Dynamic Behavior of the Breasting Dolphin Caused by Wave Power (파력에 의한 돌핀의 거동 특성)

  • In this study, the behavior of breasting dolphin caused by the maximum wave height in the coastal area of Incheon has been investigated. The dynamic deflection, shear stress and moment of pile are analyzed using the coefficient of horizontal subgrade reaction resulted from loading tests for different DWT (Dead Weight Tonnage). The dynamic characteristics of pile in accumulated and dredged soils show almost the same pattern. It is shown that the resistance of dolphin to external load increases as the diameter of pile increases. The bettered pile dolphin is more than 10 times stable than the vertical pile type based on the study of dynamic characteristics of dolphin.

Domestic Status for Acceptance of Various International Conventions relating to Marine Environment Management (해양환경관리 관련 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law which has been made and amended according to the conclusions and amendments of various international conventions, especially by MARPOL 73/78, were reviewed and compared with major contents of international conventions, and several alternative measures for legislating new laws or amending existing laws such as Korea Marine Pollution Prevention Law in accordance with new contents and recent amendments of existing and new international conventions were proposed. Annex VI of MARPOL 73/78 has been recently accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are the moving point sources of air pollution at Sea rather than in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations which are the line and/or point sources of air pollution in land. International Convention for Ship's Ballast Water/Sediment Management should be accepted in Korea Marine Pollution Prevention Law or by a new law in order to prevent domes marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water. International Convention for the Control of Harmful Anti-Fouling Systems on the Ships should be accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are navigating in open sea and coastal waters rather than in Korea Noxious Chemicals Management Law. Basel Convention which shall regulate and prohibit inter-nations movements of noxious chemical substances should be accepted in Korea Marine Pollution Prevention Law in order to prevent the movement and transfer of scrap-purpose tanker ships containing bilge water of oil/water mixtures and chemicals remained on board from advanced countries to developing and/or underdeveloped countries and to conserve global marine environment after all.

Oceanic Skin-Bulk Temperature Difference through the Comparison of Satellite-Observed Sea Surface Temperature and In-Situ Measurements (인공위성관측 해수면온도와 현장관측 수온의 비교를 통해 본 해양 피층-표층 수온의 차이)

  • Characteristics of skin-bulk sea surface temperature (SST) differences in the Northeast Asia seas were analyzed by utilizing 845 collocated matchup data between NOAA/AVHRR data and oceanic in-situ temperature measurements for selected months from 1994 to 2003. In order to understand diurnal variation of SST within a few meters of the upper ocean, the matchup database were classified into four categories according to day-night and drifter-shipboard measurements. Temperature measurements from daytime drifters showed a good agreement with satellite MCSST (Multi-Channel Sea Surface Temperature) with an RMS error of about $0.56^{\circ}C$. Poor accuracy of SST with an rrns error of $1.12^{\circ}C$ was found in the case of daytime shipboard CTD (Conductivity, Temperature, Depth) measurements. SST differences between MCSST and in-situ measurements are caused by various errors coming from atmospheric moist effect, coastal effect, and others. Most of the remarkable errors were resulted from the diurnal variation of vertical temperature structure within a few meters as well as in-situ oceanic temperatures at different depth, about 20 cm for a satellite-tracked drifting buoy and a few meters for shipboard CTD or moored buoy. This study suggests that satellite-derived SST shows significant errors of about ${\pm}3^{\circ}C$ in some cases and therefore it should be carefully used for one's purpose on the base of in-depth understanding of skin-bulk SST difference and vertical temperature structure in regional sea.

Development of Cloud-based VTS Integration Platform for IVEF Service Implementation (IVEF 서비스 구현을 위한 클라우드 기반 VTS 통합 플랫폼 개발)

  • The International Association Marine Aids to Navigation and Lighthouse Authorities (IALA) proposed guidelines for VTS manual operation in 2016 for safe and efficient operation of ship. The Korea Coast Guard (KCG) established and operated 19 VTS centers in ports and coastal waters across the country by 2022 based on the IALA VTS manual and VTS operator's education and training guidelines. In addition, IALA proposed the Inter-VTS Exchange Format (IVEF) Service recommendation (V-145), a standard for data exchange between VTS, in 2011 for efficient e-Navigation system services and safe and efficient VTS service support by VTS authorities. The IVEF service in a common framework for ship information exchange, and it presents seven basic IVEF service (BISs) models. VTS service providers can provide safer and more efficient VTS services by sharing VTS information on joint area using IVEF standards. Based on the BIS data, interaction, and interfacing models, this paper introduced the development of the cloud-based VTS integration services performed by the KCG and the results of the VTS integration platform test-bed for IVEF service implementation. In addition, the results of establishing a cloud VTS integrated platform test-bed for the implementation of IVEF service and implementing the main functions of IVEF service were presented.

