  • At the Davos Forum in 2016, the Fourth Industrial Revolution, a reference to cloud Schwab, is dramatically changing our lives, and at its height, self-driving cars are emerging as the talk of the day. But there are still many hurdles to overcome before the nation can successfully introduce and establish self-driving cars. In particular, it is necessary to change the paradigm of the legal system centered on human beings to one that includes artificial intelligence. The stable operation of the self-driving car era requires drastic changes to the people-centric legislation system. That is, it is necessary to collect information on the total number of drivers of self-driving cars (what is available), general vehicles on general roads, civil and criminal liability issues in the event of traffic accidents, and collection of insurance problems concerning autonomous driving vehicles. In this study, a separate bill was proposed to address the various legal issues arising from the operation of self-driving cars from a legislative perspective by considering the domestic laws related to road transport, the current state of legislation on foreign soil and legal issues related to self-driving cars.

  • The tactical operation centers of future anti-aircraft missile systems provide the environment for the research on future air threats, tactical information, integrated battlefield environment creation and management, engagement control and command and control algorithms. To develop the key functional elements of integrated battlefield situation creation and processing and tactical operation automation processing operations, battery/battalion tactical operation control and reconfiguration design software are required. Therefore, the algorithm software of each function and the tactical operation display software and link software for interworking between equipment were developed as reconfigurable through a data-centric design. In this paper, a tactical operation display framework that can be reconfigured on the operation display of the tactical operations according to the battery/battalion is introduced. This tactical operation display framework was used to develop a common data model design for the reconfigurable structure of multi-role tactical operations with battery / battalion and mission views, and a display configuration tool that provides a tactical operation display framework for view development was also developed using the MVC pattern. If the tactical operation display framework is used, it will be possible to reuse the view design through the common base structure, and a view that can be reconfigured easily and quickly will also be developed.

Design of L-Band-Phased Array Radar System for Space Situational Awareness (우주감시를 위한 L-Band 위상배열레이다 시스템 설계)

  • Continuous space development increases the occurrence probability of space hazards such as collapse of a satellite and collision between a satellite and space debris. In Korea, a space surveillance network with optical system has been developed; however, the radar technology for an independent space surveillance needs to be secured. Herein, an L-band phased array radar system for the detection and tracking of space objects is proposed to provide a number of services including collision avoidance and the prediction of re-entry events. With the mission analysis of space surveillance and the case analysis of foreign advanced radar systems, the radar parameters are defined and designed. The proposed radar system is able to detect a debris having a diameter of 10 cm at a maximum distance of 1,576 km. In addition, we confirmed the possibility of using the space surveillance mission for domestic satellites through the analysis of the detection area.

Estimation of Proper Infrastructure Scale for Transportation Investment (교통 SOC 적정투자규모 산정방안)

  • Since 1970 transportation investment has been made rapidly, however the doubt on duplication and overinvestment of transportation facility also has been brought up. Thus the necessity for reasonable estimation of investment scale increases. In this paper various researches related to this subject are reviewed and categorized according to their methodologies, namely, the methodology using international comparison, trend of investment policy and endogenous economy development model. Based on these methodologies, AHP is applied to calculate proper investment scale. The result shows that the budget for satisfying the investment scale is estimated about 19.51~24.49 trillion won. This value is 4.28~9.26 trillion won higher than the proper investment budget established in National Fiscal Management Plan. In the future, it is necessary to establish systematic and efficient transportation investment plan by developing transportation policy model which can assess the economic feasibility, social equity and environmental soundness etc. at the same time.

  • The utilization of Building Information Modeling (BIM) has increased in order to enhance the integration of information for management and resources throughout the construction projects. Therefore, various BIM softwares have been used under open BIM environments in the building and plant construction industry. However, it has obstructive factors due to the lack of interoperability. In order to address this problem, this study conducted an interoperability analysis of BIM software focused on user-defined properties for enhanced function and efficiency. Result of the analysis shows that authoring tools have more interoperability problems than viewer tools and simulation tools have. In terms of interoperability, user-defined properties outperforms than those of system basic properties and logic data. Therefore, it was found that functional improvement and workload minimization in BIM can be attained by applying the GBS (an user-defined property for automatic manipulation of BIM proposed by Jung et al. 2013) that enables automatic link between geometric data and non-geometric data. In this respect, this study concludes that the application of user-defined property (e.g. GBS) can be an effective method for information integration throughout construction projects.

