Due to the recent surge in natural disasters, with rising social concerns, investment on research & development (R&D) project in natural disaster mitigation area is continuously increasing. However, current R&D performance management system of natural disaster mitigation area does not properly reflect characteristics and social ripple effects of R&D projects. It is indicated that mainly due to the current performance index consists of easy-quantification factors and the performance evaluation system adopts simple aggregation method. Therefore, the purpose of this study is to develop new performance evaluation system considering characteristics and social ripple effects of natural disaster mitigation R&D projects. To this ends, this study derived 3-dimensional performance measurement index through literature review and natural disaster mitigation R&D projects analysis. Finally, based on the derived performance measurement index, this study suggested new and effective performance evaluation system for natural disaster mitigation R&D projects.

정부의 연구개발투자로 수행되는 국가연구개발사업은 세부과제 단위로 매년 도출되는 6대 성과(논문, 특허, 기술료, 사업화, 인력양성 지원, 연수 지원)를 집계한다. 성과 중 하나인 SCI급 논문은 한 논문을 다른 연구과제의 성과로 제출하는 경우도 많아서 동일 논문성과를 다수의 과제에서 공유하게 된다. 본 논문에서는 국가연구개발사업과 그 성과로 도출된 SCI급 논문간의 네트워크 관계를 분석하고자 한다. 대상 데이터는 2015년도에 수행된 연구개발과제의 성과로 제출된 11,179편의 SCI급 논문 중 2개 이상의 과제 결과로 도출된 논문이다. 또한 국가연구개발사업의 SCI급 논문 성과는 세부과제 단위로 집계되므로 SCI급 논문-세부과제간 네트워크는 정보량이 과다하다. 따라서 SCI급 논문에 대한 네트웍 분석은 세부과제를 포함하는 국가연구개발사업간의 네트워크로 한 단계 높여 분석하였다. 구체적으로 논문-사업간 2모드 네트워크를 1모드 네트워크로 전환하여 네트워크 분석을 시도하였다.

This study is trying to estimate the effect of survey of prior art on the technological performance of national R&D program, with the purpose to enhance understanding on the relationship between utilization of patent information and R&D activities. Patent and Technology Trend Research, one of the survey of prior art which gives the information about existing technology and patent trend to the project team has been carried out since 2005. In this paper, effects which Patent and Technology Trend Research has on the technological performance of national R&D projects are estimated by using multiple regression model considering input factors, characteristics of an agent and supplier of money. The result is that Patent and Technology Trend Research has positive and significant effect on the grant and application of domestic and foreign patent. This result can give an hint that the utilization of patent information make the R&D process efficient and effective.

This study examines the mediating effect of product innovation on the relationship between product development strategy implementation and product development performance of business ventures. The previous researches on product development has mainly focused on the role of venture firms' technological capabilities or that of entrepreneurship in product development. Although there are many important discussions related to the product development of business venture, a more discussion on the relationship between product development strategy implementation and performance of product development is needed. The purpose of current study is to examine the relationship between the entrepreneurial orientation and the R&D department on product development performance. To confirm the model of Day & Wensley(1988) that product novelty mediates the relationship between product development strategy and product development performance. The research results of 703 Korean business ventures suggest that the implementation strategies for product development such as utilizing entrepreneurial orientation and R&D department are more effective for business ventures in terms of product development performance. Also product novelty was prove to be a mediator that intervene the relationships between implementation of product development strategy and product development performance. Those findings may provide implications for whom has interested in the relationship between entrepreneurship and product development performance of business ventures. The differences in between new and existing product performance from the implementation strategy of product development may provide implications for practitioners who understand the process of product development.