Characteristic of Seasonal Dynamics of Planktonic Ciliates at Four Major Ports (Busan, Ulsan, Gwangyang and Incheon), Korea (한국의 4개 주요항만(부산, 울산, 광양, 인천)에 분포하는 섬모충 플랑크톤의 계절동태 특성)

  • Planktonic ciliates play an important role in the food web of marine ecosystem as well as a bio-indicator for invasive species from ballast waters or from changing flow of ocean currents due to climate changes. This study was carried out to find some evidences for introduction of such invasive species using ciliate plankton in four major international ports of Korea. We surveyed the seasonal species composition of planktonic ciliate to find out the evidence for the invasive species at Busan, Ulsan, Gwangyang and Incheon ports from February 2007 to November 2008. A total of 45 ciliates species, belonging to 15 genera, were identified during the study period: 33 species occurred at Busan, 31 at Gwangyang, 30 at Ulsan, 18 at Incheon. The abundance of naked ciliates ranged from 566 to $65,151cells\;L^{-1}$ and that of tintinnids 10 to $5,973cells\;L^{-1}$. Based on vector species of ciliates reported from Coos Bay in Oregon, 13 vector species of tinitinnids were identified as follows, Eutintinnus lususundae, E. tubulosus, Favella ehrenbergii, F. taraikaensis, Helicostomella subulata, Stenosemella nivalis, Tintinnopsis ampla, T. beroidea, T. cylindrica, T. directa, T. lohmanni, T. radix, T. rapa. All vector species occurred at Gwangyang port. Most tintinnids were mainly neritic species throughout the survey, while warm water species occurred only in short period at Busan, Ulsan and Gwangyang ports that might be affected seasonally by Tsushima warm current.

Study on Governance Legislation for Responses to Maritime Ship Disasters (해양 선박재난 대응을 위한 거버넌스 법제 연구)

  • The Enforcement Decree of the Framework Act on the Management of Disasters and Safety Article 3-2 specifies two 'disaster management supervision agencies' for responding to shipping disasters. These are the Korea Coast Guard, which is an on-scene disaster-responding and coordinating agency, and the Ministry of Ocean and Fisheries, which is a government department, thereby leading to possibilities for confusion. In the case of shipping disasters, where a personnel entitled full power to deal with shipping disasters is designated and his/her powers and duties are clearly made, relationship of leading and supporting agencies is made clear, and command system is simplified, an efficient response to shipping disasters is made possible. In the management of shipping disasters, all the disaster management processes, that is, prevention-preparedness-response-recovery, should be dealt with systematically and consistently. Notably, to swiftly and efficiently cope with a disastrous situation, the decision-making and command system must be simplified. The establishment of a command system and decision-making must be made independently, based on expertise. In the US, irrespective of the type of disasters, the FEMA plays a leading role and the USCG responds a response to maritime disasters by establishing the Incident Command System or Unified Command System that is an incident management system. In the UK, the MCA supervises an event and responds to it, and the SOSREP has full power to work with command and coordination independently. SOSREP, among others, is necessary to prevent an inefficient dealing of a shipping disaster owing to confrontation between participants. With reference to such leading States' practice, the Korean government should make a standardized and simplified response to maritime disasters. This study deals with a new maritime disaster responding system and provides an idea of the revision of the existing legal regime.

Shipborne Mobile LiDAR(Light Detection and Ranging) System for the Monitoring of Coastal Changes (해안지형 모니터링을 위한 해상모바일라이다 지형 측정 시스템 구축)

  • Coastal areas, used as human utilization areas like leisure space, medical care, ports and power plants, etc., are regions that are continuously changing and interconnected with oceans and land. Regular monitoring of coastal changes is essential at key locations with such volatility. But the survey method of terrestial LiDAR(Light Detection and Ranging) system has much time consuming and many restrictions. For effective monitoring coastal changes, KIOST(Korea Institute of Ocean Science & Technology) has constructed a shipborne mobile LiDAR system. The shipborne mobile LiDAR system, installed in a research vessel, comprised a land based LiDAR(RIEGL LMS-420i), an IMU(MAGUS Inertial+), a RTKGNSS(LEICA GS15 GS25), and a fixed platform. The shipborne mobile LiDAR system is much more effective than a land based LiDAR system in the measuring of fore shore areas without shadow zone. Because the vessel with the shipborne mobile LiDAR system is continuously moved along the shoreline, it is possible to efficiently survey a large area in a relatively short time. We conducted test measurements in the Anmok-Songjung beach around the Gangneung port. Effective monitoring of the changes using the constructed shipborne mobile LiDAR system for seriously eroded coastal areas will be able to contribute to coastal erosion management and response.

