Analysis of the Korean Coastal Shipping Passenger Perception Survey - Focusing on Passengers of the Incheon, Mokpo, and Tongyeong Passenger Terminals - (한국의 연안여객선 이용객 인식 조사 분석 - 인천, 목포, 통영 여객터미널 이용객을 중심으로 -)

  • The purpose of this study was to investigate and analyze the perceptions of passengers on various topics related to passenger ship operation, by targeting the passengers (passenger ship consumers) at coastal passenger terminals in three regions, Incheon, Mokpo, and Tongyeong, where many coastal passenger ships operate in Korea. The survey period was October 1-October 11, 2019, just before the outbreak of COVID-19, and the number of samples was 277. The analysis was divided into two elements. Results of the analysis show that, for items islanders as well as the general public did not respond to more than 50% positively, a more in-depth review of policies and fare policies for transportation-disabled facilities through comprehensive fare evaluation such as the excellence of transportation-disabled facilities, the appropriateness of fares, and the appropriateness of fare guidance are necessary. It is expected that this study will contribute to the preparation for re-opening after COVID-19, as well as contribute to public transportation policy.

Analysis of Built and Walking Environment for Coastal Ferry Terminal using IPA -Focusing on Yeosu Coastal Ferry Terminal- (IPA를 이용한 연안여객터미널의 시설 및 보행특성 분석 -여수연안여객터미널을 중심으로-)

  • A coastal ferries, which serve as a mode between mainland and offshore islands, are frequently used by islanders and travelers visiting islands. Therefore, it is located in a place with good accessibility to the downtown so that users can use it conveniently. However, research on the built environment and walking environment of coastal ferry terminals has not been conducted to ensure that elderly islanders and general travelers can use comfortably the coastal ferry terminal. In this study, with a focus on the coastal ferry terminal space, the walking section was set as 1)the accessibility of the coastal ferry terminal, 2)the built environment for using the coastal ferry terminal, and 3)walking environment in the ferry boarding and disembarkation at the coastal ferry terminal, and 4, 5)walking environment in the ferry. An evaluation tool was developed to measure the walking environment for each walking section, and the importance and satisfaction of users were analyzed using the IPA for the Yeosu Coastal Ferry Terminal. As a result, in the process of approaching the ferry terminal, 'convenience of using public transportation by foot' and 'convenience of using signposts guiding the location and direction of the ferry terminal' were investigated as concentrated areas. On the other hand, the built environment inside the ferry terminal and the walking environment showed that the satisfaction of the users was high. Regarding the walking environment from the ferry terminal to the ferry, the 'surface walking environment of the walking path', 'convenience of walking with luggage', 'convenience of walking in the slope section', and 'convenience of walking in the ferry ramp section' showed low satisfaction. This study can be used as basic data for improving the facilities and walking environment of Yeosu Coastal Ferry Terminal and is expected to be used as data for comparative research with other coastal ferry terminals.

A Study on Installation of Maritime Passenger Service Environment for the Disabled Persons (장애인을 위한 해상교통환경 구축 방안에 관한 연구)

  • Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.

Empirical Analysis for Improvement of Safety Management of Coastal Passenger Ship - Focusing on Safety Practitioners - (연안여객선 안전관리 개선을 위한 실증 분석 - 안전관리 실무 종사자 중심으로 -)

  • This study aimed to extract the priority safety improvement factors for coastal passenger ships and analyze the perception gap between groups. To extract the improvement factors, we formed an expert group with maritime safety supervisors, passenger-ship safety inspectors (PSIs), and captains of passenger ships, and then conducted a Delphi survey. We found, using a hierarchy process, that the improvement factors were divided into three factors in Level 1 and ten factors in Level 2. For the relative importance analysis using the AHP (Analytic Hierarchy Process) model, we also formed two groups: an inspector group with maritime safety supervisors and PSIs, and an examinee group with safety managers, captains, and crews. Consequently, the factors of designation of public transportation for passenger ships and supporting the welfare of the crew were evaluated as the most important among the extracted factors. We conducted a t-test for the analysis of the perception gap between the two groups. Three perception gaps were found: increasing the inspection personnel, strengthening the qualification of the inspection personnel, and expanding the safety operation center. The result of this study will be useful for improving the safety policy of coastal passenger ships.
