  • 콩고민주공화국은 아프리카의 중앙에 위치하며, 기반암인 화강암계열의 암석들은 주로 북쪽과 북동쪽에 위치한다. 신원생대부터 중생대까지의 퇴적암들은 주로 콩고분지와 카루분지에 연관하여 발달하며, 중생대에서 현생시기까지의 퇴적암, 퇴적물들은 주로 콩고의 서부와 중앙부에 발달한다. 콩고민주공화국에 발달하는 대부분의 광상은 화강암계열의 관입암과 연관되어 나타나며, 키바라이드대, 루필리안호, 열곡대 등의 영향으로 주로 남쪽과 동쪽에 밀집된다. 남쪽과 동쪽을 포함하여 콩고민주공화국 내에는 다이아몬드, 금, 코발트, 구리, 아연 등 수많은 고부가가치 지하자원 및 카보너타이트와 연관된 희토류 광물들이 풍부하게 부존되어 있다. 콩고민주공화국의 자원개발은 대규모의 국영기업, 국영민간 합작기업, 민간기업, 소규모의 영세채광업자에 의해 이루어지고 있는데, 외국계 광업회사들은 대부분 국영기업들과 제휴 협정을 맺고 자원개발에 참여 중이며, 낙후된 광업 부문 발전 도모를 위해 카빌라 대통령은 관련 법령의 제정 및 개정, 정부간섭 최소화 등 투자촉진 정책을 시행하고 있어 향후 콩고의 광물생산이 크게 증가할 전망이다. 따라서 전략적으로 접근한다면 자원 확보가 유리한 지역으로 판단된다.

  • 습지 분류의 목표는 '목록작성(inventory)과 평가와 관리를 위해 자연적인 생태계에 범위를 설정하는 것'이다. 또한 등질적인 속성을 갖는 생태단위를 기술하고, 자원관리 의사결정에 도움을 줄 수 있는 체계로 단위를 만들어내고, 목록작성과 지도화에 필요한 단위를 제공하면, 습지에 관한 개념과 용어의 통일성을 제공하는 것 등이다. 해안지형 가운데 해안 습지의 분류에는 우선, 1) 형태, 2) 생성요인, 3) 자갈, 모래, 펄 같은 기질 물질과 4)현재의 환경이라는 요소가 모두 고려되어야만 하는데 아직 국내에는 이에 대한 연구가 절대적으로 부족하여 이에 대한 규정이 부족한 현실이다. 따라서 현 단계에서 ISO/IEC 규정대로 각 코드는 엄밀히 상호배타적인 개념일 것, 정수로 표시할 것과 순차적으로 증가하는 숫자로 표시할 것 등의 전제조건을 만족시키는 전제 하에서 해안습지를 분류하는 것은 매우 힘든 작업이라 생각한다. 하지만 국토공간의 효율적 관리와 보존을 위해서는 위치와 장소에 따라 차이를 보이는 지질, 지형, 토양, 식생, 수리 현상 등 제반 지표 환경요소에 대한 체계화된 정보의 축척이 있어야 가능하다. 우리나라의 경우 지질 정보는 지질자원연구원에서 발행하는 지질도와, 농촌진흥청에서 발행하는 토양도, 임업연구원에서 발행하는 임상도 등의 주제도가 있으나, 지표환경을 나타내주는 지형에 대한 정보체계는 아직 이루러진 바가 없고, 대학의 석사학위논문이나, 실험적인 수준의 연구에 머물고 있는 실정이다. 이번 연구에서는 지형분류도 작성과 관련한 외국의 사례를 집중적으로 분석하고, 지형정보의 체계적 관리를 위해 가장 필요한 해안습지 지형분류도를 작성하기 위해 가장 기초적인 단계인 해안습지 지형분류체계에 대한 국내외의 연구성과를 비교하여 시안을 작성 표준화를 위한 첫 단계 시도를 소개하였다.분석 결과는 문장, 그림 및 도표, 장 끝의 질문, 학생의 학습 활동 수 등이 $0.4{\sim}1.5$ 사이의 값으로 학생 참여를 적절히 유도하는 발견 지향적 인 것으로 조사되었다. 그러나 장의 요약은 본문 내용을 반복하는 내용으로 구성되었다. 이와 같이 공통과학 과목은 새로운 현대 사회에 부응하는 교과 목표와 체계를 지향하고 있지만 아직도 통합과학으로서의 내용과 체계를 완전히 갖추고 있지 못할 뿐만 아니라 현재 사용되고 있는 7종의 교과서가 교육 목표를 충분히 반영하지 못하고 있다. 따라서 교사의 역할이 더욱더 중요하게 되었다.괴리가 작아진다. 이 결과에 따르면 위탁증거금의 징수는 그 제도의 취지에 부합되고 있다. 다만 제도운용상의 이유이거나 혹은 우리나라 주식시장의 투자자들이 비합리적인 투자형태를 보임에 따라 그 정책적 효과는 때로 역기능적인 결과로 초래하였다. 그럼에도 불구하고 이 연구결과를 통하여 최소한 주식시장(株式市場)에서 위탁증거금제도는 그 제도적 의의가 여전히 있다는 사실이 확인되었다. 또한 우리나라 주식시장에서 통상 과열투기 행위가 빈번히 일어나 주식시장을 교란시킴으로써 건전한 투자풍토조성에 저해된다는 저간의 우려가 매우 커왔으나 표본 기간동안에 대하여 실증분석을 한 결과 주식시장 전체적으로 볼 때 주가변동율(株價變動率), 특히 초과주가변동율(超過株價變動率)에 미치는 영향이 그다지 심각한 정도는 아니었으며 오히려 우리나라의 주식시장은 미국시장에 비해 주가가 비교적 안정적인 수준을 유지해 왔다고 볼 수 있다.36.4%)와 외식을 선호(29.1%)${\lrcorner}$ 하기 때문에 패스트푸드를 이용하게 된 것으로 응답 하였으며, 남 여 대학생간에는 유의한 차이(p<0.05)가 인정되었다. 응답자의 체형은 ${\ulcorner}$