A Study on the Performance Verification Method of Small-Sized LTE-Maritime Transceiver (소형 초고속해상무선통신망 송수신기 성능 검증 방안에 관한 연구)

  • This study evaluated the performance test of a small-sized LTE-Maritime(LTE-M) transceiver that was developed and promoted to expand the use of intelligent maritime traf ic information services led by the Ministry of Oceans and Fisheries with the aim of supporting the prevention of maritime accidents. Accoriding to statistics, approximately 30% of all marine accidents in Korean water occur with ships weighing less than 3 tons. Therefore, the blind spots of maritime safety must be supplemented through the development of small-sized transceivers. The small transceiver may be used in fishing boats that are active near coastal waters and in water leisure equipment near the coastline. Therefore, verifying whether sufficient performance and stable communication quality are provided is necessary, considering the environment of their real usage. In this study, we reviewed the communication quality goals of the LTE-M network and the performance requirements of small-sized transceivers suggested by the Ministry of Oceans and Fisheries, and proposed a test plan to appropriately evaluate the performance of small-sized transceivers. The validity of the proposed test method was verified for six real-sea areas with a high frequency of marine accidents. Consequently, the downlink and uplink transmission speeds of the small-sized LTE-M transceiver showed performances of 9 Mbps or more and 3 Mbps or more, respectively. In addition, using the coverage analysis system, coverage of more than 95% and 100% were confirmed in the intensive management zone (0-30 km) and interesting zone (30-50 km), respectively. The performance evaluation method and test results proposed in this paper are expected to be used as reference materials for verifying the performance of transceivers, contributing to the spread of government-promoted e-navigation services and small-sized transceivers.

Physiochemical Characteristics and Heavy Metal in the Surface Sediments of Marine Shellfish Farming Waters in Anjung Bay, Korea (안정만 패류양식해역의 표층퇴적물의 지화학적특성과 중금속 함량)

  • Total 20 surface sediments were collected in Anjung bay to investigate the physicochemical environment and heavy metal contents. The physicochemical investigation ranged from 6.41% to 11.68% (average $9.52{\pm}1.28%$) for ignition loss (IL), from 17.99 mg/g to 43.84 mg/g (average $27.53{\pm}6.39mg/g$) for chemical oxygen demand (COD), and from 0.05 mg/g to 0.61 mg/g (average $0.17{\pm}0.14mg/g$) for acid volatile sulfide (AVS) with significant correlation between water content (W/C) and COD. A contour of spatial distribution indicated higher organic pollution at the bottom of ascidian, Stylea clava, cultural waters. Most of metals contents was not exceeded the NOAA's effect range-low (ERL). Estimated enrichment factor (EF) ranging 0.96-1.12 indicated that the sediment environment of the studied waters was relatively pristine from heavy metal pollution in spite of increased vessel traffics, so far.

Application of Side Scan Sonar to Disposed Material Analysis at the Bottom of Coastal Water and River (해저 및 하저 폐기물의 분석을 위한 양방향음파탐사기의 적용)

  • Due to the growth of population and industrial development at the coastal cities, there has been much increase in necessity to effective control of the wastes into the coastal water and river. The amount of disposal at those waters has been increased rapidly and it is necessary for us to track of it in order to keep the water clean. The investigation and research related to the water quality in this region have been conducted continuously but the systematic survey of the disposed wastes at the bottom was neglected and/or minor. In this study we surveyed the status of disposed waste distribution at the bottom coastal water and river from the scanned images. The intensity of sound received by the side scan sonar tow vehicle from the sea floor provides information as to the general distribution and characteristics of the superficial wastes. The port and starboard side scanned images produced from a transducer borne on a tow fish connected by tow cable to a tug boat have the area with width of 22m∼112m, and band of 44m∼224m. All data are displayed in real-time on a high-resolution color display (1280 ${\times}$ 1024 pixels) together with position information by DGPS. From the field measurement and analysis of the recorded images, we could draw the location and distribution of bottom disposals. Furthermore, we made a database system which might be fundamental for planning the waste reception and process control system.
