  • 매년 발생하는 산사태에 대한 피해를 최소화하기 위하여 일본의 사면 붕괴와 대책방안에 대한 조사를 실시하였다. 지난 2006년 7월 강원도 영서지방에 발생한 산사태 피해 현황을 살펴보고 사방기술의 선진국인 일본을 방문, 이에 대한 자료를 수집 분석하였다. 산악지형으로 구성된 지형이 국내와 매우 유사하고 자연재해가 더욱 많은 일본의 선진 사방대책에 대한 기술을 습득하여 국내형의 기술개발과 정책결정에 도움을 얻고자 본 조사를 실시하였다. 본고는 수집된 자료를 바탕으로 국내의 정황과 비교하며 정리한 것이다.

A Study on Current Status and Management of Protected Trees in Gangwon-Province (강원도 보호수의 현황과 관리 실태에 관한 연구)

  • This study was conducted to investigate current states and management of the protected trees in Gangwon-do. There were 701 protected trees in 42 species designated by 2008, which were distributed at 425 places. Major species were Zelkova serrata(29%), Pinus densiflora(24%), Ulmus davidiana var. japonica(11%), and Ginkgo biloba(5%). The protected trees played various roles in the villages, mostly as sacred trees(43%). The 51% of protected trees were 300 years or more in age, the 53% were more than 20 m in height, and the 57% were more than 300 cm in girth at breast height. The 69% of the protected trees have been designated for protection in 1982 and the rest have been designated by the local cities by 2008. The species number of the protected trees in Youngseo region was greater than that of the Youngdong region. The major species were Zelkova serrata (33%) and Pinus densiflora(17%) in Youngseo region, and were Pinus densiflora (38%) and Zelkova serrata(19%) in Youngdong region. The ratio of native species to exotic species was 33:1 in Youngseo region, and were 25:6 in Youngdong region. The 29% of protected trees were located in the field, 28% in the mountain, and 25% in the villages. The 45% of the ground were covered by herbaceous plants, 39% exposed, and 10% gravel mulch. Most of the protected trees had good growing conditions. The 70% of the protected trees were under good maintenance, and the rest were under undesirable conditions. The soil characteristics of the protected tree areas in Gangwon-do were not much different from those of Korean average. It seemed to be necessary to increase designation of protected trees based on the tradition, history, local value and academic application in Gangwon-do. In addition, it is desirable to suggest plans to utilize and manage protected tree areas for enhancing the value of natural heritages in Gangwon-do.

A Study on Foehn over HongCheon Area of Gangwon Province in South Korea (강원도 홍천 지역의 푄 연구)

  • Previous studies have shown that Foehn was mainly observed in Young-seo area in Korea. However, they have failed to indicate the area where Foehn can be observed most frequently in Young-seo area and how Foehn is distributed in that area. This study targets HongCheon area in Young-seo province and examines the frequency and extent of Foehn in local scale through documenting a daily maximum air temperature map of Foehn. The period examined in this study is the months between March and June from 2003 to 2012. CoKriging method, which uses temperature and the altitude above sea, generates a higher level of accuracy in making daily maximum air temperature map of Foehn occurring days. We have found that Foehn is observed in certain areas, not all areas of HongCheon region, by compiling the daily maximum air temperature map. In particular, Foehn was found to be frequent and strong in the downstream of HongCheon river. In addition, we surveyed the residents of HongCheon about their perception of Foehn. They did not know whether high temperature and dryness in spring are caused by Foehn. The methods and techniques used to examine Foehn in local climate scale by this study will enhance the understanding of regional climate and contribute towards the research in this area. In particular, they can be applied to high temperature that recently occurred between spring and summer, excessive hotness in summers, agricultural plant growth in springs and etc.

Suitability Classes for Italian Ryegrass (Lolium multiflorum Lam.) Using Soil and Climate Digital Database in Gangwon Province (강원도에서 토양과 기후 데이터베이스를 이용한 이탈리안 라이그라스의 재배 적지 구분)

