This paper analyzes the impact of the change in telecommunication regulation on network investment such as the integration of telecommunication service. The integration of telecommunication service plays a role of separating the behavior regulation from entrance regulation and reducing a entrance constraints. Therefore, it is expected that the market spill over effect is high through the improvement of behavior regulation such as interconnection regulation, facilities provisions, retail price regulation, bundling, number portability of VoIP. This paper discusses the critical factor affecting the decision making process in respect of the firm level and analyzes the impact path guiding investment and innovation. Finally, the paper proposes the guideline for telecommunications policy.

번호이동성은 이용자가 사업자, 위치, 서비스 등을 변경하더라도 기존에 사용하던 전화번호를 그대로 사용 할 수 있도록 하는 제도로써 통신 산업의 경쟁을 활성화하고 이용자의 편익을 증진시키기 위해 도입되었다. 현재는 시내전화 내 또는 이동전화 내에서와 같이 단일 역무 내에서만 번호이동성이 시행되고 있지만, 광대역통합망(BcN)과 같은 IP기반의 컨버전스 네트워크 상의 번호이동성에서는 URI 기반 라우팅, 이종 역무간 번호이동과 같은 고려사항이 발생하게 된다. 본 고에서는 BcN 상의 번호이동 시스템을 구현하기 위한 ENUM DNS 활용방안을 제시하고자 한다.

정보문화의 달이기도 했던 6월은 고도정보화사회를 앞당기는 일련의 획기적인 조치들이 취해져 관련업계의 관심을 크게 집중시키고 있다. 정부는 정보통신회선 사용상의 제한을 대폭 완화하여 민간기업이 실질적으로 VAN사업에 참여할 수 있는 길을 열어놨고 종래 규제일변도였던 전파정책을 권장행정으로 전환하는 전파관리법도 입법예고했다. 정부가 마련한 정보통신회선사용제도 개선조치는 DB, DP만 제공할 수 있도록 되어있는 정보통신역무제공업자의 사업범위를 불특정다수인을 대상으로 한 정보교환 및 타인통신매개행위를 허용했고 지금까지 9600bps급 이하의 저속회선에서만 접속이 허용되어온 다중화장치(MUX)의 사용범위를 대폭확대하여 64kbps급 이상의 고속회선에서도 접속사용할 수 있도록 허용했다. 또한 그룹 VAN의 경우에도 업무상 긴밀한 관계자 등만 이용할 수 있게 한 제한사항도 폐지해 국내 VAN시장에 대한 민간기업의 참여를 전면적으로 허용했다. 이외에도 정보통신역무제공업자가 DP.DB제공을 위해 필요한 경우 컴퓨터 본체에서의 부수적인 정보교환행위를 허용하여 DB내용 갱신(up-data) 등을 위한 중도컴퓨터의 접속도 가능토록 했다. 그런데 그룹 VAN의 경우 이용대상의 제한을 없앴으나 그룹망 중 타인사용특례를 받은 업체 이외의 망에는 이용자가 접속할 수 없도록 되어있기 때문에 각 업체에서는 시스템 통합화를 추진할 확률이 높다. 또한 고속회선에 대한 다중화장치(MUX) 사용을 허용하고 있으나 개방에 대비해 각 업체에서 이미 보유하고 있는 노드 프로세서(Node Processor)를 전용교환기로 간주, 이의 사용을 제한하고 있는 실정이다. 업계에서는 중도컴퓨터의 접속은 허용하고 있으면서 통신과 컴퓨터의 중간자적 기능을 갖고 있는 노드프로세서의 사용을제한한다는 데에 있어서는 의견을 달리하고 있다. 우리 협회에서는 이달 법제위원회를 개최하여 이번 조치에 대한 검토와 함께 전파관리법 입법예고안에 대한 업계의 의견을 수렴, 정부에 건의할 예정이다.

현재 디지털 컨버전스에 따른 통신방송융합, 유무선 통합으로 다수의 새로운 서비스들이 출현하는 등 통신시장의 환경이 급변하고 있다. 새로운 역무의 출현으로 통신시장의 경계가 모호해지고 이해관계자들이 복잡한 관계를 가지고 등장하고 있다. 이러한 환경 하에서 합리적인 경쟁정책을 위해서는 무엇보다도 융합 환경을 고려한 시장획정이 선행적으로 이루어져야 하며, 이를 통한 해당시장의 경쟁상황에 대한 정확한 파악을 기반으로 해야 할 것이다. 본 고에서는 통신서비스 분야의 합리적 시장획정을 위해 해외 주요국의 사례를 분석하고 이를 통해 디지털 컨버전스 환경을 고려한 바람직한 시장획정 방안을 제시하고자 하였다. 결론적으로 융합환경 하에서 효과적인 경쟁정책을 위해서는 합리적인 경쟁상황평가 실시가 요구되며, 이러한 경쟁상황평가의 실시는 정확한 시장상황 판단에 입각한 시장획정에 기초하여야 한다. 시장획정을 함에 있어서 먼저 융합환경을 고려하고 명확한 경제 분석을 통하여 이루어져야 하며, 변화되는 경쟁상황을 보다 효과적으로 파악하기 위하여 주기적으로 그리고 유연하게 시장리뷰가 이루어져야 한다. 시장리뷰에 있어서 투명성과 예측가능성의 확보는 경쟁정책의 실효성을 보다 높일 수 있을 것이다.

