Promoting Employment in Community-based Social Service Sectors: Focusing on Gwangju Metropolitan City, Republic of Korea (지역사회기반 사회서비스 분야 고용활성화 방안 - 광주광역시를 중심으로 -)

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

The Effect of the Minimum Wage Increment on Employment and Work-hour of New Workers in Korea (최저임금 인상이 신규근로자 고용과 근로시간에 미치는 영향)

  • This paper estimates the effect of the minimum wage increment on employment and work-hour of new workers in Korea using the data from the Survey on Labor Conditions by Type of Employment (SLCTE) from 2008 to 2017. We construct worker groups by sex, age, and education to mitigate endogeneity problem in estimating the effect of minimum wage increment. The result shows that the minimum wage increment leads to decrease of new employment and increase of the ratio of new workers who work less than 15 hours per week. Especially, women, the elderly, the youth, and under high school education level group are sensitive to the minimum wage increment.

The Effect of Minimum Wages on New Hiring of Low-wage Workers (최저임금의 저임금 근로자의 신규 채용 억제효과)

  • This paper estimates the effect of minimum wages on new hiring of low wage workers from a time-series. The results indicate that minimum wages tend to reduce the new hiring of low wage workers, in particular, among women, less educated and older population. The strongly negative effect on new hiring suggests that the burden of reduced labor demand arising from higher minimum wages tend to fall mostly upon the unprotected low-wage job searchers due to the short-term rigidity of employment adjustment among the existing workers.

가족친화 고용정책의 기업수용성 분석: 유연근로제도를 중심으로

  • 본 연구는 한국노동연구원에서 실시한 "일과 가족 양립 지원제도 운영실태조사" 원자료를 활용하여 우리나라 기업의 유연근로제도에 대한 수용성 정도를 실증분석한 것이다. 유연근로제도를 포함한 가족친화 경영의 기업수용성은 출산과 양육친화단계에서는 높지만, 가족친화적 경영수준으로는 확장되지 않고 있음을 발견할 수 있었다. 기존의 연구와 달리 기업 특성을 성(gender)과 시장(market) 가치에 따라 구분하여 유연근로제도의 수용성이 어떤 영역에서 높게 나타나는지를 분석한 결과 여성친화적-고시장성 기업일수록 보다 높은 수용성을 가지는 것으로 나타났다. 또한 다변량분석을 활용하여 유연근로제도에 대한 기업의 수용성 결정요인을 도출하였는데 여기에서는 비정규직 활용과 유연근로제도가 대체관계에 있는 것으로 분석되었다. 따라서 현재 우리나라 노동시장에서 큰 이슈가 되고 있는 비정규직의 무분별한 활용과 증가를 억제할 수 있는 대안 중의 하나로 유연근로제도를 활성화하는 방안을 제안할 수 있으며, 이는 기업의 효율적인 인력운영과 함께 일자리의 질도 제고시킬 수 있어 기업과 근로자가 모두 윈윈(win-win)하는 전략이 될 수 있음을 시사한다고 하겠다.

The Disparities in Subjective Health by Employment Form and Gender: Focusing on the Interaction Effects with Health Resources (고용형태와 성별에 따른 주관적 건강에서의 격차: 건강자원과의 상호작용 효과를 중심으로)

  • Employment form and gender as stratification factors may generate health disparities in Korea. Previous studies have examined the existence of health disparities by employment form and gender. However, few studies examined how the health disparities can be reduced effectively. This study intends to confirm the existence of health disparities between employment-gender groups and explore the effective health resources which can reduce the possible disparities. Using a national probability sample of Korean adults collected in 2011, we attempts to test the interaction effects between employment-gender groups and health resources on self-rated health. For health resources, 24 variables of five dimensions(social relationship, psychological resource, activity factor, health behavior, and usage of medical service) are taken into account. In results, first, the health levels of the other three employment-gender groups are worse than that of male-regular workers. Second, the effective health resources which can reduce the health disparities are different across the employment-gender groups. An effective health resource for female-nonregular workers is a peaceful relationship with her children. Effective health resources for male-nonregular workers are peaceful relationships with his parents and siblings, low stress, religious activity, and exercise. An effective health resource for female-regular workers is interpersonal trust. These results imply that personal or social interventions for health of specific disadvantaged groups need to focus on specific resources which are more effective for the groups.

