In this study, we performed an empirical research on how cultural power affects soft power as one of the elements of National Power. To fully exert the force of cultural power, appropriate level of "resources for power" need to be disseminated into cultural elements. Utilization of these resources need to appropriately developed and produced in quality and quantity when needed. This activity should be ensured with "composite support competence"; which is the combination of support organizations and their potentials. Indicators of cultural power includes society favorability rating, cultural favorability rating, E&D industry competitiveness index, and T&T competitiveness index. According to analysis of cultural power by each country, cultural industry (E&D) competitiveness index and travel and tourism (T&T) competitiveness index shows relatively high correlation. This research aims to analyze the "cultural power as soft power" of South Korea, China and US, and how they are different and how their resources of power are represented in their E&D and T&T competitiveness.
Recently, the rapid change in the technical environment and under global competition, there has been an increasing attention to the creativity among core competency of organization. Particularly, creativity is an initiative for technological innovations and a primary key factor to the success. Systematic understanding towards creativity is required to derive sophisticated creativity. However, previous researches involved in only one or two elements of creativity made it difficult to understand the holistic relations. Furthermore, the objective measurement tool of creativity is insufficient. Therefore, this study analyzes creativity from each level and clarifies the elements that can coordinately measure that. First, the study suggests three levels that compose creativity. Second, the study not only clarifies the factors influencing creativity from each level but also develops the evaluation index. The creativity level assessment model proposed in the study is capable of providing a guide-line that evaluates, and therefore enhance, the organization's competencies and potentials of creativity.

The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

6th Industry reduced agricultural income and rural areas, the economic downturn is going to be activated is attracting attention as an alternative. 6th industry means that the integrated or linked, the manufacture and processing of secondary industry based on primary industry, the distribution and service of tertiary industry. Park Geun-hye government to realize the creative economy in agriculture as an alternative to specifically evaluate the 6th industries and suggests various policy alternatives. In addition, to support the development of models and analysis of best practices, including sleep studies are in progress. However, the 6th Industry management body for performing management level, technical level, the leader in comprehensive evaluation of competencies and indicators on the development of an evaluation study is insufficient. In this regard, the present study performed 6th industry management body for the management level, technical level, the leader competency evaluation indicators to develop a comprehensive evaluation by utilizing AHP method was developed indicators. The results achieved in Korea As different countries and the FTA as cheap agricultural imports increased 6th industry revenues associated with the management body is very likely to be worse. The endless competition to survive in the most important of the strategy for each individual project management body to operate on their own, rather than to strengthen internal capacity by strengthening linkages with other industries, products, and services that promote the sale will be. This also is that you need to improve revenue management body. Thus, all 6th industry management body at the location of their efforts to gain the trust of consumers will require, moreover, for each management body to build cooperation between the various measures will be sought. In addition to the smart era rapidly changing needs of customers, depending on the life cycle of products and services are getting faster and the new consumer is getting more and more tend to find new products. This research examines the sustainable mutual growth of academia and industry regarding human resource cultivation and recruitment of local communities. at the beginning of regularized survival competitions and university innovations according to University Basic Competence Evaluations and etc., This research considers the substantive effect of educational resources of universities on recruitment rates in the pursuit of enhancing university-industry cooperation. Therefore, to identify factors of recruitment rates, we employ a university-wise index based on a quantitative index of educational resources of universities. Regarding study methods, set-up and verification of hypothesis, empirical analysis, descriptive statistics analysis, and correlation analysis are used to identify the correlation between dependent variables and independent variables based on the three sub-indexes of open records at Higher Education including educational environments, educational finances, and research achievements. Implications were derived from multiple regression analysis results regarding education conditions and recruitment rates, educational finances and recruitment rates, and research achievement and recruitment rates. This research can be extended to predict regional university recruitment rates with empirical analysis considering regional characteristics.
Proptech, which has applied information technology to the real estate market, is leading real estate transaction innovation by presenting various value creation models. This study categorizes and understands values that are created and shared in proptech-based businesses, and develops evaluation data that reflects the relative importance of individual value areas. To this end, the dimension of value creation of proptech was hierarchically constructed, and the degree of relative value creation of the sub-industries of the proptech industry was evaluated. In order to grasp the relative importance of the proposed indicators, AHP analysis was conducted for industry and academic experts. In the first stage, intangible values, relational values, and advanced values were presented. It was derived as weights between indicators through two-way comparison. This study aims to improve and develop the value-creation capability of the entire Korean proptech ecosystem in the future by evaluating the value-created competence of each sector of the proptech industry.
This paper analyzed the qualitative evaluation indicators of the SYSTEM sector of the LINC program, which aimed at strengthening ability of regional universities through the activities of industry-academia cooperation (IAC). By using interview data and the program reports of universities, this research explored the problems of the indicators and suggested improvement measures which could lead to performance creativity. According to research results, in university system reform for activating IAC, some improvements are required as follows: limiting excessive expansion of IAC-friendly faculty evaluation; and evaluating soft aspects in the reform of academic affairs. In relation to strengthening of ability of the IAC organization, the indicators need to be amended as follows: enhancing the role of channel of IAC Foundation; strengthening the function of planning team of the IAC Foundation; and inducing development of own model of universities for IAC. As regards expansion of IAC infrastructure, it is necessary to enlarge the manpower who can develop programs of the support center in the foundation and to secure of operators for effective operation of joint-using equipments. Therefore, the indicators are required to be upgraded, considering these improvement direction.
In order to provide technical financial support to small and medium-sized venture companies based on technology, the government implemented the TCB evaluation, which is a kind of technology rating evaluation, from the Kibo and a qualified private TCB. In this paper, we briefly review the current state of TCB evaluation and available indicators related to technology evaluation accumulated in the Korea Credit Information Services (TDB), and then use indicators that have a significant effect on the technology rating score. Multiple regression techniques will be explored. And the relative importance and classification accuracy of the indicators were calculated by applying the key indicators as independent features applied to the generalized boosting model, which is a representative machine learning classifier, as the class influence and the fitness of each model. As a result of the analysis, it was analyzed that the relative importance between the two models was not significantly different. However, GBM model had more weight on the InnoBiz certification, R&D department, patent registration and venture confirmation indicators than regression model.
