The Development of a Competence Model for Career and Vocational Education for Middle School principles (중학교 학교관리자의 진로직업교육에 관한 역량모델 개발)

  • This study is to develop a competence model for school principals that provides effective career and vocational education (CVE) at middle schools. This model can be used as an indicator for identifying the expertise levels of principals in CVE and to help them develop the necessary skills. Research methods included literature review, basic research, the Delphi technique, analytic hierarchy process (AHP), and surveying. The results were as follows. The competence model for CVE for middle school principals consisted of three competence groups, nine competence elements, and 67-item behavior indicators. First, the three competence groups included the competence to build a school system for CVE, the competence to support CVE at school, and the competence to create a school environment for CVE. Competence to support CVE at school turned out to be most important in the AHP analysis. Second, competence elements included goal management, performance management, the creation of educational culture, support for educational activities, support for school curriculum, support for students, human resources management, resource management and community management. According to the AHP analysis, support for school curriculum was the most significant among the nine competence elements. Third, the behavior indicators were identified items in three areas: 18 items for individual propensity, 18 items for knowledge, and 31 items for performance.

  • As ICT is becoming a major social infrastructure, the need to strengthen cyber capabilities are emerging. In the major advanced countries including the United States, has a continuing interest in strengthening cyber capabilities and has studied in enhancements of cyber capabilities. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and legislations. The selection of criteria has very important meaning to suggest future policy direction as well as an objective assessment of cybersecurity capabilities. But there are variable criteria for national cyber capabilities assessment such as strategy, legislation, technology, society and culture, and human resources. In this paper we perform the analysis of criteria for the other country's cybersecurity assessments including the U.S. and Europe. And we proposed the criteria for the national cybersecurity assessment reflecting the our country's characteristics.

Analysis of Education Needs for Instructional Competency of Lifelong Education Instructor (평생교육 교수자의 교수 역량에 대한 교육 요구 분석)

  • The purpose of this study is to analyze the level of current difference of education needs for instructional competency of lifelong education instructor and the level of importance of lifelong education for drawing priority. Through the literature review, this is divided the lifelong education instructor's competencies such as planning, implementation, management and support and analyzed the current level and importance with 35 items through t-test analysis. The priority for education needs is applied to Borich and the Locus for Focus model simultaneously. According to result for study, the largest item of competency for lifelong education instructor is verified with the current level and importance for building of social networking and managing competency. The top priority item of education needs for instructional competency of lifelong education instructor is located in the first quadrant of model and the Locus for Focus model, according to priority in needs for Borich and was showed in program competency. The second items in priority were derived by learning resources, information gathering, competency for focus development, equitable evaluation for student, competency for building team work. Therefore, these competencies are considered as factors for priority of lifelong instructor and will be developed in personal and organizational development.

Analyzing the ODA Construction Project Competence based on IPA (IPA 기반의 공적개발원조 건설사업 역량 분석)

  • Participation in official development assistance (ODA) construction projects can be proposed as a way to revitalize Korean small and medium-sized construction companies' entry into the overseas construction market. To this end, the necessary competency items were derived for the execution of the project, and a survey was conducted and an analysis of importance-current competency was performed. 24 out of a total of 32 competency items were analyzed as having a low level of competency compared to their importance, indicating that it is urgent to strengthen corporate-level capabilities for the smooth execution of related projects in the future. In detail, it is judged that it is necessary to seek to establish a preferential capacity-strengthening plan for contract management-related items such as the 'Construction-related fundamental laws, Contract management method, and International administration negotiation'.

  • 세계적으로 지구온난화 등 기후변화의 영향으로 재해발생의 빈도와 피해 심도가 증가하고 있다. 일반적으로 자연재해에 의한 피해복구에 소요되는 비용은 재해 피해액보다 크다. 선진국의 경우 이러한 재해발생 가능성을 두고, 피해를 최소화시키기 위하여 복원력에 초점을 맞추어 관련 정책을 수립하고 있다. 그러나 가뭄의 경우 타 재해에 비하여 지속기간이 길고 그 지속기간에 따라 피해의 영향이 지역별로 편차를 두고 달라지게된다. 따라서, 정확한 역량평가 결과를 제시하기 위해서는 가뭄이 자주 발생하는 지역, 복구능력이 탁월한 지역 등을 구분하고 평가하여 지자체가 갖고 있는 가뭄에 대한 역량을 정량적으로 평가할 필요가 있다. 가뭄역량평가(복원력 평가)는 항목의 특성에 따라 크게 내구성, 대체성, 자원동원력, 그리고 신속성으로 구분된다. 본 연구에서는 각 항목별 가뭄 시 적용 가능한 정량적 복원력 지표 8개를 도출 하였으며 지자체별 해당 데이터를 확보하였다. 다음으로 주요 지자체별 복원력 항목 값을 정규화 하여 표준점수화 하였다. 제안된 방법론은 향후 개별 항목특성에 맞는 정량화 방법, 항목별 가중치 부여방법, 그리고 정성지표 고려 등과 같은 지속적인 추가연구가 진행되어야 하지만, 제안된 복원력 정량지표와 그 결과는 지역적인 가뭄에 대한 지자체별 역량강화전략을 제시하기 위한 기초자료로 활용이 가능하다.