  • As a part of establishing suitability classification for forage production, use of the national soil and climate database was attempted for Italian ryegrass (Lolium multiflorum Lam., IRG) in Gangwon Province. The soil data base were from Heugtoram of the National Academy of Agricultural Science, and the climate data base were from the National Center for Agro-Meteorology, respectively. Soil physical properties including soil texture, drainage, slope available depth and surface rock contents, and soil chemical properties including soil acidity and salinity, organic matter content were selected as soil factors. The crieria and weighting factors of these elements were scored. Climate factors including average daily minimum temperature, average temperature from March to May, the number of days of which average temperature was higher than $5^{\circ}C$ from September to December, the number of days of precipitation and its amount from October to May of the following year were selected, and criteria and weighting factors were scored. The electronic maps were developed with these scores using the national data base of soil and climate. Based on soil scores, the area of Goseong, Sogcho, Gangreung, and Samcheog in east coastal region with gentle slope were classified as the possible and/or the proper area for IRG cultivation in Gangwon Province. The lands with gentle or moderate slope of Cheolwon, Yanggu, Chuncheon, Hweongseong, Pyungchang and Jeongsun in west side slope of Taebaeg mountains were classified as the possible and/or proper area as well. Based on climate score, the east coastal area of Goseong, Sogcho, Yangyang, Gangreung and Samcheog could be classified as the possible or proper area. Most area located on west side of the Taebaeg mountains were classified as not suitable for IRG production. In scattered area in Chuncheon and Weonju, where the scores exceeded 60, the IRG cultivation should be carefully managed for good production. For better application of electronic maps.

Relevancy between Aliases of Eight Provinces and Topographical Features during the Chosun Dynasty (′조선 8도′의 별칭과 지형의 관련성)

  • In Korea, aside from their official administrative names, aliases of each province or some regions are widely used not only today but also during the Joseon period when the provincial system as local administrative system was firmly implemented. Of aliases, the most representative were Giho, Gwandong, Hoseo, Haeseo, Honam, Yaeongnam, Gwanseo, and Gwanbuk representing the eight provinces (precisely, Gyeonggi and seven provinces) of Chosun Dynasty, as well as Yeongdong and Yeongseo that represent the east and the west of Gangwon-do. These aliases are mostly based on topographical features and physiographical elements, and compared to the official names of eight provinces which depended solely on city names. Of aliases, some appeared in literature during 13-l4th centuries, and all provincial aliases seem to have been widely used after the late 15th century. Aliases continued to be used for 500 to over 700 years. Aliases of eight provinces, geographically, played not lesser role than their official names. Aliases of the eight provinces and regions during the Chosun Dynasty that have been handed down are considered as holding their places' cultural and historical backgrounds, and have become important enough to be accepted as a unit of geographical regional division. The origin and meaning of aliases of each province have been partially disclosed to the geographical circle and the general public. However, the details should be reviewed. First of all, Gwan in Gwanbuk, Gwanseo and Gwandong, as well as Yeong in Yeongnam, Yeongdong and Yeongseo, are each considered as meaning Sobaek Mountain Range and Taebaek Mountain Range with many borderline areas (borders) and military strategic hubs. Also, Ho in Honam, Hoseo, and Giho, are considered as based on the Geum River and Eurimji, and Haeseo are considered as meaning the west of the Gyeonggi Bay, and having relevancy with the first letters of Haeju and Seoha (Pungcheon).

Drought Frequency Analysis Using Hidden Markov Chain Model and Bivariate Copula Function (Hidden Markov Chain 모형과 이변량 코플라함수를 이용한 가뭄빈도분석)

  • This study applied a probabilistic-based hidden Markov model (HMM) to better characterize drought patterns. In addition, a copula-based bivariate drought frequency analysis was employed to further investigate return periods of the current drought condition in year 2015. The obtained results revealed that western Kangwon area was generally more vulnerable to drought risk than eastern Kangwon area using the 40-year data. Imjin-river watershed including Cheorwon area was the most vulnerable area in terms of severe drought events. Four stations in Han-river watershed showed a joint return period exceeding 1,000 years associated with the drought duration and severity in 2014-2015. Especially, current drought status in Northern Han-river and Imjin-river watershed is most severe drought exceeding 100-year return period.

Analysis of Precipitation Distribution in the region of Gangwon with Spatial Analysis (II): Analysis of Quantiles with Interested Durations and Return Periods (공간분석을 이용한 강원도 지역의 강수분포 분석 (II): 지속기간 및 재현기간별 확률강수량 분석)

  • In this study, often the spatial distribution of precipitation was analyzed using the quantile with regional frequency analysis and spatial analysis to find out the detail distribution of extreme precipitation for preventing the disaster in the region of Gangwon. The hourly precipitation data of 66 stations in Gangwon were used. As the results of regional frequency analysis, it shows that the generalized logistic (GLO) distribution is the best for the region of Gangwon. As the results of spatial analysis, the quaniles have high vaules nearby Seolakdong, Daegwallyeong and Cheongil as the duration of precipitation increase, and the change of spatial distribution occurs severely according to the duration of precipitation. The spatial characteristics of precipitation appears clearly as the return period of quantile increases. As the results of the spatial distribution of precipitation in Gangwon heavy quantiles usually are appeared in Yongdong, and the spatial distributions of quantile in Yongseo are various according to the duration and the return period of quantile. Therefore, to estimate more accurate quantiles in Gangwon, various geographical and weather conditions are considered additionally for the regional precipitation frequency analysis.

