DGPS service analysis in the korean coastal ferry route (국내 연안 여객선 항로에서의 DGPS 서비스 분석)

  • Based on the DGPS radio wave measurement in the coast of the yellow-sea, south-sea and east-sea, the DGPS service regions in the korean coastal ferry route are analyzed in this paper. The impact of obstacles on the propagation due to the archipelago and island regions are measured and analyzed in the point of service region. The ocean-based DGPS reference stations provide the wide DGPS ocean service regions with signal strength more than $40dB{\mu}V/m$ and signal-to-noise ratio more than 10 dB. Based on the overlapping of the service regions between the DGPS reference stations, the DGPS services with good quality are provided in the coastal ferry route segments. In case of regions where the propagation obstacles are scattered, the increasingly good service can be provided under conditions of output power reinforcement and antenna efficiency enhancement.

  • Coastal ferry routes are very important because they connect the mainland to islands, offer transportation for islanders, and bring tourism to islands. In particular, the recent increase in national income, prevalence of a culture that emphasizes work-life balance, and introduction of the five-day workweek have stoked interest in travel as a leisure pursuit, and demand for tourism from Korean people in islands has increased. As the number of passengers using coastal passenger terminals increases due to changes in the coastal tourism environment, the importance and need for coastal passenger terminal facilities and services is growing. Under these circumstances, it is necessary for the management organizations of coastal passenger terminals to manage and efficiently operate the terminals in such a way that budgets can be reasonably implemented and the convenience of passengers using the terminals is enhanced. This study primarily analyzed the management efficiency of coastal passenger terminals in terms of profitability and public interest using data envelopment analysis. The eight passenger terminals achieved low management efficiency in terms of profitability. These terminals should improve profitability by increasing income from terminal office rental and ancillary businesses and revenue from terminal fees by boosting island tourism and expanding overseas passenger transportation. The eight terminals with low management efficiency for public interest should increase the number of passengers by promoting island tourism, developing tour packages to Japan and China's coastal areas, developing new routes, and introducing super-high-speed ships.

사회연결망기법(SNA)을 이용한 한국 내항해운의 네트워크분석

  • 본 연구는 지속가능한 물류활동에서 관심을 받고 있는 내항해운(연안해운)의 물류네트워크를 파악하기위한 기초분석으로서 연안여객항로에 관하여 네트워크를 파악하였다. 최근에 기존의 계량적 통계분석방법을 뛰어넘어 존재하고 있는 구조와 실체를 파악하기위해 사회연결망분석이 도입되고 있는 상황에서, 우리나라 연안해운항로의 네트워크를 파악하고자 하였다. 내항해운은 화물운송과 여객운송으로 구별되나 본 연구에서는 화물선만 고려하였다. 국가물류통합정보센터와 해운항만물류정보시스템을 활용하여 한국의 내항해운의 중심성을 분석하였다. 중심성 분석을 위해서 화물선 출입항 척수와 화물처리량을 변수로 사용하여 Pajek과 UCINET 등의 SNA 프로그램을 이용한 결과 내항해운 네트워크를 도식화하고 파악하였다. 결과적으로 네트워크의 node에 해당하는 항만 중에서 어떤 항만이 가장 중요한 노드인지를 찾고, 네트워크 구조가 얼마나 소수의 중요한 항만에게 집중되는 것인지를 확인하기 위하여 중심성 분석을 통해 파악하였다.

Reduction Effect for Deposition in Navigation Channel with Vegetation Model (식생모형에 의한 항로매몰 저감 특성)

  • Coastal vegetaion consists of rooted flowering marine plants that provide a variety of ecosystem services to the coastal areas they colonize. The attenuation of waves and sediments stabilization are often listed among these services. From this point of view, artificial vegetation model is an effective method of controlling sea bed and stabilization without damaging the landscape or the stability of the coastaline. In this study, numerical and hydraulic physical test for predicting deposition proces of a navigation channel caused by wave action is proposed. In the numerical model, we develop a numerical model for describing the wave attenuation and sediment transport in a navigation channel with a vegetation area. In addition, hydraulic model tests is performed in a navigation channel with irregular waves to examine the effect of vegetation in relation to deposition reduction in navigation channel. A comparison between the results of hydraulic and numerical tests shows resonable agreement.

