A Study on the Large-Scale Power Blackout Management System in the Level of National Crisis Management (대규모 정전상태에 대비한 국가위기관리 방향에 관한 연구)

  • Thanks to the developments of IT technologies, such critical infrastructures as fundamental structures of energies, material circulations, monetary circulations, and living necessaries are intertwined as well as mutually dependent. In this respect, the fact that national infrastructures are closely related to IT infrastructures implies not only expected benefits to provide diverse information-based services, but also anticipated costs to bring about new dangers. However, in spite of these threats, traditional researchers have not put enough interests in these indirect danger, which yield the damages in broad areas through paralyzing risk management systems, although they have investigated such direct threats as nuclear accidents, conflagrations, traffic troubles, and gasoline accidents. Considering that the tendency to depend on electricity, so-called electrification, which is caused by automation and informationalization, is intensified in all parts of society, the breakout problem as a factor to inhibit securities in information-oriented society is significant. Thus, the problems of large-scale power blackout should be treated as national crises. Also, preparation systems for large-scale power blackout have to be provided quickly. In this paper, with analyzing various cases of large-scale power blackout and investigation the causes of them, researches on the blackout management systems of Korea are to be present, on the basis of national crisis management states which are comprised of protection (mitigating and preparing), responding, and recovering(rewarding).

Lessons from the comparison of responses to MERS outbreak in Korea and WNV outbreak in the United States: Focused on interorganizational collaboration and information sharing (미국의 웨스트 나일 바이러스 극복 사례가 우리나라 메르스 사태에 주는 교훈: 조직간 협업과 정보공유를 중심으로)

  • In 2005, the Republic of Korea suffered from the outbreak of MERS(Middle East respiratory syndrome), leaving 186 infectees and 38 casualties. Responding to this crisis, Korean government revealed many problems in emergency management policies and was widely criticized. A similar case in emergency management and infectious disease control is the 1999 outbreak of West Nile Virus(WNV) outbreak in the United States. During this period, the state of Oregon effectively responded to WNV through collaboration between state and local government, being considered as a model case of emergency management. This article aims to find insights in emergency management and infectious disease control by analyzing and comparing the responses of Korean MERS outbreak and Oregon's WNV outbreak focusing on interorganizational collaboration. Insights found in this study include the role of control tower, the importance of information sharing and disclosure, the role of existing systems and social networks, and sustainable intergovernmental collaboration.

  • SOLAS, SAR 등 국제협약에서는 선박에서 발생할 수 있는 비상상황에 대비할 수 있도록 규정하고 있다. 이를 위해 선박소유자는 선박 안전관리체제를 수립하고, 선장은 비상배치표를 게시하고 훈련을 실시하고 있으며, 수색구조 기관에서는 위기관리 계획을 수립하고 지속적으로 훈련을 수행하고 있다. 이러한 비상대비 절차들은 경험자들과 전문가들이 모여 작성하였으나, 실제 이를 위한 정량적인 평가방법은 미비한 실정이다. 이 연구에서는 기존의 비상대응 절차를 분석하여 시나리오를 작성하고 평가 모델을 구축하기 위한 기초연구를 수행한다.

  • Hazard are defined here as threat to life, well-being, material goods and environmental from the extremes of natural processes or technology. The challenges of natural and technology in increasing the exposure of people and property to risk pose a dilemma for any government seeking the fullest protection for its people and their property. As society progresses and as technology improves and becomes ever more intricate and far reaching, the human species is confronted with increasingly diverse and numerous catastrophic events. Not so infrequently, unfortunately, the impact of either a man-made or natural disaster is compounded by the fact that policy makers have neither prepared themselves or the public to respond appropriately to a disaster once the tragedy has struck. Many concerns have been raised for importance of emergency management after 1990's numerous urban disasters in Korea. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. When the primary function of private security is to protect lives and property of clients, emergency management should be included in the security service and many countermeasures should be carried out for that purpose. The purpose of this study is to establish ways and means needed to improve the private security emergency management system in Korea. This study is spilt into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to a private security and emergency management theory, and Chapter III deals with the establishment of an effective emergency management system in Korea private security, Chapter IV is a conclusion. Policy makers and private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. In theses contexts, private security should develop and maintain a educational program of emergency management to meet their responsibilities to provide the protection and safety of the clients. Today's modern corporate security director, is, first of all, a competent, well-rounded business executive and, second, a 'service expert'. And, emergency management personnel in private security industry need continuous training.