본 연구의 목적은 프로그램 언어(Perl/CGI, PHP)가 웹 어플리케이션의 개발성과에 미치는 영향을 조사하기 위한 것이다. 이를 위해 본 연구는 정보시스템의 복잡성과 프로그램 언어에 따른 프로그램의 생산성 효과 이론 등과 같은 선행연구(Wrigley & Dexter, 1991; McFarlan, 1981; Ha & McLean, 1985)와 연구 대상인 Perl/CGI와 PHP에 관한 이론을 조사하였다. 이를 바탕으로 프로그램 인어(Perl/CGI, PHP)가 과업의 위험성(개발사 경험, 요구사항의 난이도)에 따라 개발성과 발생산성, 개발사 만족도)에 미치는 영향을 조사하기 위한 모델을 개발하고 실험을 통해 이를 검증하였으며, 결과는 다음과 같다. 사용 언어에 따른 집단별(초보자집단/전문가집단) 성과의 차이는 요구사항이 간단할 경우에는 초보자집단과 전문가집단 사이에 개발성과의 차이점을 발견할 수 없었다. 그러나 요구사항이 복잡할 경우에는 두 개의 프로그램 언어 모두에 대해 전문가 집단이 초보자 집단보다 개발성과가 높게 나타났다. 또한 사용 언어별 성과에서는 PHP를 사용하는 경우가 Perl/CGI를 사용하는 경우보다 개발자 경험이나 요구사항의 난이도와 관계없이 높은 개발성과를 보여 주었다.

So far, several researchers have studied the relationship between research and development investment and firm performance; however, most have focused on linear relationships. Thus, previous studies remain fragmented and show mixed results. This study examined the moderating effect of political ties in the relationship between R&D investment and firm performance. We tested the hypotheses based on extensive 20-year data on enterprises, from 1998 through 2017, as the research period. The study is expected to contribute to explaining the mixed results of the research between research and development investment and firm performance.

최근들어 환경변화가 가속화되고 기업의 환경적응성이 중요해짐에 따라 R&D 활동의 평가과정이 학습의 핵심적인 단계로서 새롭게 부각되고 있다. 또한 R&D 활동에서 결과 중심적 접근, 사업부와의 연계 등이 강조되면서 구체적 R&D 성과평가가 연구관리(R&D management)의 중요한 이슈가 되고있다. 그러나 그동안 R&D 성과평가는 R&D 활동 자체가 불확실성을 가지는 특성으로 인하여 체계적 접근이 이루어지지 못하여 왔으며 최근에 들어 R&D 성과평가 부문이 연구관리 및 기술경영분야의 도전적 연구과제가 되고 있다. 본 연구는 이러한 R&D 성과평가를 어떻게 접근할 것인지에 대한 접근방법과 성과 지표의 내용, 성과지표의 선택 및 개발절차, 향후 연구과제를 중심으로 제시한다. 본 연구의 세부내용은 다음과 같다. 첫째, 민간기업 연구개발활동의 성과평가에 적용가능한 평가의 분석틀(framework) 및 관점(perspective)을 제시하였다. 기존 평가모형에 대한 문헌고찰을 바탕으로 종합적, 체계적인 평가분석틀을 도출하고, 측정가능한 성과지표군을 제시하였다. 또한 성과지표들을 다양한 기준에 따라 분류하고 각 분류에 따라 적용가능한 성과지표군을 제시하였다. 둘째, 각 기업별 특성을 고려하고 경영전략과의 연계를 명확히 할 수 있는 구체적인 성과지표를 개발하기 위하여 4단계의 R&D 성과 평가지표 개발절차를 도출하였다. 셋째, 향후연구를 위한 성과평가 연구분야의 주요 연구과제들을 5가지로 정리하여 제시하였다.

