A Study on the Collaboration Network Analysis of Document Delivery Service in Science and Technology (과학기술분야 원문제공서비스의 협력 네트워크 분석)

  • Korea Institute of Science and Technology Information(KISTI) provides domestic researchers with science and technology information through NDSL Information Document Service(NIDS) network to improve research productivity in Korea. University libraries and information centers of research institutes are playing a major role in the NIDS collaboration network. In this study, we examined the relationship among the participating organizations for document delivery service using the social network analysis(SNA) method. Centrality of each organization in the NIDS network was analyzed with the indexes such as degree centrality, closeness centrality, betweenness centrality, and eigenvector centrality. The research results show that KISTI, KAIST, POSTECH, and FRIC are located at the center of the NIDS network. Based on the research results, this paper suggests several directions for improvement of document delivery service.

A Bibliometric Study on R&D Performance of Ocean Research Institutes (국내.외 해양연구기관 연구성과의 계량적 분석 - 연구생산성 및 국가간 연구협력을 중심으로 -)

  • This study is a comparative analysis of R&D performance and research collaboration relationship among ten ocean research institutes in the Republic of Korea and foreign nations through analyzing SCI publications from 2008 to 2012. The result indicated that SIO, WHOI, and NOC had the highest number of publications, while research institutes in East Asian nations including NFRDI, KIOST, IOCAS, and JAMSTEC had the notable growth in publication. In terms of number of publication per researcher, SIO, WHOI, and NOC had relatively high number. In terms of publication per research budget (1 billion KRW), number of publication was high in the order of IOCAS, NOC, GEOMAR, SIO. The number of Citations Per Publications (CPP) was high among WHOI, SIO, NOC, GEOMAR, JAMSTEC, and IFREMER, which are North American, European and Japanese institutes. The average Impact Factor (IF) of journal submission per publication for IFREMER, KIOST and JAMSTEC was relatively increasing, while the number was fluctuating in other institutes. The analysis of research collaboration among institutes around the globe showed that the collaboration in Asia was relatively closed, whereas it was more open in Europe. In the case of Europe and Asia, higher number of research collaboration among nations also increased the quality of submitted articles.

  • e-Science is a new paradigm to increase the research efficiency by applying the state-of-the-art information technology to the classical research methodology. Among the research fields influenced by e-Science, Biology and Bioinformatics are the fields that are using IT very actively. And virtual screening, a procedure for the drug discovery, is one of the bioinformatics applications which requires a large amount of computing resources. In this paper, WISDOM, which is a e-Science project to design a new drug for Malaria and Avian flu, and related projects are introduced and the joint research between KISTI and Chun-nam university planned for the virtual screening research is explained.

Suggestions for the Non-Taxation Scheme on the Compensation for Employee Invention of the University (대학 직무발명 보상금 비과세제도에 대한 제언)

  • The compensation for employee invention from the university can be taxed or non-taxed depending on the classification of the type of income. The government legislated the Promotion of Industrial Education and Industry-Academic Cooperation Act and the Technology Transfer and Commercialization Promotion Act in order to improve the research productivity of universities and industrial-academic collaboration via transferring the technologies. However, the confusion with taxation on the compensation of employee invention from the university has been incurred due to the difference of legal interpretation between government bureaus. In this research, bureaucratic conflict on the non-taxation scheme is examined in a legal aspect and the effect of non-taxation scheme is also studied in aspect to personal tax exemption. Finally, some suggestions are provided for the purpose of settlement of the non-taxation scheme in order to improve employee invention from the university.

  • This study describes the growth, contribution and impact of research carried out by University of Mysore scientists in science and technology. It indicates the patterns of communications of university scientists and studies the extent of concentration and scattering of their research output in different journals. It also analyses the strong and weak areas of university research, their growth rate and impact in terms of average citations received. It also studies the output and impact of research under different existing subject departments of the university and analyses the international collaborative share of research output at the overall level as well as across various subjects, indicating also the major countries involved in international collaboration. It describes the share and characteristics of select high cited papers and the top productive authors.

