A methodology to predict the carbon performance of newly created urban greening plans is required as policies based on quantifying carbon performance are rapidly being introduced in the face of the climate crisis caused by global warming. This study developed a tree carbon calculator that can be used for carbon reduction designs in landscaping and attempted to verify its effectiveness in landscape design. For practical operability, MS Excel was selected as a format, and carbon absorption and storage by tree type and size were extracted from 93 representative species to reflect plant design characteristics. The database, including tree unit prices, was established to reflect cost limitations. A plantation experimental design to verify the performance of the tree carbon calculator was conducted by simulating the design of parks in the central region for four landscape design, and the causal relationship was analyzed by conducting semi-structured interviews before and after. As a result, carbon absorption and carbon storage in the design using the tree carbon calculator were about 17-82% and about 14-85% higher, respectively, compared to not using it. It was confirmed that the reason for the increase in carbon performance efficiency was that additional planting was actively carried out within a given budget, along with the replacement of excellent carbon performance species. Pre-interviews revealed that designers distrusted data and the burdens caused by new programs before using the arboreal carbon calculator but tended to change positively because of its usefulness and ease of use. In order to implement carbon reduction design in the landscaping field, it is necessary to develop it into a carbon calculator for trees and landscaping performance. This study is expected to present a useful direction for ntroducing carbon reduction designs based on quantitative data in landscape design.
North Korea has actively participated in the international community related to environmental agreements. It has proposed various environmental policies internally since the Kim Jong-un regime. In particular, it emphasizes activities related to climate change response, the Sustainable Development Goals, and the conservation of ecosystems including forests and wetlands. In this study, a new security cooperation plan was proposed with an understanding of the climate crisis and environmental regime as a starting point. To this end, trends and recent activities for climate-environment cooperation in the international community and on the Korean Peninsula were analyzed. In addition, North Korea's conditions for cooperation on the Korean Peninsula, technology demand, and the projected future environment of the Korean Peninsula were dealt with. Ultimately, through advice of experts, we were able to discover cooperation agendas by sector and propose short-term and long-term environmental cooperation strategies for the Korean Peninsula based on them. In this study, conditions and directions for cooperation in fields of climate technology, biological resources, air/weather, water environment, biodiversity, renewable energy, bioenergy, and so on were considered comprehensively. Among 21 cooperation agendas discovered in this study, energy showed the largest number of areas. Renewable energy, forest resources, and environmental and meteorological information stood out as agendas that could be cooperated in the short term. As representative initiatives, joint promotion of 'renewable energy' that could contribute to North Korea's energy demand and carbon neutrality and 'forest cooperation' that could be recognized as a source of disaster reduction and greenhouse gas sinks were suggested.

For several decades, economic growth has achieved in the aspect of productivity and effectiveness not environmental friendly. As a result, global warming is a major agenda to solve. Therefore, global effort to sustainable development has been adopted like UNFCCC and Kyoto protocol that aimed to reduce greenhouse gas. However, the construction industry has only focused on applying techniques for using less energy sources not monitoring sustainable construction and development. Therefore, this study developed a tool for monitoring greenhouse gas emissions in construction industry. The proposed system evaluates and estimates BAU (Business as usual) for each phase of a construction project. For this purpose, analyzed the greenhouse gas emission factors coincide to life cycle of a construction project. The scope of monitoring is determined according to data availability and emission factor. Then, the system framework is developed and the calculation logic is proposed the system features provide comparison between the emission estimates for eco-friendly design and the actual emission of construction and operation phases. The system would be utilized as a tool for supporting to green construction realization and green construction performance evaluation.

As of July, 2009, Chungnam Province get DI (Direct Investment) of 2,502 corporations as the amount of 31 billion US dollars only for 3 years. Especially, Chungnam provincial governor make a excessive performance of 2.5 times comparing to the target number, 1,000 of inviting capital, that is public promise in the election. Now, the amount of inviting foreign capital is 1.2 billion dollars, at the end of this year it might be 1.4 billion dollars just in case of making a success on going negotiations. This outstanding performance comes from governor's leadership and aggressive strategies of well-trained subordinates. Chungnam Province has nation-wide multiple targets focused on interdisciplinary industries including strategic industries of display, auto-parts, steel, and oil-chemistry. Also, it has organic network system based on the very descriptive and accurate informations managing the task force team consisted of 35 competent members. In conclusion, the core competence of inviting foreign capital in a regional government is governor's strong leadership, activated organization consisted of specially well trained subordinates, and predominant differentiated strategies in details.
The values of material civilizations that dominated the last century have been replaced with invisible values such as knowledge, information, and culture. The central axis of the world economy is also rapidly shifting from a capital and labor-intensive industry to a knowledge-based industry of software and contents. From the perspective of the industrialization of culture as multinational corporations and dominance and subordination relationships between cultures thereof, and crisis of cultural identity, the issues of support and fostering a culture industry arise. These have become major issues of concern in deciding national policies. In response to this trend, new departments related to culture contents in various universities have been established for fostering manpower in the field and the government policy to foster related human resources. However, actual results have not been currently achieved, despite the increase in quantity. This is due to the fact that the walls between culture contents departments were too high and thus education and fostering excellent human resources have not been properly conducted. It is also due to the obscure direction of education and a deficiency in the system. To cope with these problems, a systematic manpower-fostering education program should be developed through enhancement of the understanding of culture contents via linking education programs with detailed major fields of study. Accordingly, this study aims to identify changes in the current culture contents industry at home and abroad according to digitalization for fostering manpower of culture contents required in a rapidly changing environment of the culture contents industry. Then, it will review what influence has been made on the education system through the identification of personnel types through work flow charts and contents delivery modes following integration, as well as a desirable method to construct culture contents. Therefore, this study is a preliminary study on the means of fostering core personnel in the culture contents industry through linkage with the education system.

