Entrepreneurship Policy Changes from the Perspective of Policy Paradigm (정책 패러다임 관점에서 살펴본 창업정책 변화)

  • This study analyzes the entrepreneurship policies of the previous Korean administrations from the perspective of the Policy Paradigm by Hall(1993). A total of 195 newspaper articles and 202 government documents were examined to identify policy paradigm shifts through an analysis of policy objectives, policy instruments, and changing quality of policy instruments by each administration. The first paradigm was built during the 5th and 6th Republic, where 'Support for Small and Medium Enterprise Establishment Act' was enacted in 1986 to promote and support start-ups in the manufacturing sector. Next is the so-called 'people's government' period where 'Act on Special Measures for the Promotion of Venture Businesses' was enacted to tackle the challenges posed during the 1997 Asian financial crisis. A new policy goal was set to promote and nurture venture companies seeking subsequent means to achieve it. The third paradigm shift took place during President Moon's administration in order to effectively respond to the issues stemming from the fourth industrial revolution and the COVID-19 pandemic. Through the overall revision of the 'Support for Small and Medium Enterprise Establishment Act', the scope of startups were expanded, new industries and technology startups were supported and promoted, and venture investment-related laws were streamlined. In addition, the Small and Medium Business Administration was promoted as the Ministry of SMEs and Startups, enabling them to take initiative in implementing startup policies. Particularly, this study focuses on examining the low survival rate of startup companies and the revitalization of private investment as rising policy issues for recent startups, and suggests the improvement direction due to startup policy paradigm shift.

  • This study started with the question of whether the museum oral history recording projects, which have been increasing steadily in recent years, are being used in various forms, especially in exhibitions. This paper is emphasized on the need for the oral history-related projects to lead to various museum activities including exhibitions and educations and so on. As a practical example of this, to explore the future directions and tasks for oral history projects in museums 'A Research Project of Producing Oral History Video Clips for the Exhibition of IMF Financial Crisis Situations' of National Museum of Korean Contemporary History is analyzed. This research argues that oral history functions as an exhibition representation device that more actively reveal the reality of a specific historical event. Therefore, this study suggests that the museum can be developed as a venue for various discourses in which citizens participate actively using oral history.

Asymmetric Changes in Korean Industry and Labor after Economic Crises (경제위기 전후 산업과 노동의 불균형 변화와 미래 전략)

  • This paper examines how Korean economy has been asymmetrically changed after economics crises. The three crises during the last three decades, covid19, global financial crisis, and currency crisis, have deteriorated the economic inequalities of Korea in various ways. First, manufacture industry has been affected larger by economic crises, but recovered fast. The shocks in service sector were small but persist longer or were permanent. Second, although the covid19 spreaded out more to the capital area, the negative economic shock was greater in the non-capital region. That is, the crisis in the capital region transferred or amplified to the other region. Third, the inequality between permanent and temporary workers became worse after crises. Fourth, the sluggish small business growth problem became more serious during the covid19. In order to overcome the industrial and labor inequality, it is desirable to government strategy for economic development from focusing on high value-added industry to a balanced growth for all industry and region. To this end, governemt support should be asymmetric. That is, it should focus on indirect support such as regulatory reforms in the high value-added and private-led industries, and, for small business related service sector and non-capital region which have had limited opportunity of renovation and growth, the more active effort of government and government-driven gowth strategy would be desirable.

A Study on Conversion Franchising Strategy : The Case of Nadle-Gagae (컨버전 프랜차이징 전략에 관한 연구 - 나들가게 사례를 중심으로 -)

  • This study aims to introduce conversion franchising strategy by utilizing the case of Nadle-Gagae. The case study of Nadle-Gagae shows that conversion franchising to Nadel-Gagae increases sales, the number of customer visits or visiting rates, and the level of satisfaction of store-owner and customer. This implies that conversion franchising benefits conversion franchising company, store-owner, and customer; it can be conducted as a competitive edge or strategy. However, it is limited to conclude that conversion franchising strategy will apply to all general franchising companies by only analysizing the case of Nadle-Gagae, because the business was initiated by government agency or governmental policy. Therefore, the franchising management should consider more conditions or circumstances related to franchising industry.

