이스라엘의 우주개발 동향

  • 대한민국의 다목적 실용위성(아리랑 2호, KOMPSAT 2)가 2006년 7월 28일 금요일 러시아 플레체스크 우주발사장에서 발사되었다. 대한민국에서는 그동안 우리별 위성 시리즈, 과학위성 시리즈, 무궁화 위성 시리즈, 다목적 위성 시리즈, 과학 로켓 시리즈 및 우주발사체(KSLV-1)를 개발했거나 개발 중이다. 이러한 과정은 국가우주개발중장기 기본계획에 의하여 진행되고 있는데, 원하는 기간 내에 합리적 비용으로 목표를 이루고자하는 상황에서 우리가 본 받을만한 국가를 선정하여 모델로 삼는 것이 타당할 것이다. 이러한 필요 가운데 비교적 벤치마킹 대상으로 삼을만한 국가로 이스라엘이 부상하고 있다. 따라서 본 논문에서는 비교적 잘 알려지지 않았지만 우리가 벤치마킹의 대상으로 고려하는 이스라엘의 우주개발 역사를 살펴봄으로써, 우리나라의 우주개발 분야에 참고가 되고자 한다.

한국 우주개발의 이념

  • 우주개발 이념은 크게 과학탐구주의, 상업주의 등 여러 가지 요소들이 각각 다른 비중으로 우주개발 혁신체제에 영향을 미쳐왔다. 우리나라 우주개발 중장기기본계획 상에서 실용주의(상업주의)의 산업경쟁력 강화가 일관되게 강조되어지고 있다. 한국의 우주개발이 본격화된 시기인 1993년부터 2005년까지의 김영삼, 김대중, 노무현 대통령 말씀 내용분석에 있어서, 우주개발을 통한 산업경쟁력 강화라는 실용주의(상업주의)가 일관되게 강조되어 왔다.

  • Space launch vehicle development needs many kinds of technologies synthetically. Nowadays, KARI (Korea Aerospace Research Institute) has developed a space launch vehicle, KSLV-I (Korea Space Launch Vehicle-I), that is able to load with an 100kg payload. After that it plans to develop Korean Space Launch Vehicle. As space launch vehicle becomes more complicate and larger, it needs a scientific and analytic development cost estimation. In this paper a cost estimation for KSLV-II using TRANSCOST 7.1 was studied.

  • A Basic Plan for the Promotion of Space Development (hereinafter referred to as "basic plan"), which prescribes mid- and long-term policy objectives and basic direction-setting on space development every five years, is one of the matters to be deliberated by the National Space Committee. Confirmed February 2018 by the Committee, the 3rd Basic Plan has a unique matter, compared to the 2nd Basic Plan. It is to construct "Korean Positioning System(KPS)". Almost every country in the world including Korea has been relying on GPS. On the occasion of the shooting down of a Korean Air flight 007 by Soviet Russia, GPS Standard Positioning Service has been open to the world. Due to technical errors of GPS or conflict of interests between countries in international relations, however, the above Service can be interrupted at any time. Such cessation might bring extensive damage to the social, economic and security domains of every country. This is why some countries has been constructing an independent global or regional satellite navigation system: EU(Galileo), Russia(Glonass), India(NaVic), Japan(QZSS), and China(Beidou). So does South Korea. Once KPS is built, it is expected to make use of the system in various areas such as transportation, aviation, disaster, construction, defense, ocean, distribution, telecommunication, etc. For this, a pan-governmental governance is needed to be established. And this governance must be based on the law. Korea is richly experienced in developing and operating individually satellite itself, but it has little experience in the simultaneous development and operation of the satellites, ground, and users systems, such as KPS. Therefore we need to review overseas cases, in order to minimize trial and error. U.S. GPS is a classic example.

  • This paper describes a system design of Launch Ground Complex for the Korea Space Launch Vehicle-I which will play so important roles of successful execution for Korea National Space Development Program. Launch Ground Complex has to supply safe work space, construction and equipments for assembling, check-out and launching of the space launch vehicle, and it consists of Mechanical, Electrical, Fluid Ground Support Equipment and Infrastructure. Mechanical Ground Support Equipment consists of Launch Pad, Mobile Assembly Tower, Umbilical Tower, Lightning Tower, Theodolite Building and Auxiliary.

  • According to the KSLV program of KARI, it is planed to develop various launch vehicle and satellite 10 years hereafter. Large-scale test facilities, such as ReTF and PTA-II, are needed to fulfill this launch vehicle/satellite development project. The authors intend to arrange and describe various indexes that are needed in test facility design, construction and operation process. This technical paper is describing model analysis of damage prediction of accident in KSLV Integrated Propulsion System Test Facility based on propellant storage quantity and layout. In addition, the result can be used to produce safer design of test facility.

  • Recently released a top secret document explicitly shows that the early development plan for an earth observation satellite in the USA has a hidden and more important purpose for a concept of 'free space' than the scientific purpose. At that time, the hidden and secret concept imbedded within the early space development plan prevail other national policies of the USA government for purpose of the national security. Under these circumstances, it is quite reasonable to accept a possibility that the meteorological satellites which play a key role in the every area of meteorology and climatology was also born for the hidden purposes. Even it is so, it is quite amazing that the first meteorological satellite is launched in the USA despite of the facts that the major users of the meteorological satellites were not very enthusiastic with the meteorological satellite and the program was not started as a formal meteorological satellite project. This was only possible because of the external socio-political impact caused by the successful launch of the Russian Sputnik satellite and a few key policy developers who favored the meteorological satellite program. It is also interesting to note that the beginning of the first Korean meteorological satellite program was initiated by a similar socio-political influence occurred by the launch of a North Korean satellite.
