Development of Korean Joint Tactical Data Link System Based on CLIP (CLIP 기반의 한국형 합동전술데이터링크 체계 개발)

  • In order to performing the joint operation of Korean army efficiently, informations about surveillance, reconnaissance, and situation awareness need to be possessed jointly. In the first development phase (basis type) of the Korean joint tactical data link system (JTDLS-K), essential tactical information and recognized situation are owned among platforms in common by using existing wireless terminals. In the second development phase (completion type) of the JTDLS-K, a JTDLS which can perform network centric warfare (NCW) will be developed in due consideration of technology development of the basis type and common technology maturity degree. This is a joint battlefield system that can show fighting power simultaneous and polysynthetically through providing command and control messages effectively to each platform, which is participating in the joint and combined operations. In this paper, the development of JTDLS-K with a common data processor based on common link integration processing (CLIP) is described. From the test results of the system presented in this paper, it is demonstrated that quadrature phase shift keying (QPSK) signals can be applied to the system.

An Efficient Algorithm for Mining Interactive Communication Sequence Patterns (대화형 통신 순서열 패턴의 마이닝을 위한 효율적인 알고리즘)

  • Communication log data consist of communication events such as sending and receiving e-mail or instance message and visiting web sites, etc. Many countries including USA and EU enforce the retention of these data on the communication service providers for the purpose of investigating or detecting criminals through the Internet. Because size of the retained data is very large, the efficient method for extracting valuable information from the data is needed for Law Enforcement Authorities to use the retained data. This paper defines the Interactive Communication Sequence Patterns(ICSPs) that is the important information when each communication event in communication log data consists of sender, receiver, and timestamp of this event. We also define a Mining(FDICSP) problem to discover such patterns and propose a method called Fast Discovering Interactive Communication Sequence Pattern(FDICSP) to solve this problem. FDICSP focuses on the characteristics of ICS to reduce the search space when it finds longer sequences by using shorter sequences. Thus, FDICSP can find Interactive Communication Sequence Patterns efficiently.

The Antenna Design for Korea SAT-5 Satellite Communication in Ka-band (무궁화 5호 위성통신용 Ka대역 안테나 설계)

  • In this paper, we have designed the antenna for Korea SAT-5 Satellite Communication which can use Ka band in the earth station. The antenna structure consist of the the dual-offset gregorian reflector that has high gain and efficiency, the corrugated horn that has symmetric radiation patterns and low side lobe levels, the iris polarizer that make circular polarization and the OrthoMode Transducer that separate transmitting and receiving signals. The designed antenna gain is more than 45.7dBi in Tx-band which use LHCP and 42.0dBi in Rx-band which use RHCP. The co-polarized and cross-polarized radiation pattern comply with ITU-R S.580-6 and S.731-1 that are recommended by International Telecommunication Union in the geostationary satellite. The Axial ratio is less than 1.0dB in Tx-band and 1.5dB in Rx-band that meet MIL-STD-188-164A.

World Interest and Activities on Marine Litter (해양쓰레기의 전 지구적 관심과 실행)

  • After the UN General Assembly on 2006, Interest on the marine litter has rapidly increased internationally. The UN sub-organizations, UNEP/Regional Seas, FAO(Food and Agriculture Organization of the United Nations) and OC(Ocean Conservancy) as a one of world NGO had been tackled to collect information and prepared world reports related on marine litter, recently, those are published. Through the 10years experience of Korea's policy on marine litter since 1999, it is re-evaluated as a roll model internationally. In this paper, brief introduction of structure and function of Korea's authorities which are responsible for or are involved in the marine litter issue as well as the National Marine Litter Management Basic Plan which is established in 2008, has been provided. This paper also included the structure and roll of the marine litter initiative center in the plan. Change of the paradigm of action plan on marine litter in Korea already had been started.

Governance-Based Measures to Solve the Conflicts in Pyeongtaek-Dangjin Port (평택당진항의 갈등 원인과 거버넌스 접근을 통한 해결방안)

  • There have been many conflicts in Pyeongtaek-Dangjin Port among central government, metropolitan council, and cities over the jurisdiction of reclaimed port area, an international passenger terminal construction and a bridge between the port and Dangjin area. This study found out two causes for the conflicts in terms of governance. First, the current governance structure of Pyeongtaek-Dangjin port has high levels of conflict and disputes among stakeholder. Second, there is no leading agency which is responsible for the future development of the port. It is very important to decrease the possibility of conflict and to establish leading agency. Measures to decrease the likelihood of conflict include establishment of conflict resolution mechanism, the clarification of the facts and applicable law, mutual exchanges between stakeholder. Measures to establish a leading agency include the introduction of a single governance, establishment of Pyeongtaek-Dangjin Port Authority, central-local combined governance, and empowering PA to do all port management.