  • 디자인 패턴은 새롭게 만들어 지는 것이 아니라 기존의 검증된 지식, 관용법, 원칙들을 체계화한 것이다. 다시 말하면 디자인 패턴은 특정한 문제를 해결하기 위한, 검증된 설계 방법에 이름을 붙인 것이다. 그러므로 적절한 디자인 패턴 사용은 1) 개발자들간의 원활한 의사소통에 도움을 주며, 2) 하급자가 고급기술을 쉽게 익힐 수 있도록 할 수 있다. 3) 또한 사용된 디자인이나 아키텍처를 재사용할 수 있도록 하고, 4) 만들어진 시스템의 유지 보수를 보다 쉽게 할 수 있는 등의 장점을 얻을 수 있다. 반면에 필요하지 않은 곳에 까지 디자인패턴을 사용하게 되면 소프트웨어를 복잡하고, 유지보수도 어렵게 만들 수 있다. 디자인 패턴의 분류는 수 많은 패턴을 비슷한 속성을 지닌 그룹들로 조직화 하는 것이다. 이는 개발자가 특정 문제에 맞는 디자인 패턴을 쉽게 선택 할 수 있도록 도와 줄 뿐만 아니라, 디자인 패턴의 주요특성을 빠르게 이해하고 간파 할 수 있게 한다. 그래서 Beck 이 디자인패턴을 소개한 이후 GoF, Buschmann, Grand, Antoy 등은 디자인 패턴을 단순히 열거를 통해 소개하지 않고, 각자의 기준에 따라 체계적으로 분류하여 패턴을 설명 하고 있다. 본 연구는 객체지향 설계의 근본 개념인 Polymorphism (Inclusion Polymorphism) 과 '객체 지향 소프트웨어 설계 원칙' 그리고 이 근본 원칙들이 UML 클래스 다이어그램에 나타나는 구조적 특정에 의거해 디자인 패 턴 해석을 수행 하였다. 본 연구의 목적은 1) 객체지향의 근본 원칙으로 표현 되는 패턴과 2) 설계자의 전문적 인 Art를 포함하고 있는 패턴으로 분류하는데 있다.3: 재미는 용이성을 통해 채택의도에 정의 영향을 미친다. 가설4: 유용성은 채택의도에 정의 영향을 미친다. 가설5: 용이성은 채택의도에 정의 영향을 미친다. 가설6: 용이성은 유용성에 정의 영향을 미친다. 본 연구의 대상은 자발적으로 이러닝을 채택할 수 있는 대학생을 대상으로 하였고, 설문 데이터 분석을 통한 실증연구를 수행하였다. 분석방법으로는 PLS 분석도구를 사용하였다. 분석결과 가설6을 제외하고는 모두 유용한 것으로 입증되었다.97)은 배움의 용이성, 기억의 용이성, 오류, 효율성, 만족성으로 분류하고 있고(Nielsen, 1997), Shneiderman(1998)는 효과성(직무시간, 배움의 시간), 효율성(기억의 지속시간, 오류), 만족도를 품질의 특성으로 분류하였다. 이와 같은 소프트웨어의 품질은 소프트웨어 계획, 개발, 성장과 쇠퇴의 모든 과정에 적용되며, 환경적 변화에 따라 사용자들의 정보욕구를 적절하게 반영하여 만족도를 높이 는 것이라고 요약할 수 있다. 그러나 현재까지 소프트웨어 품질 평가에 대한 연구들 은 보편적인 평가 항목들을 대상으로 측정하여 일반적인 품질기준을 제시하고 있고, 유사한 측정 내용들이 중복되어 있다. 이러한 경향은 산업별 특수성이 강한 소프트웨어에 대해서는 정확한 품질측정이 어려웠고, 품질측정에 대한 신뢰성을 떨어뜨리는 계기가 되었다. 이러한 한계를 극복하고자 나타난 방법론이 최종사용자들의 요구사항을 얼마나 적절하게 시스템에 반영했는지에 대한 사용성(Usability) 측정이다. 사용성에 대한 정의는 사용자들이 실질적으로 일하는 장소에서 직접 사용자들의 시스템 운용실태를 파악하여 문제점을 개선하는 것으로 요약할 수 있다. Analysis of advancement model of 1st generation dairy smart farm based on Open API application (개방형 제어기반 1세대 낙농 스마트팜의 고도화 모델 적용 분석)