  • 러시아와 한국간의 공식적인 접촉은 1990년 6월 샌프란시스코에서 개최된 정상회담이다. 동년 9월 뉴욕에서 개최된 양국의 외무장관 회담에서 러시아와 한국의 외교관계가 수립되었다. 그간 양국간에는 협정을 통한 협력의 법적기반이 조성되었는데 주요 분야를 보면 무역, 투자보장, 어업, 이중과세방지, 군사기술분야, 원자력의 평화적 이용, 문화교류에 관한 협정들이 있다. 역시 양국간의 주요 관심사항은 무역과 경제협력 분야이다. 2007년도 러시아와 한국의 무역액은 150억 달러를 초과함으로써 전년도에 비해 55.5% 증가하였다. 러시아의 한국으로의 수출은 약 70억 달러로서 전년도에 비해 52.6% 증가했고 한국으로부터의 수입은 80억 달러를 초과함으로써 전년도에 비해 56.1% 증가하였다. 그리하여 러시아는 한국의 10대 교역국으로 성장하였다. 가스와 오일 프로젝트 추진과 관련하여 사할린지역에서 사용하기 위해 한국으로부터 수입하는 드릴기계장비, 탱커, 자동차, 휴대전화는 한국과 러시아 양국간 경제성장의 주요요인이 되고 있다. 2008년 1/4 분기 양국간 무역액은 42억 달러를 초과했는데 이는 전년도 동기와 비교해서 72.1% 증가한 것이다. 이 중 한국에의 수출은 17억 달러를 초과했는데 이는 전년도 1/4분기에 비해 91.7% 성장한 것이다. 한국으로부터의 수입은 약 25억 달러로서 전년도 1/4 분기와 대비해서 60.6% 성장했다. 러시아와 한국간의 경제교류가 크게 증대하게 된 배경에는 러-한경제과학기술협력공동위원회가 큰 역할을 담당했다. 이 논문에서 필자는 무역과 투자측면에서 본 양국간 경제협력의 특징을 고찰하는 한편 러시아의 동부지역(러시아 극동 및 바이칼횡단지역)과 한국과의 협력과 관련된 역동성과 과제를 제시하는데 연구의 목적을 두었다. 한국은 외국기업과 함께 러시아 극동지역의 무역과 경제협력 증진에 상당한 공헌을 함으로써 러시아 극동경제권에서 주요 무역파트너가 되고 있다. 또한 본 연구에서는 한국과 러시아간의 주요 협력프로젝트에 관하여 고찰하는 한편 앞으로의 전망을 제시하였다. 이 문제는 무엇보다도 한-러간의 공동 에너지프로젝트 및 에너지자원의 무역과 관련되어 있다. 한국과 러시아는 이미 많은 분야에서 상당한 정도로 상호 협력관계를 발전시켜왔다. 여기에는 정책, 에너지, 경제, 문화, 과학기술 분야가 포함되어 있다. 현재 러시아와 한국간에는 에너지 분야에서의 전략적 대화채널 구축에 관한 문제와 함께 연료 및 에너지공단 건설과 관련하여 협력문제가 논의되고 있다. 에너지 분야에서의 전략적 대화개념 구축을 위해서는 전략, 예측 및 투자환경의 문제가 양국간에 집중논의 되어야 하고 법제상의 조화문제도 논의되어야 한다.

