A Study on "Wittgenstein" Album (비트겐슈타인(Wittgenstein)앨범에 관한 고찰)

  • Band Wittgenstein is a relatively band-shaped team since Shin Hae-Chul's previous big band "Next." The album, which features Shin Hae-Chul's unique lyrics and specific concepts, is also similar to the Next albums. However, there is a difference in sounds used on the album that are properly fused sampling based work and computer music. This album is a low-budget home recording album produced at a total cost of 3 million won. Shin Hae-Chul was in charge of the main vocals and programming, and all of the works were done together by the band members. In this album, Shin Hae-Chul focused on teamwork rather than producing his own music. The low budget could have been a constraint on music production, but it must be highly appreciated for it being a novel attempt. Musicians who create music always create conflicts between their favorite music and popular ones. However, without creative efforts, there is no evolution or development in the music industry. It is clear that constant changes can continue to develop musical ability, which leads to the development of Korean pop music.

  • Collection development policies(CDP) are becoming increasingly important to libraries of all types and sizes. The paper addresses the elements to develop a collection development policy to guide the librarians for the science and technology information resources. Instead of focusing on how well a given item fits into or supports the collection, the policy gives general guidance on the selection of information resources. The general collection development guidelines for the information resources include relevance and potential use of the information, demand for the information, ease of use of the product, subject and magnitudes, stability of the coverage of the resource, longevity of the information and evaluation mechanism.

정보통신연구개발사업의 우선순위 설정과 적정자원 배분 - 다기준의사결정(MCDA) 방법의 적용사례 -

  • 이 논문은 정보통신정책 목표와의 연관성 속에서 정보통신연구개발사업의 우선순위를 설정함과 아울러 비용효과성에 바탕을 둔 적정 자원배분 도출하는데 주안점을 두고 있다. 복합적인 목표를 가진 연구개발사업에 대해 사업부문별 그리고 기술분야별로 객관적이면서도 설득력있는 자원배분지침을 마련하기 위하여 본 연구는 다기준의사결정(MCDA: Multi-criteria Decision Analysis) 방법을 채택하고 있다. 이 방법론에서는 사업의 목표와 우선순위 판단기준 및 사업대안이 계층적으로 연계된 분석구조를 설계하여 사업대안의 우선순위를 먼저 설정하고, 여기에 정수계획법(Integer Programming)을 결합하여 사업의 목표와 연계된 비용-편익 관계(Cost-benefit relationship)를 최적화하는 바탕 위에서 사업대안별 자원배분 시나리오를 제시하게 된다. 이러한 절차로 사업부문별 및 기술분야별로 각각 도출된 8개의 자원배분 시나리오는 자원배분 경향치의 안정성(Stability) 분석과 자금지원의 과부족에 대한 현실적 적합성(Relevance) 분석을 거쳐 최종적으로 하나의 적정 자원배분방안으로 수렴되도록 하였다. 우선순위 설정에 기초가 되는 사업대안의 편익에 대한 자료는 전문가의 정성적 판단을 통해 수집되었는데, 이를 위해 정보통신기술 부문에서 활동 중인 중견 이상의 총 58명의 산학연 전문가를 대상으로 한 조사를 실시하였다. 먼저, 기초기반ㆍ전략기술개발사업, 연구ㆍ기술인력양성사업, 산업응용기술개발사업, 기술기반조성사업 등 4대 사업부문에 대해서는 (ⅰ) 정보통신 기술능력의 축적, (ⅱ) 정보통신산업의 경쟁력 강화, (ⅲ) 정보통신기반의 기술고도화, (ⅳ) 정보화를 위한 기술역량의 제고 등 주요 사업의 편익을 나타내는 4개 기준으로 우선 순위를 판단하였고, 정보통신망기술, 전파 및 RF 기술, 정보처리기술, 반도체 소자/설계 기술 등 13개 기술분야에 대해서는 (ⅰ) 공공정책적 임무에 대한 기여, (ⅱ) 기술자립기반의 확충, (ⅲ) 기술발전성과 기술적 파급효과, (ⅳ) 기술적 산물의 시장잠재력 등 기술분야 연구개발을 통한 편익을 나타내는 4개 기준으로 우선순위를 판단하였다. 우선순위는 사업대안에 대한 가중치로 표시되었고, 적정 자원배분방안은 추정된 총예산 규모에 따라 지원수준에 대한 일정한 제약조건 하에서 비용-편익 관계에 따른 자원의 최적 할당량으로 제시되었다. 본 연구는 총예산 규모의 가변성, 사업 및 기술분야 대안의 분류체계에 대한 공감대 부족, 사업목표의 상호연관성과 우선순위 판단기준의 부분적 중첩성 등 여러 제약요인이 있어 도출된 구체적인 수치보다는 방향성에 더 큰 의미를 부여하는 것이 바람직하다. 그러나, 이러한 연구의 한계에도 불구하고 도출된 우선순위와 적정 자원배분방안은 문제해결의 실행타당성을 감안하여 비교적 객관적이고 균형있는 결과로 판단된다.