  • ICT convergence using smart livestock is that in the first-generation dairy smart farm model, each device made by several manufacturers uses its own communication method, limiting the mutual operation of each device. This study uses a model based on open control technology to secure interoperability of existing ICT devices and to manage data efficiently. The open integrated control derived from this process is the software interface structure of Open API. It is an observer that serves as real-time data collection according to the communication method of ICT devices and sensors located at each end. It consists of a broker that connects and transmits to the upper integrated management server. As a result of the performance analysis through verification of two first-generation dairy smart farm model sites, the average daily milk production increased compared to the previous year (farm A 5.13%, farm B 1.33%, p<0.05). Cow days open (DO) was reduced by 17.5% on farm A and 13.3% for farm B(p<0.05). Cows require an adaptation period after the introduction of the ICT device, but if continuous effects are observed, the effect of production can be expected to increase gradually.

A Study on the Classification Criteria of Landscape Type for Urban Landscape Planning (도시경관계획을 위한 경관유형 분류기준에 관한 고찰)

  • The purpose of this study is to build fundamental data for the classification of landscape type as a base for landscape planning and management practices. To do this, prior dissertations and landscape plan reports were analyzed, which presented the classification criteria for landscape type. Based on this, classification criteria for landscape type which could be usable in zoning ordinances has been suggested. The result is as follows: Firstly, in landscape analysis and assessment study based on ecological and formal aesthetic models, landscape type is classified by the character of the landscape element. Secondly, there is no logical classification of landscapetype in urban landscape planning according to mixed use of landscape type for analysis and planning. It is therefore difficult to identify the object of landscape planning, which is intimately linked with the shortage of concrete practice for landscape management. In connection with this issue, classification criteria for landscape type are suggested based on utility in landscape planning. This could be divided into internal criteria and external criteria. The former are land-use, topographical characteristics, characteristics of the view object, and landscape elements while the latter are viewpoint, distance to view object, and urban form. Applying the landscape type classified by the criteria suggested in this paper, it is possible to manage an entire urban area. In addition, landscape type could be reference data for operating a zoning system.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

Research and Development Trends of a Hypersonic Glide Vehicle (HGV) (극초음속 활공 비행체(HGV)의 연구개발 동향)

  • The hypersonic glide vehicle ascends to a high altitude by a rocket booster, separates it from the booster, and glides at a hypersonic speed of Mach 5 or higher at an altitude of about 30~70 km, changing its direction in the atmosphere. Since it moves on an unpredictable flight path rather than a parabolic trajectory, it is difficult to intercept with current missile defense systems. The U.S. conducted HTV-2 and AHW flight tests in the early 2010s to confirm the possibility of hypersonic gliding flights, and recently it has been developing hypersonic glide vehicle systems such as LRHW and ARRW. China has conducted several flight tests of the DF-ZF (WU-14) glide vehicle since 2014 and has been operating it with DF-17 missiles. Russia has conducted hypersonic glide vehicle research since the former Soviet Union, but it has repeatedly failed, and recently it has been successfully tested with the Avangard (Yu-71) glide vehicle mounted on the SS-19 ICBM. In this paper, the characteristics, flight test cases, and development trends of hypersonic glide vehicles developed or currently being developed in the United States, China, Russia, Japan, India, and Europe are reviewed and summarized.