  • University library evaluations have previously put emphasis on how many collections a library has, what kinds of services it offers, and how satisfied its users are with the services. But these evaluations are not enough to show how much impact university libraries have on their stakeholders and how they can contribute to the mission and purpose of the parent organization. This study is a starting point of discussion for the impact and value measurement of university libraries. The aim is to identify a university library's impact in terms of various stakeholders and accordingly determine its measuring element. The impact of a university library on students can be measured by the students' study, success and accomplishments. The impact on professors can be measured through the success of their teaching and research productivity. Finally, the impact on a university can be realized by understanding how a library affects university's reputation and success.

  • The purpose of this study is to propose a method to construct the information space of library with the resilient space and community base to cope with social changes in response to various contents of library functions. As an institution that provides the places and contents necessary for education and research, it aims to expand and change from the collection center to the user center, from the specific user center to the library that shares resources with the community, And to find ways to contribute to the revitalization of education. A library plan for communities that can increase the value of local libraries and expand user-centered space utilization is as follows; First, in terms of communities in space and programs, the program will be supplemented through the activation of cultural, entertainment, and collaborative programs and the creation of communities. Second, in terms of smart support for operational and environmental issues, the establishment of information technology and smart management operating system to expand the research productivity by efficiently utilizing mutually available data with the local community.

  • This study analyzes the interaction of the policy of human resource in science and technology and the policy of education for the gifted. In Korea, the goals of gifted education seem to have gravitated more toward serving the national perspective of creating a pool of high-quality scientists for economic development, rather than toward helping individuals achieve their educational aspirations and promote their talents. The science education policy for the gifted can be categorized into two: one primarily by the Ministry of Science (MOST) and another by the Ministry of Education (MOE). So far, the policy of science education for the gifted has been written by MOE. Such an imbalance has been created because the two ministries differed in their values and priorities. MOST has designed the science education policy in order to foster the gifted as high-quality human resources in science and technology that can help contribute to economic development. On the other hand, MOE has designed the policy for the gifted with educational equity in mind. Although the policy by MOST had have more influence in implementing overall policies of educating the gifted, the two ministries have interacted and formulated the educational system of gifted in Korea. This study sheds light on the process that MOST has legitimized their science education policy for the gifted by designing it in line with the national and social goals, and has formulated a basis on which the gifted can contribute to R&D for economic development.

A Study on the Collaboration Types of Knowledge Creation in Korean Government-supported Research Institutes of S&T: Focusing on Openness and Diversity (과학기술계 출연연구기관의 지식창출 협력유형 분석에 관한 연구: 개방성과 다양성 중심으로)

  • We classified collaboration types of Government-supported Research Institutes (GRIs) in Korea to make a creation knowledge with the openness and the diversity. The openness is described to collaboration dependence and leading intensity, and the diversity is expressed to collaboration diversity and collaboration concentration. We suggest four taxonomy models explained in terms of the openness and the diversity with country level and institute level. This study uses 39,507 papers in SCOUPS DB that include author(s) affiliated to 26 GRIs. It concludes that many GRIs is classified to the type of multilateral collaboration follower in institute level and to the type of global network player in country level from the perspective of openness. In the aspect of diversity, many GRIs is concentrated to the collaboration type of picky eater or monophagous in institute level and to the multinatioal asymmetry type or non-multinational asymmetry type in country level. It is necessary for GRIs to lead collaboration and to transfer inhouse R&D institutes with high performance to be competitive institutes which make high quality knowledge.

Conceptual Design of Metadata based Research Results Information Retrieval System (메타데이터 기반의 연구성과정보 검색시스템의 개념적 설계)

  • It has lately been recognized that the sharing and exchanging of the research results information is the critical factor to improve the research productivity. So many institutions are planning or developing the information systems which provide the research information services for researcher. But it has very difficulty in integrating the research resources information due to the dispersion and heterogeneity in data sources, and semantic and structural difference in describing data. We propose the semantic web based methodology and conceptual framework for raising the interoperability of metadata about research results information, which will support the integration of the distributed research data for information services in the end. We first introduce the ontology which is developed based on Standard Metadata of Research Results Information published by STISC. Then to show the applicability in real-world environment, we express the metadata of research information in RDF/RDFS according to ontology. Finally we proposed the conceptual architecture of research information service system which shows the main components, the functional requirements, and the principal and design direction at implementing the system.