청소년 기업가정신 교육이 기업가적 태도와 진로개발역량에 미치는 효과에 대한 연구

  • 본 연구는 과학기술의 발전과 이에 따른 급속한 사회변화 속에서 청소년의 진로를 탐색하고 역량을 높이기 위해 운영되고 있는 기업가정신 교육의 효과성을 밝히는데 목적이 있다. 청소년기는 미래인재로서 진로탐색을 위해 다양한 시도를 해야 할 필요성이 있는 시기이므로 청소년들에게 다양한 기회를 발견하고 활용하여 문제 상황을 해결해보는 경험이 필요하다할 수 있다. 기업가정신의 구성요인은 일반적으로 위험감수성, 진취성, 혁신성을 포함한다. 위험감수성은 불확실한 결과가 예상됨에도 과감히 도전하려는 의지이고, 진취성은 새로운 기회를 선제적 및 적극적으로 포착하기 위한 노력이며, 혁신성이 새로운 변화와 혁신을 선호하고 추구하면서 문제를 해결하려는 노력이라는 점에서 기회와 창의성, 문제해결력이 기업가정신에 중요한 요인에 포함됨을 판단할 수 있다. 청소년 기업가정신 교육의 효과성 측정항목으로 기업가적 태도와 진로개발역량으로 정하고, 기업가적 태도 하위항목으로 기회발견과 창의성 역량을, 창의성 역량의 세부지표로 창의적 문제해결능력, 협력적 의사소통능력, 혁신적 업무행동능력 선정하였다. 진로개발역량의 하위항목으로 진로설계, 개척정신을 정하였으며 진로설계의 세부지표로 자기탐색, 직업탐색, 직업가치관, 진로태도를, 개척정신의 세부지표로 차별화태도, 도전정신을 선정하였다. 이의 측정을 위해 청소년 기업가정신 교육 프로그램을 경기도 소재 중학교 학생들을 대상으로 2020년 9월부터 10월까지 실시하였다. 본 연구결과로 기업가정신 함양 프로그램을 수강한 학생들이 교육을 통하여 어떠한 역량이 높아졌는지에 대한 검증이 가능할 것으로 사료된다. 또한 이러한 효과측정을 통하여 더 나은 교육프로그램을 개발할 수 있는 계기의 마련과 기업가정신 교육에 대한 이해의 폭을 넓혀 기업가정신 교육의 활성화를 기대할 수 있을 것이다.

The Enhancement Strategy on National Cyber Capability Using Hybrid Methodology of AHP and TOPSIS (AHP와 TOPSIS 융합 방법론을 이용한 국가 사이버 역량 강화 방안)

  • The effective cyber capability assessment methodology does not exist, it's difficult to check the current state of the our country's cyber capabilities and to establish cyber capability enhancement plan based on the result of assessment. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and provide the basis for effective budgeting. But assessment of national cyber capability is multi-criteria decision makink problem. In this paper develops an assessment model based on the AHP and TOPSIS. AHP is used to determine weight of the criteria and TOPSIS method is used to obtain final ranking. We also introduce the result of four major nations cyber capability assessment using the proposed methodology. The experiment used the virtual experimental data. And the result show that the proposed methodology can expand the number of criteria and alternatives for assessment and provide more sophisticated mathematical base for objective assessment comparing methodology using AHP only.

A Study on Competency Evaluation Item of Design Phase VE Team (설계VE팀의 역량 평가항목에 관한 연구)

  • Value Engineering(VE) is being applied as an useful tool to eliminate the waste of cost and noneffective factors previously in construction projects. Ministry of construction and transportation' has been accordingly enforcing extensionally design phase VE to the construction costing more than 10 billion won, an importance of design phase VE. Although there are legal supports and technical effects, an effect about an introduction of design phase VE can not be applied properly because of several problems at the process. So, in this study, try to find out competency factors of design phase VE to enforce a competency of VE team as a basic database for developing a check list, and estimate weight. For the result, find out a competency evaluation item and organize as a team knowledge, a team work skill and a team attitude. Perform a first survey to verify a reliability and propriety regarding the found competency evaluation, perform the second survey competency as to evaluation item of the found 1, 2, 3 class and then estimate the weight by AHP.

Development of a Measurement Model of Personal Information Competency in Information Environment (정보 환경하에서 개인정보역량 측정모형 개발에 관한 연구)

  • This study developed an efficient model for measuring personal information competency in an enterprise of the information environment. This model includes four measurement domains, twelve factors and feasible measurement items. This verified the validity and reliability of the developed model by factor analysis and reliability analysis through a pilot test with the application of SPSS software, and presented the concrete measurement items that tn efficiently gauge personal information competency. The developed model was applied to the measurement of 264 workers in an enterprise in order to testify its practicability and utilization, and the measurement results were presented. This model will contribute to improving the information competency of human resources in industrial fields.

Consulting Competence of IT Consultants: Perceptual Differences between IT Consultants and Business Clients (IT 컨설턴트의 컨설팅 역량: 컨설턴트와 고객의 인식 차이를 중심으로)

  • The purpose of this research is to define the consulting competence of IT consultants and empirically analyze the perceptual differences between the IT consultant group and the client group. Based on the previous researches and the opinion of the actual IT consultants, the consulting capability model has been established, which consists of six categories and eighteen factors. Six categories are (1) IT domain expertise, (2) problem solving ability, (3) project management capability, (4) communication skills, (5) human relations skills, and (6) professional ethics and attitude. Two field surveys have been performed and the responses of 174 IT consultants 116 clients have been acquired. It is shown that the level of possessed proficiency of IT consulting capability is far lower than the level of the required proficiency. And there exist the perceptual difference between two responding groups with respect to the level required proficiency but no difference exists in terms of the level of possessed proficiency. The findings of this research can provide some useful information in order to fully understand the differences between the IT consultant group and the client group.
