The Evolution of Economic Structure and the Locational Characteristics of Enterprises in Border Region of Gyeonggi Province (경기도 접경지역의 경제구조변화와 기업의 입지특성)

  • The purpose of this paper analyzes the characteristics of economic space in Gyeonggi border regions. Especially, this study focuses on understanding the environment enveloped the enterprises because today, largely influenced factor for regional economic development is enterprises. Since 1990's the change of the spacial organization in Korean Capital region has been inducing the functional transformation in Gyeonggi border regions so that new function -beyond military functions- is developed in these regions. By the disindustrialization in core region contributed to the industrialization in periphery, border regions are developed as a concentrated space of traditional industries and small size manufactural firms. The most important pull factor is facility for obtain a factory site and favorable condition of land price. Globally, the reasons to locate enterprise in these regions are found not in positive and progressive strategies but in passive and defensive strategies. Therefore few enterprise carried about influences of economic cooperation between North and South Korea at the moment of decision of their site. The survey reveal that enterprises didn't highly estimate the environment in border regions as their business activities. The first dissatisfied condition is insufficiency of labour and difficulty of access for administrative and high level services, due to geographical separation. Considering the recent tendency of spacial reorganization in Capital region is not always good for border regions, border regions have to employ a policy with the object of ameliorating regional business environments and growing up a potentiality of endogenous development.

  • The regulation of media concentration which is provided in the German Interstate Treaty on Broadcasting (RStV) is part of the rules forming the "positive broadcasting order" required by German Constitutional Law. This control ensures that the diversity of viewpoints can be articulated to the public. Broadcasting must operate independently from the state and from particular social groups if it is to be a genuine service to the public. One risk of economic competition in the media is a tendency towards the concentration of business enterprises. Moreover, economic competition is no guarantee for journalistic diversity. The aim of balanced diversity in the broadcasting sector can only be pursued by creating conditions under which different voices obtain the chance to be heard in an equitable manner. Within the framework of the meaning of section 26, it shall be assumed that there is a predominant impact on public opinion if the programs attributable to one company reach an annual audience share of 30 percent. The same shall apply if the company reaches an audience share of 25 percent and holds a dominant position in a related media-market or an overall assessment of its activities in television. The restriction of audience shares has limits such as that the audience shares of news programs and education and entertainment programs are pooled. Therefore, there is a vagueness about the productivity of different program branches.

  • With growing population of internet and web applications, distributed environment is considered to be the standard architecture of application. A network management systems(NMS) is necessary to control and monitor the complex network resources for providing and sharing the heft quality service. We recognize the NMS as a standard infrastructure for supporting efficient networking and a separate commercial applications. We believe every resource including software, hardware and environment for the network management should be separated from special protocols, vendors and applications. Therefore, We need a standard network management system that is efficient and consistent because of the heterogeous network features. In regards to software development, software reuse through assembling and extending the reusable elements such as patterns and components assures to realize the best productivity and quality The component based development(CBD) methodology that can assemble black box though well defined interfaces makes it possible to develop easer and quicker applications and is proved as the best software development solution involved in construction, selection and assembly of components. In this thesis, we describe the architecture for the network management and identify, define and design the components through analysis and design in the network management domain and Identified components mapped to the component architecture. We also specify the component development and design and implement the component for developing the network management. Implemented components apply to the component repository system that register, retrieve and understand the components. We analyze, design and implement the entire network management system based on configuration, connection, performance and fault management through the pre-developed components.

Effectiveness of Public Credit Guarantee System and Its Coexistence with Market-based Finance Schemes (공적보증의 효과성과 시장기반 금융제도와의 공존)

  • Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.

Study on System Evaluations the Location Suitability for Urban Mini-Industrial Complex: Case of Seoul Metropolitan Area (미니 산업단지의 입지적합성 평가 연구: 수도권을 중심으로)

  • Recently, the demand for corporate location in the city is increasing. Due to the difficulty of finding a large site in the city, the small-scale 'mini-industrial complex' would be appropriate as a future industrial complex type. In response to this, site suitability indicators was prepared and applied to the metropolitan area as a pilot. To this end, the under-utilized site were assumed as potential candidates for development. After analyzing the importance among indicators through a questionnaire from experts and companies, this was applied as a weight. As a result, candidate sites ranging from Grade 1 to Grade 4 were derived. The indicators that had a great influence on the location identified as a Grade 1 were transport accessibility and urban service conditions when the company weight was applied, whereas advanced knowledge industry and university/research center when applying expert weight. The Seoul-south axis and southwest axis of Gyonggi-Do were identified as the most excellent mini-industrial complex locations among the Seoul metropolitan areas. It means that the already formed knowledge industry clusters will be recognized as competitive future industrial locations.