Korean Start-up Ecosystem based on Comparison of Global Countries: Quantitative and Qualitative Research (글로벌 국가 비교를 통한 한국 기술기반 스타트업 생태계 진단: 정량 및 정성 연구)

  • Technology-based start-up is important in that it encourages innovation, facilitates the development of new products and services, and contributes to job creation. Technology-based start-up activates entrepreneurship when appropriate support is provided within the ecosystem. Thus, understanding the technology-based start-up ecosystem is crucial. The purpose of this study is as follows. First, in Herrmann et al.'s(2015) study, we compare and analyze the ecosystem of each country by selecting representative regions such as Silicon Valley, Tel Aviv, London and Singapore which have the highest ranking in the start-up ecosystem. Second, we try to deeply understand the start-up ecosystem based on in-depth interviews with various stakeholders such as VC investors, start-ups, support organizations, and professors related to the Korean start-up ecosystem. Finally, based on the results of the study, we suggest development and activation of Korean technology-based start-up ecosystem. As a result, the Seoul start-up ecosystem showed a positive evaluation of government support compared to other advanced countries. In addition, it was confirmed that the ratio of tele-work and start-up company working experience of employees was higher than other countries. On the other hand, in Seoul, It was confirmed that overseas market performance, human resource diversity, attracting investment, hiring technological engineers, and the ratio of female entrepreneurs were lower than those of overseas advanced countries. In addition, according to the results of the interview analysis, Seoul was able to find that start-up ecosystems such as individual angel investors, accelerators, support institution, and media are developing thanks to the government's market-oriented policy support. However, in order for this development to continue, it is necessary to improve the continuous investment system, expansion of diversity, investment return system, and accessibility to the global market. A discussion on this issue is presented.

  • Service trade is very important in Korea Economy. The world economy is changing with the FTA. Lots of FTAs are going on between countries and economic blocs in the world economy, as the battle field of FTA. Therefore, Service trade should be activated in FTA. The conclusion of this study are as follow. First of all, the government quickly create a service-related laws. and establish the principles and criteria for recognition systems. Also, Exports should change developed countries. and the government should establish a policy for attracting investment to expand overseas markets in FTA. The field of service trade is very important for the growth of the Korea Trade. If we neglect to increase the competitiveness of service trade, we can not expect the growth of the Korea trade. We should strive to strengthen the competitiveness of service trade.