Comparison of NSC system in the U.S., Japan, and the Republic of Korea (NSC(국가안전보장회의) 체제의 한미일 비교)

  • With the recent global threats of terrorism as well as religious conflicts, Northeast Asian countries including South Korea, China, and Japan are experiencing particularly serious security crises as demonstrated by North Korea's threats of nuclear weapons testings and long-range missile launching as well as military provocation toward South Korea such as sinking of ROKS Cheonan and bombardment of Yeonpyeong island and the territorial dispute between China and Japan over Senkaku Islands(Diaoyu Islands). As a result, Park Geun Hye Administration of South Korea and the 2nd Abe Shinzo Cabinet of Japan, both recently established, are making efforts to improve their national security and crisis management policies. One of the key elements of such efforts is the strengthening of National Security Council(NSC) or its equivalent organization as the control tower of national security policy, modeled after the NSC of the United States. This paper compares NSC organization of Korea, the U.S., and Japan and draws policy insights focusing on the current political and national security situation South Korea is facing. Although organizational structure, function, and history of NSC of each country differs, it can be inferred from this comparison that NSC-type of organizations can play an important role as a control tower of security and emergency management policies.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

The Condition of Labor Market and Unemployment Rates in Chonbuk Province after the Economic Crisis (IMF관리체제이후 전북지역의 노동시장 동향과 실업)

  • 1997년 11월 대외지불 불능사태로 시작된 외환위기가 경제위기로 확산되면서 97년 4/4분기에는 2.5%에 불과하던 전북지역의 실업률은 99년 2월 8.4%로 피크를 이루었으나 그후로는 감소추세를 보이고 있다. 그렇지만 전북지역 노동시장의 전반적 고용동향을 살펴보면 실업률 통계로는 파악되지 않지만 실질적으로 준실업상태에 있는 실망노동자와 불완전취업자의 증가가 심각한 것으로 드러났다. 그리고 산업별 취업자 구조의 변화를 살펴보면 제조업과 건설업의 취업자 감소가 두드러졌으며, 농업부문이나 생계형 서비스업은 실업대란 시대에 완충역할을 해줄 것이라는 기대와는 달리 고용흡수력이 예상보다 훨씬 적은 것으로 드러났다. 취업과 실업 및 비경제활동 사이의 노동력 전이률을 살펴보면 남성과 핵심연령층에서는 취업정착률이 높지만 일단 실업자가 되면 실업으로부터의 탈출률이 낮은 것으로 드러났다. 반면에 여성의 경우에는 실망노동자(discouraged sorkers)효과로 인하여 실업률은 낮고 비경제활동으로의 이동이 크게 나타났다. 그리고 실업이나 비경활상태로부터의 (재)취업시에는 압도적으로 임시고/일고로의 취업이 많아서 98년 하반기 이후 전북지역에서 창출된 일자리가 주로 임시고/일고 위주로 이루어져 있음을 극명하게 보여준다. 한편 여성실업자의 경우 50%이상이 생계주책임자이며, 특히 여성가장 실업자의 경우에는 90%이상이 생계책임자이나 그들 대부분이 빈곤선이하에서 생활하고 있다. 그리고 전북지역에서는 전국수준에 비해서 장기실업률이 다소 높게 나타났다. 저학력층과 고령층, 생산직, 임시고일고등의 비정규직 실업자들의 구직기간이 긴 것으로 나타났다. 실업이 장기화되면 전반적으로 기간의존성효과(duration dependence effect)나 이질성효과(heterogeneity effect)로 인하여 재취업의 가능성은 더욱 떨어진다. 생산적복지(workfare)가 그 이름에 값하는 것이기 위해서는 시장경쟁력이 약한 취약계층에 대해서 직업훈련과 취업알선 및 채용장려, 공공근로 등의 제반 정책들이 가구되어야 할 것이다.

Interdependence of the Asia-Pacific Emerging Equity Markets (아시아-태평양지역 국가들의 상호의존성)

  • We examine the interdependence of the major Asia-Pacific stock markets including S&P 500, FTSE 100, Kualar Lumpur Composite, Straits Times, Hang Seng, NIKKEI 225 and KOSPI 200 from October 4, 1995 to March 31,2000. The analysis employs the vector-auto-regression, Granger causality, impulse response function and variance decomposition using daily returns on the national stock market indices. The findings in this paper indicate that the volatilities of all countries has grown after IMF crisis, while there is no significance in cointegration test of both total period and sub-periods. This result implies that investors are able to get abnormal returns by investment diversification according to the portfolio theory. We find that while the effect from NIKKEI 225 to others is relatively weak, the interdependence from S&P 500 to other countries is strong. Also we find that the strong effect from Straits Times to Hang Seng exists. This study suggests that there is slight feedback relation between KOSPI 200 and Kualar Lumpur Composite, Straits Times, Hang Seng stock market.