Life History of the Socially Isolated Male Elderly Living Alone (남성 독거노인의 생애사를 통해 본 사회적고립)

  • The purpose of this study is a exploratory study for understanding the process of the social isolation of the socially isolated elderly through the approach to their life history. The research was analyzed by one of the methods of qualitative research on life history, the conceptual framework of 'Dimensions, turning, and adaptation' of Mandelbaum(1973). According to the results of this study, the socially isolated elderly people were found to be socially isolated by experiencing complex difficulties such as family disconnection, poverty, poor job and health deterioration. Specifically, in the area of life, there was experience of poor relationship with parent, absence of family, poverty of family and unfavorable relationship with surrounding people in life with original family before isolation. They had bad jobs in the labor market, such as hard labor, delivery, business, and chores. In the area of turning point, we experienced family break due to the separation of the original family and the spouse due to various reasons such as financial crisis, parental divorce and death, spouse affair, economic difficulty. In a transitional stage in the life, many reasons such as the financial crisis, the death of parents, the extramarital affair and economic difficulties led to the disconnection from their original family and their spouses. In an adaptive phase, participants accepted the changed life at each turning point in their lives, carrying out their roles, compromising and trying to adapt properly. He said that their current life, which has entered the social safety net system of the people's basic recipients, has led him to live a more stable life and is adapting to personal hobbies and vicarious satisfaction through networks. This result is somewhat different from previous studies in which isolated elderly people were severely exposed to the risk of depression and loneliness. However, we should also consider the characteristics of this study that interviewed elderly people with relatively low isolation. Based on the results of this research, he presented various practical policy implications.

The Study on the Nature of the Welfare State under the Kim Dae Jung and Roh Moo Hyun Regime: Focusing on Civic Participation in the Policy Decision Making Procedure for the National Health Insurance (김대중·노무현 정부 복지국가 성격에 관한 연구 : 국민건강보험 정책결정과정에서의 시민참여를 중심으로)

  • This study investigates the nature of the welfare state under the Kim Dae Jung and Roh Moo Hyun regime focusing on participatory democracy in the policy decision making procedure for the National Health Insurance. Participatory democracy was introduced not for the qualitative development of Korean democracy but for securing political legitimacy to change the Korean economic structure after the IMF financial crisis. Although participatory democracy played the positive role in winning higher benefit level in National Health Insurance. an index for the development of the welfare state, in 2007 A policy of higher benefit level ended in failure because of the pursuit of the neoliberal ideology, lack of government's responsibility for public finance, and thwarting policy holders' substantial participation in the decision-making process. Like those of past welfare systems, participatory democracy under the Kim Dae Jung and Roh Moo Hyun regime was introduced for securing political legitimacy. But it was managed under restrictions imposed by pro-economic-growth ideology. Nevertheless, the Kim Dae Jung and Roh Moo Hyun governments are different from the former welfare states because of the fact that participatory democracy system is not 'service' system but 'political structure' and the fact that the grant of powers by participatory democracy played positive roles in the development of welfare state through request of higher benefit level policy.

Comparative Analysis of Anti-Terrorism Act and its Enforcement Ordinance for Counter-Terrorism Activities (대테러 활동을 위한 테러 방지법과 시행령의 비교 분석)

  • As the need for anti-terrorism legislation has been continuously argued, Anti-terrorism act has been enacted and enforced. On the other hand, there still remain a lot of points to be discussed regarding the definition of the concept of terrorism, matters of human rights violations, strengthening authority of the investigation and intelligence agencies, and mobilization military forces for the suppression of terrorism. Also, reviewing Anti-terrorism act and its enforcement ordinance draft, this legislation seems to regulate terrorist groups like IS. If so, in the case of terrorism of North Korea or domestic anti-government organizations, whether this law would be applied could become an issue. In the case of terrorism of North Korea, Ministry of National Defense has a right of commandership in the military operations, however, it is also possible to apply the article 4 of Natural Security Act a crime of performing objective-or a crime of foreign exchange on Criminal law as legal grounds for not military terrorisms but general investigations. Therefore, it is necessary to involve consideration about this matter. Furthermore, in the view of investigation, Anti-terrorism act and its enforcement ordinance draft do not mention Supreme Prosecutors Office and Ministry of Justice that conduct investigations. In the case of terrorism, the police and prosecution should conduct to arrest criminals and determine crimes at the investigation stage, however, any explicit article related to this content in Anti-terrorism act and its enforcement ordinance draft was unable to be found. Although Anti-terrorism act is certainly toward preventive aspects, considering some matters such as prevention, actions on the scene, maneuver after terrorism, arresting terrorists, investigation direction, cooperation, and mutual assistance, it is necessary to reflect these contents in Anti-terrorism act. In other words, immediately after terrorists attacks, it is possible to mobilize the military operations by Integrated Defense act in order to arrest them in the case of military terrorism. Nevertheless, because both military terrorism and general one are included in the investigation stage, it needs to begin an investigation under the direction of the prosecution. Therefore, above all, a device for finding out the truth behind the case at the investigation stage is not reflected in the current Anti-terrorism act and its enforcement ordinance draft. Accordingly, if National Intelligence Service approaches information at the prevention level in this situation, it may be necessary to come up with follow-up measures of the police, the prosecution, and military units.

