Analysis of Ordinance in a Local Government for the Improvement of the Preferential Purchasing System of Products Manufactured by Disabled (장애인생산품 우선구매제도 활성화를 위한 지방자치단체 조례분석)

  • This study aims to analyze ordinance in a local government for the improvement of the preferential purchasing system of products manufactured by disabled. So, This study analyze 44 ordinance of a local government. The results of this study were as follows. First, 44 local governments enacted the ordinance(rate was 18.1%). Second, Most of the local governments suggest purpose of ordinance, agency of application, establishment of support plan, request of purchase cooperation, duty of purchase promotion. But there are not suggest other items in many ordinance. In particular, Duty of local government president is specified only 30(rate was 68.1%). Third, The municipal ordinance conflicting with the upper laws and regulation. Forth, The Council for the promotion of the preferntial purchasing system of products made by disabled upgrade to an advisory organization including professor, expert, disabled. Fifth, The sales routes of products need to be extended from the public agency to private companies for Preferential purchasing in affirmative action. In order that the Preferential purchasing system will not be a nominal law, the government should show active willingness about monitoring of local government.

The Effect of Preferential Purchase Policy for Technologically Developed Products on Growth of SMEs (기술개발제품 우선구매 제도가 중소기업의 성장에 미치는 영향)

  • In this study, in relation to "Chapter 3 Support for Priority Purchase of Technology Development Products" of the 「Market Channel Support Act」, this study investigated the positive growth impact of technology development products subject to preferential purchase on small and medium sized enterprises. The data used for empirical verification is for 371 companies that obtained certification for technology development products subject to preferential purchase in 2016 and Data from SMEs were collected from 2017 to 2021, Sales, operating profit, and net profit was identified, and empirical verification. And conducted through statistical analysis to determine whether it had a positive effect on the growth factors of SMEs. In addition, data from 225 technology development product certification companies were collected, and empirical testing was conducted through t-test analysis on the change in growth factors before and after acquiring certification. As a result of statistical analysis, it was found that the total assets, certified sales, operating profit, and net profit, which are the growth factors of a company, are all positively affected according to the type of technology development product certification. However, in the case of authentication types, some authentications showed significant negative results. In addition, significant results were derived that after acquiring certification had a positive effect on growth factors than before acquiring certification. Consistent with this conclusion, I think that it is effective for technology development-based SMEs to enter the public procurement market and utilize the technology development product priority purchase policy for market exploitation and corporate growth. And the government should strengthen the market support policy to create demand so that SMEs can enter the procurement market and actively utilize the preferential purchase system, and come up with an improvement plan so that public institutions can actively utilize the preferential purchase system.

  • 지난달 중순 한국이 미국의 포괄적 우선협상대상국에서 제외됨에 따라 향후 한미간의 통신부문 협상이 더욱 중요한 과제로 부각되면서 전 국민적 관심의 대상이 되고 있고 업계는 그 추이에 주목하고 있다. 한미간의 협상이 언제 재개되고 대내개방의 시기가 언제 될 것인가 촛점이 모아지는 시기에 본 협회가 지난달 22일부터 이틀간 개최한 "통신시장개방계획 설명 및 토론회"에 정보통신업계는 지대한 관심을 보였고 참석자들은 열띤 토론을 벌였다. 통신시장개방계획설명, 통신기기의 기술.인증제도, 무선통신 개방 정책방향, 부가가치통신사업 개방방안, 정부구매 및 관세제도 개선, 통신사업 관리체계 개편 및 경쟁도입 순으로 진행된 이번 토론회의 내용 중 통신시장 개방계획설명과 참석자의 질의응답을 요약 소개한다.