In order to accomplish the successful performance management of the national research and development programs, it is necessary to establish the legal system that provide a institutional foundation and to set up and practice the relative substantial operating system. This paper aims to study the problems and improvement measures of the Performance Management System in National R&D Programs. For this purpose, the development of legal system on the performance management in national R&D programs was surveyed, the problems in existing laws and ordinances on the performance management were analyzed, and lastly the improvement measures on the legal system of the performance management were suggested. The legal system of performance management is being composed of and managed with The Framework Act On Science And Technology that prescribed the national science and technology policy direction, and Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc. that prescribed the basic policies of performance management process and methods, and Regulations On The Management, Etc. Of The National Research And Development Projects that prescribed the concrete methodologies on performance management. Results of the study, it is necessary that the performance management laws and ordinances need improvement of Compatibility, the object and range of performance management system extend more widely to the whole field of national R&D programs in principle, and the performance management process and methods improve reasonably considering the goal and direction of national R&D policy.

질적인 측면을 충분히 감안하지 못한 양적 성과분석은 연구개발 과제의 성과를 제대로 반영하지 못하는 문제점을 안고 있다. 따라서 양적 성과와 질적 성과를 함께 종합적으로 고려할 수 있는 종합적인 성과분석지수를 개발할 필요가 있다. 본 연구에서는 주성분 분석과 동일 가중치를 부여하는 방식을 이용하여, 특허 출원 건수, SCI 게재논문 건수, 기술이전 건수라는 3가지 양적 성과지표와 이에 대응되는 특허 심사청구 항수, 논문게재 학술지의 IT, 총 연구비 대비기술료 비중의 3가지 질적 성과지표를 성과지표로 고려하면서 성과분석지수를 개발하고자 하였다. 주성분 분석의 적용 결과 특허 출원 건수(0.2160), SCI 논문게재 건수(0.1510), 기술이전 건수(0.1564), 특허 심사청구 항수(0.2257), 논문게재 학술지의 IF(0.2218), 기술료 비중(0.0291)의 가중치를 얻을 수 있었다. 이 6가지 평가지표는 종합평가지수라는 하나의 틀로 결합되어 개별 과제의 성과를 평가하는 데 활용될 수 있다. 더 나아가 양적 성과지표와 질적 성과지표로 구분하여 평가할 수 있다. 가중치 결정 방법에 따라 평가결과가 크게 달라지지는 않았지만, 가중치 결정 방법과 상관없이 양적 성과지표 평가결과와 질적 성과지표 평가결과는 크게 달랐다. 한 가지 흥미로운 점은 과제평가등급과의 상관관계를 따져보았더니 질적 성과지표와 과제등급과의 상관관계가 양적 성과지표와 과제등급과의 상관관계보다 더 크다는 것이다. 따라서 성과분석에 있어서 질적 성과지표를 반영한 질적 성과분석이 반드시 수행될 필요가 있다. 앞으로 특허 인용도 등 보다 다양한 질적 변수를 확보하여 성과분석지수를 보완할 필요가 있을 것이다.

연구개발을 통해 얻어진 결과물 자체가 잘 보존되고 관리되면, 기술이전 등 상업화가 가능하다. 그렇지만, 연구 현장에서 연구개발을 통해 얻어진 데이터셋이나 소프트웨어 등 성과물들은 개인별로 관리되고 있거나 제대로 관리되지 않아서, 재사용이 어려운 실정이다. 따라서 국가차원에서는 전체 연구성과물의 메타정보 수집을 통한 연구성과물 현황 관리와 이를 분석한 분석정보의 활용에 중점적으로 노력하고, 실제연구개발을 수행하는 개별 연구원이나 기관들은 연구성과물의 재활용에 초점을 맞춘 성과물 관리가 필요하다. 이를 위해 본 연구에서는 연구개발의 결과물을 관리하기 위한 시스템 아키텍처 설계 방안을 제시한다. 연구성과물의 체계적인 관리를 위해서 연구성과물 등록, 저장, 조회/사용, 관리 등 연구성과물 관리를 위한 프로세스 마련이 필요하고, 개별 연구성과물에 대한 메타항목 정의도 필요하다는 결론을 도출했다. 이를 통해 연구성과물의 재생산을 위한 비용을 절감할 수 있으며, 연구의 연속성이 확보되어 질높은 연구성과를 창출할 수 있는 환경이 마련될 것으로 기대한다.
