전라남도 완도 연안여객선 터미널에서 2018년 10월 연안여객선 현대화편드 1호에 의한 선박 '한일고속페리 실버클라우드호'가 취항식을 가졌다. 국내 여객선 시장은 그간 해외 중고선에만 의존해왔는데 순수 국내 기술로 건조된 여객선이 등장한 것이다. 이에 따라 우리나라 여객선 산업은 기술발전과 디자인 등 그 품질이 향상 될 것이다. 그간 여객선 이용객의 수요는 꾸준히 증가하고 있으나 영세한 규모의 국내 선사는 비용 부담 때문에 신조를 건조하기 어려워 해외 중고선을 수입하였다. 이로 인해 국내 여객선의 실내 인테리어의 노후화, 인테리어 개조에 따르는 선박 성능의 저하 등 다양한 문제점을 가지고 있었다. 따라서 정부는 2018년 현대화펀드를 통해 노후된 연안여객선을 대체할 새로운 선박의 건조를 지원함으로써 연안여객선은 이제 선사의 사적 소유물을 넘어 공공적 성격이 교통수단이 되었다. 이로써 연안여객선은 이동 편의 향상을 비롯하여 승객에게 더 큰 만족을 줄 수 있는 디자인 개선방안이 요구된다.

현재 FTA 가 큰 이슈로 대두되고 있다. 이러한 세계적 추세는 가까운 장래에 한,중,일 연안 여객선 시장 개방에도 영향을 미칠 것이다. 따라서 비슷한 상황에 있었던 스코틀랜드 연안 여객선 운영과 EU의 관계를 살펴보고 성공 사례를 벤치마킹하고자 한다. 연안 여객선을 대중 교통화 시킴으로 섬의 접근성을 개선하여, 섬 주민들에게는 편리성을 제공하고 관광객도 유치하려는 공동의 목적을 달성하는 데에도 한국 연안 여객선 운영에 개선은 필수적이기 때문이다.

본 연구팀은 2017년부터 CBT (Computer Based Training)기반 연안여객선 비상대응 훈련 프로그램 개발을 진행하고 있으며, 이로인해 기존 여객선 교육 중 이론 파트를 프로그램으로 대체할 수 있다. CBT 프로그램으로 확보된 교육시간을 활용하여 기존의 체험형 훈련에서 탈피할 수 있으며, 표준화된 실습교육으로 다양한 교육기관에서 활용할 수 있도록 하고자 한다.

This paper aims at investigating the reinvigoration strategy for main coastal passenger service line in Tongyoung. SWOT analysis and BCG matrix are used to sort out the their competitiveness as environmental market position. As a result of environmental situation, Tongyoung area has a positive internal and external competitive advantage, with strong land and sea tourist attractions. But a small-scale coastal passenger service firms and depression of local economy are represented as the barrier of attracting more passenger. The results of BCG matrix analysis are individual firms managing coastal passenger service in Tongyoung have a stable market position against Korean coastal passenger market in terms of market growth rate and share.

In analyzing the security threats and their management system and making questions on security awareness to the concerned parties in the field of coastal passenger ship, we draw its security vulnerability and the features of security threats. The countermeasures and security system are proposed in order to response the diverse security threats and to set up the security culture of coastal passenger ship.

A coastal ferries, which serve as a mode between mainland and offshore islands, are frequently used by islanders and travelers visiting islands. Therefore, it is located in a place with good accessibility to the downtown so that users can use it conveniently. However, research on the built environment and walking environment of coastal ferry terminals has not been conducted to ensure that elderly islanders and general travelers can use comfortably the coastal ferry terminal. In this study, with a focus on the coastal ferry terminal space, the walking section was set as 1)the accessibility of the coastal ferry terminal, 2)the built environment for using the coastal ferry terminal, and 3)walking environment in the ferry boarding and disembarkation at the coastal ferry terminal, and 4, 5)walking environment in the ferry. An evaluation tool was developed to measure the walking environment for each walking section, and the importance and satisfaction of users were analyzed using the IPA for the Yeosu Coastal Ferry Terminal. As a result, in the process of approaching the ferry terminal, 'convenience of using public transportation by foot' and 'convenience of using signposts guiding the location and direction of the ferry terminal' were investigated as concentrated areas. On the other hand, the built environment inside the ferry terminal and the walking environment showed that the satisfaction of the users was high. Regarding the walking environment from the ferry terminal to the ferry, the 'surface walking environment of the walking path', 'convenience of walking with luggage', 'convenience of walking in the slope section', and 'convenience of walking in the ferry ramp section' showed low satisfaction. This study can be used as basic data for improving the facilities and walking environment of Yeosu Coastal Ferry Terminal and is expected to be used as data for comparative research with other coastal ferry terminals.

The purpose of this study was to investigate and analyze the perceptions of passengers on various topics related to passenger ship operation, by targeting the passengers (passenger ship consumers) at coastal passenger terminals in three regions, Incheon, Mokpo, and Tongyeong, where many coastal passenger ships operate in Korea. The survey period was October 1-October 11, 2019, just before the outbreak of COVID-19, and the number of samples was 277. The analysis was divided into two elements. Results of the analysis show that, for items islanders as well as the general public did not respond to more than 50% positively, a more in-depth review of policies and fare policies for transportation-disabled facilities through comprehensive fare evaluation such as the excellence of transportation-disabled facilities, the appropriateness of fares, and the appropriateness of fare guidance are necessary. It is expected that this study will contribute to the preparation for re-opening after COVID-19, as well as contribute to public transportation policy.