A Study on the Institutional Barriers in the Defense Trade between Korea and U.S. (대미 방산 수출의 제도적 장벽에 관한 연구)

  • There has been a adverse balance between Korea and U.S. in defense trade. This paper investigates the current status of the defense trade imbalance in terms of numerical values, and also analyzes the institutionalized barriers to Korea defense exporters imposed by laws and regulations. It is found that the amount of Korea defense import is several tenfold that of the export to U.S. in 2011. The barriers are analyzed to be the american laws and regulations. The buy american act is applied to the U.S government procurements and the Berry amendment is applied to the defense procurements. These two laws has been implemented by the defense federal acquisition regulation which allows U.S. Dept. of Defense to buy only american products. To overcome the barriers, Korea ought to sign a defense MOU with U.S., so that the buy american act and the Berry amendment can be waived.

  • Korean government set the goal of 5.6% to use renewable energy in electricity generation by 2011 compared with the current use of 0.13%. To achieve this goal, an innovative plan for market competitiveness would be required in addition to the feed-in-tariff [FIT] which is carried out at present in Korea. As a countermeasure, Ministry of Commerce, Industry and Energy [MOCIE] has taken it into consideration to introduce a Renewable Portfolio Standard [RPS] that is a purchase obligation program as an alternative plan to the FIT. Furthermore, the active renewable energy market may result from and also reversely result in the aid of North Korea with renewable energy. In this paper, we review The RPS in several country cases. Plans, systems, markets and institutionalization for solving efficiency in the area of renewable energy are discussed.

  • 포장폐기물과 플라스틱 폐기물의 발생을 줄이기 위하여 포장재의 재질·구조 등에 관한 기준 및 재활용 용이성 평가 기준에 색상 및 무게 기준 항목을 추가하고, 1회용품의 사용 억제 및 무상제공금지 의무가 적용되는 대상 업종으로 객실이 50실 이상인 숙박업을 추가하며, 전자상거래 또는 무인정보단말기를 통하여 음식물을 제공·판매·배달하는 경우에는 고객이 1회용품 사용 여부를 선택할 수 있도록 의무화하는 한편, 재생원료의 사용을 촉진하기 위하여 재생원료를 일정 비율 이상으로 사용한 제품·용기의 제조자 등이 그 사용비율을 표시할 수 있도록 하고, 지방자치단체의 장은 재생원료 사용 제품·용기의 구매를 우선 검토하도록 노력하여야 하며, 재활용부과금의 납부와 관련하여 징수유예 및 분할납부, 납부기한 전 징수, 납부의무의 승계 등에 대한 근거를 신설하는 등 현행 제도의 운영상 나타난 일부 미비점을 개선·보완한다.

  • There are many questions about the sustainability and nurture of social enterprises as an important governmental issue in Korea. But because of the social system and the deficiency of experience about social enterprise, the solution of problems included in social enterprise are very difficult. For these reasons, the purpose of this paper is to find critical factors on social enterprise policy in Korea. For this study 30 experts who work in various fields in Busan about social enterprise was selected and 23 valuable questionnaires was collected. And AHP analysis suggests critical factors(public procurement and partnership with corporation and various organizations) on social enterprise policy in Korea. When we consider many realistic problems for the social enterprises, just depending on the passion and dedication of social entrepreneurship is highly insufficient for the sustainability of social enterprises Effective and strategic governmental support for social enterprises will be a great help to the development and sustainability of social enterprises. In this sense, results of this study is meaningful to the social enterprise policy maker.

  • This study aims to study the problems and solutions of institutional support for the elderly living alone, focusing on the General Support for Living Alone Elderly announced by the Ministry of Health and Welfare in 2018. Results, First, a customized support system for the elderly living alone should be introduced. In order to improve the life satisfaction of the elderly living alone, it is necessary to develop a program that meets the most basic daily life needs, and a specific plan and a support system to link services should be prepared. Second, it is necessary to increase social interest in the elderly living alone. Solving problems for the elderly living alone should be preceded by social interest in the elderly living alone. For this, it is necessary to strengthen the social network. Third, it proposes legislation and amendment for the elderly living alone. Some revisions of existing laws have limitations, and are resolved through individual laws, such as standards and definitions for various types of elderly jobs, reorganization of the delivery system including agencies dedicated to elderly jobs, workers-related regulations, and preferential purchase systems for senior products. It is desirable to do. In conclusion, welfare support for the elderly living alone should be comprehensive and comprehensive. For the welfare of the elderly living alone, personalized care services should be provided first, and social support for the elderly living alone should be promoted on the basis of increasing social interest, and laws and revisions must be actively and proactively made for the elderly living alone.