A Study on the Entrance Channel of Restrictions on Passage of Oil Tankers in Yeosu-Gwangyang Port (여수·광양항 중심의 유조선통항금지해역 출입 항로에 관한 연구)

  • The Maritime Safety Act established restrictions for the passage of oil tankers, prohibiting vessesl carrying more than 1,500 kiloliters of oil or 1,500 tons of a hazardous liquid substance. Prohibited vessels that do not satisfy the restrictions are allowed to enter and depart from a nearby port from the outer sea area to minimize the time and distance the oil tanker must navigate in the prohibited area. Therefore, such regulation should not be construed as referring to inshore traffic. In this study, the traffic volume of coastal tankers that do not use the approaching channels for specific sea areas near Yeosu and Gwangyang Port was analyzed, and the cargo loads of these ships were investigated. The results of this study should be used to allow tankers to minimize the time and distance of navigation in prohibited areas. According to the survey, 16 vessels, 51.6 % of the 31 vessels using inshore traffic included in the study, were loaded with more than 1,500 tons of cargo. This is not appropriate according to the legislation for oil tanker passage. Therefore, in this study, sea routes have been proposed that connect with the approaching channels of specific sea areas, from the outer sea areas of restricted passages. Regulations have also been proposed for the entry and departure of oil tankers around Yeosu and Gwangyang Port.

  • 항만법 제92조 및 항만법 시행령 제91조에 따라 항만관리에 관한 권한을 지방청 및 지자체에 위임하고 있으나, 연안항의 경우 관리주체인 지자체가 지역민들의 이해관계, 항만관리 인력 및 전문지식 부족 등에 따라 적극적인 항만관리를 수행하지 못하고 있는 형편이다. 본 연구에서는 해상교통안전진단 사례연구를 통해 우리나라 연안항 항만관리 실태와 문제점을 분석하고 제도개선 등 해결방안을 제시하였다.

A Study on Development of Coastal Transportation System between Mokpo and Jeju based on Marine Logistics Analysis Results (목포-제주 해상물류 분석에 기초한 연안운송시스템 구축에 관한 연구)

  • In case of EU and USA, a short sea shipping and coastal shipping which are safer and environmentally better than road transportation are used widely. But a share of freight transport by a coastal transportation is extremely poor in South Korea. In this paper, we propose a Mokpo-Jeju intermodal transportation based on logistics analysis results. Firstly, we investigate a freight and passenger of a Mokpo-Jeju shipping route. And secondly, the intermodal transportations such as sea-train, sea-road, RORO ship system are investigated. Finally, we propose a coastal transportation system utilizing RORO ship system for Mokpo-Jeju shipping route and identify a technical feasibility of a coastal transportation system.

Numerical Modelling of Typhoon-Induced Storm Surge on the Coast of Busan (부산 연안에서 태풍에 의한 폭풍해일의 수치모델링)

  • A numerical simulations were performed to investigate the storm surge during the passage of Typhoon Maemi on the coast of Busan. The typhoon landed on the southern coasts of Korean Peninsula at 21:00, September 12, 2003 with a central pressure of 950 hPa, and the typhoon resulted on the worst coastal disaster on the coast of Busan in the last decades. Observed storm surges at Busan, Yeosu, Tongyoung, Masan, Jeju and Seogwipo harbors during the passage of the typhoon were compared with the computed data. The simulated storm surge time series were in good agreement with the observations. The simulated peak storm surges were estimated to be 230 cm at Masan harbor, 200 cm at Yeosu harbor and Tongyoung harbor, and 75 cm at Busan harbor. The computed storm surges along the east coast of Busan measure 52 to 55 cm, exhibiting a gradual reduction in surge height as one moves further from the coast of Busan. Therefore, coastal inundation due to the storm surge in the semi-enclosed bay can induce great disasters, and the simulated results can be used as the important data to reduce the impact of a typhoon-induced coastal disaster in the future.

  • 세계적 경제변화, $CO_2$ 배출량의 규제, 연료비 상승 등의 원인에 의해 국내외에서 최적항로지원시스템 개발 및 상용화하여 사용중에 있다. 하지만, 대부분 외항상선을 대상으로 하여 기술의 실용화를 위한 실선실험이 행해졌고 내항상선을 대상으로 개발한 사례는 거의 없다. 또한, 국제해사기구(IMO)의 "e-Navigation 전략이행계획" 및 정부의 "한국형 e-Navigation 사업"에 따라 주요 추진전략으로 연구개발 되고 있는 차세대 신(新) 항법시스템의 도입에 예상됨에 따라 국내 연안 최적 안전항로시스템의 새로운 개념 설계가 필요한 시점이다. 본 연구에서는 e-Navigation 체계에서의 최적항로시스템 및 기존의 운용 및 연구개발 중인 최적항로시스템을 분석하고 선박, 육상 및 육해상 통신인프라 등의 시스템 체계를 기본으로 최적안전항로시스템에 적용될 알고리즘을 분석, 시스템의 개념을 설계하고자 한다.
