A Study on the Establishment of the Standard for Buffering Region in Railway Development Areas (철도 개발지 완충지역 기준 설정에 대한 연구)

  • Ecological networks can be generally classified into core areas, buffer zones, and corridors. Particularly, buffer zones connect core areas or ecological corridors, and preserve ecological network by reducing the impact from outside. We examined related laws and researches about buffer zone establishment associated with the resources of high ecological and conservation value to find out more researches are needed. In this study, we investigated various examples of the criteria for establishing buffer zones at domestic and overseas. Based on the results of railway environmental impact assessment and railway construction guidelines, we analyzed the application methods applicable to the railway development area and proposed the criteria to evaluate land cover status, species diversity, rarity, and connectivity. Through this study, the environmental and ecological value around the development area of the railroad was examined to reduce the environmental damage from railroad construction.

  • This study focuses on the reconstruction of buffer greens which were installed to reduce environmental effects on roadsides constructed in the 1980s, in order to supplement various urban green functions. The subjects were buffer greens installed along the Songpadaero and Nambusunwhanro in Songpa-gu. Planting was suggesting to strengthen the buffer, landscape, shading and ecological function according to the use of the buffer green surroundings. The surroundings of the green axis subjects are high-rise apartment areas, neighboring commercial areas, commercial working areas, transportation facility areas, urban support facility areas, schools, parks, etc. However, the structure of the buffer greens were uniformed with Plantanus occidentalis and Ginkgo biloba and Zelkova serrata in the canopy layer and with Forsythia koreana and Ligustrum obtusifoliumin the shrub layer in lineal or alternate order, functioning only as buffer space. Therefore, the buffer greens need to be reconstructed, supplementing various functions according to land use, in order to improve the pedestrian walk area in terms of landscape and use of greens. In line with that, the planting improvement plans according to the land use patterns, and physical and ecological structure were classified into buffer and landscape, landscape and buffer, buffer and shading, and buffer and ecological function. In addition, improving planting function, species and facilities are suggested.

A Study on Vegetation Index for Zoning of Natural Ecosystem on Baekdudaegan -From Namdeogyusan to Sosagogae- (백두대간 자연생태계의 지역구분을 위한 식생지수에 관한 연구 -남덕유산 -소사고개 구간-)

  • For the zoning of natural ecosystem, Vegetation Index is calculated from the vegetation data surveyed on Baekdudaegan (from Namdeogyusan to Sosagogae). Five factors-biodiversity, conservation value of the stand, environmental quality, longevity of the stand, site productivity- are considered in the calculation of Vegetation Index. Vegetation Index might be a useful zoning tool for management of Baekdudaegan. For Vegetation Index I, 8 sample plots 12.l% of total 66 sample plots are belong to core area, 21 sample plots 31.8% and 37 sample plots 56.l% are belong to buffer zone and transition area, respectively. For Vegetation Index II, 37 sample plots 41.9% of total 60 sample plots are belong to core area, 19 sample plots 28.8% and 19 sample plots 28.8% are belong to buffer zone and transition area, respectively.

  • For the zoning of natural ecosystem, Vegetation Index is calculated from the vegetation data surveyed on Baekdudaegan (Pijae-Doraegijae). Five factors -biodiversity, conservation value of the stand, environmental quality, longevity of the stand, site productivity- are considered in the calculation of Vegetation Index. Vegetation Index might be a useful zoning tool for management of Baekdudaegan. For Vegetation Index I, 59 sample plots 52.2% of total 113 sample plots are belong to core area, 34 sample plots 30.l% and 20 sample plots 17.7% are belong to buffer zone and transition area, respectively. For Vegetation Index II, 49 sample plots 43.4% of total 113 sample plots are belong to core area, 38 sample plots 33.6% and 26 sample plots 23.0% are belong to buffer zone and transition area, respectively.

A Study on the Improvement of Inter-Terminal Transportation Using Buffer Space (완충지역을 활용한 타부두 환적 컨테이너 운송 개선 방안)

  • Competition between ports around the world is intensifying to attract transshipment cargo. However, recently, there have been concerns about the departure of transshipment cargo volume at Busan Port, such as the lifting of the cabotage policy in China's shipping sector and the implementation of a safe fare system. In terms of operation, terminal congestion and vehicle waiting time are seriously occurring due to imbalance in the transshipment volume of each terminal and vehicles concentrated in a specific time period. In this paper, we propose a method of inter-terminal transportation (ITT) using buffer space to solve the problem caused by inefficient ITT systems and presented a mixed integer programming (MIP) for the problem. The effect of using the buffer space was analyzed for various work volumes and capacity fluctuation ranges by applying the terminal congestion pattern and ITT vehicle in/out pattern based on the Busan New Port data.