통신기술의 발달에 따라 기존의 통신망은 TP 기반의 NGN 구조로 통합이 추진되고 있으며, 서비스 형태도 음성주도형 서비스에서 음성과 데이터가 혼합된 멀티미디어형 서비스로 전환되는 추세이다. 또한 기존 PSTN 서비스를 인터넷기반으로 대체하는 인터넷전화 서비스가 출현하게 되었다. 인터넷전화 서비스는 VoIP 관련 번호 제도가 체계적으로 도입되고 사업자 역무가 구체화될 경우 본격적인 활성화 단계에 진입할 것으로 예상된다. 기업측면에서는 통신 요금을 절감하고 음성과 데이터를 통합하여 사용할 수 있는 사설망 구축을 적극적으로 도입하거나 활용을 검토하고 있는 추세이며 개인 고객들도 향후 IP 기반의 유무선 인터넷전화 서비스를 많이 활용하게 될 것이다. 결국 ITSP와 사설기업망이 많이 생겨나게 되고, 이러한 환경에서는 ITSP(Internet Telephony Service Provider)와 사설 기업망 가입자들은 모든 타사업자 (ITSP, 무선통신사업자. PSTN 사업자, 사설 기업망 등)들간 통신을 위하여 협약을 체결하고, 호 라우팅을 위한 정보를 유지하고 과금 정산 기능을 지원하여야 하는 문제점이 있다. 이를 위한 방안으로서 사업자간 정산 시스템을 중심으로 ITSP와 사설기업망 가입자를 연동하도록 구성할 수 있다. 프로토콜로서는 ETSI 표준 프로토콜 OSP을 사용하도록 한다. 본 고에서는 사업자간 정산 시스템(OSPs : OSP 서버)을 통한 ITSP와 사설 VoIP 망들간의 호 서비스 연동 방안을 제시하였다.

Current subway station's office employee must perform safety management tasks by monitoring the various safety management systems. But these monitoring systems are limited in effective situational awareness and response to a state of emergency immediately. It is necessary to develop an integrated safety management system display. In this study, we developed subway station safety management system's (CCTV, fire detection & alarm system, screen door control equipment) integrated prototype display with ecological interface design framework and evaluated prototype display interface's usability with GOMS model. The result was that the ecological interface's performance was better than existing safety management system's interface.

Integrated Railroad Information System(IRIS) Construction Project is one of the super projects in Korea required to invest over 100 billion won and 10,000 engaged manpower until Dec 30, 2004. Composition of this paper is as follows; firstly, examined individual contents and aspects of IRIS, and studied formality and contents that have been based to project methodology for successful propulsion of project in overall situation of SI project progress until present. Secondly, presented for construction background of IRIS as well as Project Management and Project Development Methodologies. Thirdly, described each characteristic and development substance for individual systems after present whole contents and system image of the system. Finally, presented successful propulsion result of this project and development directions. We presented development example laying stress on IRIS's Project contents and propulsion circumstances. Evaluation about operation results should be analyzed and studied in detail operating system from now on.

The ATVM(Automatic Ticket Vending Machine) of Seoul Metropolitan is a Kiosk which is called Ticket Vending and Reload Device at the subway station. It is implemented for integrating transportation card system which is separated from a paper subway ticket and replacing ticket selling employees. However, since the automatic ticket vending machine was accepted in 2009, there has been confusion of purchasing a ticket. Therefore, it requires improvement of usability. This study, conducts a literature search. Also, the interface of ATVM is analyzed. Finally user observation proceeded at Sinnonhyeon Station of Seoul Metro line 9. The results show that selecting a destination and section fares is confusing process for user. Based on this survey the improvements of UI are proposed to expect advanced directions of the ATVM.

Users of the Information Age, IT usage patterns of the wired broadband information services and various forms of the same quality wireless multimedia services are required. Changes of these times the next-generation mobile communications (IMT-Advanced) has emerged as the necessity of developing its current voice and packet data communications on the move in the high-speed 100Mbps, 1Gbps in stationary and slow data transmission rates up to fixed-mobile convergence based on needed to provide ubiquitous service platform for the realization of IMT-Advanced is the time for preparation. In particular, 3-5GHz band, focused on mobile communications can be used to secure the necessary frequency band relocated and the existing crosstalk analysis methodology developed for the services rendered, and the frequency of such results to obtain new spectrum for IMT-Advanced for the country to secure the frequency characteristics and IMT-Advanced 3-5GHz band for the radio frequency of the characterization techniques necessary to develop a national wireless communication interference and frequency-based technology acquisition and management skills were identified.
