지방자치단체의 외국인투자 유치방안 - 경남의 경험과 동서협력 모색 -

  • IMF위기 이후 여러 가지로 어려움에 처해 있는 경제를 회복하기 위한 돌파구로서 외국기업과 자본의 유치의 중요성이 더해지고 있다. 특히 대규모 기업의 구조조정과 기업들의 투자마인드 위축으로 어려움을 겪고 있는 지방경제를 활성화하기 위한 수단으로서의 투자유치는 먼저, 외국자본의 직접투자를 통하여 단기간에 산업기반을 강화할 수 있고, 제조업의 해외이전에 따른 산업공동화를 방지할 수 있다. 또한 당면한 과제인 고실업을 해소하기 위해서도 필요하다. 정부는 '98, 9. 17. 외국인투자유치촉진법을 제정, 공포하고, 시행령을 마련하여, 국세와 지방세의 감면혜택은 물론 분양가와 조성원가와 차액보조금, 고용보조금, 직업훈련비등의 인센티브를 보완한다. 경상남도의 외국인투자유치전략으로는 경남의 입지적 경쟁우위를 확보할 수 있는 업종을 선정하여 중점유치활동을 전개하고 있다. 이를 위한 구체적 방안으로는 첫째, 투자유치과를 신설하고 전문직공무원을 채용하였고, 민간전문가를 기업으로부터 파견받아 기존 공무원이 담당하기 힘든 부분을 담담토록 하고 있고, 둘째, 진사지방산업단지를 외국인투자지역으로 지정하고 하였다. 셋째, 외국인투자기업에 대한 여러 가지 인센티브를 위하여 경상남도 기업 및 투자 유치조례(안)을 입안중이다. 넷째, 투자유치 타켓기업을 선정하여 집중유치활동을 전개하고 있으며, 다섯째, 경남도내에 이미 투자한 기업에 대한 사후관리를 철저히 하여 경영상의 애로사항 해결에 만전을 다 할 것이다. 지방자치제의 실시로 지방자치단체간의 경쟁이 가열되고 있으나 투자유치활동에 있어서 동서의 협력방안을 모색해 보았으며, 공동투자프로젝트 개발, 공동투자유치설명회 개최, 투자 유치기법의 상호 벤치마킹 등이 필요하다. 결론적으로 외국인 투자촉진법 등 법령의 정비와 외국인 투자유치의 중요성에 대한 인식이 확산되어 외국인 투자유치의 환경이 획기적으로 개선될 것으로 기대된다. 지방자치단체에서도 투자를 기다리던 관행에 탈피하여 입체적인 투자유치노력을 전개해야 할 것이다.

Foreign Direct Investment and Economic Growth: A Cross-Country Analysis (외국인 직접투자와 경제성장에 대한 다국가 분석)

  • Although many policy makers and scholars argue that foreign direct investment is crucial to the economic growth of developing countries, there is no universal agreement on the positive relationship between foreign direct investment inflows and economic growth. Using a cross-country analysis based on data from 88 countries for the years 1990-2015, this paper empirically explores the impact of FDI on economic growth. To this end, several versions of the neoclassical growth models, explicitly including FDI, are estimated. Subject to the appropriate caveats, the results provide further support for several key conclusions of former studies, including the inference that investment in physical capital, population growth, and human capital are important in accounting for economic growth across countries. The results show that FDI significantly contributes to economic growth in developing countries.

  • Our country is operating designating the 6 free economic zones. Korea has designated fixed areas as economic special zones and made their management and living conditions equivalent to the level of advanced countries they are to support. One-Stop Service for the administrative demands that require the assistance at a national level in foreign investment, education, finance etc. However, these free economic zones are modified by regional development projects rather than inviting foreign capital. For the free economic zones to be operated effectively, the following methods should be followed: first, active management support activities should be constructed for the purpose of attracting foreign capital, second, a business model specifically designed to attract foreign capital should be implemented, third and finally, the independence and professionalism for the free economic zones should be strengthened.

  • Purpose of this study is to define competitiveness and attribution factors of Busan port on attracting high value added business such as transshipment cargo. Research finds condition to become optimal transshipment port comprises both internal and external circumstances. As for the internal circumstance, scale and location of the distripark as well as port facilities and the rates, for the external circumstance, international network and information technology on logistics managements are providing positive effects. Optimal plans to attract transshipment cargo should include, first, development of total logistics management system from port entry to unloading, transportation, processing, loading to departure. Second, assign port as free trade zone under customs law to attract foreign investment and goods traffic through tax exemption. Third, unless it is illegal, government needs to grant substantial freedom to shift capital for the foreign investors which will lead increase in cargo traffic and foreign investment.