An Improvement of Backhaul Transport with the Mathematical Model of Inter-Terminal Transportation Using Buffer Space (완충지역을 활용한 타부두 환적 컨테이너 운송 모형의 복화율 개선 효과 분석)

  • Busan Port is operated separately by a number of terminal operators, resulting in a large number of ITT (Inter-Terminal Transportation) volumes. The occurrence of ITT volume causes various problems such as additional transportation cost, empty truck trips, truck delays and terminal congestion, weakening Busan Port's competitiveness. Among them, the empty truck trip problem is a representative factor, that exacerbates the cost problem of the ITT operation at Busan Port. But the ITT backhaul rate at Busan Port remains low. To strengthen the transhipment competitiveness of Busan Port, it is necessary to increase the ITT backhaul rate. In this paper, to improve ITT backhaul rate, we present a mathematical model for maximizing backhaul transport using buffer space. And we analyzed the improving effects of backhaul transport using buffer space through experiments based on actual operating data.

Design of Riparian Areas for the Carbon Sequestration and Diffused Pollutants Control (비점오염저감 및 탄소축적을 고려한 적정 수변지역 설계방법)

  • This study suggests the riparian area management measures that can control nonpoint source pollution and optimal carbon sequestration. 30~600 m ranges of riparian buffer width are estimated for controlling diffused pollutants in Nakbon K watershed in the Nakdong River. The area that can be easily restored to the riparian buffer zone considering current land use type is the 1,776.51 ha and it is the 50% of estimated buffer area. About 14,526 tC/yr, 11,826 tC/yr, 8,382 tC/yr and 3,349 tC/yr of carbon can be sequestered in the restoration of riparian buffer zone with broad leaved forest, mixed forest, coniferous forest and perennial grass, respectively. It is equivalent amount of carbon dioxide that emitted from 5,000 cars or 20,000 homes as a family of four.

  • 본 연구에서는 Arc GIS의 Network Analysis로 119안전센터의 재난 대응 권역을 설정해 재난 취약 면적을 계산하고 지역자율방재단의 재난피해 완충효과를 분석했다. 모든 값은 Min-Max Normalization 되어 동일한 Scale로 계산되었다. 지역자율방재단은 재난피해 완충 대책으로써 유의미한 효과가 있음을 확인했다. 지속적인 지역자율방재단의 활성화는 주민 참여, 지역특화적 재난 방재 대책 수립에 효과적이다.

  • Flooding is an unavoidable natural disaster for the city. Flood disasters seriously undermine the city's economy, safety, and sustained development. In the course of development and construction of waterfront space in the same city, the construction of basic disaster prevention facilities cannot be avoided completely even if huge amounts of capital are invested to reduce the economic damage of flooding. The cost of rebuilding the city after the disaster is much higher than the cost of building disaster prevention facilities. In recent years, the theory of elasticity in urban reconstruction and so on has been a subject of city problem solving, creating widespread discussion and attention in academia. In other words, how to transform the concept of elasticity into practice based on theoretical and empirical factors is a real problem facing urban disaster. Through theoretical literature on the waterfront (space) buffer zone of a city (flood-weak area) and the case study of the city's practice, this paper tries to clarify the element of 5R, the theory of elastomeric fire prevention, and present detailed measures accordingly. In addition, the following two problems are addressed while emphasizing the feasibility of implementing the urban waterfront (space) plan of the elastomeric element around the urban water buffer zone. First, the means of disaster prevention planning are used to mitigate conflicts between individual utility of urban waterfront and disaster prevention functions in waterfront buffer zones, and second, the waterfront buffer zone can respond to flood-causing problems in terms of disaster prevention as much as possible through the elastic disaster prevention plan.

Wise Use through establishing Conservation Area in Nakdong River Estuary (낙동강하구의 보전지역 설정을 통한 현명한 이용방안 모색)

  • Purpose of this study is to define the wise use of Nakdong River estuary based on the expert's survey aiming to identify the core conservation area, the buffering area and the transition area of the estuary. The boundary of the each area is determined by overlaying the expert's opinion of the conservation area, the Biotop conservation value evaluation carried out by Busan Metropolitan city and the designated legal boundary of conservation such as Cultural Reserve area and Wetland Reserve area. Then the concept for wise use of the core preservation area, the buffering area and the transition area is set by the discussion, brainstorming and several workshops. We believe this research leads the sustainable development in the area of the Nakdong River estuary and helps to minimize the conflict among the stakeholders.