  • Central Asia (Uzbekistan, Kazakhstan, Kyrgyzstan) is a hot and arid continental climate, with most areas (68%) consisting of barren vegetation, desert, and meadows. The main agricultural areas for crop production include irrigated farmland, non-irrigated farmland, grassland, prairie and mountain. We are experiencing climate change with recent climate variability increasing. Agriculture is one of major economic sectors and provides a means of livings for the rural population of Central Asia, especially the poor. In the past two decades, Central Asia has experienced a high population growth rate, with Kazakhstan at 16.8%, Uzbekistan at 34.5% and Kyrgyzstan at 28.4%. As a major industry, Kazakhstan has the largest share of exports of agricultural products followed by petroleum, mineral resources, steel, and chemicals. Uzbekistan is the fifth largest cotton exporter as well as the sixth largest cotton producer in the world. Kyrgyzstan exports ores, stones, cultured pearls, and minerals. These three countries are rich in mineral resources, agricultural products, and energy resources. However, not only do they have difficulties in economic development due to the weakness of logistics and industrial infrastructure, but they also have imperceptible cooperation and investment among countries due to insufficient research and development. Through this study, we will investigate national outlook, economic indicators, major agricultural products, import and export status, and agricultural technology cooperation status, and study how Korean agricultural industry advances into these countries through SWOT analysis. Through this, we hope to contribute to the basic data of Central Asian studies and cooperation and investment in agriculture in each country. In addition, in order to increase cooperative exchange and investment in these countries, we will prepare a Central Asia logistics hub for the rapidly changing interKorean railroad era.

Research on Measures to Enhance Railroad Security Checks of Railroad Police Officers to Prevent Terrorist Attacks (철도테러 예방을 위한 철도경찰 보안검색 강화 방안 연구)

  • Countries across the globe, including those in Europe, are waging a "war against terrorism" as international terrorist groups such as ISIS and lone-wolf terrorists have unleashed various large-scale attacks on rail infrastructure. Anti-South Korean sentiment exists in Muslim-majority countries because the nation has cooperated with the US for its military interventions in the Middle East, and ISIS has threatened to target South Korea four times since September 9, 2015. In addition, North Korea has been left isolated in the international community with its missile and nuclear tests, while further escalating inter-Korean tension and threatening to strike major facilities and attack important figures in the South. These situations imply that South Korea is no longer immune to terrorist attacks. If the nation fails to prevent or deter such terrorist attacks against rail networks, massive casualties, property damage and social confusion would be unavoidable, deteriorating national and international trust in its counter-terrorism policies. This may lead to a national crisis involving decreases in the number of tourists, dampened interest of foreign investors, and capital flight. This study aims to propose policy measures to enhance railroad security checks, based on the work of railroad police officers, for the sake of protecting citizens and public safety. The suggestions include an incremental expansion of railroad security checks; growth of the railroad police force and adjustment of their policing distribution with other police officers; enhancement of security systems across important rail networks; improvement of the Railroad Safety Act; Southeast Asia, including the corresponding strengthening of the national crackdown illegal immigrants, and plans for pre-emptive and regular cooperation among organizations related to the promotion of security checks and the prevention of terrorist attacks.

The Trend of Foreign Professional Workers' Influx and Their Geographical Distribution in South Korea (우리나라의 외국인 전문직 이주자 현황과 지리적 분포 특성)

  • In recent years, international migration of professional workers is significantly increasing as globalization has been deepened more and more. South Korea is not an exception for this case. Immigration of professional workers have steadily increased since 2000 in Korea, and the number reached approximately to 50,000 in 2009. In addition, it is a major trend that immigrants of short-sojourn are decreasing and ones of long-sojourn increasing. Our research shows that foreign language instructor has the greatest number of foreign professional immigrants. The next is professional immigrants related to business-activities. There are considerably entertainers, but they have greatly decreased since 2003. Majority of foreign professional immigrants settle down in a few metropolises. Especially, they reside in Seoul Metropolitan Area and Southeast coastal region. Professional immigrants trend to do with Korean on the base of their offices rather than residental communities in terms of adaptation, and they do not have strong will to reside permanently in Korea. Moreover, they are located at a blind spot of Korean government's foreign immigrant policy, comparing to foreign workers and female marriage immigrants.