  • 우리나라의 서비스 직업에 대한 고용비중이 점차 높아지고 있는 동시에 여성의 경제활동도 함께 증가하는 추세를 보여주고 있다. 또한 현재 경영의 환경에 있어서의 소비자들은 기업과의 직접적인 대면과 함께 우량의 서비스 품질을 요구하는 경영환경의 시대에 있다. 각 기업은 차별화 전략으로서 최상의 서비스 제공을 통한 고객 만족 극대화에 초점을 맞추고 있으며 특히, 서비스 기업에서 추구하는 고객만족 또는 서비스 만족도가 기업의 경쟁우의를 결정짓고 기업의 이미지를 표현하는 중요한 요인으로 여겨지고 있다. 이러한 고객만족을 중시하는 기업과 조직의 목표에 의해 대부분의 고객센터의 여성 근로자들은 조직이 요구하는 감정표현의 규범에 의해 자신의 감정이나 느낌을 고객에게 연출하도록 강요받고 있다. 근로자의 기분과 감정과는 관계없이 고객에게 미소와 친절을 보내야 하는 고객센터 근로자들은 감정노동을 하고 있는 것이다. 이에 본 연구에서는 서비스 산업 중에서도 여성인력에 대한 의존도가 높은 고객만족센터(텔레마케터 or 전화상담원)에 근무하는 여성근로자를 중심으로 감정적 부조화에 따른 감정노동이 직무스트레스에 미치는 영향에 대하여 알아보고 연구 결과를 통해 고객센터의 여성근로자들의 인적자원관리 차원에서 감정노동에 대한 인지와 직무스트레스 조절을 통한 관리에 시사점을 제안하고자 한다.

An Analysis on the Occupational Gender Wage Gap in Korea: Focusing on the Proportion of High Wage Earning Female Workers (한국의 직종 내 성별 임금격차 분석: 직종 내 고소득 여성비중을 중심으로)

  • This paper investigates the relationship between the occupational gender wage gap and the proportion of high wage earning female workers in Korea. The main idea is that an increase in the number of high wage earning female workers in the workplace could lead to a decrease in the gender wage gap by eradicating the prejudice or reducing the statistical discrimination on female workers. We constructed a panel dataset by using the raw data from the Korean Survey Report on Labor Conditions by Employment between 2009 and 2016. The result shows that greater presences of high wage earning female workers in male dominant occupations have statistically significant negative impacts on residual gender earning dispersion.

The Factors Affecting the Intention of Career Discontinuity of a Married Women Dental Hygienist (기혼 여성 치과위생사의 경력단절 의사에 영향을 미치는 요인)

  • The purpose of this study to find out factors that affect intention of career discontinuity among dental hygienists. The data was collected from 300 dental hygienists working at dental clinics. The total of 281 copies were used for analysis. Statistical analysis was performed using PASW Statistics 18.0 at the 5% significance level. T-test, ANOVA, factor analysis, reliability analysis, correlation analysis, hierarchical regression analyses were applied in this analysis. The results were as follows: 1. As for intention of career discontinuity by general characteristics, there were statistically significant difference according to age, duration of employment, children, children age and monthly income (p<0.05). 2. As for intention of career discontinuity by job awareness, there were statistically significant difference according to turnover, work-life, retirement age of dental hygienist, duration of job maintenance and re-employment of dental hygienist (p<0.05). 3. As for hierarchical regression analysis of the factors affecting the intention of career discontinuity, the support from employer had most significant influence on intention of career discontinuity (p<0.05). In order to decrease the career discontinuity among dental hygienists, plans that can increase the work-environment should be implemented by improving support from employer.

Retirement of Older Wage Workers in Korea: Hazard Model Analysis by Firm Size (한국 장년임금근로자들의 퇴직: 사업체 규모별 위험모형분석)

  • This paper examines why older wage workers leave their jobs and what determine the hazard of retirement. Major results are as follows. First, aged workers leaving their jobs because of formal mandatory retirement are relatively few in number and largely males employed in large establishments. Second, a higher hourly wage is associated with a greater retirement hazard, especially among male employees of large firms. Third, informal mandatory retirement puts a strong pressure towards retirement among older female workers. Fourth, poor health is the primary reason for retirement among older workers, especially for females and small-firm employees. Finally, reasonable hours and greater flexibility of work tend to lower retirement hazard. We discuss some implications of the results for old-age labor market policies.
