함정은 수많은 장비 및 무기체계로 구성된 복합무기체계로서 장비유지비용이 타 무기체계에 비해 크며, 운용 및 교체시 막대한 국방예산이 소요된다. 본 연구의 목적인 함정교체를 위한 도태시기, 즉 함정수명 결정시 고려요소로서는 첫째, 전략, 전술상의 요소 둘째, 장비의 성능 요소 셋째, 운영유지비의 비용 요소 넷째, 군수지원상의 문제 다섯째, 예산상의 문제 등이 고려된다. 그러나 본 연구는 함정이란 복합무기체계의 수명을 결정하는 요소 중 정책적인 고려사항 등은 제외하고, 경제성 측면을 고려한 함정의 수명을 추정, 제시한다. 연구 절차는 무기체계 획득단계에서 경제성 평가를 수행하기 위한 방법으로 앞으로 도입될 장비에 대한 수명주기비용을 추정하고, 그 결과를 활용하여 장비의 경제수명을 결정할 수 있는 방법을 제시하였다. 즉, 현재 국방 분야에서 비용추정을 위해 널리 사용되고 있는 PRICE 전산모델을 이용하여 운영유지비용을 포함한 수명주기 전반에 대한 항목별 비용을 추정하는 방법을 제시하고, 이 자료를 바탕으로 경제수명 결정 모형 중 적합하다고 판단된 등가 연간 비용방법을 적용하여 등가 유지비용과 자본회수비가 최소가 되는 시점을 장비의 경제수명으로 결정한 것이다. 제시된 절차를 이지스 구축함(KDX-III)에 적용하여 경제수명을 결정한다. 본 연구에서 제시된 방법을 통해 보다 과학적이고 경제적으로 함정의 도태시기를 결정하는데 사용함으로써 국방예산 절감에 기여하게 될 것으로 판단된다.

This study attempts to diagnose the trend of operation of small libraries and suggest direction for promoting them through a fact-finding survey on small libraries. According to the study results, it was important to make efforts for improvement such as reflecting the trend of increasing number of small public libraries and apartment libraries of small private libraries, enhancing substantiality of small libraries, human resource allocation for enhancing professionalism of running libraries, introducing activation measures that can consider the current operation situation of public and private libraries, establishing cooperative system between public and small libraries and enhancing accuracy of statistics data. As for the ways of promoting small libraries, change of direction toward qualitative operation support rather than quantitative increase, attempts to stabilizing operation of public small libraries, enhancement of specialty of private small libraries and establishment of cooperative system, strengthening of legal standard for small library and induction of corporate participation through campaigns were suggested.

Recently, Operators of Facilities perform Asset Management for extending life-cycle of Facilities. Moreover government recommend Asset Management for educational facilities through the statute as promotion law for educational facilities business, regulations of operating educational facilities business. Operators of Education Facilities also have recognized Asset concept of the educational facilities, and established and operated each systems. However, OO university isn't performing Asset Management efficiently because of absence of own structure system and Asset Management system. Therefore, this study analysed the present condition of Asset Management of OO university, and offered basic references that efficiently improve the present Asset Management and suggest not only the reasonable operation but also management organization.

The performance of two single-barrier three-phase control systems at diamond interchanges was evaluated for various traffic conditions. To emulate the actuated signal control, hardware-in-the-loop system combined with CORSIM simulation program was used. Two performance measures, average delay and total stops, were used for the evaluation process. Results showed that the two three-phase systems gave similar performance in terms of average delay, but not stops. The delay performance of each phasing system was generally dependent on the traffic pattern and ramp spacing. However, there was a distinct movement preference for each phasing system. The total stops decreased as the spacing increased, and it was the most sensitive variable that can differentiate between the two three-phase systems. It was also shown that the hardware-in-the-loop control could be a good method to overcome the limitations of current simulation technology.

This paper presents on the project to design an academy for high-growth businesses which is taking place in the East Midlands of the UK, sponsored by the Regional Development Agency (RDA). The research aims to design and commission a learning organisation which will stimulate and support entrepreneurial leadership and management skills in growing companies. The paper attempts to build a policy framework for a learning organisation which is centred on a community of high-growth firms' owners and managers acting as a support network. This approach is compared with existing high growth development programmes and recommendations are made for the development, funding and implementation of high-growth support programmes.

본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

본 논문은 공공자격 온라인 처리시스템의 예외사항 및 오류처리에 대한 관리 효율성을 극대화하기 위한 연구로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 실제 운영시스템에 적용한다. This research is intended to understand and make practical suggestions on various aspects of the railroad traffic controllers focusing on railroad control of the railroad safety management system's technical standards. The method of analysis is using the causal loop diagram, which is the soft method of System Dynamics. Content of analysis is about the system. 11.7 of the work of the railroad control system. In addition, we compared and analyzed railroad controllers by four railroad operators, suggesting the importance of railroad control and future practical improvement plans.

본 논문에서 저작권 보호 기술 적용을 위해 실감형 360도 영상의 강인성 정보를 이용하여 UCI 운영을 위한 응용 메타데이터 요소를 제안한다. 오늘날 멀티미디어 콘텐츠의 산업의 규모가 비약적으로 커지고 있음에 따라 이를 효과적으로 관리 및 유통할 수 있는 콘텐츠 고유의 식별체계가 요구되고 있다. 현재 국내에서 운용 중인 대표 식별자는 정통부가 개발한 UCI가 활용되고 있다. UCI는 다양한 멀티미디어 콘텐츠를 효과적으로 관리 및 유통할 수 있으나 저작권 보호 기술에 직접적으로 연관이 되어 있지 않아 이를 보완할 수 있는 기술이 요구된다. 본 논문에서는 UCI와 직접으로 연동할 수 있는 실감형 360도 동영상 응용 메타데이터 요소 및 운영 방법을 제안하여 저작권 보호 기술을 적용할 수 있도록 한다.

2022년 1월 「중대재해처벌법」시행 후 기업에서 경영책임자로써의 안전보건확보 의무에 대한 책임이 강화되어 건설산업에서는 안전보건관리체계를 구축하고 이행 확인 활동을 통하여 중대산업재해예방에 노력하고 있다. 동법 시행령 제4조 제9호에서 요구하는 안전보건 역량을 평가하여 업체를 선정할 수 있는 기준과 절차 즉'적격수급업체 선정체계'가 중대산업재해 예방에 핵심과제라 할 수 있으며, 이를 위해서는 안전보건수준을 평가할 수 있는 시스템이 필요하다. 이에 건설업에서 민간기업 스스로 적격수급업체 선정을 위한 안전보건수준평가를 운영하고 있으나 전문성과 신뢰성이 부족하다. 또한 민간 건설업체마다 안전보건수준 평가방법이 명확하지 않고 표준화 되어 있지 않아 하수급업체에서는 입찰마다 평가 수검을 받고 있어 효율성이 낮게 나타나고 있다. 본 연구는 선행연구 고찰과 공공기관에서 운영되고 있는 건설업 원도급사에 관한 안전 평가제도 실태조사를 통하여 하수급업체 안전보건수준평가 인증제도의 필요성을 확인하였다. 이에 건설업의 적격수급업체 선정체계 운영이 필요한 표준화된 안전보건수준 인증제도 도입 방안을 제시하기 위함이다.