Industrial Policy as a Development Strategy: Cuba' s Experience and Policy Implications (개발전략으로서 산업정책: 쿠바의 경험과 정책적 시사점)

  • This paper analyzes Cuba's market-oriented reforms to alleviate essential problems with socialist countries such as soft budget constraints and incentive problems. It also discuss about effectiveness of industrial policy as a development strategy. The soft budget constraints and incentive problems resulted in the collapse of Soviet bloc and COMECON in early 1990s. After the collapse, Cuban economy suffered a steep dive, and national income tumbling down rapidly. Cuban faced serious shortages of food, gasoline, and other basic necessities of life. To halt and partially reverse economic downturn and dire austerity in the 1990's, the Cuban government made some partial reforms to the inherited Soviet system of cental planningand faced severe shortage in food, energy, and daily necessities. In response to the economic crisis. Cuba introduced economic reforms and implemented industrial policy as a development strategy as long as Cuba maintained a strong socialist country. Cuban government established the economic free zone law and attempted to induce foreign direct investment by implementing export-led industrial policy. Fiedel Castro approved the Law No. 165 "Free Zones and Industrial Parks", in 1996. However, Cuba's ESZ strategy seems to have failed because of the U.S. sanctions, but also because of Cuba's own policies, which do not allow foreign investors to hire workers directly and impose a high implicit tax on wages. By limiting advanced techniques of personnel and organization management, indirect employment can result in lowering work efforts and productivity of workers, and aggravating production efficiency in the ESZs. Another reason to fail comes from the double wage structure due to the double monetary-exchange rate system. Most of the high non-wage costs result from the double exchange rate system. Due to Cuba's imbalanced industry and production structures, concentrated labor force, and urbanization and centralization of agriculture production, the industrial transformation development model suggested by Lewis has not been successful unlike other Asian agriculture-led development model. Cuba has to overcome many difficulties in implementing industrial policy as a development strategy.

Present Status of Domestic Air Transport Industry and Policy Proposal for National Carrier's Sustainable Development (국내 항공운송산업의 현황 및 지속발전을 위한 정책제언)

  • Korea's air transport industry has a 70-year history since Korea National Airline was establishment in October 1948. Korea has 9 airlines which have international air transport business licenses, and as of 2017, air transport performance(Domestic & International) is ranked 8th in the world. Through analysis of Korea's air transport industry, this paper examines the essential problems of the domestic air transport industry and what policies and laws should be supplemented, and presents an "Policy Directions for the Air Transport Industry" that can continue to grow into a global aviation leading country in the future. Analysis of aviation statistics shows that the nation's air transport industry has a very high growth rate, and national airlines continue to invest in sustainable growth. Furthermore, new companies are also trying to enter the market. As of November 2018, four companies applied for licenses for international air transport business, one for international air transport business (cargo) license, and the Ministry of Land, Infrastructure and Transport is expected to decide whether to issue the license by first quarter of 2019. While some expect price reductions and consumer benefits through competition promotion, others worry about worsening airline financial structures and reducing safety investment due to competition. To sum up the problems of the nation's air transport industry, first, low-cost airlines focus only on attracting domestic demand, and thus have a weak foundation for continued growth. Second, the rapid growth in recent years has led to the lack of aviation professionals such as pilots and technicians and the saturation of slots at major airports. Third, since the financial soundness of airlines is not systematically managed, the financial situation of airlines can quickly deteriorate and the damage can be attributed to consumers. In order for the national airlines to continue to develop, the first is to focus on the endless demand of the global aviation market and to secure international competitiveness. Second, the government should support the airline infrastructure according to the size of the air transport industry, third, we will systematically nurture aviation experts who will lead the future of the nation's air transport industry, and finally, the government will have to continuously manage the financial status of airlines to prevent consumer damage in advance. Nowadays the air transport industry has become very competitive. Not only do airlines have to work hard for the sustainable development of national airlines, but all government agencies must support our airline companies in policy to win international competition.
