As of December 2013, 63 distance education training centers has been operating in the form of private, university affiliated and national/public centers. LMS is related to distance training quality as the system because distance education training centers are managing training by using LMS. In this paper, LMS functions of distance education training centers were analyzed to enhance the quality of distance training. In results of the analysis, it is showed 70.07%, 72.09% and 70.41% that implementation ratio of necessary LMS functions for trainee, manager and tutor. Functions of the lowest implementation ratio were "training support" of trainee mode, "statistics management" of manager mode and "communication" of tutor mode. The results of this paper will be helped to improve LMS for effective distance training of distance education training centers.

The purpose of this study was to investigate the effect of character strength and self-efficacy on subjective happiness of adult learners of distance nursing education. The subjects were 261 adult learners of Bachelor Science in nursing course for Registered Nurse of a national open university. The mean score of subjective happiness of subjects was a little lower. 'Transcendence and Humanity' among Character Strength was the highest and 'Justice' was the lowest. Multiple regressions showed that positive integrity, hardiness, and perceived health status explained 38.0% of subjective happiness and positive integrity was the main influencing factor. The learning supporting strategies focusing on reinforcing these factors are needed to improve the subjective happiness of nurses who are continuing their learning through distance education.

본 논문에서는 이론적, 실무적 선행연구들에 대한 검토를 토대로 통합적인 정보격차 요인모형을 제시하고 정보격차 요인모형에서 도출된 변수들과 기존정책들을 중심으로 표적집단심층면접법(Focus Group Interview, FGI)를 이용하여 정보취약계층인 장애인, 노인층, 저소득층을 대상으로 정보활용기회를 확대하기 위한 방안들을 실증적으로 도출하였으며 또한 기존 정책에 대한 만족도 및 효과성을 측정하였다. FGI 조사결과 취약계층별로 차별화된 정책적 요구사항이 도출되었으며, 통합적으로 정보접근, 정보이용, 정보활용을 지원할 수 있는 통합적 지원체계가 가장 절실한 것으로 나타났다. 또한, 취약계층별 개별 대상자의 개별적인 정보화수준 및 요구사항을 반영하기 위하여 개별 인적자원에 대한 통합관리가 필요한 것으로 나타났다. 아울러, 정보접근정책 및 정보이용지원정책, 정보활용지원정책별로 포괄적인 만족도 조사를 실시한 결과 공히 만족도 수준이 보통이하인 것으로 나타나 개별 정책에 대한 지원전략의 수정이 필요한 것으로 나타났다.

This paper was studied on developmental direction of Telecommunications system for aged welfare policy. The results of this study is as follow: An economic needs must development of home shopping system, home banking system and telecommuting system. A medical needs must development of medical support system, medical information system and telemedical support system. A house needs must development of home automatic system, internet system. A culture needs must development of event system, leisure information system. A traffic needs must development of automatic traffic geographical system, automatic operating system. An education needs must development of teleeducation system, knowledge studying support system.

Within a context of rapid technological change and shifting market conditions, the education environment requires new paradigm of education delivery. In accordance of such a technological progress, distance education system, which makes the learning take place at anytime anywhere, overcoming barriers of time, or distance, is emerging as a mainstream of education delivery replacing the convectional one way delivery system from instructor to learners. This paper aims to introduce the development principle and algorithm about Instructional System Desgin(ISD) module, a part of a total solution for distance education services. It was developed on Linux, a free Unix-type operating system. Linux supports so various network protocols, sharing the network resources in a smooth way, that it is able to integrate with other operating system very easily, especially with Windows NT or Windows 2000 servers. In terms of quality, it never falls behind the windows products which are commercially available only. It is a right operating system for the such a school environment that is usually limited in budgets. The development environment of the distance education solution to which ISD module belongs is composing of Apache server for web server, lava bean based on components for ISD module, PHP, server-side scripting language, for HTML documents and MySQL for DBMS.