  • This study examined location determinants of FDI inflows in developing countries. I proposed and test modified gravitiy model empirically that include host country locational determinants, gravity link variable and home country control variable. The main findings are: countries with a larger market size, faster economic growth, higher per capita income, higher quality of human capital, higher level of foreign stock and more liberalized economic regime attracted relatively more FDI inflows.

But our casino industry impose legal controls on speculation industry till now. So, This is study on the casino industry with tourism. Result of this study presents thirds proposals. First, We have to a correct understanding about casino industry is not speculation industry but tourism industry. Seconds, We have to strengthen the competitiveness of our casino on international markets. For example, Introduce new advanced technology, Improve the nation’s foreign investment environment and Strengthen the competitiveness. Thirds, Constant efforts of casino business and government for attract foreign tourists to casino business.

  • This paper is intended to suggest a development device for Gwangyang Free Economic Zone(GFEZ) to strengthen the competitiveness of its maritime port of Gwangyang and promote the regional development in Gwangyang Bay Area. This study will evaluate the background, processes, and targets for foreign investment, I examined historical treatises as they relate to inducing investments to Free Economic Zones. I will explore good operation and inducing investment methods GFEZ within the 4P(product, price, promotion, place) framework. I tried to suggest a new management methodology for the Free Economic Zones as suggested by the central government from the regional view point. The purpose of this paper is to investigate the marketing strategies; compare them to the 4P for deploying an actual more efficient governing structure body for the GFEZ. As proposals to promote and activate GFEZ, I recommended in this paper several benchmarks. First, GFEZ must construct good clusters related to regional strengths as they relate to products. Second; to give more flexible incentives to foreign companies as compared with China, England, Ireland, India, Malasia, Thailand and Vietnam using prices as a guideline. Third, it is required to cultivate expert manpower who can communicate with foreign clients relate to promotion. A proactive public information system is also required in addition to marketing strategies for inducing investment. Lastly, GFEZ needs to became independent and separate from the central government and even from regional province.

  • As of April 2006, Korea had successfully invited twelve global IT R&D centers to help implement the u-IT839 strategy, but there have also been some worries about their research and collaboration performance in Korea. Although it is too early to judge the invitation outcome only after two years or less of their working, the Korean government is being advised to employ a more customized invitation strategy. In this paper, an analytic framework for the attraction of global R&D centers is developed based on the attractiveness-competitiveness matrix, and is applied empirically to the IT industry. Fourteen major IT technology categories and their sub-technological areas are classified into four strategic groups (priority group, wish group, consideration group, and hold group) along the framework via expert surveys and the Analytic Hierarchy Process (AHP) technique. This study is expected to help the government to implement the 'select and focus' strategy in inviting global R&D centers and creating synergy effects between them by providing basic data on global R&D partnership priorities. The implications and limitations of the research and future research directions are discussed at the final section.

The impact of Foreign direct investment on Energy intensity: absorptive capacity as moderator (외국인 직접투자가 에너지 집약도에 미치는 영향분석-흡수능력의 조절효과를 중심으로)

  • The complementary effect between FDI and its absorptive capacity has drawn more attention than before. This paper intended to explore the relationship between energy intensity and such complementary effect. The absorptive capacity of FDI shows various aspects among which we focus on the human capital, the financial system and the infrastructure in this paper. Using the panel data from 1990 to 2011, the study is processed between the 20 OECD and 20 Non-OECD countries. The empirical results shown that for OECD country, a complementary effect exists between FDI and its absorbability and it has the controlling effect on energy reduction. But the effect is only significant in the human capital and the financial system. The infrastructure variable is less important in OECD country due to their high development level. However, for non-OECD country, the complementary effect between infrastructure and FDI reduces energy consumption significantly, it can get to the point that the process for infrastructure to attract FDI and also benefits from it only blow its way to the Non-OECD, developing countries, without andy special effects for the OECD countries which has already highly build up their infrastructure. Also, the financial system in Non-OECD countries is at the primary stage yet, which is not easy to contribute efficiency. To make a conclusion, the complementary effect between infrastructure and FDI in OECD country and which between finical system and FDI in non-OECD country cannot enhance energy efficiency as expected.