A Study on the Satisfaction Recognition of the Employees of the Social Enterprise in JeollaNamdo (전남지역 사회적기업종사자의 만족도인식 연구)

  • The study has been implemented for finding out a revitalization of the social enterprise to be continuously developed. In this research, social enterprise employees residing in JeollaNamdo were selected as the research members. The polled papers had 210 copies of total and 180 copies of recovery. The response results were written as a rule of their own way with advanced visit to them explaining how to write down. The collected data were analysed with T-test and ANOVA. As a result of the research, the system effectiveness of social enterprise is shown to influence the satisfaction of employees. Therefore, it is shown that the certification system and priority purchase system of local government can be effective. Second, it is shown that the satisfaction of employees of the social enterprise influences the satisfaction of employees. Therefore, it is shown that the need of finding out a new business item for a social enterprise to grow influences positively on the satisfaction of employees. Third, operation difficulty of the social enterprise is not shown to influence the satisfaction of employees. In other words, the satisfaction of employees is not influenced by a difficulty arising from not receiving the official recognition from local government on the social enterprise.

국가계약관련 회계예규 개정

  • 기획재정부는 최근 중소건설업계의 경영환경 악화에 따른 경영애로를 완화하고 불합리한 제도를 개선하기 위해 국가 계약관련 회계예규를 개정하고 지난 11월 1일부터 시행에 들어갔다. 개정된 회계예규는 원자재 가격급등시 계약금액의 10% 범위 내에서 선금을 추가지급하게 해 이 돈을 자재확보 용도로 우선 사용할 수 있게 했다. 또한 원자재 가격급등으로 인한 계약금액의 조정을 원활하게 하기 위한 기준도 신설했다. 물가변동이 5% 이상물품구매는 10% 이상 상승하는 등 원자재 가격급등시에는 계약일로부터 90일 이내라도 계약금액을 조정할 수 있도록 했다. 현행 원자재 가격급등으로 인한 계약금액 조정은 일반적으로 계약일로부터 90일이 경과하고 물가변동이 3% 증감한 경우 기능하게 돼 있다. 대한설비건설협회는 자재가 급등으로 설비건설업계기 어려움에 처하자 자재가격 급등에 따른 계약금액을 변동시켜 줄 수 있도록 관련법 개정을 요청한 바 있다. 이에 따라 기획재정부기 회계예규 개정에 대한설비건설협회의 의견을 수용, 반영한 것이다. 개정된 회계예규는 또 종합건설업과 전문건설업간 겸업제한 폐지 및 실적인정에 따른 영업기간 인성 규정을 마련, 새로 등록한 업종으로 공공공사 입찰에 참여할 수 있게 해 종합 전문건설업간 상호 진출에 기여토록 했다. 지역중소업체 입찰참여가 쉽도록 1천억원 이상 대형공사(턴키 등) 에서 공동수급체 구성원수를 10 인 이내로 확대하기로 했다. 또한 300억원 미만의 적격심사낙찰제 대상공사 입찰시에 기업의 경영상태 평가는 원칙적으로 1년 이내 기업신용평가등급으로 평가하기로 했다. 이밖에 공동수급체 대표자 또는 수급인이 선금을 수령하고도 정당한 이유없이 공동수급체 구성원 또는 하수급인에게 배분하지 않는 사례를 막기 위해 계약담당공무원이 선금 배분여부를 확인하도록 하고 선금 사용 용도도 명시적으로 규정했다.
