋째, 페소위기 이후 북미 대륙의 주식시장간 또는 중남미 국가펀드간의 움직임에 있어서 상관관계가 증가하였다. 결과적으로 자본 이동의 자유화에 따른 자본시장의 점진적인 통합은 국진적으로 발생한 경제 위기를 빠른 시간에 비슷한 위험 요소에 노출되어 있는 다른 지역으로 파급시킨다는 사실이 다시 한 번 입증되었다.

Building a Emergency Response System for the Infectious Diseases Crisis Management (감염병 위기관리를 위한 긴급대응체계 구축)

  • Middle East Respiratory Syndrome (MERS), which occurred in the Middle East in 2015, is the most acute respiratory infectious disease in Korea. The limitations of the government's ability to respond to the spread of MERS and the inadequate communication of the government to the public have reduced the public's confidence in the government's infectious disease management policy. And it became an opportunity to raise awareness that infectious diseases could easily break down the national anti-virus system. Therefore, this study investigated the emergency response system of the infectious disease in the United States and sought to improve the infection control system in Korea. In order to achieve the purpose of the study, we analyzed the government's response to the MERS in 2015, analyzed the organization structure and role of the US CDC, and IMS.

The Study on the Private Security Employee' Education and Training System for the Emergency Management (민간경비원의 위기관리 능력 제고를 위한 교육훈련 시스템 개선방안)

  • When the primary function of private security is to protect lives and property of clients, emergency management should be included in the security service and many countermeasure services should be carried out for that purpose. In theses contexts, private security should develop and maintain a educational program to meet their responsibilities to provide the protection and safety of the clients. Conclusionally, private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. In theses contexts, private security should develop and maintain a educational program of emergency management to meet their responsibilities to provide the protection and safety of the clients.