A Study on the Start-up and Growth Business Model of Small and Medium-Sized Manufacturing Enterprises: Hyunsung Techno (제조기업의 창업과 성장의 비즈니스 모델 연구: 현성테크노)

  • Under the uncertainties and the consequent turmoils of the IMF financial crisis in Korea, Hyunsung Techno was founded in 1997 on the basis of automobile press molding which is critical for the quality of automobile. Ever since, Hyunsung Techno has grown rapidly based on the domestic market; however, gradually, it had faced a stalemate in terms of the saturation, on the supply side and the growth limit, on the demand side, of the domestic molding market. Accordingly, Hyunsung pushed for a strategy to localize overseas markets and a new acquisition strategy instead of resting on the domestic mold industry's growth, and the success of these strategies enabled it to leap forward into a global company with five companies including affiliates and 70 billion won in sales. The main reason why Hyunsung Techno evolved from a small and medium-sized manufacturing company into a global businesses is due to the success of Boa Constrictor M&A strategy. Its acquisition strategy is not just a successful case of any acquisition, but a rare, maybe the first domestic case of a successful acquisition of a primary supplier by a secondary supplier. Through the success of this strategy, Hyunsung Techno has achieved a continuous growth of businesses, an increase in sales volume, and expansion into new businesses. And on top of that, this achievements is leading it to be a global conglomerate In this study, Hyunsung Techno's success strategy, which is transformed from a small domestic manufacturing company into a global enterprise, was analyzed in detail with its development stages divided into start-up, overseas expansion, acquisitions, and business diversification. Eventually, this case study is meant to offer strategic implications for other small and medium-sized businesses under the current, gloomy economy of low or zero growth of today.

The Financing Behavior and Financial Structure Determinants of Korean Manufacturing Firms (한국제조기업의 자금조달행태와 재무구조 결정요인에 관한 연구)

  • The central factor in the pecking order theory of financial structure is the asymmetric distribution of information between managers and less-informed outside investors. Myers and Majluf (1984) show that this asymmetry leads managers to prefer internal funds to external funds. Funds are raised through equity issues only after the capacity to issue debt has been exhausted. In contrast, according to static tradeoff theory, an optimum financial structure exists by the tradeoff between tax saving by debt and bankruptcy costs. This study examines the recent changes of Korean firms' financial structure and financing behavior and the determinants of financial structure. The sample of firms comes from the period of $1996{\sim}2004$, and the number of firms is 32,003. The major findings are as follows. First, in contrast with previous studies using US firms as sample, Korean firms have been using debt financing as their major financing instrument. Especially, the firms in the fund deficit situation relies much more on $long{\sim}term$ and $short{\sim}term$ debts rather than on equity issues. Second, as is the case with previous studies using US firms sample indicates, the financing deficit variable can not explain perfectly the net debt issue. However, compared with net equity issue variable, net debt issue variable is more closely related to the financing deficit variable. Third, when financing deficit variable is added to the current list of explanatory variables of financial structure determinants model, it has a significant and positive explanatory power. In addition, the coefficients of determinants are much improved. Thus, it is concluded that although pecking order theory is not perfect, it appears to be more useful compared to static tradeoff theory, at least in explaining the recent financing behavior of Korean manufacturing firms.

A Study on the Transition Process of Vocational Education as National Human Resource Development in Korea (산업인력양성 체제로서 국내 직업교육의 변천 과정 고찰)

  • The purpose of this study was to verify how the vocational education for training industrial workforce as a national human resource development (NHRD) system has undergone a transition process in relation to the national economic, industrial, and socio-cultural contexts. First, how vocational education as an industrial workforce training system has changed in accordance with Korea's economic environment, industrial development, and social changes; second, what are the main factors that influenced the role and importance of vocational education; and third, vocational education as a system for training industrial workforce and training workforce in science and engineering were analyzed differently from the perspective of the NHRD model. To this end, domestic and international academic journal papers, research reports, and thesis were investigated and classified by period, and major changes in vocational education were analyzed in relation to economic, industrial, and social issues and policies by period. As a result of the research, first, as the industry advanced, the level of vocational education increased and the scope expanded. Second, vocational education tended to shrink gradually after the manufacturing industry base, and especially secondary vocational education tended to decline after the national industry focused on light industry. Third, since the 1970s, the diversification of the NHRD and jobs has resulted in wage gaps depending on the level of education, which has increased the preference for university education and avoided secondary vocational education. In addition, a NHRD model focusing on training science and engineering workforce was proposed to compare the existing NHRD model focusing on overall vocational education, and it was revealed that the NHRD needs to be subdivided into various fields or levels to derive a model and examine changes. From the results of the study, vocational education in Korea, especially in secondary vocational education, has declined due to large impacts on socio-cultural perception due to economic growth, enthusiasm for education, and external shocks such as the financial crisis, and the long-term effort to change this perception is suggested to overcome the crisis of vocational education.