차세대 인터넷에서 DiffServ 네트워크는 서비스 품질(QoS: Quality of Service) 제공을 위한 확장성이 높은 구조를 제시하고 있다. 차세대 네트워크에서는 음성이나 비디오 전송 같은 많은 응용들을 지원하기 위하여 QoS 보장 서비스가 필요하다. 차세대 인터넷에서 QoS 제공을 위하여 RSVP(Resource Reservation Protocol), MPLS(Multi-Protocol Label Switching), DiffServ 및 QoS 라우팅 등의 기법이 개발되고 표준화되고 있다. 원격 교육 역시 주로 인터넷이 주도하고 있다는 면에서는 QoS의 문제를 피해 갈 수 없는 것이다. 그러나, 국내에서는 이러한 QoS 능력을 안전하게 제공하기 위한 기법에 대한 연구가 거의 없는 실정이다. 따라서, 본 논문에서는 QoS를 안전하게 제공하기 위한 보안 기법을 DiffServ 네트워크를 중심으로 제시하고 원격교육에 적용시의 문제들을 고려하고자 한다.

인터넷의 등장과 통신기술의 발달로 인해 여러 분야에서 원격 교육이 이루어지고 있다. 이러한 결과로 인해 다양한 멀티미디어 기술을 활용한 컨덴츠의 저작이 일반화되고 있다. 이러한 컨텐츠는 전통적인 교실 수업과 같은 학습 효과를 얻기 위해 상호작용 적인 멀티미디어 컨텐츠를 도입하는 노력을 기울이고 있지만 아직 기능상에 많은 제약이 있다. 원격 교육을 위한 강의를 작성하기 위해서 강의자는 관련 프로그래밍 기술 등을 익혀야 하므로 상당한 관련 지식이 요구되어 가상강좌를 개설하기가 어려운 실정이다. 본 논문은 이러한 어려움을 해결하기 위하여 강의자와 학생의 학습을 효과적으로 지원하는 가상 강의 저작도구를 설계 및 구현함으로써 프로그래밍 지식이 없는 초보자도 윈도우 기반의 메뉴방식으로 정보 입력을 통해 교수의 강의와 학생의 학습을 효과적으로 지원하는 가상 강의 구축이 이루어 질 수 있도록 JVM(Java Virtual Machine)환경에서의 강의저작 및 재생 시스템 구현에 관한 논문이다. 이 시스템은 교수 강의 저작 도구를 구현하고, 수강생 개개의 학습이 가능하도록 저작된 강의를 재생함을 목적으로 하고있다.

인터넷이 보편화되고, 멀티미디어 처리기술과 정보통신 기술이 발전함에 따라 인터넷을 이용한 원격교육기술이 연구되고 있다. 강의를 저작하고 재생하는 원격강의 도구들이 개발되고 있지만, 강의전달의 효율성보다 슬라이드 자료를 기반으로 한 단순한 강의음성 녹음과 드로잉을 기록하고 재생하는 형태로 구성되어 있어 강의의 정확한 전달이나 부가적인 정보의 전달이 이루어지지 않고 있다. 본 연구에서는 강의의 보다 정확한 전달 및 부가정보 전달을 처리하여 면대면 효과가 높은 멀티미디어 강의저작을 지원하기 위한 캡션처리기를 설계하고 구현하였다. 구현한 캡션처리기는 텍스트로 입력된 강의내용을 전달하거나 여러 가지 메시지를 학습자에게 전달할 수 있으며, 하이퍼링크기능을 지원하여 특정 홈페이지로의 자동접속을 지원하여 다양한 교수자와 학습자의 상호작용을 지원하는 장점이 있다.

한국전력의 원격감시제어설비(SCADA System)는 전력계통 운영 자동화 및 변전소 무인운전을 위하여 송변전사업소에 구축한 전력자동화설비이다. 원격감시제어설비는 안정적 전력공급을 위하여 필수적인 전력ICT설비로 고장시 전력공급에 지대한 영향을 미친다. 사업소에서는 설비 운영 및 품질유지에 많은 노력을 기울이고 있으며, 직무교육을 통해 현장 업무를 지원하고 있는 KEPCO Academy에서는 SCADA 담당직원의 직무역량 강화를 위해 노력하고 있다. 갈수록 복잡해지고 대용량화 되어 가는 전력계통의 안정적 운영을 위해 SCADA설비를 구축하고 운영하는 직원들의 책임과 역할은 한층 더 커지고 있는 현시점에서 현장 직무분석을 통한 SCADA 교육과정을 개발 운영함으로써 직원들의 실무지식 및 운영기술을 강화하여 안정적인 전력공급 업무에 기여하고, 교육효율 향상 및 교육만족도 제고를 통해 사내 직무교육기관으로서의 KEPCO Academy 위상을 강화하는데 본 연구의 목적을 두었다.
