A study on the Development for the National Cybersecurity Capability Assessment Criteria (국가 사이버보안 역량 평가를 위한 평가항목 연구)

  • As ICT is becoming a major social infrastructure, the need to strengthen cyber capabilities are emerging. In the major advanced countries including the United States, has a continuing interest in strengthening cyber capabilities and has studied in enhancements of cyber capabilities. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and legislations. The selection of criteria has very important meaning to suggest future policy direction as well as an objective assessment of cybersecurity capabilities. But there are variable criteria for national cyber capabilities assessment such as strategy, legislation, technology, society and culture, and human resources. In this paper we perform the analysis of criteria for the other country's cybersecurity assessments including the U.S. and Europe. And we proposed the criteria for the national cybersecurity assessment reflecting the our country's characteristics.

  • 세계적으로 지구온난화 등 기후변화의 영향으로 재해발생의 빈도와 피해 심도가 증가하고 있다. 일반적으로 자연재해에 의한 피해복구에 소요되는 비용은 재해 피해액보다 크다. 선진국의 경우 이러한 재해발생 가능성을 두고, 피해를 최소화시키기 위하여 복원력에 초점을 맞추어 관련 정책을 수립하고 있다. 그러나 가뭄의 경우 타 재해에 비하여 지속기간이 길고 그 지속기간에 따라 피해의 영향이 지역별로 편차를 두고 달라지게된다. 따라서, 정확한 역량평가 결과를 제시하기 위해서는 가뭄이 자주 발생하는 지역, 복구능력이 탁월한 지역 등을 구분하고 평가하여 지자체가 갖고 있는 가뭄에 대한 역량을 정량적으로 평가할 필요가 있다. 가뭄역량평가(복원력 평가)는 항목의 특성에 따라 크게 내구성, 대체성, 자원동원력, 그리고 신속성으로 구분된다. 본 연구에서는 각 항목별 가뭄 시 적용 가능한 정량적 복원력 지표 8개를 도출 하였으며 지자체별 해당 데이터를 확보하였다. 다음으로 주요 지자체별 복원력 항목 값을 정규화 하여 표준점수화 하였다. 제안된 방법론은 향후 개별 항목특성에 맞는 정량화 방법, 항목별 가중치 부여방법, 그리고 정성지표 고려 등과 같은 지속적인 추가연구가 진행되어야 하지만, 제안된 복원력 정량지표와 그 결과는 지역적인 가뭄에 대한 지자체별 역량강화전략을 제시하기 위한 기초자료로 활용이 가능하다.

  • The effective cyber capability assessment methodology does not exist, it's difficult to check the current state of the our country's cyber capabilities and to establish cyber capability enhancement plan based on the result of assessment. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and provide the basis for effective budgeting. But assessment of national cyber capability is multi-criteria decision makink problem. In this paper develops an assessment model based on the AHP and TOPSIS. AHP is used to determine weight of the criteria and TOPSIS method is used to obtain final ranking. We also introduce the result of four major nations cyber capability assessment using the proposed methodology. The experiment used the virtual experimental data. And the result show that the proposed methodology can expand the number of criteria and alternatives for assessment and provide more sophisticated mathematical base for objective assessment comparing methodology using AHP only.

A Study on Competency Evaluation Item of Design Phase VE Team (설계VE팀의 역량 평가항목에 관한 연구)

  • Value Engineering(VE) is being applied as an useful tool to eliminate the waste of cost and noneffective factors previously in construction projects. Ministry of construction and transportation' has been accordingly enforcing extensionally design phase VE to the construction costing more than 10 billion won, an importance of design phase VE. Although there are legal supports and technical effects, an effect about an introduction of design phase VE can not be applied properly because of several problems at the process. So, in this study, try to find out competency factors of design phase VE to enforce a competency of VE team as a basic database for developing a check list, and estimate weight. For the result, find out a competency evaluation item and organize as a team knowledge, a team work skill and a team attitude. Perform a first survey to verify a reliability and propriety regarding the found competency evaluation, perform the second survey competency as to evaluation item of the found 1, 2, 3 class and then estimate the weight by AHP.