Design of INS/GNSS/TRN Integrated Navigation Considering Compensation of Barometer Error (기압고도계 오차 보상을 고려한 INS/GNSS/TRN 통합항법 설계)

  • Safe aircraft requires highly reliable navigation information. The traditionally used inertial navigation system (INS) often displays faulty location information due to its innate errors. To overcome this, the INS/GNSS or INS/TRN integrated navigation can be used. However, GNSS is vulnerable to jamming and spoofing, while TRN can be degraded in the flat and repetitive terrains. In this paper, to improve the performance and ensure the high reliability of the navigation system, the INS/GNSS/TRN integrated navigation based on federated filter is designed. Master filter of the integrated navigation uses the estimates and covariances of two local filters - INS/GNSS and INS/TRN integrated filters. The local filters are designed with the EKF that is feedforward type and composed of the 17st state variables. And the INS/GNSS integrated navigation includes the barometer error compensation method. Finally, the proposed INS/GNSS/TRN integrated navigation is verified by vehicle and captive flight tests.

  • Federated Learning (FL) has emerged as a potent methodology for decentralized model training across multiple collaborators, eliminating the need for data sharing. Although FL is lauded for its capacity to preserve data privacy, it is not impervious to various types of privacy attacks. Differential Privacy (DP), recognized as the golden standard in privacy-preservation techniques, is widely employed to counteract these vulnerabilities. This paper makes a specific contribution by applying an existing, task-specific adaptive DP mechanism to the FL environment. Our comprehensive analysis evaluates the impact of this mechanism on the performance of a shared global model, with particular attention to varying data distribution and partitioning schemes. This study deepens the understanding of the complex interplay between privacy and utility in FL, providing a validated methodology for securing data without compromising performance.

A Study on the Global Motion Performance of Floater and Mooring Due to Arrangement of Detachable Mooring System (탈착형 계류시스템 배치에 따른 부유식 해양구조물의 운동 및 계류성능에 관한 연구)

  • In this study, the global response characteristics of floater and mooring for floating offshore wind turbine with a detachable mooring system are performed. Global motion and structural response result extracted from the coupled motion analysis of 10MW DTU floating offshore wind turbine with detachable mooring system modeled by high-order boundary element model and finite element mesh, were used to study the characteristics of tension on mooring lines subjected to three different types of ocean loads. Breaking limit of mooring line characterized by wind, current and wave load has a major effect on the distribution of mooring tension found in time domain analysis. Based on the numerical results of coupled motion analysis, governing equation for calculating the motion response of a floater under ocean loads, and excitation force and surge motion and tension respectively are presented using excursion curve. It is found that the response of floater is reliable and accurate for calculating the tension distributions along the mooring lines under complex loadings. This means that the minimun breaking limit of mooring system satisfied a design criteria at ultimate ocean environmental loading condtions.

  • While traditionally threatening human infectious diseases are decreasing, chronic diseases such as cancer and diabetes, including cardiovascular diseases, are spreading rapidly. Reflecting the characteristics of chronic diseases that are difficult to treat, the management of risk factors and the preparation of health promotion policies corresponding to them have emerged as important concerns around the world. Providing so-called multi-sector approach such as health promotion and disease prevention policy and solution for community response, The value of primary care is once again highlighted in the changed medical environment. As the existing medical delivery system has become difficult to cope with the people's desire for rapid aging, disease paradigm change, and quality of life improvement, European Union countries have made various efforts to improve the quality of their primary medical system, which provides continuous, com- prehensive and coordinated management. This paper examines the current status and problems of the healthcare delivery system in Korea, draws implications from the European Union examples related to the strengthening of primary care, and discusses the plans for establishing a patient-centered future medical delivery system.

Precautionary Principle for the Protection of Space Environment against Solar Electromagnetic Storm (우주전파재난과 우주법상의 사전주의 원칙에 관한 연구)

  • Solar flare and storm may give an adverse effect upon electromagnetic environment around the Earth, so that various kinds of satellite cease to normally function. This kind of space storm disaster is characterized by the uncertainty about when and what size. Recently the UN has been paying attention to this plausible disaster. Particularly the COPUOS has taken the view that this disaster would threaten the sustainable space environment. The precautionary principle, rooted and excercised in the environment protection filed, has been adopted in the case of disaster with uncertainty. The reports and opinions given by the expert and representatives of the member States have stated that the precautionary principle should be adopted for the purpose of dealing with this disaster. On the other hand, it is advanced that the principle has been already included in the space law principle enshrined in the 1967 Space Treaty. The Treaty has adopted the freedom of navigation and use of the outer space for the interest of all States as the basic principles. Sustainable environment is necessary for implementing the principle. Therefore, the rules for the protection of sustainable space environment should be based upon the space law principle.