The purpose of this paper aims at contributing to the national economic development through global competitiveness enhancement by marine finance's hub and marine logistics cluster by finance specialization and finance support as a creative-type service industry in global shipping port logistics. This study adopted the integrated approach and applied it to policy implementation to achieve the effectiveness. Creative-type marine finance development stages as a tool of policy implementation and the guide line for the time of policy implementation are followed by Stage 1(Construction & Growth Policy) for 2013~2016, Stage 2(Forstering & Activation Policy) for 2017~2019) and Stage 3(Continuous Development Policy) after 2020 until its completion. Korea has the inferiority over the competitiveness in global marine finance and needs a strategic approach to secure the liquidity of marine finance; interim, Islamic finance has been come to the force as a new alternative in financial transaction being accompanied by a spot transaction since the crisis of global finance. In order to create a potential slack of Korea in marine finance practice, in addition, this study suggests a consortium with the circle of Islamic finance as a clue of an easier policy implementation at the beginning stage.

In Korea, natural disasters such as earthquakes and floods continue to occur, but it is difficult to respond and provide relief effectively and promptly. Due to the Circulation Position and administrative characteristics, soft and physical systems for basic disasters, such as private cooperation and disaster response bases, have not yet been built organically. This is mainly due to the job rotation of the responsible persons and bureaucratic problems limiting cooperation between the public and private sectors. Japan is responding to disasters through a mutual cooperation network between the public and private sectors (NGOs), but in Korea the public sector still manages disasters entirely by itself. However, in modern society, the ability of the public sector to effectively manage disasters is limited due to the large number of natural disasters and their wide-ranging consequences. This situation makes it difficult to respond quickly and effectively to the various crises that arise. In this paper, we review the disaster response bases in the cases of Japan and the United States, and propose the establishment of a disaster response base system that supports disaster countermeasures together with a cooperative network incorporating the private and business sectors.
The digital signal is terminated on Dec.31, 2012. It is estimated that half analog of the total pay-TV subscriber that is approximately 10million households that are directly receiving terrestrial signal must hold the digital TV or DtoA convertor to transit digital. But cable system subscriber should buy Set-top box that are expensive and pay the expensive rates. The cast of analog cable subscribers has been classified as a group that can cause the most damage after digital switch. This study investigate the problem, and cause, solution of the analog cable subscribers that are placed in the blind spots of the digital switch.
The opening of public data has been perceived as a critical factor in deciding a country's rise or fall. Since the global economic crisis, countries around the globe have expanded the supply of public data as a new growth engine to create significant economic effects. As a result, there has been a rising demand for a study on the influence of public data in the private sectors. This study attempted to achieve the following objectives. First, the effects of independent variables-system quality, information quality, information security, social influence, innovation and assistance by the public organization- on the intention to use the public data was examined. Second, the effects of the mediating variables - Perceived Ease of Use (PEU) and Perceived Usefulness (PU) - on the independent variables and intention to use (dependent variable) were investigated. Third, after selecting utilization type, frequency of public data usage and frequency of occupational & e-government service usage as moderating variables, their effects on the relationship between the independent variables and dependent variable (intention to use them in the private sector) were studied. It is expected that the study results would be useful in developing strategies aimed to utilize public data in the private sectors.
At the beginning of the 21st century with taking a serious view of the harmony between human and nature, and of keeping an ecological balance, China has tried to reduce the gap in economy between rural districts and the urban city, and to carry out the policies for establishing a harmonious socialism through full-scale cooperation and continuous developments. And in order to preserve their traditional culture and to keep the historical legitimacy of People's Republic of China against urgent economical changes since the reform and openness, China has stressed the importance of training patriotic attitude on their cultural heritages. Thus the Chinese museums started to recognize more ad more the importance of social education as well as their functions of preserving the cultural property and of exhibiting it. And with them they have turned their attentions to an Ecomuseum, a new type of a museum. The ecomuseum in China was first established at a remote place between mountains where the ethnic minority inhabited. This was because of the feeling of some crises on culture native to the minority, followed by the process of China's Western Region Development. And it was recognized that they should participate actively in creating the cultural demand of the minority and in establishing a harmonious society with improving economic condition. Therefore in order to activate the ecomuseum it is localized and sinicized little by little through strengthening the management of cultural heritages of the minority.