Analysis of Education Needs for Instructional Competency of Lifelong Education Instructor (평생교육 교수자의 교수 역량에 대한 교육 요구 분석)

  • The purpose of this study is to analyze the level of current difference of education needs for instructional competency of lifelong education instructor and the level of importance of lifelong education for drawing priority. Through the literature review, this is divided the lifelong education instructor's competencies such as planning, implementation, management and support and analyzed the current level and importance with 35 items through t-test analysis. The priority for education needs is applied to Borich and the Locus for Focus model simultaneously. According to result for study, the largest item of competency for lifelong education instructor is verified with the current level and importance for building of social networking and managing competency. The top priority item of education needs for instructional competency of lifelong education instructor is located in the first quadrant of model and the Locus for Focus model, according to priority in needs for Borich and was showed in program competency. The second items in priority were derived by learning resources, information gathering, competency for focus development, equitable evaluation for student, competency for building team work. Therefore, these competencies are considered as factors for priority of lifelong instructor and will be developed in personal and organizational development.

A Study on Competency Evaluation Checklist of Design Phase VE Team (설계VE팀의 역량평가 체크리스트에 관한 연구)

So, in this study, present competency factors of design phase VE to highly raise the output through organizing an effective team at the beginning stage of design phase VE. Find out 29 competency factors through characteristics of design VE team for the check list, classify by team knowledge, team work skill, and team attitude. Get an efficiency regarding importance and find out Competency Evaluation items of design VE team, present a Competency Evaluation plan for indicating an objective standard to Competency Evaluation by measuring relative importance as to each Competency Evaluation item.

A Study on the Development of an Assessment Index for Selecting Start-ups on Balanced Scorecard (균형성과표(BSC) 기반 창업기업 선정평가지표 개발)

  • The purpose of this study is to develop an assessment index for the selection of promising start-ups, which will enhance the efficiency of program that support start-ups. In order to develop assessment models for selecting start-ups, three major research steps were conducted. First, this study attempted to theoretically redefine the assessment index from the perspective of the Balanced Scorecard (BSC) through a literature review. Second, major assessment index were derived using Delphi technique for experts in start-up areas. Third, weights were derived by applying AHP technique to calculate the importance of each index. The results of this study are summarized as follows. First, this study attempted to apply the assessment model for selecting start-ups from the Balanced Scorecard (BSC) view through the previous study review. Second, the final major questions were derived with sufficient opinions collected and structured survey of leading start-up experts in areas related to research subjects and elicited the most representative questions. Third, the results of applying the weights of the main selected assessment index, commercialization viewpoint is the most priority, followed by market view, technology development viewpoint, and organizational capability viewpoint. In the middle section, th ability to make products in the commercialization viewpoint, market competitiveness in the market, product discrimination capacity in the technology development perspective, and the ability of the entrepreneur in the organizational capacity perspective were important. Overall important items were found to be in the order of the capabilities of entrepreneurs, market competitiveness, product fire capability, and product discrimination. The importance of small items was highest priority for comparative excellence of competing products, and the degree of marketability, capacity of entrepreneurship, ability to raise capital, desire for entrepreneurship, and passion were shown. The results of this study presented a conceptual alternative to the preceding study on the development of existing selection assessment indexes. And it provides meaningful and important implications as an attempt to develop more sophisticated indicators by overcoming the limitations of empirical research on only some of the evaluation metrics.

A Study on the Evaluation Model for CMS using the AHP (AHP를 이용한 CMS 평가방법에 관한 연구)

  • 본 연구는 최근 수요가 급격히 증가하고 있는 CMS의 평가방법론을 개발하기 위한 목적으로, CMS와 IT솔루션 평가이론에 대한 고찰을 통해 CMS의 평가항목을 크게 "솔루션 특성", "공급벤더역량", "구매업체 환경적합성"의 대항목으로 분류하고, "컨텐츠 관리기능", "경제성", "서비스", "정보화계획적합성" 등의 총 10가지 세부항목을 제안하였다. 또한 AHP 기법을 통하여 각 평가항목의 상대적 선호도를 결정하고, 과거 단순가중치법을 이용하여 도입된 CMS구매과정과 상호비교하는 사례연구를 실시하였다. 결과적으로 과거 단순가중치법에 의해 산출된 솔루션의 평가점수와 AHP를 이용한 상대적 선호도에 따른 평가점수 사이에는 큰 차이가 존재하였다. 이 연구를 통하여 CMS 솔루션의 선정에 중요한 평가항목들을 제공하였으며, 객관적이고 과학적인 방법론인 AHP를 활용함으로써 솔루션의 차이를 효과적으로 차별화하는 좋은 사례를 제공코자 하였다.