The Revision of the Rules of the Workers' Party of Korea and the Organizational Changes of the 'Monolithic Guidance System of the Party Core': Focusing on Party-Government-Military Relations in Kim Jong Un Regime (조선노동당 제8차대회 당규약 개정과 '당중앙의 유일적 영도체계'의 조직적 변화: 김정은 정권의 당정군관계를 중심으로)

  • The Rules of the Workers' Party of Korea (WPK), revised at the eighth Party Congress in 2021, reflect the Kim Jong Un regime's changes in strategic lines and ideological justifications on North Korea's socialism and communism, and its recent stances against the external environment. Moreover, they contain critical changes in the party's organizational system encompassing the central and the provinces. This study explores the organizational changes of the "monolithic guidance system of the party core" stipulated by the new party rules in January 2021, based on the analysis of the entire nine revised rules of the WPK since 1945. In the 2021 Party Congress, the Kim Jong Un regime, which officially came to power after the fourth Party Conference in 2012, has institutionalized the monolithic guidance system centered on the party core, or the head of state, Kim Jong Un. The newly set leadership and execution system, which reorganized party, government, and military organizational structure and accompanied the relevant personnel changes, was derived from the attempts for reinstating the Kim Jong Un regime as a more normalized party-state structure before its 10th year in power in April 2022. The "monolithic leadership system of the party core" established a system of "organizational leadership" through the organization of the Central Committee, directed by the Party Head, or General Secretary. The institutionalization of the new system resulted from the ten-year development of the revival of the party-state structure, which compromised the status of the military and reconfirmed the party's control of the military. This study explains the new system from the perspectives of both institutionalization and top-down unity, shedding light on the new party-military-government relations of the Kim Jong Un regime. The analysis contributes to a better understanding and forecasting of the Kim Jong Un regime's governance, which currently strengthens the monolithic leadership system as a crisis management system in the face of the "triple hardships" of sanctions, Covid and disaster.

  • 앞으로 글로벌 시장에 진입할 수 있는 작물보호 신물질 개발을 위해서는 기술 난이도가 크면서 파급성 및 경제성을 갖는 친환경 신규작용점 탐색과 독창적 Scaffold를 갖는 후보물질 또는 천연물소재 발굴에 주력해야 하며, 이를 지원하는 HTS, 화합물은행 및 천연물은행 활용 분자설계 및 최적화 합성기술 등 후보물질 발굴 핵심 기술개발에 국가적인 지원이 지속적이고 장기간에 걸쳐 이루어져야 한다. 고품질의 식량생산 관리기술은 물론 석유대체 에너지 확보를 위한 농작물 바이오매스(작물, 사료, 바이오연료 등) 생산관리기술로서, 그린바이오기반(Target 효소, 천연물소 재탐색응용) 저탄소 녹색성장을 실현시키기 위한 친환경적인 생화학 작물보호제 개발이 필요하다. 또한 인구 증가와 유가상승 등 전 세계적인 경제위기 극복과 이산화탄소 증가에 따른 온난화 등 지구환경보존의 중요성이 크게 증가되면서 안전한 먹거리 생산과 환경오염을 최소화하는 지속적 생산체제를 갖추기 위하여 LOHAS (Lifestyle Of Health And Sustainability) 트랜드가 최근 농업의 화두로 떠오르고 있다. 이를 만족시키기 위하여 OECD를 중심으로 하는 선진 국가들은 기존 작물보호제의 사용을 5년 이내에 현재 사용량의 절반 이하로 감소시키고자 하고 있는데, 특히 지속적 재배와 국민건강 보호를 위한 LOHAS 농작물의 생산이 매년 50-100억불로 성장하고 있다. 이러한 추세는 2017년까지 그 성장세가 계속 지속될 것으로 예상되고 있어 미생물/생화학 중심의 바이오작물보호제의 개발은 LOHAS 트랜드를 충족시킬 수 있는 유력한 수단으로 인식되고 있다.