  • BIDANI is the action-research program. BIDANI aims to be truly a people's program embodying their own activities and aspiration. BIDANI sees an integrated development approach at the community level with participatory services embodied in a Barangay Integrated Development Plan(BIDP) designed by the people themselves. Community situational analysis is conducted by the people to identify the priority problems and potential resources in the barangay. Participatory planning, using the “bottom up” apporach, is exercised to formulate a BIDP. Proper motivation and advocacy encourage barangay people's participation. Accessibility and efficiency in the use of various services and resources of government and private agencies increase. Family groups who are at high-risk to malnutrition become aware of the importance of nutrition through their participation in development program activities. Integration of political and socio-economic concerns at the lowest level is operationalized. Implementation and sustainability of the program on a wider scale from a model project to a model program is facilitated through institutionalization at the municipal/city level with the mayor as the project director. “Top to bottom” planning through a City/Municipal Integrated Development Program(C/MIDP) interacts with “bottom up” planning at the barangay level. The establishment of a local Training School for Barangay Development(TSBD) in each municipality and city for continuing education of indigenous village workers and barangay people is a vital component for success and viability. The role of non-political entities such as academic institutions and non-government organizations, as catalytic agents of development, is stressed.

Impact of the Intermediate of Empowerment on the Relationship between Servant Leadership and Organizational Citizenship Behavior (서번트 리더십과 조직시민행동의 관계에서 임파워먼트의 매개효과)

  • In today's fast changing management environment, new role of leaders is being emphasized for survival of companies, and organizational achievement must be maximized by using servant leadership strategically. Data were collected from the sample of 435 employee employed service. All analysis were conducted using LISREL 8.30. The research studies how servant leadership influences organizational citizenship behavior through psychological empowerment. The result is as follows. First, it is found that, among the servant leadership's behavior characters, except for empathy and ethics, growth, vision and community building are found to be variables that increase psychological empowerment. Secondly, it is fund that psychological empowerment of organization's members has positive correlation on organizational citizenship behavior. Thirdly, it is found that among the servant leadership's behavior characters, except for empathy and ethics, growth, vision and community building are found to have meaningful positive influence over organized citizens' behavior through psychological empowerment. Likewise, the result means the servant leadership increases organizational citizenship behavior of the members through empowerment. For servant leadership to promote organizational citizenship behavior, it is suggested to emphasize empowerment. In other words, it is important to empower subordinates for servant leadership to make more useful and complete achievement in the organization.

A Study on GIS Implementation and Maintenance Model in Local Governments (지자체 GIS 추진 및 운영모델에 관한 연구)

  • The considerable budgets for the 2nd-phase NGIS projects are allocated to the projects for developments of the GIS applications. Especially, the 78 local governments are major users of GIS application systems. In spite of GIS necessity in local government, whether a GIS is 'good' or bad, depends on its implementation and operation. How to implement GIS in effective wav and how to measure GIS effect for justifying GIS funding can be major concerns. Because it takes minimum 3-4 years to equal the costs and benefits of GIS, the long-terms implementation strategies for GIS project in local government are required. In order to establish a proper implementation model for the GIS application projects and to promote activities in the projects, this study considers several problems in accordance with the phases of GIS evolution and solutions of these problems. Based an the GIS auditing and consulting experience in local governments, this study constructs a GIS implementation and maintenance model in long and comprehensive perspective. This model can be a key to affective and realistic implementation for the future GIS projects.

The Self-regulating Fire Prevention System in Korea: with the Focus on the Role of Insurance System (자율예방체계의 구축 -규제개혁의 차원에서 보험의 역할을 중심으로-)

  • This paper's purpose is three-folded: modeling the self-regulating fire prevention system, developing a packet of practical fire prevention measures and regulations, and reviewing the applicability of fire insurance system in Korea as a main components of the self-regulating fore prevention system. The so called self-regulating fire prevention system is defined as a grand national fire prevention framework based on and promoted by the vitality and creativeness of the market (or private sector). This drastically contrasts with the existing government-led fire prevention system in Korea. The self-regulating fire prevention system has three grounds: the principle of self-responsibility, the redefinition of the fire service as a public goods, and the principle of self-selection. It seems natural that the self-regulating fire prevention system requires the function of fire insurance institution as a pivoting mechanism providing individual decision makers with a system of incentives, resulting in rational behaviors in the part of each individuals and in the well-balanced fire prevention network in the part of the overall public. In this regard, this pilfer examines the institutions and performance of the fire insurance industry in Korea and reviews the limitation of the industry as an instant replacement mechanism of the current government-led fire prevention system in Korea.

A Review on Applicability of Sustainable City Index - Focusing on GCI, EPI and CBI - (지속가능한 도시평가지표의 적용 가능성 검토 - GCI, EPI, CBI를 중심으로 -)

  • This study was intended to develop Korean Environmental Sustainable City Index (ESCI) so that local governments can examine and identify urban environment issues and then come up with a policy to improve the environment and urban biodiversity for cities. Green City Index (GCI), Environmental Performance Index (EPI), and City Biodiversity Index (CBI) which have used worldwide were analyzed. Based on the result of analysis, evaluation indicators of ESCI were finally a total of 20 indicators under four categories, which are native biodiversity, living environment, ecosystem services, and governance and management. Then, five cities with biotope mapping and evaluation index were selected to apply ESCI for evaluation. In order to apply ESCI, local governments need to accumulate basic data. There should be a policy which requires local governments to build data for biotope mapping so that the rate of natural area, ecological network and permeable land surface can be evaluated. Indicators must be applied to be compliant with scale of the city and level of data building gradually.
