Decreasing Transmission Power with Provisioning Quality of Experience in Mobile Communication Networks (이동통신망에서 송신전력 절감 및 QoE 보장을 위한 전력관리 방안)

  • Mobile communication systems should be able to support multimedia traffics with limited transmit power due to the frequency reuse for maximizing the channel accommodation. Real-time data is very sensitive to delay, and they need to be transmitted instantly. On the other hand, non-real time data is less sensitive to delay, and their packet loss can be handled more flexibly. Therefore an adaptive resource management scheme is essentially required which enables to keep the minimal power allocated in the base station while guaranteeing the user requirements for QoE within a permissible range. Power-saving techniques are required in order to support multimedia services in the mobile networks because the power consumption increases greatly with the transmission rate increase. This paper proposes a novel scheme which enables to keep the allocated power minimal while guaranteeing the user requirements for QoE within a permissible range.

  • Recently, the number of companies consigning their personal information management work has been increasing; they consign the work for various reasons and purposes, for example, in order to reduce costs related to personal information managers, improve efficiency through professional performance and to improve service quality. As such, since the cases where an consigning agency - not the personal information manager - handles personal information are increasing due to the increase of consigning of the personal information management work, we need to concerned with and pay attention to how much such agency makes efforts for personal information protection. In this regard, this study suggests a plan for efficient management of the agency during the course of consigning work as well as a list of requirements for personal information protection to be considered in each phase of the following; establishment of personal information protection framework for all consigning work processes, selection of consigning agency, execution of consigning contract, operation and management of consigning work, and termination of contract.

  • The Open Position System is a new personnel management system started in korea, 1999.Open Position System have purpose to use outstanding talents and to expertise from both public and private sector. Korean government adapted open position system in order to use the right man in the right place. And Korean government incresae application of Open Position System. But, in spite of strong good point of Open Position System, We have limitation to apply Open Position System in police organization, generally. Because police have unique characteristics compare with other public organization. There is constant controversy concerning unique characteristics of police organization. Now, Korean police adopt Open Position System in few division: Chiep of Driver's License Agency, Director General for Audit and Inspection of Nation police Agency, Chiep of police hospital. Therefore, this study explore, extention possibility of Open Position System in Korean police.

  • In selecting a company of A-E service provider for a public construction project, public owners make widely use the evaluation method based on the quantitative criteria to emphasize transparency and fairness instead of putting more weighting on bidders' technical capability. The selection method and process to select technically better company has been in discussion to motivate company to build up their technical capability and better quality of service. This paper examined US laws and regulations related to evaluating and selecting an A-E company for public construction project in terms of principles, process, selection committee, evaluation methods, and contract management and so on. Then deduced several implications for domestic public owner to select the most adequate company for a certain architectural service through fair and efficient way. The major findings are technical capability based selection, emphasizing owner's role and responsibility, consideration of small and mid-sized company, debriefing, and post-service evaluation.

  • Firm's competitive advantage and profitability can be gained over competitors by human resources and human resource management that are characterized by idiosyncrasies or differentiation. Yet, the results of previous studies have been a emerging consensus that the isomorphism and homogeneity of HRM and HR practices among firms regardless of thoese industrial areas, size, organizational settings, etc. are universal. Based on the previous studies of similarities of HRM, the paper theoretically investigates the background and reasons of introducing similar HR practices among firms. The paper shows the dynamism of HR system in Korean firms, adapting a new HR system. Three types of reasons are found, coercive isomorphism, mimetic isomorphism, and normative isomorphism. However, it is also discussed that there is an important gap in the theoretical and empirical research. More empirical research is suggested in order for gaining meaningful results on HR studies.

  • Metal fatigue is an important aging mechanism that material characteristics can be deteriorated when even a small load is applied repeatedly. An accurate fatigue evaluation is very important for component structural integrity and reliability. In the design stage of a nuclear power plant, the fatigue evaluations of the Class 1 components have to be performed. However, operating experience shows that the design evaluation can be very conservative due to conservatism in the transient severity and number of occurrence. Therefore, the fatigue monitoring system has been considered as a practical mean to ensure safe operation of the nuclear power plants. The fatigue monitoring system can quantify accumulated fatigue damage up to date for various plant conditions. The purpose of this paper is to describe the fatigue monitoring procedure and to introduce the fatigue monitoring program developed by the authors. The feasibility of the fatigue monitoring program is demonstrated by comparing with the actual operating data and finite element analysis results.

  • Some of radioactive contamination is unavoidable in the facilities using the unsealed radioactive material. The primary purpose of radioactive contamination control in the workplace with contamination concern is the effects from the potential intake of radioactive material into the body. This paper provides procedures to estimate the level of internal exposure for the worker based on the conservative assumptions and simple calculations. They consist of two processes; to calculate air concentration of radioactive material and annual intake by inhalation with contaminated air and to compare each of them to Derived Air Concentration and Annual Limit on Intake mentioned in the related notification. The procedures are applicable to make a decision on practical requirements for monitoring air contamination and internal exposure of worker as follows; needs for measurement of air contamination and internal exposure and acquisition of information on the design of the ventilation system.

  • The current e-CRM has been used in various types of e-business. Since the study of e-CRM for the promotion of online community sites are rarely studied, we attempt to analyze the case of broadcasting and suggest the promotion model focusing on the characteristic factors for a successive online community. That is, as a result of analyzing the online community cases for broadcasting, we know that the Internet community site of broadcasting has grown in the order of contents, community and then commerce. According to the case analysis, we have presented an e-CRM promotion model consisting of four phases: customer attraction, customer maintenance, customer enhancement, and customer activation. The e-CRM model suggested in this study may be used as a theoretical basis and practical guideline for further research in relation to e-CRM and e-business.

Design and Implementation of Software Globalization Quality Management Framework (소프트웨어 글로벌화 품질관리 프레임워크 설계 및 구현)

  • Software globalization is becoming more important worldwide but little is known about how globalization technologies are actually carried out in the Korean software industry. In this paper, we have designed Globalization Quality Management (GQM) framework and applied the framework to the industry domestically for the first time. GQM provides a structured and effective way for software organizations to adopt globalization practices and evaluate the results. GQM consists of three main components: 1) software quality management process, 2) globalization support model and 3) globalization assessment model. This framework also supports both plan-driven and iterative/incremental development methods. On the basis of the GQM, a survey study was conducted among software engineering professionals, gathering the data from 31 IT companies across 7 large-scale projects in Korea. The result indicate that the evaluation score for globalization capability is 2.47 and global readiness is 2.55 out of 5 points. Also It said that internationalized product design (32.9%) and global/local product requirements analysis (28%) are needed to be taken care of first.

Development of Smart City IoT Data Quality Indicators and Prioritization Focusing on Structured Sensing Data (스마트시티 IoT 품질 지표 개발 및 우선순위 도출)

  • The importance of 'Big Data' is increasing to the point that it is likened to '21st century crude oil'. For smart city IoT data, attention should be paid to quality control as the quality of data is associated with the quality of public services. However, data quality indicators presented through ISO/IEC organizations and domestic/foreign organizations are limited to the 'User' perspective. To complement these limitations, the study derives supplier-centric indicators and their priorities. After deriving 3 categories and 13 indicators of supplier-oriented smart city IoT data quality evaluation indicators, we derived the priority of indicator categories and data quality indicators through AHP analysis and investigated the feasibility of each indicator. The study can contribute to improving sensor data quality by presenting the basic requirements that data should have to individuals or companies performing the task. Furthermore, data quality control can be performed based on indicator priorities to provide improvements in quality control task efficiency.