A Case Study on Spatting Distresses in Cold Regions (추운 지역의 스폴링 파손 사례에 관한 연구)

  • Field and laboratory investigations were performed for concrete pavement of the Yeongdong Expressway located in western part of the Kangwon Province where lots of the substantially large spatting distresses were found. The spatting distresses were investigated to the naked eye in the field, and splitting tensile strength, air void, and neutralization tests were performed for the cores obtained from the pavement. In addition, load transfers at joints and dynamic bearing capacities at slab centers were measured to identify the lowering of the structural capability of the pavement. It was judged that the investigated concrete slabs were affected by freezing and thawing action because the air voids of the cores were substantially low. Therefore, it was concluded that the low air voids affected the lots of the large spatting distress in the pavement located in the region of cold winter.

'전북운봉지방 목도열병, 신변이균아니다' - 지난해 냉해로 내냉품종재배 - 재래균에 의해 황숙기 피해 발생 -운봉지역의 목도열발생실태와 대책(1)

  • 벼 통일계 신품종이 지난 1971년부터 우리나라에 재배돼면서부터 이들 신품종은 녹색혁명의 총아로 각광을 받게됐으며 더욱이 이들 신품종은 도열병에 대한 내병성이 강한것으로 알려져 증산의 꿈은 조기에 실현될듯 했다. 그러나 1976년 전북진안에서 1977년에는 임실에서 도열병변이균이 발견되더니 급기야 1978년에는 전국적으로 만연, 통일계품종이 이병화 품종으로 전락됐다. 올해는 전북 운봉에서 황숙기에 목도열병이 발생, 일부 지방 및 중앙지에 새로운 도열병이 발생됐음을 보도했다. 그러나 현지 농촌진흥원의 조사결과로는 새로운 변이균이 아니고 재래균으로 판명되고 있어 일단 안심은 돼나 이 지역이 위치$\cdot$기후적으로 새로운 도열병변이균이 발생될 가능성이 많은 지역이라 올해에 문제됐던 운봉지역 목도열병의 발생실태와 대책을 2회에 걸쳐 알아본다.

Analysis for Change of Extreme rainfall characteristics in Yeong Dong area (빈도해석을 통한 영동지방의 극한강우특성 변화 분석)

  • 우리나라의 최근 10년간(1999~2008년) 1일 100mm 이상 집중호우의 발생빈도는 총 385회로, 70~80년대 222회에 비해 무려 1.7배나 증가하였으며 이상기후로 인한 국지성 폭우로 각종 피해가 커지고 있는 추세이다. 2011년의 경우에도 7월 서울 및 수도권 지역에 발생한 100년 빈도 설계 강우량을 초과하는 집중호우로 인해 서울의 도심지역 곳곳이 침수로 인해 많은 재산피해와 인명피해를 유발하였다. 이러한 원인으로서 기후변화와 변동이 기정사실로 인정되고 있으며 가까운 미래에도 기후변화로 인한 물 관련 재해의 정도는 점차 심해질 것으로 예상되고 있다. 그러나 대부분의 기후변화로 인한 집중호우 관련 연구들은 주로 서울, 부산 등 대도시 및 중부 내륙지방과 남부 지방을 중심으로 이루 졌으며 실제로 과거에 이상기후로 인한 집중호우로 큰 피해를 입은 강릉을 중심으로 한 영동지방에 대한 연구는 미비한 실정이다. 예를 들어, 2002년 8월 31일 하루 동안 강릉에 870.5mm의 비가 내렸으며 이는 국내 기상 관측 사상 최고 기록이었다. 2006년 7월 14~24일 평창 지역에 쏟아진 집중호우 역시 대단했다. 이 기간 봉평의 누적 강우량은 694mm에 이르렀다. 실제 2000년대 들어 이상강우현상은 영서와 영동의 태백산맥의 관문인 대관령 양쪽 지역에서 자주 나타나고 있다. 이에 본 연구에서는 영동지방의 과거 강우량자료를 대상으로 극한치 이론을 이용한 분석을 통해 극한강우특성 변화를 분석하고 비정상성 빈도해석을 통해 기후변화 및 변동이 미치는 영향을 분석하였다.