Groundwater Quality Monitoring Network Design Using Integer Programming (정수계획법을 이용한 지하수 수질관측망의 설계)

  • Monitoring of groundwater Quality is essential for the preservation of groundwater resources. In practice. however, groundwater monitoring network is designed based on the experience and intuition of experts or on the convenience. This study proposes a simulation-optimization approach for the optimal design of monitoring networks. In it, the predicted three-dimensional concentration data are used as the input of an optimization problem. Various design objectives and constraints are considered and the problem is formulatcu as the 0-1 integer programming. The methodology was applied to a sanitary landfill site. The results show that the monitoring network configuration changes as the monitoring goal, operation time and constraints vary. The proposed method turns out to be an efficient tool for the wide range of groundwater Quality monitoring network design problems.oblems.

  • This study develops an agent-based simulation model to evaluate tourist information systems under ubiquitous environment. In this study, individual tourist's activity chaining behavior is formulated as a utility maximization problem. The underlying assumption of the model is that tourists increase their activities within their time and budget constraints to maximize their utilities. The model seeks individual's optimal tour schedule by solving Prize-Collecting Multiple-Day Traveling Salesman Problem(PC MD TSP). The simulation-based evaluation framework allows investigating individual utility gains by their information type and the total expenditure at each tour attractions. The real-time tour activity scheduling system enables tourists to optimize their tour activities by minimizing their time loss and maximizing their opportunity to use high utility facilities.

Pigouvian Tax and the Congestion Externality -A Benefit Side Approach- (도로혼잡 외부효과와 피구세: 편익측면 분석)

  • In this paper we have shown that a Pigouvian tax is an adequate resolution of congestion externality to attain Pareto optimality using utility maximization. For this objective, taking an open access freeway as an example, we not only derived both marginal private benefit and marginal social benefit, but also assessed the divergence between marginal private benefit and marginal social benefit. As a result, we identified that the amount of a Pigouvian tax should be the same amount as the external time cost, which is the value of the marginal time cost to Individual a incurred by Individual b through freeway congestion. This Pigouvian tax coincides with the profit or wealth maximizing toll suggested by literature on the basis of profit maximization. In addition, because an open access freeway is accounted as common property resource, we proved that average social congestion cost is essentially equal to marginal private congestion cost in our model. Finally, we showed that the optimal value of trip derived in our model is the same as that generated on profit maximization approach.

  • Information is a valuable asset regardless of the size of the enterprise and information security is an essential element for the survival and prosperity of the enterprise. However, in the case of large corporations, Security is ensured through rapid introduction of information security management system. but In the case of SMEs, security systems are not built or construction is delayed due to complex factors such as budget constraints, insufficient security guidelines, lack of security awareness. In this paper, we analyze the actual situation of information security management of SMEs through questionnaires, and We would like to suggest a comprehensive security plan for SMEs in free or inexpensive ways. We believe that by applying the method presented in this paper, SMEs will be able to implement the lowest cost basic information security and will benefit SMEs who plan to establish an information security plan.

Prioritization of Intermodal Transportation Facilities with Considering the Budget Rate Constraints of Focal Terminal Types (교통물류거점유형별 예산비율을 고려한 연계교통시설 투자우선순위 분석)

  • It is general that mostly congested sections of national backbone networks have been improved based on the national network expansion plan. However, in case of intermodal terminals which are origins of logistics, it is still so congested that travel time between origin and destination is long. Therefore, intermodal transportation systems plan of major intermodal terminals for the intermodal connector networks between intermodal terminal and national backbone network or intermodal terminal was established. With the limitation of priority methodology applying to intermodal connector facility under existing methodology, this study suggests an improved priority methodology. This study includes characteristics of terminal on the hierarchical structure and assessment list, but it does not concentrate on the specific terminal type through survey. To avoid a certain concentration, budget constraint for each terminal type was considered ahead of priority. Finally priority methodology was developed with two-step assessment under consideration that specific terminal is not involved in intermodal connector facility project. As a result of calculating weights by survey, effects such as d/c and accessibility fluctuations index through project implementation gain high weight, and degree of region underdevelopment gets next. Although the methodology in this study could not yields the priority by assessment list, it will be useful for setting the direction on policy related to intermodal connector facility projects.

  • Nowadays in Korea, there has been extreme competition due to market reduction in the domestic construction industry. As a result every company try to change rapidly to secure competitive power, Although it isn't betterment for the way of construction project management then there has many problem such as a delay of the appointed date of delivery and go over the budget. In this study, we suggest an introduction of CCPM which is based on TOC to construction projects.

Additional Vessel Traffic Services (VTSs) Location Problem for Maximizing Control Area Subject to Budget Limitation (예산 제약하 관제구역 최대화를 위한 추가적인 해상교통관제서비스(VTS)의 입지 선정 문제)

  • Vessel Traffic Service (VTS) is the service that provides ships navigating on a sea transportation route with guidance and advice about geographical environment and other attentive information for their safety. In this study we point out that currently, constructing additional VTSs is required to prevent ships from unexpected accident on their navigation. We first select several candidate locations for constructing VTSs, based on the amount of marine transportation and its potential development possibility. Then, we present an optimization model in which the maximum area coverage is achieved by determining new locations of VTS subject to budget limitation. The problem can be modeled as a binary integer program and it provides an optimal solution for new VTS locations to be constructed under the consideration of the currently located VTSs in Korea.
